Dear Friends & Partners of GCAP,

This year, the United Nations (UN) 54th
Commission on the Status of Women (CSW) had a very
special focus, which was to look back at what has been
achieved in the last 15 years since the Fourth Women
World Conference in Beijing in 1995, where the Beijing
Declaration and Beijing Platform for Action (BPfA) were
adopted. The emphasis was placed on the sharing of
experiences and good practices, with a view towards
overcoming remaining obstacles and new challenges,
including those related to the Millennium Development
Goals (MDGs). In the official, as well as parallel,
events several voices were heard about the various areas
in which little has been done and the reasons for it. At
the same time, the work done by women’s organisations
around the world and the constant presence of this work
throughout the UN was highlighted.

Special recognition was given to the proposed new
gender equality entity at the UN which will provide
better coordination, higher political leverage and
visibility, and funding for implementation for women.
This is very much due to the vigilance, the push and
determination of the Gender Equality Architecture Reform
(GEAR) Campaign, of which the GCAP-Feminist Task Force
(FTF) is a member, and of the support of allies in
Member States, the Deputy Secretary General and the
Secretary General of the UN.

This edition of the CSW showed us again that there is
much that still needs to be achieved in spite of
significant gains. The current FTF International Women’s
Day e-campaign, “12 Days on the 12 Critical Areas of
Concern of BPfA”, informs on advances and what is still
pending in each and every one of these areas, from
poverty, education, health, and the girl child, to the
economy, institutional arrangements and much more. The
daily alerts and the CSW debates point out that
discrimination is sometimes subtle, and hidden behind
the statistics: so much so that gender discrimination
starts before birth, denying women even the right to
exist in this world. If there is one thing to take away
from this year’s review, it is the extent of this
discrimination. The alarm comes from all corners of the
globe, from various experts and sources: the world is
experiencing a “gendercide,” and gender
apartheid is rampant. The moral imperative of our
generation - of the 21st century - is the
call for women’s equality.

If we look at the numbers of women out of the
education system, of those still dying while giving
birth, of the growing number of girls taking full
responsibility of their siblings as a result of HIV/AIDS
deaths, of the scandalous number of women dying of
domestic violence every year, of the women who have
become climate change refugees around the world - just
to name but a few of the areas in which women carry the
burden of extra responsibility for the care economy and
all its consequences - we can only conclude that there
is no advance possible in achieving the MDGs, in
counteracting climate change and its negative
consequences, in being genuine about the possibility of
eradicating poverty, unless we seriously address the
inequalities that result from the lack of gender
justice.

This is the key message to take from the CSW and the
one that GCAP as a whole has to carry throughout this
year in the preparation for the MDG Review and towards
the COP 16 at the end of the year. Gender equality is
central for building a sustainable and equitable world.
Men and women have a shared responsibility in the
construction of this vision, in dreaming it and putting
into place The World We Want!

It is our moral imperative to speak up against
“gendercide”, against gender apartheid and for women’s
equality and empowerment. We call on all our GCAP
partners to join us, loud and clear, in sounding the
