<div><font face="Arial" size="2">In terms of the FTF, all of you who are in the list serves represent our constituency. So all of you can nominate and select the person that will be the facilitator of the FTF and represent us on the Global Council. For the last two years we have had a system of a facilitator (myself) and an alternate (Rosa). This has worked very well because as always, it is much better to work as a team, plus having the support of the facilitation team.</font></div>
<div><font face="Arial" size="2"></font> </div>
<div><font face="Arial" size="2">So what we are asking you to do is to send proposals for who could be the facilitator of the FTF and who could be the alternate. Once we have the nominations we can ask everyone in the listserves for their opinions on these candidates. </font></div>
<div><font face="Arial" size="2"></font> </div>
<div><font face="Arial" size="2">We are proposing the following process: Receive nominations for one week until the 17th April so then we can allow one more week for comments (17-24 April). We should then come to a decision by Friday 25th April. By the last week of the month we could have the positions of facilitator and alternate in place. This is important because then we have the first weeks of May to prepare the funds application for the work of the year and the 3 year plan as outlined at the FTF meeting last month. </font></div>

<div><font face="Arial" size="2">The facilitator of the FTF coordinates and facilitates communication on the list serves and all activities of the FTF, plus representing the FTF in all global spaces of GCAP. Her organisation is responsible for the application to funders. This implies writing the application, sending it, following it up, having the relationship with the funders, writing the report and sending audited reports of the financial expenses. </font></div>
<div><font face="Arial" size="2"></font> </div>
<div><font face="Arial" size="2">Once we finalise this process, the next step is to consolidate the facilitation team (you must have read this in the report I sent from the New York meeting). If any of you already know who would like to join in that team, please let us know. At the meeting in New York we reaffirmed some of the current regional representatives and they agreed to continue. We are seeking representatives and alternates for the following regions:</font></div>
<div><font face="Arial" size="2">Africa, Europe, a second one for the Middle East, in Asia we have reps for South East Asia but it would be good to have for other subregions, another one for North America. </font></div>

<div><font face="Arial" size="2">Also, we would need to confirm participation on the Mobilisation Task Force and the Climate Change team. For this last one we have received nominations and we are in the process of selection. For the Mobilisation Task Force we are still looking forward to nominations as for the time being we have received only one.</font></div>

<div><font face="Arial" size="2">I also wanted to tell you that since April 1st I am no longer one of the Co-chairs of GCAP. The original mandate was until December 2007 and was extended to the end of March 2008. Now it has been extended again, at least till June, but as ICAE we are not in a position to continue with the same time dedication as in the last 8 months. </font></div>

<div><font face="Arial" size="2">En cuanto al ETF, todas ustedes que integran las listas representan el electorado que puede participar de este proceso. O sea que ustedes pueden nominar candidatas y seleccionar a la persona que coordinará el trabajo del ETF y representarnos en el nuevo Consejo Global. Durante los ú,timos dos años tuvimos un sistema de una coordinadora (yo) y una suplente (Rosa). Esto funcionó muy bien pues, como siempre ocurre, es mejor trabajar en equipo con el apoyo además del equipo facilitador. </font></div>

<div><font face="Arial" size="2">Lo que estamos solicitándoles entonces es que envíen propuestas sobre quiénes podrían ser la coordinadora y la suplente. Una vez que tengamos las nominaciones podemos consultar la opinión de todas en las listas sobre estas candidatas.</font></div>

<div><font face="Arial" size="2">El proceso que proponemos es el siguiente: recibir nominaciones por una semana a partir de hoy, es decir hasta el 17 de abril. Luego tenemos una semana para comentarios (del 17 al 24) y podríamos tomar una decisión el viernes 25 de abril. De esa manera la última semana de abril ya podríamos tener las posiciones de coordinadora y suplente definidas. Esto es muy importante porque en las primeras semanas de mayo hay que enviar la solicitud de fondos para el trabajo del año y el plan de tres años definido en la reunión del equipo facilitador el mes pasado.</font></div>

<div><font face="Arial" size="2">La coordinadora del ETF coordina y facilita la comunicación en las listas y todas las actividades del ETF, además de representarnos en las instancias globales de GCAP. Su organización además es responsable de la solicitud de fondos a los donantes. Esto implica escribir la solicitud, enviarla, darle seguimiento, mantener la relación con los donantes, escribir los informes y enviar los informes financierons auditados. </font></div>
<div><font face="Arial" size="2"></font> </div>
<div><font face="Arial" size="2">Una vez que finalicemos este proceso el próximo paso es consolidar el equipo facilitador (habrán leído sobre esto en el informe que envié de la reunión de Nueva York). Si alguna de ustedes ya está decidida a integrar este equipo les agradecemos que nos lo comuniquen. En la reunión de Nueva York varias de las representantes regionales manifestaron su voluntad de continuar. Estamos buscando representantes y suplentes para las siguientes regiones:</font></div>
<div><font face="Arial" size="2">Africa, Europa, una seguna compañera para Medio Oriente, en Asia tenemos representantes del sudeste asiático y sería bueno contar con compañeras de otras subregiones, y otra compañera de América del Norte. </font></div>

<div><font face="Arial" size="2">También necesitamos confirmar participación en el equipo de movilización y en el de cambio climático. Para este último ya recibimos varias nominaciones y estamos en el proceso de selección. Para el equipo de movilización aún estamos esperamos nominaciones, por el momento hemos recibido sólo una. </font></div>

<div><font face="Arial" size="2">También quería decirles que desde el 1o. de abril no soy más Co-chair de GCAP. El mandato original era hasta fines de diciembre del 2007 y luego se extendió hasta marzo 2008. Se ha extendido nuevamente, al menos hasta junio, pero en ICAE no estamos en condiciones de continuar con la alta dedicación horaria que esa tarea implicó durante los últimos ocho meses.</font></div>
