Dear Rosa and all our colleagues who are in Beirut,
you are really doing a great job at the GCAP meeting, and we can see that it is really a tough one, but we are very well represented.
The suggestions made by the FTF during the presentation are an excellent summary of the hard work and agreements reached during the last year of work. And it is great to know that the regions and other members of GCAP are also highlightening the importance of linking gender and poverty.
The text seems fine, though in the following line: and to dramatically lessen inequality and guarantee the rights of
children,
seems to put an emphaisis exclusively on the rights of children, while later it does mention other excluded groups. It seems better to formulate it like that from the beginning.
It is crucial that gender equality comes out strongly in the document, but also that poverty is not just mentioned leaving it so loose that any definition could fit it. The definition of poverty as a lack of human rights should also be part of GCAP´s statement, it is important to say clearly what poverty implies, as discused in the LA meeting.
So, we hope your hard work of these days pays off also in the final documents.
Good luck!
Ana

----- Original Message ------
From:RosaenCasa@aol.com
Sent:Tuesday, March 14, 2006 18:39
To: gcap-women@apcwomen.org;
Subject:[Gcap-women] URGENT - Proposed GENDER Language to JoBurg Doc

We're in the middle of amending language on a section of the JoBurg
document and trying to capture "gender equality" as a central issue. We
currently have this proposal on the table, for the most part endorsed by
the drafting group and to be presented to the plenary tomorrow. After some
heated debate, a few of us from the Beirut FTF have held the line on gender
equality standing alone under the policy objectives
of GCAP. There has been some resistance and we are not sure
what may happen tomorrow at the plenary. We will present the other FTF
members here with this proposal as well, and at this point WE REQUEST YOUR
INPUT - SPECIFYING WHETHER YOU ENDORSE THIS OR NOT would be helpful
Without being able to get into all the details of the debate (you can imagine
some of this), we present you with this text:

THIS WILL BE REVIEWED BY THE
PLENARY TOMORROW MORNING, SO WE NEED YOUR INPUT IMMEDIATELY. IN THE PAST,
AS SOME OF YOU KNOW, THIS HAS BEEN USED AS A SHORT FORM OF WHAT GCAP IS ABOUT,
SO THIS LANGUAGE IS KEY. IN OTHER PLACES IN THE DOCUMENT, UNDER THE POLICY
OBJECTIVES, GENDER IS MENTIONED AS PER THE TOPIC/ISSUE (debt, aid, trade,
FfD).

WHAT WOULD ALSO HELP IS E-MAILING
THOSE AT THE MEETING ON THIS ISSUE STRESSING THE IMPORTANCE OF GENDER EQUALITY'S
CENTRALITY TO POVERTY ERADICATION AND ACHIEVING THE MDGS.

Another area which will be
revised is the Preamble - mainly an inspirational piece but substantively
important since this section does not currently make the link between women
and poverty (mentions women only as mothers). In this
section, which is yet to be reviewed, we'll propose facts relating to women,
such as 70% of poor are women, feminization of poverty. Also, other
cross-cutting issues, peace, environment, .... will be added.

PLEASE SEND RIGHT AWAY.
