Thanks for your previous emails.

Regarding the issue of the Guiness record I guess what we are missing is the what for?

 Are we counting people ? or could we count how many decision makers mobilize and sign off petitions?

 

What is the follow up of the guiness record?

 

It would be interesting if the people we mobilize with this initiative go to decision makers and ask for signing off of specific petitions , as the Global campaign on education. 

In terms of follow up, it would be interesting  to think how we inform men and women what has happened with such mobilization. At least this is what we missed last time. Apart from counting numbers we should give men and women a mission and follow up with them to see what has happened with such initiative

Dear Ana & Friends from the FTF,

Thanks for this. The note from the MTF is excellent and put across the opportunities and dilemmas that we face very well. This issue was also debated in the Asia Meeting held last week. There was a strong sense that while Stand Up has been the point of connection and visibility for many national coalitions there is a clear demand that there should be advocacy led action this year. Infact a statement has also been sent to the MTF from the Asia Meeting which states at the outset that it is better to have small actions with big (policy) outcomes, rather than big actions which have no outcomes. 

I would reinforce what the suggestion that we look at generating a variety of actions around the key themes of Gender, Achievement of the MDGs and IFIs, so that people are free to choose from range of actions depending on the themes that are most relevant to them - but the MTF / Global Secretariat works to integrate the outcomes & expressions across all themes into an effective & coherent statement against poverty.  

Specific to the Gender emphais, I would add that in both the SENCA and South Asia meetings, the idea of the International Women's Tribunal Against Poverty on October 17th (which has emerged from the brainstorming at Nairobi) was discussed and appreciated. Personally, I think that bringing together of women leaders & representatives - political, cultural and particularly representing marginalized groups - will make a strong statement against Poverty and for the key agenda of GCAP. This will also provide a linking point to the Week of Action Against Debt and IFIs, which has been proposed as Oct 14-21st, and towards the IMF-WB meetings which are reportedly being held on 19-20th October in Washington.

yesterday was the IFT call where we looked at what happened with the March 8 Mobilisation (I have prepared a report about this but it is not finalised. As soon as it´s ready I will circulate it in the list). 

One of the agenda items was the report of the Mobilisation task force. They requested the IFT to take a decision on weather or not GCAP will call for a counting of people who stand up against poverty using Guiness. This had been discussed at the meeting in Brussels and there were different opinions, some very supportive and some very critical. It was decided that the mobilisation task force will look at the issue and come back to the IFT with a proposal. The mobilisation task force presented the proposal to use Guiness and requested the IFT to take a decision yesterday but several of us felt we could not do so at the call and that it was important to consult our constituencies. The attached letter by the mobilisation task force explains what needs to be decided and what are the pros and cons. I must send the FTF position before Friday 23 March, so I very much appreciate your comments. Please bare in mind that the proposed activity is for the 17 of October, that is the central mobilisation for 2007. We need to decide if we want the counting by Guiness of the Stand up action to be the central event of 2007. 

If you disagree with this, please send your comments before next 23 March. If there are no objections, the activity will go on aspresented in the letter.

ayer tuvimos reunión del EFI en la que vimos lo ocurrido en torno al 8 de marzo. Yo preparé un informe pero aún no está completo. Apenas lo tenga pronto se los envío.

Otro de los puntos de la agenda fue el informe del grupo de trabajo de movilización, que solicitó al EFI que tomara una decisión respecto a si el conteo Guiness de gente que se levanta contra la pobreza será la acción principal a realizar el 17 de octubre. Esto ya se había planteado en la reunión de Bruselas y allí hubo posiciones encontradas, unos muy a favor del conteo y otros decididamente en contra. Lo que se decidió en Bruselas fue que el equipo de movilización buscara más información y preparara una propuesta para presentar al EFI. La propuesta que presentaron ayer fue la de contar con Guiness a la gente que se levanta contra la pobreza y solicitaron que el EFI tomara una decisión al respecto ayer. Varios entendimos que no era deseable decidir eso ayer en la reunión y que era importante consultar a nuestras organizaciones y redes. A los efectos de esa consulta el grupo de movilización preparó la carta adjunta en la que desarrollan los motivos por los cuales hicieron la propuesta, incluyendo pros y contras se volver a contar con Guinnes. Hay tiempo hasta el 23 de marzo para hacer llegar nuestra posición. Si para esa fecha no recibieron ninguna objeción el plan entonces se confirma de realizar este año nuevamente el conteo. Recuerden que es la actividad central de movilización este año. Les agradezco entonces que antes del 23 me envíen vuestras opiniones para poder hacerlas llegar con tiempo. 

