Sur (Medicos sin Fronteras, ITPC y otras) empezaran movilizaciones contra la
crises financera como una desculpa para los cortes en los fundos para salud y
Sida. La carta abajo (perdón, no tuve como traducir en tan poco tiempo para
español) es para el G8 cobrando su responsabilidade para con las personas en
detrimiento de los fundos que tiene invertido para mantener la salud de los
bancos, de los sistemas financeros internacionales y las montadoras de autos.

no vamos aceptar escusas con justificativa de que no hay recursos para la salud

Unite to Demand World Leaders Honor Funding Commitments <BR><BR>Hundreds of
Billions of Dollars ‘Found’ for Financial and Corporate Bailouts at ‘Cost’ of
Millions of Human Lives <BR><BR>Cape Town -- In an unprecedented and historic
show of unity, advocates for all the health Millennium Development Goals (MDGs)
have charged the leaders of G-8 countries of reneging on their commitments to
health by chronically underfunding programs for AIDS, TB, maternal and child
health, sexual and reproductive health, and health systems strengthening across
the globe. <BR><BR>The coalition of advocates demands that world leaders make
the health of men, women, and children around the world as important a priority
as the health of banks, Wall Street investment firms, and auto companies and
calls on donor governments to partner with civil society to strengthen
accountability from recipient countries. <BR><BR>“We are already seeing people
die and families forced further into poverty by healthcare costs as a direct
result of this global economic crisis,” said Dr. Lola Dare, Executive Secretary
of the African Council for Sustainable Health Development (ACOSHED). “The global
health community is speaking with one voice on this urgent need. We can no
longer permit the world to be distracted by false choices — between one disease
and another, between a mother’s life and that of her children, between treating
sick people now, in their home communities, and building sustainable health
systems for the future to deliver basic health care that can save lives.”
<BR>The global economic downturn is leading to significant backsliding in
governments’ commitments to funding for health programs in developing countries.
“The rhetoric by heads of state at this year’s G-8 summit was, as usual, noble
and righteous. They produced statements about their support for health systems
strengthening, maternal and child health, and integrated health service
delivery,” said Sarah Zaidi, the International Coordinator of the International
Treatment Preparedness Coalition based in Thailand. “But, as has come to be the
unfortunate pattern, the financial commitments made by the most powerful of the
world were unacceptably low or worse, not made at all.” <BR><BR>"Investments now
in HIV and health broadly are fundamental prerequisites for global development,”
said Julio Montaner, President of the International AIDS Society. <BR><BR>“At
least a million additional lives are in jeopardy because of this economic
crisis. We are calling for the world’s richest countries to support their words
with concrete action and back up their promises with the money necessary to
fulfill them,” said Ann Starrs, President of Family Care International.
<BR><BR>“We estimate that to meet the promised health needs of less developed
countries would take an increased investment by first world countries and
developing country governments of around $150 billion a year. The AIG bailout
alone was $170 billion,” said Brook Baker, Professor of Law at Northeastern
University and Policy Analyst for the US-based Health GAP. “Or to look at it
another way, for 36% of what countries have spent in one year on direct bailouts
of corporate and financial interests, rich countries alone could fully fund the
additional $944 billion that we estimate is needed from now through 2015 to meet
all MDG and health systems strengthening needs in less developed countries.”
Developed countries have so far contributed over $2.5 trillion in direct
