CSD Application Period Closed; Selection Process Begins

Application for the participation by civil society representatives as official Delegates in the Civil Society Days (CSD) of this year’s Global Forum on Migration and Development (GFMD) opened on 16 August and closed this week on 13 September. In total, 625 applications have been received, from a broad range of civil society sectors and all regions of the world. 101 nationalities from all the regions. 268 indicated that their organization is working in the Americas, 300 in Africa, 249 in Asia-Pacific, 255 in Europe, and 128 in the Middle East. (One organization can be working in one or more regions at the same time). By sectors: 83 applications from the academic sector, 101 from Development Organizations, 135 from Diaspora/Migrant-led Organizations, 83 Labour Organizations. 71 from other type of organizations, 18 from private sector, and 134 from Rights Organizations.

Out of these 625, the GFMD Civil Society Core Group will select 150 Delegates, taking into account sectoral, geographic, and gender diversity, broad constituency and relevant experience and knowledge on migration and development issues. Unfortunately, with a significantly smaller budget available as compared to prior years, only a very small number of Delegates can be offered assistance with hotel and/or travel expenses - strictly on a per-need basis.

Successful and non-successful applicants alike will be notified by email by 1 October.

Final GFMD Civil Society Concept Paper Online

Acting upon the opportunity granted by the Swiss Chair to exercise greater autonomy over format and themes of the CSD, and picking up naturally with reference and relevance to the government programme, civil society for the first time has put forward it own Concept Paper for this year’s civil society program. Under the overarching theme Labour Migration, Development and the Protection of Migrants and their Families, the Concept Paper lays out the thematic focus for Civil Society in the GFMD 2011. The final version of the Concept Paper reflects feedback from two rounds of consultations over the past months. Consultations were held with over 200 individuals and organizations from in particular NGOs, labour and diaspora groups and academics, including with the broad Consultation Circle established for such purposes for the first time this year. We greatly thank the many who emailed or directly offered perspectives and improvements, many of which have been incorporated into the final concept paper, which is available online now! (http://www.gfmdcivilsociety.org/Pages/Concept.html)

Working further with the Core Group and the Consultation Circle we are now proceeding to structure the CSD programme around the themes described in the Concept Paper.

Civil Society Preparatory Events

In preparing for the Civil Society Days on 29-30 November, we will draw upon the conclusions of a small number of events taking place this year, which engage civil society actors meaningfully and are directly related to GFMD themes. Some of these are directly being organized under the “GFMD Civil Society banner” under the heading “Joint Reflections”, others are being organized in their own name, in part to provide specific input on GFMD themes. Find below an overview of recent and upcoming Civil Society Preparatory Events.

Upcoming Event

For those of you based in Geneva or those of you present in Geneva during the Human Rights Council Session this month, we are organizing an update and consultation session on the GFMD Civil Society Days on:

20 September, 9:00 – 11:00 AM, Palais des Nations, Salle XXII, Geneva, Switzerland
The session will also include an update on the States’ GFMD activities by the Swiss Chair, as well as from the parallel civil society process, the People’s Global Action on Migration, DevelopmentandHuman Rights (PGA).

GFMD States’ Thematic Meetings

Separate from the Civil Society preparations, the Swiss Chair has been (co-)organizing with states and other actors 14 smaller, focused and action-oriented meetings around the world, as preparation for the States’ annual GFMD meeting (now called the “Concluding Debate”) on 1 and 2 December in Geneva. While a few of these States’ thematic meetings have already happened, most of these meetings are taking place on various themes in different parts of the world in September and October. Although state-led many of these meetings also engage international organizations and civil society actors. The actual role of civil society actors in the meetings is ad-hoc and varies per meeting and most of the meetings are “by invitation only”, for state and civil society participants alike.

If you would like to know more about these meetings, you can find an overview of all States’ thematic meetings on: www.gfmd.org. Included in this overview are the contact details of the organizers of each event, who you can contact for more information and potential participation.

News on the parallel civil society process:

The People's Global Action on Migration, Development and Human Rights

The People’s Global Action on Migration, Development and Human Rights (PGA) was established in 2006, as an independent but associated civil society process with the GFMD. Among PGAs objectives are (1) the positioning of a human rights perspective as fundamental element of the discourse surrounding migration and development (2) ensuring that the voices of migrants and civil society organizations and movements are heard in the GFMD and (3) ensuring broader and open participation for a larger group of stakeholders than the limited space available for official GFMD Civil Society Delegates.

The 2011 PGA will take place in Geneva parallel to the GFMD Civil Society and States’ Meeting, from 29 November – 2 December. During the PGA there will be workshops, roundtables, opportunities for internal organization meetings, venues for self-organized workshops, cultural presentations, and other activities. As in Mexico last year, there will be important linkages and synergies established between the official CSD GFMD programme and the PGA, including a degree of shared programming and message development.

The PGA is coordinated by Migrants Rights International (MRI) and the Collectif de soutien aux sans-papiers de Genève. For any questions about the PGA, please contact Alessandro de Filippo at collectifsanspapiers@ccsi.ch or 022 301 63 33.
