face=Calibri>It was great to talk with some of you on this morning’s FTF-FT
call.<SPAN style="mso-spacerun: yes"> </SPAN>We missed others who could
not join us.<SPAN style="mso-spacerun: yes"> </SPAN>Notes will be going
out but for now I want to follow-up on one of the tasks which is to send out
the GCAP Strategic Framework for your review and input. Some of you may be
familiar with it already and have seen it as part of the material sent out by
the regional secretariats.<SPAN style="mso-spacerun: yes"> </SPAN>The
GCAP Global Secretariat has provided us extra time to review and finalize. I
know the Europeans asked for more time and will be doing a thorough review at
their meeting in November. So, for this and other reasons, the time for review
has been extended. The section on Women’s Rights is not comprehensive but it
is quite good and brings in various aspects not previous connected to
mainstream GCAP, e.g. the Beijing Platform for Action, CEDAW and other
instruments / agreements. Please pay particular attention to the part on
mobilization, considering our general view on Stand Up, which is being
proposed for the next three years. Also, perhaps in light of the successes of
the most recent mobilizations (or otherwise), feel free to make comments.<SPAN
style="mso-spacerun: yes"> </SPAN></FONT></FONT></P>
<P class=MsoNormal style="MARGIN: 0in 0in 10pt"><FONT size=3><FONT
face=Calibri>Just some quick background, part of the reason for this document
is to submit for the incorporation of GCAP as a foundation.<SPAN
style="mso-spacerun: yes"> </SPAN>Let me clarify--- I specifically asked
on today’s call of the Strategic Planning meeting if it is required (the
Europeans were arguing that it is not therefore give more time for review) and
the answer was that a very close to be ready draft can be submitted but that
this wouldn’t get the most positive response by funders. Funders particularly
prefer a final document for providing funding for a first time institution.
The final draft would still need to go through the Global Council, most likely
in the Dec. 15<SUP>th</SUP> meeting.<SPAN
style="mso-spacerun: yes"> </SPAN></FONT></FONT></P>

has been available for a couple of months and has been translated into other

de equipo facilitador del EFT. Algunas no pudieron estar con
nosotras. Habra notas pero por ahora quiero decirles sobre el
seguimiento de una del Marco Estratégico de GCAP. Se los envio para su
revisión y de los aportes. Algunos de ustedes puede estar familiarizado
con el reporte enviado por las secretarías regionales. La secretaría
general de GCAP nos ha proporcionado más tiempo para revisarsloy
finalizarlo. Sé que los europeos pidieron más tiempo y haran un examen
al fondo del reporte en su reunión de noviembre. Así, por esta y
otras razones, el tiempo de revisión se ha ampliado. La sección de
Derechos de la Mujer no es exhaustiva, pero es bastante buena
y incluye diversos aspectos no relacionados anteriormente para
incorporar la GCAP, por ejemplo, la Plataforma de Acción de Beijing,
CEDAW y otros instrumentos y acuerdos. Por favor, presten atención
en la parte de la movilización, teniendo en cuenta nuestra opinión
general sobre el Stand Up, que se propone para los próximos tres años.
Además, tomen en cuenta los éxitos (o no) de las últimas movilizaciones
para hacer comentarios.</DIV>
<DIV dir=ltr><BR>Rápido, unos antecedentes, unos de las razones de este
documento fue para la incorporación de GCAP como una fundación.
Permítanme aclarar --- he preguntado concretamente hoy en la reunión de
la planificación estratégica si era necesario este
documento (los europeos hacen el argumento de que no es, por lo
tanto, quieren más tiempo para su revisión), y la respuesta fue de que
es necesario, pero es preferida para tener una respuesta más
positiva de los financiadores. Financiadores en particular prefieren un
documento final para la financiación de una institución naciente.
El proyecto definitivo todavía hay que pasar por el Consejo Mundial, más
probable es que en la reunión de 15 de diciembre. Por favor, traten de
obtener comentarios antes del viernes o sino el lunes, a más
tardar, para poder retransmitirlo al grupo de la planificación
estratégica. El documento ha estado disponible durante un par de meses y