bailouts and over $6 trillion in ‘guarantees.’ <BR><BR>“All we seem to be
getting from the bailouts so far is record level projected bonus payouts for
Wall Street,” said Gregg Gonsalves, a co-founder of ITPC “But we know with one
hundred percent certainty that many more people will die in 2010 because of this
bailout, probably 100 times as many as the 13,000 Goldman Sachs employees who
are projected to get compensation of over $500,000 each.” <BR><BR>The coalition
of global health advocates demands that each G-8 country pays 100% of the
commitments they have made for 2010 including: for Universal Access to AIDS
treatment, prevention, and care; full funding for the Global Fund to Fight AIDS,
Tuberculosis and Malaria; as well as additional commitments made for maternal
child health and health systems strengthening <BR><BR>“While governments have
quickly passed legislation to bailout the banks and companies that created this
global financial crisis, they have not stepped up to support those whose lives
have been most affected by the crisis, said Donna Barry of Partners In Health in
the USA. <BR><BR>The U.S. President’s Emergency Fund for AIDS Relief (PEPFAR)
has been flat funded for three years; the G-8 countries have underfunded the
Global Fund for AIDS, Tuberculosis and Malaria by $4 to 9 billion; donor country
promises to fund maternal and child health and sexual and reproductive health
programs are wholly insufficient to the task; no G-8 country has made sufficient
commitments to contribute significantly to expanding and strengthening the
health workforce, to supporting community-based prevention and care, or to
strengthening health systems and health infrastructure. “World leaders cannot
help these programs by only making supportive statements. Their commitments to
health are hollow without meaningful financial commitments,” Barry added.
<BR><BR>“The global economic situation cannot be used as an excuse to renege on
financial commitments,” said Kieran Daly, Executive Director of the
International Council of AIDS Service Organizations (ICASO). “Hundreds of
billions of dollars, pounds, and euros magically appeared to bail out the
privileged top 5% who run the global financial markets and corporations. We do
not want to believe that this bailout came at the cost of millions of human
lives.” <BR><BR>“The only way we will make real progress on meeting the MDGs is
for donor countries to engage with developing country governments, and for
developing country governments to commit financially and politically to
revitalizing their national health systems to meet the challenges of HIV, sexual
and reproductive health, maternal health, child survival and other health
problems. Governments also can not forget that before 2015, they have other
goals to meet, including UNGASS-AIDS 2010 and the Cairo Plan of Action,” said
Alessandra Nilo of GESTOS in Brazil. <BR><BR>Leaders representing advocates for
more than 25 organizations focused on AIDS, TB, maternal and child health,
sexual and reproductive health and primary health care came together in Stony
Point, New York in May 2009 to initiate this historic partnership devoted to
advocating for the universal right to health. A Declaration of Solidarity for a
Unified Movement for the Right to Health was drafted at that meeting, and is
being endorsed by health and human rights organizations around the world. This
growing union of advocates is now working in solidarity to hold the powers of
the world accountable. <BR><BR>“We are all health and human rights advocates and
we refuse to be pitted against each other,” said Paula Akugizibwe of the AIDS
and Rights Alliance for Southern Africa, “MDGs are simply categories of
different needs that exist within the same human being. The same mother who
needs ART to prevent the transmission of HIV to her infant also needs adequate
nutrition her children need clean water and immunizations. The same community
that needs infection control for TB also needs it for influenza; and
insufficient financial and human resources for health may prevent them from

