INTERVENTION BY THE WOMEN'S CAUCUS, AWG-KP
Bonn, June 12, 2009
We, participants of the women's caucus, its constituents and partners, are pleased to see that gender considerations are being supported in the context of these negotiations. However, much more is urgently needed and we call on your support to ensure that the final outcome includes this crucial component.
First and foremost, decisive action is needed in the context of the AWG-KP in the form of significant, binding emissions reductions from developed countries.
We propose a triple jump methodology to be followed: First set an aggregate long-term target, minimally at a level called for by the IPCC. As a second step, this needs to be broken down into individual Annex I countries' long-term targets, in order for them to achieve equal per capita levels in the long run. As a third step, trajectories need to be defined in order to determine binding short- and mid-term targets for each country, e.g. in the form of a percentage of emissions reductions every five or seven years.
We would like to emphasize that achieving domestic emission reductions needs to be your utmost priority. Flexible mechanisms can complement but not replace these actions. It is also critical, unless we want to repeat our mistakes, that measures taken are socially beneficial and environmentally sound.
The guiding principles of the CDM must be respected and the achievement of socio-economic benefits must be integral. All mitigation efforts need to ensure that all stakeholders, both women and men, can contribute to and benefit from the reduction of emissions on a pathway that does not compromise but fosters sustainable development. Additionally, special attention should be devoted to ensuring that domestic energy needs are met through the use of cleaner, healthier, low emission and low risk energy technologies.
Recognizing women's critical role as natural resources managers, REDD and LULUCF activities should foster women's active participation in the design, implementation and decision making processes of these activities, as well as provide them with access to positive incentives in conservation, sustainable forest management and enhancement of forest carbon stocks. Moreover, REDD and LULUCF activities should be respectful of the rights of Indigenous and local communities who have so far conserved them.
Developing countries need to contribute to engage in low-carbon development pathways and to contribute to global emissions reductions through NAMAs, supported by financing, technology transfer and cooperation, and capacity building.
The world needs very significant commitments now. We are ready to support your efforts towards an effective, fair and equitable Copenhagen outcome. Women are stakeholders, active participants, innovators, caretakers and leaders. Women are agents of change not only in adaptation activities, but in mitigation policies and actions as well. We are calling upon you to join us in our mitigation efforts and include us in the global solutions necessary in these desperate times for commitments and action.
