                        class=title>Editorial - Gearing Up for 2010</SPAN> 
                        <DIV>
                        <P>Dear Friends &amp; Partners of GCAP,</P>
                        <P>2010 is a strategic year for Global Call to Action 
                        against Poverty (GCAP) as it serves to mark not one but 
                        two milestones for the ‘world’s largest civil society 
                        alliance’. At one level, it marks the completion of five 
                        years of our existence and therefore a time to celebrate 
                        and evaluate the energies and efforts that have enabled 
                        us to involve 166 countries and over 173 million people 
                        worldwide in our efforts. We have come a long way since 
                        the first ‘call to action’ was launched at Johannesburg 
                        in 2004, and have shared both the victories and anguish 
                        of this journey that has witnessed the ‘call’ for urgent 
                        action by governments for the Millennium Development 
                        Goals (MDGs), against poverty and against inequality 
                        being adopted, adapted and reinforced across regions, 
                        languages and cultures.</P>
                        <P>2010 also marks the completion of ten years since the 
                        adoption of the Millennium Declaration, and therefore 
                        offers us a significant opportunity to join hands and 
                        take strategic action for the second UN review of the 
                        Millennium Development Goals (MDGs) that will be held as 
                        part of the 65th General Assembly of the United Nations 
                        from 20-23rd September this year.</P>
                        <P>This edition of GCAP’s newsletter accordingly brings 
                        to you the MDG 2010 Action Plan that emerged from the 
                        civil society strategy meeting organized in February, 
                        and the ongoing discussions around the Global Assembly – 
                        and with the objective of infusing you with the 
                        enthusiastic determination that we can make 2010 a truly 
                        memorable year for GCAP both politically and 
                        institutionally.</P>
                        <P>Through this e-letter, we also express solidarity 
                        with our colleagues and friends in GCAP Chile who have 
                        come together to provide an alternate source of 
                        information and strength for those devastated by the 
                        earthquake on 27 February, and come together to voice 
                        our outrage against the arrest of activists from GCAP 
                        Malawi who have been detained for criticising the 
                        motivations behind the allocation of the youth 
                        development budget in the country. Details of how you 
                        can be involved in supporting these actions are provided 
                        below.</P>

                        class=title>“The World We Want” - Outcomes of the MDG 
                        2010 Review Strategy Sharing Meeting</SPAN>

                        <P>GCAP’s first action this year has been to enable a 
                        Strategy Sharing meeting on the UN MDG Review across 
                        civil society networks. The meeting was co-organized 
                        with Amnesty International, CIVICUS, Social Watch and 
                        the UN Millennium Campaign, and attended by 40 
                        representatives with a strong presence of southern-led 
                        networks. The intense discussions that ensued have 
                        resulted in an ambitious plan for forward looking; 
                        agenda setting; local-to-global action for “the World We 
                        Want” in 2015. Over 650 people came together as part of 
                        the first public mobilization under this slogan 
                        organized by Women for Change as part of “The Zambia We 
                        Want” initiative held in Lusaka on 17 February.</P>
                        <P>An important outcome from the meetings was the 
                        resolve among those present for us to learn from the 
                        challenges we have faced as civil society across the 
                        last two years, and work to develop a proactive, 
                        post-crises rights agenda that we do not allow 
                        governments to dilute or divide depending on which 
                        global, regional or thematic negotiating table we are 
                        sitting at.</P>
                        <P>We urge you to plan your own national and thematic 
                        actions leading up to the MDG 2010 Review and share this 
                        with the network to enable a collective voice for ‘the 
                        world we want’.</P>

                        <P>GCAP Malawi Steering Group Member, Edward Chileka and

                        arrested on 2nd March as an act of retaliation against a

                        expression and civil debate on issues of public concern.

                        class=title>Emergency Relief: GCAP Chile reaches out to 
                        those affected by the earthquake</SPAN> 
                        <DIV>
                        <P>GCAP members in Chile have been active in responding 
                        to the relief response and assessment effort following 
                        the catastrophic earthquake that shook the country on 
                        Saturday, 27 February. GCAP Global Council member, 
                        Viviane Castro reports that while it is true that Chile 
                        is apparently much more prepared than Haiti in many 
                        ways, this disaster has also revealed the weaknesses of 
                        this model of development, where the poorest and 
                        marginalized&nbsp;have – as always – suffered the most. 
                        Public services such as electricity, water, roads and 
                        telecommunications that are privately managed have still 
                        not been fully restored. The government has been clearly 
                        unprepared for the scale of this disaster and appears to 
                        have no means of controlling the resumption of these 
                        facilities.&nbsp; While aid is being received from 
                        abroad and collected locally, distribution remains a key 
                        issue.</P>
                        <P>GCAP partner and network, ACCION convened a meeting 
                        with member organizations located in the most affected 
                        regions and gathered that while there has been 
                        significant loss to life and property, the emerging need 
                        appears to be for an independent information sharing and 
                        exchange system that enables people on the ground to 
                        locate help, and find ways to overcome their situation. 
                        The network is already issuing a daily bulletin through 
                        two radio stations and via Radio Tierra (<SPAN 
                        class=link-external><A 
                        style="COLOR: #800000; FONT-WEIGHT: normal; TEXT-DECORATION: underline"

                        <P>GCAP Chile is calling for organizations to come 
                        forward to extend expertise in disaster management, 
                        relief and the coordination of emergency aid. In 
                        addition, they would like groups to help them set up 
                        efficient information sharing platforms, including 
                        community radio stations to strengthen the awareness of 
                        actions that need to be taken in this situation at the 
                        individual, familial and community level.</P>

                        class=title>Campaign: South Africa Presidency takes note 
                        of Civil Society Expectations for the G20</SPAN> 
                        <DIV>
                        <P>GCAP South Africa coalition led a delegation to the 
                        South African Presidency to discuss civil society 
                        expectations from the upcoming G20 Summit in Canada on 
                        12th February. The delegation comprised of Sakina 
                        Mohamed, Watson Hamunakwadi, Dennis Howlett and Glenn 
                        Farred. Members of the South African government present 
                        at the meeting included the Deputy Director General in 
                        office of the Presidency, Ms. B. Kunene, a 
                        representative from the Sherpa’s office as well two 
                        delegates from the Department of Foreign Affairs.</P>
                        <P>In response to the issues raised in the civil society 
                        position paper on the G20 (see below), the government 
                        representatives expressed that the framing of content 
                        and institutions in the “post-crises world order” was a 
                        key priority for their engagement with civil society. 
                        They strongly supported the view for G20 being 
                        accountable to the United Nations, while recognising 
                        that a leaders forum could be instrumental in addressing 
                        certain aspects of concerted global interventions. In 
                        respect of the “At the table” campaign it was supportive 
                        of AU inclusion but pointed out that the broader 
                        question of inclusion and transparency also needed to be 
                        raised in the context of the G20. Finally, they 
                        indicated that the transition process – between the G20 
                        meetings in South Korea and France – represents a moment 
                        for civil society to put its vision and proposals on the 
                        table, an opportunity which may not arise again 
soon.</P>

                        G8 as the elite economic forum of world leaders. GCAP is 
                        among the signatories to a statement calling for reforms 
                        in the structure and operation of the G20. Please take

                        acceptance of the issues being raised around the G20.
