compartiendo la posición y diciendo que sería bueno que el ETF también formulara
una posición por escrito. Les informo que en base a todos los mensajes mi voto
fue por no sumarse al guiness, apenas se resuelva definitivamente les comunicaré
la resolución. Pero mientras tanto Nerea se ha ofrecido a formular nuestra
posición por escrito y haré circular su propuesta cuando me la envíe. Por otra
parte Lysa John, de India, propone que tengamos también un documento escrito
sobre nuestra posición respecto a los temas que se discutirán en la reunión de
Montevideo que son básicamente dos: la movilización de este año y el futuro de
GCAP. Sobre este último punto debemos tener una discusión electrónica para
llegar a la reunión con una posición común. Apenas estén elaborados los
escenarios posibles los haré cirucular para que, en base a las posiciones que
surjan en el debate, podamos tener un documento como ETF.</FONT></DIV>

resent, Nerea had the same reaction as Lysa and she has offered herself to draft
a position from us with respect to 2007 mobilisation. Nerea will be circulating
it in the list before we send it to the IFT.</FONT></DIV>
<DIV><FONT face=Arial size=2>It will also be great to have a written position of
the key issues that will be discussed in Montevideo. We need to agree on a FTF
position on the future of GCAP (Montevideo meeting will concentrate on
activities 2007 and future of GCAP). </FONT></DIV>

can formulate a common position on writing. </FONT></DIV>

regards to the 2007 mobilization activity of GCAP, ANND as the
regional<BR>> secretariat for the Arab region coalitions have tried to
consult with the <BR>> national coalitions since the latest IFT call over
the 2007 GCAP<BR>> mobilization<BR>> and we would like to highlight a
few points for consideration;<BR>><BR>> - The Beirut
declaration and the debate in Brussels and Nairobi <BR>>
highlighted<BR>> the issue of peace and security as a main challenge. The
coalitions in the<BR>> Arab<BR>> region, in their latest face-to-face
meeting that took place in Sudan<BR>> September<BR>> 2006, reiterated
the centrality of the security and peace issues and its <BR>>
interrelation with the other subjects stated in the agenda of GCAP<BR>>
(development<BR>> assistance, debt issue, global trade, and global
governance) and the<BR>> future<BR>> orientation of the GCAP.
<BR>><BR>> - For the year 2007, the coalitions in the Arab
region would like to<BR>> re-stress<BR>> that they perceive an
important role for GCAP in highlighting a message<BR>> that<BR>> links
between peace and security and development prospects and policies. <BR>>
Accordingly, the GCAP message should address the overall deterioration
of<BR>> human<BR>> security and peace conditions around the world,
which obviously have<BR>> direct<BR>> impacts on the world economy and
social situation and the social and <BR>> economic<BR>> rights of
various communities.<BR>><BR>> - Along with the message on
peace and security, we support the proposed<BR>> political messaging
around the IFIs, trade agreements, and implementation <BR>> of<BR>>
the MDGs. We also support a gender perspective as a cross cutting
among<BR>> all<BR>> GCAP messages.<BR>><BR>>
- Indeed, the IMF/WB, must be the main targets of the
mobilization; these<BR>> two<BR>> institutions are the main
institutional tools of the G8 in promoting neo-<BR>> liberal policies and
strategies that are depriving developing countries of<BR>> all<BR>>
prospects for sustainable development and achievement of the MDGs. <BR>>
Pressure on<BR>> these institutions is mounting and change can be
achieved through<BR>> maintaining<BR>> this pressure.<BR>><BR>>
- Consecutively, coalitions in the Arab region see much added
value in <BR>> focusing on targeting these institutions and governments
through political<BR>> messages and campaigning to voice out civil
society's concerns and keep<BR>> the<BR>> pressure ongoing. As the
annual meetings of the Bank and IMF are around <BR>> the<BR>> week of
October 17th, it would be important that GCAP focus on these<BR>>
targets<BR>> for their mobilization through direct activities, dialogue
with the<BR>> representatives of the two institutions in various regions,
promotion of <BR>> GCAP<BR>> messages. The efforts needed for the
Guinness Book activity could limit<BR>> the<BR>> ability to
effectively mobilize in regards to the IFIs and it is unclear<BR>>
what<BR>> added value could come from repeating the activity for another
year. <BR>><BR>> - In this context, the relationship and
mutual support between GCAP and<BR>> the UN<BR>> Millennium Campaign
should not be looked upon as limited to the Guinness<BR>> book<BR>>
activity, but should be implemented in an ongoing and consistent manner
<BR>> through<BR>> enhancing and promoting the MDGs at the national
levels and monitoring the<BR>> processes towards their