 

Les traduzco a continuación los pros y contras que ellos incluyeron en la carta:

 

Pros:

- Rendición de cuentas en una demanda central en la Declaración de Beirut - si la vamos a demandar de los gobiernos entonces nosotros también tenemos que rendir cuentas cuando realizamos una campaña - Guinnes nos otorga verificación independiente de nuestras acciones.

- Podemos apoyaron en la cifra de 23.5 millones del 2006 y romper el record del mayor movimiento de personas coordinadas en la historia de los Records de Guinees

- Guiness ha sido probado, verificado y es ampliamente reconocido

- Si usamos Guiness podemos combinar nuestra acción total para el 17 de Octubre con la Campaña del Milenio de Naciones Unidas

- Africa y Asia ya had indicado su apoyo para esta acción y hay indicaciones respecto al apoyo de América del Norte

 

Contras:

- Usar Guiness puede derivar la atención del impacto político - el mensaje se convierte en "Levántese para romper el record mundial" en lugar de "Levántese contra la pobreza" (de todas maneras creemos que eso se puede combatir mediante los mensajes sugeridos en el mensaje que sigue - más abajo hay un mensaje en inglés en el que proponen igualdad de género, el cumplimiento del los ODM y el lobby en el Banco Mundial y el FMI como mensajes políticos centrales)

- Usar mensajes generales  (por ej. 30 millones de personas tomaron acciones a través de GCAP en 2005) también es efectivo para trabajo de prensa e impacto político (esto sin embargo no otorga la validación del resultado que creemos es fundamental para la transparencia y la legitimidad)

- Ya hicimos un conteo con Guinnes una vez, por qué hacerlo de vuelta?

- Guinnes no pareció tener el gancho suficiente para atraer a la prensa internacional

- El procedimiento de certificación de Guinnes es muy complicado y difícil de administrar (pero este año se puede simplificar).

 

Hasta aquí los argumentos a favor y en contra enviados por el grupo de movilización.

Dear IFT members,

Many thanks for your useful contributions to the proposals made by the
mobilisation task force on the recent IFT phone conference.

As I stressed on the call, we feel that the issues discussed must be
resolved at the earliest possible time. Therefore, this letter sets out the
questions to be answered and we would appreciate your response on these
matters at the earliest possible opportunity and at the latest Friday 23rd
March.

There are four decisions required from the IFT by the mobilisation task
force. Two were decided on the call. Two remain to be decided.

One the call it was agreed that:
1)    The Mobilisation task force is given a mandate to work with external
companies on a pro bono basis to carry out an audit into the branding and
logos used for GCAP. Please note: The company doing this work - Added Value
- may contact some of you and other GCAP representatives in the next couple
of weeks to ask a few brief questions with regards to this.
2)    A representative of the mobilisation task force (Ben) to work with
Michelle (ONE campaign) and nominated representatives from other regions to
develop a climate change strategy for GCAP

Two decisions remain outstanding and we would like your response to these:

1)    Guinness World Record

The mobilisation task force believes that GCAP should support the UN
Millennium Campaign and once again participate in the Guinness World Record
attempt for the most number of people stood up against poverty on and
around October 17th 2007.
The following summarises some of the discussions that have taken place in
the task force and which have informed our decisions with regards to this
matter.

There are concerns from many within GCAP that "counting" up high profile
actions should not overshadow other activities carried out by GCAP.  GCAP
has a bigger longer-term purpose to build a movement against poverty, and
exists outside the confines of global days of action.

Nevertheless, it is a powerful act of solidarity to come together in a
short intense global day of action to stand up and be counted.

