Dear Sharmila,
thanks for sharing the plans.
I think that the best way to go about it would be for you to apply directly to the GCAP Global Secretariat like other members of the FTF are doing.
I copy below the information they sent where the budget ceilings are included and also the contact person you should send the application to.
Please send us a copy of the application.
If the tribunal is smaller, in the sense that you need only 2000 USD or something similar, we can try to get those funds in the application I will send for the tribunal in Belem and for coordination. But anything close to 5000 USD and beyond requires an application on its own.
If you need any further clarification, please write again or call me through Skype at anajairo2.
Greetings,
Ana
I copy below the message from GCAP Global Secretariat:
COP15 AND CLIMATE JUSTICE POVERTY HEARINGS FUNDING - YOUR PROPOSAL
Following the success of last year's Poverty Hearings organised by the Feminist Task Force, Oxfam has offered some funding to support the staging of Climate Justice Poverty Hearings as a mobilisation tool on the road to the UNFCCC in Copenhagen. We need to hear about the reality on the ground, and about potential transformation that people can come up with in agriculture, enterprise and energy infrastructure, if given half a (financial) chance..Then we can approach politicians at all levels - not just with problems and claims but with proposals..
If you would like to apply for this funding, you need to submit a proposal by August 25th. Following the first selection, there will be a second round of applications with deadline for September 25th.
We will consider applications for funding from around USD5,000 to USD12,000. You will need to include in your application:
1.. Details about the event, including date, objectives, plan
2.. An outline of how the hearing fulfils the criteria for application, please address each point separately
3.. A budget
4.. Agreement to sign a contract on successful application
5.. Proof that there is a legal entity to receive and manage the funds
Selection will be based on the submission of proposals, which must fulfil the following criteria:
1.. The proposal must come from an active national coalition or constituency group with a previous track record of impactful anti-poverty campaigning in their country/constituency, including mass mobilization
2.. The proposal must demonstrate a strong link between climate change campaigning and other GCAP strategic objectives (e.g. gender justice and/or financing for development)
3.. The proposal must include a clear description of how the hearing would contribute to leveraging political pressure at a national and/or regional level, and at an international level where relevant
4.. There must be a clear explanation of how the national coalition will include mass mobilisation as the main or significant element of their proposal, and confirm that numbers attending any mass mobilisation events will be counted and these numbers (rather than the data) is forwarded on to the Global Campaign for Climate Action to contribute to a global total for Copenhagen
5.. Each proposal must include a plan for communicating the climate hearing(s) to a wide audience, including the use of media work, and creating high quality footage/images of the testimony given at the hearing(s).
6.. The proposal must demonstrate how campaigning on climate change in that country/constituency group will be sustained after the hearing
7.. The proposal must include a sound monitoring and evaluation plan
8.. If possible, the proposal must include a link between climate change campaigning and the Stand Up 2009 mobilisation
Please send your completed proposals by August 24th to Fionuala Cregan (fionuala.cregan en whiteband.org), with 'Climate Justice Hearing' clearly marked in the subject line
The GCAP Feminist Task Force are already organising Climate Change Poverty Hearings focusing on women, please get in touch with Ana Agostino (ana en icae.org.uy) for more information.

Subject: CC Tribunal from Nepal
Dear Ana,
We are in the midst of preparing a proposal for CC tribunal.
Our plans are;
- To select five representative from all five development regions of Nepal.
- These twenty-five people would be brought over to Kathmandu for
orientation and to provide them with conceptual clarity on
land-rights, food security and climate change.
The selected participants will be specifically women working on
natural resources- forestry, Land access and women rights issues.
Apart from these regional representatives, there would be another ~ 25
to 35 local participants.
On the second day, these women (after being oriented on the issues) -
will bring up their concerns on climate change esp. on what can and
has to be done in their respective areas.
So, if we could mark up the ceiling for the budget we could
accordingly plan for our activities.
Looking forward to hearing from you.
Best wishes,
Sharmila Karki
