The 3rd Civil Society Review of the NCMP

*Dear Friend,*
Every year since the release of the National Common Minimum Programme on 21
May 2004, hundreds of civil society representatives across India – from
village groups to national networks – have come together to revisit the NCMP
and outline the political agenda that must be prioritized by the government
if it is to keep its promises to the people.
Over the years the mood of optimism that prevailed in 2004 has given way to
growing concern in 2005, and a deep anxiety in 2006 about the intent and
capacity of the government to keep its commitments. A 10-point agenda for
policy action was accordingly defined as an outcome of the 2nd Civil Society
Review held in May 2006 to keep the government on track on its performance
against the NCMP.
However in 2007, new signals of distress have emerged in relation to some of
the key commitments that have been ignored so far and the greater crises
have been unleashed in relation to land, livelihood and protection from
discrimination. *Clearly, this is the time for civil society across the
country to come together to raise the alarm on the performance of the
government. *
*The 3rd Civil Society Review of the NCMP* has accordingly been designed to
bring together key experts to comment on the progress of the government,
leaders of social movements who will define the political agenda of the
marginalized, and more than 300 civil society representatives who will come
together to a collective strategy for governance accountability – to the
NCMP, to the people, and to the collective ideal of social & human rights*.

The *'Civil Society Review Report on the NCMP - 2007'* that will be released
on this occasion includes evaluations & definition of political demands in
17 key areas in relation to the NCMP, including Health, Education, Basic
Services, Food Security, Land & Livelihood, Peace, Social Harmony, Human
Security, Exclusion & Discrimination, Rural & Urban Governance.
The outcomes of this Review will form the basis for advocacy and public
mobilization at the national level and more than 15 states of India. *Your
