Dear Ana, Rosa

Regrets for the confusion caused by the Asian representation. To be honest, many Asian colleagues have been persuading me to send in a request as an FTF rep to Montevideo since day 1. However I felt it would be appropriate for me to attend as a national coalition rep. and not to eat up the few spaces available to the FTF. I have also responded to my colleagues several times over the last month on this line. It was only when there was the possibility of the additional opening that i have placed the suggestion for inclusion, so that all concerned are also satisfied that the representation from Asia has atleast been placed on board.

The most important achievement, the way I see it, however is that it now opens the space for a formal and institutional relationship between the FTF and one of the largest regional coalitions in GCAP - with the Asia IFT now having formally recognized Chona and myself as regional co-ordination points to the FTF. I see this as an important step forward, and added value for the processes and initiatives across the year, beyond the matter of representations to Montevideo,

I have been confirmed as a national coalition representative, and I believe through recent developments Chona's participation has also been secured over the last two days. I am sure she will agree with me that we both look forward to the FTF interaction in Montevideo.

Best regards,
Lysa John, WNTA

On 4/2/07, ana <ana@icae.org.uy> wrote:

Dear all,
although I have not written these last three days (we had the Executive
Commmitte meeting of ICAE in Montevideo) I have followed the discussion
closely of the Montevideo participation. I think that we must make a
decision and ask participants to register tomorrow (the deadline was Friday!)
I think that the regional representation and the involvement in the FTF
should be the guiding criteria.
We have four places, and on that basis, please find my suggestion below:
1. Rosa (this is clear)
2. Prisca or Josephine - We must decide on one place for Africa
3. Representative from Flora Tristan (if they take the commitment to be
members of the Facilitation Team once Luisa leaves) or Marianela from GCAP
Dominican Republic (as we have long been looking for someone from the
Caribbean)Again, we must decide here on one place for Latin America.
4. Chona from Asia.
I must say though that nobody from Asia had indicated that they wanted to
participate on behalf of the FTF and I assumed they were coming to
Montevideo representing either the region or the national coalition. Chona
is in GCAP Philipines so I though that was where she was coming from. But if
this is not the case, we need to have one representative from Asia.
It is not ideal, we are leaving women out from organisations that have been
actively involved and who have personally worked hard. The issue is that we
have those few slots (we were going to have three, now four, and it is
actually five as I come as the host).
I have insisted with Regina that people whose names are not on the list by 9
April (when we agreed that she will be sending me the final list for visa
purposes) will not come. So, we might be loosing spaces if we do not take a
quick decision. As the facilitation team of the FTF we have the
responsibility to do it.
Next week is a holiday in Uruguay and I will not check my message every day.
I hope those involved are able to reply to this message by tomorrow and take
the final decision. I will try to liaise with Rosa.
Greetings to everyone,
Ana

---------- Original Message -----------

> Subject: Re: [Ftffacilitationteam] URGENT - Montevideo attendee list
> URGENT
>
> Dear Lysa and Marcela, and colleagues,
>
> Thank you for your input. Lysa, this note in a sense contradicts a
previous
> note from you copied to Marivic and Chona asking for an Asian slot
> in our final configuration, so very honestly and sincerely I'm a bit
> confused. I know the selection process for the Asian group has been
> difficult, however I'm hoping you've been able to solve the
> representation issue. I am hoping this is an indication on that. I
> will reply to that note as well separately. At this point, I'd like
> to know if you will be able to attend. We had understood that you
> would attend under a national or regional representation. Your input
> is valued and we hope you have been slotted a space to attend as we
> previously understood. Please keep us informed of the situation.
>
> Colleagues, PLEASE ADVISE ON THE PROPOSED CONFIGURATION BELOW.
> We've heard from a few others but need to resolve and finalize the
> list. Currently----we have 3 Latin American nominees, and we need
> your input on this. In yesterday's call on the agenda group, the
> Asian representation asked for one more slot to resolve a difficult
> representation issue. Rather than open up the issue of number of
> places and criteria for the Montevideo meeting, we looked at the
> issue of another meeting organized by the GCAP Secretariat on May
> 6th to find the extra place for the Asian group. I also expressed that
> we were facing diffuculty having only 3 slots for 4 proposed regions,
> and a list longer than we could accomodate. We resolved that the
Secretariat
> meeting would grant spaces for regional reps (2) as well as ONE (1)
> representative from the task forces. This was not to open lists for
> more people, and it was discouraged to add more people to the
> Montevideo meeting, but it helped solve the issue the Asian group
> raised, and our issue as well to have four spaces. The fourth space
> would be for that person to attend the May 6th meeting as the FTF
> representative but could also attend the Montevideo meeting perhaps
> as an observer.
>
> Here is a scenario: Rosa Lizarde, who necessarily has to come as she
> is a member of the IFT -as my alternate. - Prisca Kambole, member of
> the facilitation team of the FTF representing Southern Africa -
> Josephine Kamel, member of the facilitation team of the FTF representing
> Northern Africa
> If we go with the confirguration Marcela proposed, we still need to address
> the issue of the LAC representation. I agree that configuration
> looks good, however we need to address the LAC representation and
> that was why I mentioned in yesterday's meeting that we needed
> another slot. In my opinion, with three names proposed by a very
> active region, we cannot ignore the LAC nominations. It is now
> granted. I had also requested prior to this that I take the
> Mobilization Task Force slot, however it was given to another
> member.
>
> For now, we have ONLY one more slot, which provides 4 slots to cover
> the initial proposed regions. The background information I have on
> the LAC nominees, and Ana, you may have more and add here since you
> received the nominations and know them from LAC region: - Marta Rico,
> from Flora Tristán, Peru - Flora Tristan is a long-standing and
> influential LAC women's network and player. They have followed GCAP
> and have recently expressed more of an interest to continue the
> process. They will be replacing one of our most active members in
> Peru on the FTF, whom you all know is leaving in August--Luisa Cruz
> Hefti. Obviously, it has received her strong endorsement. They
> have submitted their name in a timely manner. - Susana Checa,
> from FOCO, Argentina - FOCO is an Argentinian women's organization
> that has been actively involved in national efforts of GCAP.
> Initially they submitted Barbara Caletti and then recently changed
> the name to the current. ANA - would you like to add more here? -
> Marianela Carvajal Diaz, de GCAP - RD - Marianela's nomination was
> recent, however she and her organization, a women's org/network from
> the Dominican Republic has been very active in GCAP and
> mobilizations over the years. Marianela served previously on the
> Mobilization Task Force and attended the Beirut meeting. She's also
> very involved in youth activities and represents that consituency as
> well.
>
> I support Marcela's proposed scenario and would support the
> representative of Flora Tristan or GCAP-RD, perhaps more inclined to
> Flora. I do not know Marta Rico but know Flora Tristan very well.
> My dream scenario is to have Marianela represented on the
> Mobilization Task Force, if at all possible, or the youth task force,
> and have Susana Checa from FOCO supported by both her organization
> and the FTF since she is in a neighboring country, Argentina, to
> Uruguay. This is a DREAM scenario---which I might add includes the
> participation of Lysa John through the process we just adopted
