This draft revision will be presented to the UNESCO General Conference in 2015 for approval and the Institute is now preparing a process (ensuring substantive discussions at the same following legal procedures) to arrive at a revised RDAE. This will start with an expert meeting to be held in Hamburg this May, to be followed by an online consultation in June and a formal consultation process to Member States starting September. </span><span lang=DE style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'><o:p></o:p></span></p><p class=MsoNormal><span lang=EN-US style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'>The timetable of the revision of the 1976 RDAE is also coinciding with the Revision of the Recommendation concerning Technical and Vocational Education so we are working closely with our colleagues in Paris and in Bonn to make sure that these two documents are speaking to each other. For our part, we will be listening to the discussion and make sure that the key issues coming out from this are also reflected in the May expert meeting. </span><span lang=DE style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'><o:p></o:p></span></p><p class=MsoNormal align=center style='text-align:center'><span lang=EN-US style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'>……………………..<o:p></o:p></span></p><p class=MsoNormal align=center style='text-align:center'><b><span lang=EN-US style='font-size:14.0pt;line-height:105%;font-family:"Cambria","serif";color:#3939EF'>Comment by Carmen Colazo </span></b><b><span style='font-size:14.0pt;line-height:105%;font-family:"Cambria","serif";color:#3939EF'><o:p></o:p></span></b></p><p class=MsoNormal><b><span style='font-family:"Cambria","serif"'>(versión original en español abajo/</span></b><b><span style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'>(original version in Spanish below)<o:p></o:p></span></b></p><p class=MsoNormal style='mso-margin-top-alt:auto;mso-margin-bottom-alt:auto'><span lang=EN-US style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'>Dear colleagues, I find it very interesting the synthesis achieved and I share one by one the issues that have been considered as key priorities for inclusive and lifelong education, following the steps of the CONFINTEA VI in Belem Do Para. <o:p></o:p></span></p><p class=MsoNormal style='mso-margin-top-alt:auto;mso-margin-bottom-alt:auto'><span lang=EN-US style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'>However, I want to make three specific points that I think we can relieve in this dialog : <o:p></o:p></span></p><p class=MsoNormal style='mso-margin-top-alt:auto;mso-margin-bottom-alt:auto'><span lang=EN-US style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'>a) the compliance with the constitutional mandates of the region, especially in recent Constitutions, which have taken a huge step in the incorporation of Human Rights, the normative framework of human rights within international law influencing our domestic legislation, because these Constitutions mark a way forward, determine a priority for states and their budget allocations, as well as to the follow-up of their progress in terms of DESCs and the respect of multicultural and intercultural aspects defined in them (most mother tongues are transmitted by indigenous women in the region, the most illiterate ones, with all the problems of educational governance and educational quality that this entails). <o:p></o:p></span></p><p class=MsoNormal style='mso-margin-top-alt:auto;mso-margin-bottom-alt:auto'><span lang=EN-US style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'>b ) The inclusion of gender in education, in a cross-cutting way, for a COEDUCATIONAL education (a part of the quality we're talking about), that exceeds quantitative approaches and deepens qualitative ones that keep repeating sexist patterns that are then translated into the reality of lack of rights and problems of development for half the regional population that are women, and also for people with other sexual orientations and gender identities that, even if they are now included in some constitutions (such as Ecuador and Bolivia ) as subjects of law, education systems have not adapted at all for these rights to be real and effective in their lives. <o:p></o:p></span></p><p class=MsoNormal style='mso-margin-top-alt:auto;mso-margin-bottom-alt:auto'><span lang=EN-US style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'>c) Finally, I am concerned about ICTs, especially in their view of gender, sexual orientation, multi and intercultural aspects, gender violence, from the educational point of view. Me parece muy interesante la sintesis lograda y comparto uno a uno los temas que se han considerado como prioridades fundamentales para una educacion inclusiva y a lo largo de toda la vida, siguiendo los pasos de la CONFITEA VI en Belem Do Para. <o:p></o:p></span></p><p class=MsoNormal><span style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'>No obstante quiero aportar tres puntos especificos que creo que podemos relevar en este dialogo <o:p></o:p></span></p><p class=MsoNormal><span style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'>a) el cumplimiento de los mandatos constitucionales de la region, especialmente de las ultimas Constituciones, que han dado un paso enorme en la incorporacion de los Derechos Humanos, el marco normativo de DDHH dentro del Derecho Internacional incidiendo en nuestro ordenamiento interno, por que estas Constituciones marcan un camino a seguir, determinan una prioridad para los estados y sus asignaciones presupuestarias, como tambien para el seguimiento de sus avances progresivos en terminos de los DESCs y de los respetos a las multiculturalidades e interculturalidades definidas en las mismas ( la mayoria de las lenguas madres son transmitidas por mujeres indigenas en la region, las mas analfabetas, con todos los problemas de gobernanza educativa y de calidad educativa que esto conlleva). <o:p></o:p></span></p><p class=MsoNormal><span style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'>b) La inclusion de genero transversal en la educacion, para una educacion COEDUCATIVA (parte de la calidad de la que hablamos), que supere las miradas cuantitativas y profundice las cualitativas que siguen repitiendo patrones sexistas que luego se traducen en la realidad de falta de derechos y problemas de desarrollo para la mitad de la poblacion regional que son las mujeres y tambien para personas con otras orientaciones sexuales e identidades de genero que si bien estan ahora incluidas en algunos textos constitucionales (como Ecuador y Bolivia) como sujetas de derecho, los sistemas educativos no se han adaptado en absoluto para que estos derechos sean en sus vidas reales y efectivos.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:12.0pt;line-height:105%;font-family:"Times New Roman","serif"'>c) Finalmente, me preocupan las TICs, Sobre todo en su mirada de genero, orientaciones sexuales, multi e interculturalidad, violencias de genero, desde el punto de vista educativo.
