organizaciones participantes reconocieron que h<SPAN
style="mso-bidi-font-weight: bold">oy América Latina está buscando alternativas
de afianzamiento democrático e integración regional. Asimismo, reconocieron los

style="FONT-FAMILY: 'Arial Narrow'; mso-bidi-font-family: 'Times New Roman'">avances
en la igualdad entre mujeres y hombres: el paso del ámbito privado a lo público,
el acceso de las mujeres latinoamericanas a la salud, a la educación y el
incremento de su participación en el mercado laboral y en la vida pública. Sin
embargo, estos logros no se traducen en mejores oportunidades de ingreso ni en
su acceso a los altos niveles del poder político y ejercicio de sus derechos.

América Latina, los países denominados de ingresos medios, cada vez tienen menos
acceso a la cooperación internacional y prácticamente están fuera de las grandes
decisiones de los países de </SPAN><st1:PersonName ProductID="la OCDE"><SPAN
lang=ES-TRAD
style="FONT-FAMILY: 'Arial Narrow'; mso-fareast-language: ES-TRAD; mso-bidi-font-weight: bold; mso-bidi-font-family: 'Times New Roman'">la
OCDE</SPAN></st1:PersonName><SPAN lang=ES-TRAD
style="FONT-FAMILY: 'Arial Narrow'; mso-fareast-language: ES-TRAD; mso-bidi-font-weight: bold; mso-bidi-font-family: 'Times New Roman'">
en cuanto a las asignaciones de Asistencia Oficial para el Desarrollo –AOD-.
Estas asignaciones se realizan a partir de indicadores macroeconómicos como el
PIB, que desconocen las desigualdades inherentes a las sociedades
latinoamericanas, que afectan particularmente a las mujeres por el efecto
multiplicador de la desigualdad, que acumula discriminaciones por género, raza,
etnia, edad, clase social y orientación sexual, entre
otras.<o:p></o:p></SPAN></FONT></P>

style="FONT-FAMILY: 'Arial Narrow'; mso-bidi-font-family: 'Times New Roman'"><o:p><FONT

modelo de desarrollo en América Latina se caracteriza por una inserción
subordinada en el contexto de la globalización, que implica un crecimiento con
desigualdad basado en la explotación de materias primas, recursos naturales y
mano de obra, con altos niveles de concentración de la riqueza; dejando
</SPAN><SPAN lang=ES-TRAD
style="FONT-FAMILY: 'Arial Narrow'; mso-fareast-language: ES-TRAD; mso-bidi-font-weight: bold; mso-bidi-font-family: 'Times New Roman'">poblaciones,
grupos sociales y territorios en situación de pobreza extrema sin acceso a los
recursos de la cooperación internacional.<o:p></o:p></SPAN></FONT></P>

style="FONT-FAMILY: 'Arial Narrow'; mso-bidi-font-family: 'Times New Roman'"><o:p><FONT

a lo anterior, se continúan impulsando acuerdos económicos y comerciales que
desconocen las brechas en diversas áreas –tecnología, desarrollo económico, e
ingresos, entre otras-, que aumentan la vulnerabilidad de las economías por la
creciente liberalización de los flujos financieros y </SPAN><st1:PersonName
ProductID="la especulaci?n. La Ronda"><SPAN lang=ES-TRAD
style="FONT-FAMILY: 'Arial Narrow'; mso-fareast-language: ES-TRAD; mso-bidi-font-family: 'Times New Roman'">la

de Doha en el marco de </SPAN><st1:PersonName
ProductID="la Organizaci?n Mundial"><SPAN lang=ES-TRAD
style="FONT-FAMILY: 'Arial Narrow'; mso-fareast-language: ES-TRAD; mso-bidi-font-family: 'Times New Roman'">la
Organización Mundial</SPAN></st1:PersonName><SPAN lang=ES-TRAD
style="FONT-FAMILY: 'Arial Narrow'; mso-fareast-language: ES-TRAD; mso-bidi-font-family: 'Times New Roman'">
del Comercio –OMC-, no ha logrado avanzar en sus compromisos con el desarrollo y
grandes regiones del mundo se debaten por la falta de alimentos, mientras los
países desarrollados mantienen condiciones de comercio injusto en la
agricultura, que penalizan entre otros a los pequeños y medianos productores de
alimentos de nuestra región.<o:p></o:p></SPAN></FONT></P>

temas de equidad y redistribución desde un enfoque de derechos, se han mantenido
como ejes de la agenda de las organizaciones de mujeres y sus propuestas de
desarrollo. En este marco de acción los temas como la </SPAN><SPAN lang=ES-TRAD
style="FONT-FAMILY: 'Arial Narrow'; mso-bidi-font-family: 'Times New Roman'">feminización
de la pobreza y las migraciones en condiciones de precariedad, al lado de<SPAN
style="mso-spacerun: yes"> </SPAN>la defensa de los derechos sexuales y
reproductivos, la lucha contra la violencia de género y el<SPAN
style="mso-spacerun: yes"> </SPAN>feminicidio, son asuntos</SPAN><SPAN
lang=ES-TRAD
style="FONT-FAMILY: 'Arial Narrow'; mso-fareast-language: ES-TRAD; mso-bidi-font-family: 'Times New Roman'">
relevantes en </SPAN><st1:PersonName ProductID="la agenda. No"><SPAN

size=3>Este análisis de la situación latinoamericana debe alimentar el debate
actual sobre la eficacia de la ayuda y la efectividad del desarrollo. Si el
proceso de Accra pretende ser inclusivo y participativo debe reconocer las
particularidades de la región aquí esbozadas y la agenda de las organizaciones
de las mujeres.<SPAN style="mso-spacerun: yes">

size=3>Por eso, instamos a los participantes de la reunión de Santa Marta a

de Financiamiento al Desarrollo de Naciones Unidas (seguimiento del Consenso

size=3>Los gobiernos donantes y los de los países de América Latina y el
Caribe deben cumplir con los compromisos asumidos a través de marcos de
referencia internacionales en derechos humanos y los acuerdos establecidos
sobre derechos de las mujeres y el desarrollo (tales como plataforma de Acción
de Beijing, y CEDAW, entre otros)<SPAN style="mso-spacerun: yes">
</SPAN>que constituyen compromisos de los gobiernos con los derechos de las
mujeres y no condicionalidades para la
cooperación.<o:p></o:p></FONT></SPAN></LI>

size=3>En Accra, los gobiernos deben reafirmar la igualdad entre hombres y
mujeres como un objetivo del desarrollo y reconocer que el financiamiento para
el desarrollo no puede ser neutral en términos de
género.<o:p></o:p></FONT></SPAN></LI>

size=3>Fomentar la apropiación democrática e inclusiva de las políticas de
desarrollo, garantizando la participación ciudadana y universal de las
organizaciones de la sociedad civil y en particular de las organizaciones de
las mujeres, en los procesos de formulación, implementación y evaluación. Esto
significa una apropiación del desarrollo a nivel de países y no de gobiernos,
garantizando una participación ciudadana sustantiva y sostenida, con

AOD y la evaluación del impacto del financiamiento para el desarrollo y la
