Or, comme le soulève Alan, un focus sur un instrument international majeur (ex. : OMD) a, comme effet secondaire, d’amener les gouvernements à marginaliser d’autres instruments (ex. : ÉPT et CONFINTEA). Donc, quelle devrait être notre stratégie, prenant ses réflexions en considération ? Idéalement, un plan d’action détaillé, comportant des dispositions sur l’éducation des adultes, serait inclus dans l’Agenda post-2015. Toutefois, il faut se rappeler que l’Agenda pour le futur de CONFINTEA V était un tel plan d’action spécifique pour l’éducation des adultes. Deux décennies plus tard, nous sommes toujours dans l’espoir d’aller au-delà la rhétorique. Il me semble que nous devons trouver un moyen de passer d’un acte de foi à un saut quantique. Je ne sais toujours pas comment traduire cela dans des actions stratégiques.