The UN Millennium Campaign intend to use Guinness this year when counting
Stand Up actions.  It is useful to layout the pros and cons of using
Guinness.

Pros of using Guinness

·     Accountability is a key Beirut Declaration demand - if we are to
demand accountability from governments, then we must be accountable
ourselves as campaigners - Guinness provides independent verification of
our actions
·     We can build on 23.5 million figure from 2006, and break the record
for the largest single coordinated movement of people in the history of the
Guinness World Records
·     Guinness is tried and tested, and a widely recognised brand
·     It gave many national coalitions a strong media story in 2006
·     If we use Guinness, we can combine our action total for 17th October
with the UNMC
·     The Africa and Asia regions have already signalled their support for
this action and there is an indication of support from North America

Cons of using Guinness

·     Using Guinness can hijack the political impact - the messaging
becomes "Stand Up to beat the World Record" rather than "Stand Up Against
Poverty" (however we believe this will be combated by the suggested
priority on messaging outlined below)
·     Using general totals (e.g. 30 million people who took action through
GCAP in 2005) is also effective for media work and political impact
(however, does not give the validation of the result that we believe is
vital for transparency and legitimacy)
·     We've done Guinness once - why do it again?
·     Guinness did not appear to be sufficient hook for international media
·     The procedure for certifying with Guinness is fairly arduous and
difficult to administer (although may well be simplified this year)

Based on this analysis and on the responses from the consultation and
several one to one phone calls, we therefore propose that we do use
Guinness and agree a common procedure for counting actions with the UN
Millennium Campaign.  However, we do not need to focus on Guinness in our
messaging and branding.  All national coalition will be encouraged to
participate in the Guinness action - if they do want to use the Guinness
association for their advocacy work they can, others can ignore it if they
want to.  As long as our counting procedure is Guinness compliant, so that
the GCAP and UNMC global action total is as high as possible, it does not
matter.

2)    Political messaging

One of the common themes from the consultation carried out by the
mobilisation task force was that people felt that last year's Stand Up
event was not politically strong enough. There is a strong desire for this
year's event to have a stronger political message. An example is the
response from the Indian coalition who stated the following:

'Do note that at the national level it becomes extremely difficult for us
to justify or promote 'actions' without a justifiable end or advocacy
outcome. For instance, the proposed Stand Up - Speak Out events - if being
co-ordinated globally must also be seen to 'reach' somewhere at the global
level'

Therefore the mobilisation task force suggests the following political
messaging and political target for actions on October 17th. Please note
that the lack of a policy group in GCAP has made this process very
difficult.

Political messages

The mobilisation task force proposes that we use the following three
messages for October 17th

Gender

GCAP has highlighted gender equality as a central issue for poverty
eradication and the statistics speak for themselves: of the 1 billion
people who live on less than $1 a day, 70 per cent are women. Through the
integration of a gender perspective, the 17th October mobilisation will
highlight issues fundamental to global poverty and inequality.

The Achievement of the MDGs

2007 is the mid-point year of the implementation period of the Millennium
Development Goals, an ideal opportunity to remind national leaders aroudn
the world of the need to urgently accelerate their efforts to achieve the
MDGs.

World Bank/IMF

The IFIs are central to the international structures that impose damaging
economic policy conditions on southern countries and create global poverty,
with the World Bank being the biggest development institution in the world.

Political target

It would be a wasted opportunity to miss targeting the World Bank / IMF
Annual Meetings which take place this year in Washington in the days
following 17th October. The mobilisation task force proposes that the World
Bank and IMF should be the main political target at the global level, and a
potential political target at the national country office level, on 17th
October. This will spotlight the role of these institutions in creating or
alleviating poverty and inequality.

Note Ends ----

This is the firm consensus view of the mobilisation task force for which we
seek agreement from the IFT.

Therefore, please respond with your affirmation or objection at the
earliest possible moment or at the latest by Friday 23rd March. As agreed
on the IFT call, unless we receive serious objections to this proposal by
that date, the mobilisation task force will move ahead with this work based
on the above proposal.
