In 2009 there is a reinvigorated energy in the group and a number of new members have joined, or will soon join. However, the group still has limited capacity and this proposal is based on that pragmatic view. The CCWG meets irregularly when necessary or requested by members on phone conferences but has not until now had a face to face meeting. The group proposes one face to face meeting in 2009. Background It is widely acknowledged by the development, environment and human rights community that climate change is one of, or the, critical issue in 2009. As the world’s largest social movement with coalitions in more than 100 countries, we believe it is vital that GCAP adds its weight and mobilisation potential to the growing movement on climate change in 2009. The UN Framework Convention on Climate Change was written in 1992, since when global emissions of carbon have continued to rise sharply and political will has fallen worryingly sharply also. In 1997, rich countries (with the notable exception of the US) agreed the Kyoto Protocol with specific commitments to reduce carbon emissions by 2010. However, many countries are woefully off target and emissions have continued to rise. The scientific consensus on climate change is now overwhelming and the links to poverty and justice are clear and profound. In 2007, governments agreed to the Bali Action Plan, a 2 year plan for a binding agreement to be made in December 2009 at the Conference of the Parties (COP) to the UNFCCC in Copenhagen. Half-way to that deadline, many governments are backtracking on their commitments and the deal is in the balance. Civil society everywhere is mobilising to call on governments and business to agree a fair and safe deal in Copenhagen to prevent the worst effects of climate change. It is in this context that we propose the following actions. Following agreement from the Global Council, the GCAP Climate Change working group will develop and begin implementation of these proposed actions. Face to Face meeting To facilitate and ensure the effectiveness of the GCAP climate change working group we propose one face to face meeting to take place during 2009. A possible venue for this is Copenhagen in May to coincide with an NGO climate change forum which a number of the CCWG members (see below) are likely to attend. We will attempt to raise funds for this meeting but ask the Global Council to consider some limited financial support if necessary. A budget will be developed shortly. Mass Mobilisation GCAP has shown its potential to mobilise millions of people and we believe there is no more critical issue to mobilise behind in 2009. We call on the wider GCAP movement to focus mass mobilisation opportunities including Stand Up and the Global Day of Action on climate change on December 12 on critical issues of justice and equity in the frame of climate change. The CCWG will present proposals for key messaging and demands in this respect. Climate hearings Learning from the poverty hearings and women’s tribunal we propose to promote and support climate hearings in as many countries as possible in 2009 to ensure the most vulnerable people have a space for their voice to be heard and to lobby decision-makers. We are working closely with other partners on this proposal including the Global Campaign for Climate Action which includes a call for hearings at the local, national and global level as well as possible regionally. Key messaging We are working with partners including the Bangladesh Centre for Advanced Studies to develop key messaging to drive our mobilisation and advocacy efforts in 2009. These will be developed around the key principles of equity and justice and in the interested of impoverished and marginalised individuals and communities. We encourage all GCAP coalitions and constituency groups to adopt the proposed messaging in their communications on climate change and related issues during 2009. Outreach and other mobilisation opportunities The CCWG will continue to reach out to new strategic partners and encourages GCAP national coalitions and constituency groups to be represented. We will work with these partners to identify a calendar of key mobilisation and advocacy opportunities likely to include the UNFCCC intersessionals, G20, UN High-Level Event on climate change and Copenhagen itself. We call on all coalitions and constituency groups to mobilise in particular on December 12, the Global Day of Action on climate change.