estuvo presente en la <BR>> primera parte de este proceso, fue Rocío Rosero
de Ecuador, quien salió del <BR>> mismo por compromisos de trabajo que le

cinco mujeres mujeres de regiones del sur, fueron <BR>> incorporadas como
resultado de presión ejercida por Rocío en primer lugar y <BR>> que luego fue
fuertemente endosada por una carta que se le hizo llegar al <BR>> Grupo
Coordinador por parte de redes globales de mujeres que se reunieron en <BR>>
Hanoi, en la que se encontraba Mabel Bianco. Pues del Sur, tan solo estaban
<BR>> tres jóvenes (dos varones, una mujer), de Filipinas un rep. de Youth
<BR>> Coalition, Vincent Miranda, de África, Gunstan Chola, de la Red de
<BR>> Adolescentes de África y de Asía-Pacífico, Sivananthi de ARROW, que han
<BR>> hecho además un extraordinario trabajo. <BR>> <BR>> En la pasada
reunión de tres días, el primer día se fue todo en decisiones <BR>> de orden
logístico: los espacios de reunión, el hospedaje, las <BR>> comunicaciones,
equipos necesarios, comidas, costos, etece., etece. El <BR>> segundo y tercer
día se socializaron las listas de las personas que <BR>> aplicaron y fueron
aprobadas se dio una discusión más política y de <BR>> contenido que resultó
en algunos cambios. Viviana yo nos metimos en el <BR>> Comité de Programas
pues nos querpiamos asegurar que en todas las <BR>> presentaciones hubiera
presencia de nuestra región. De lo contrario, como <BR>> dicen en mi tierra,
"nos pasan por la piedra", pues la mayoría de las cosas <BR>> estaban
"planchadas" y llegamos nosotras a moverles un "poco" el piso. La <BR>>
compañera de la RMMDR Sylvia Estrada fue super solidaria con todas nuestras
<BR>> propuestas. <BR>> <BR>> ¿Como surgió la idea de este Foro? Los
representantes del Gobierno de <BR>> Alemania, dicen que su Primera Ministra
es "very NGO oriented" y que en <BR>> principio surgió de ella la iniciativa
de apoyar una reunión global para las <BR>> ong y por este motivo se hace en
ese país. ¿cómo y por quien se nombran o <BR>> invitan a las primeras
personas que componen el Grupo Coordinador.<WBR>.. sigue <BR>> siendo medio
nebuloso... Si alguien tiene este pedazo de la historia, seria <BR>> bueno
conocerla. <BR>> <BR>> Paso a detallas algunos datos en concreto: <BR>>
<BR>> sobre las aplicaciones: Luego de enviarse las invitaciones a las
personas <BR>> que fueron seleccionadas para asistir al Foro Global, les
puedo compartir la <BR>> siguiente información. No se había socializado la
lista antes porque luego <BR>> de nuestra segunda mirada a la misma como
regiones del sur global, se <BR>> decidió que había que revisar la misma
nuevamente. Ya que, se hicieron <BR>> observaciones en la misma de que
estaban algunas personas repetidas en más <BR>> de una lista (las financiadas
por el evento y las no-financiadas) o que <BR>> habían personas dentro de un
mismo país que pertenecían a la misma <BR>> organización. También, se remiró
el hecho de que hubiera más diversidad en <BR>> los temas de acción que
reflejen el programa de la CIPD dentro del contexto <BR>> global actual.
Datos: se recibieron 1,164 aplicaciones para 400 espacios. <BR>> 500 fueron
descartadas por estar incompletas. No se recibieron de 59 países, <BR>> por
lo que se pidió a todo el mundo recomendaciones de personas u orgs. de <BR>>
los países por región que no les había llegado nada. De nuestra región <BR>>
estuvieron ausentes, Cuba, Panamá, Suriname y Trinidad & Tobago. La <BR>>
selección se hizo a "ciegas", es decir, no se tomó en cuenta, ni el nombre
<BR>> de la persona ni de la organización, si no, su propuesta de aporte para
el <BR>> Foro. De LAC se recibieron 200 de 26 países. Se asegurará
representació<WBR>n por <BR>> país, por su tamaño, tan solo con Argentina,
Brasil y México. Se <BR>> seleccionaron 33 delegadas/os de 26 países, de
estas 14 jóvenes. De África <BR>> se recibieron 525 de 38 países. De los
Estados Árabes, 38 de 10 países. De <BR>> Asia- Pacífico, 250 de 16 países.
De Europa del este y Asia Central, 40 de <BR>> 15 países.De otros 16 países,
en su mayoría del Norte, 115 aplicaciones, de <BR>> las cuales 36 fueron
seleccionadas, todas auto-financiadas y de estas 12 <BR>> son jóvenes. Redes
regionales: Africa (5); Estados arabes (2); Europa del <BR>> Este y Asia
Central (5); LAC (7); otras (USA, Alemania, Canada, Nueva <BR>> Zelandia,
España, Reino Unido, Holanda, EuroNGOs) 17. Se invitarán a los <BR>>
siguientes donantes o agencias de cooperación: de gobiernos, Holanda, Suecia
<BR>> Dinamarca, Finlandia, Canadá, Noruega, España, Japón y USAID.

hacerles entender la complejidad de <BR>> la región para que se sumara (no se
restara) otra persona de la región <BR>> hispano-parlante. aqui nos tocó
hacer un ejercicio de ubicar propuestas en <BR>> estas sesiones las personas
que ya habían sido seleccionadas. <BR>> llamado a la acción y comité de
redacción: aquí me metí también para <BR>> asegurarme que haya luego personas
de la región trabajando sobre el mismo. <BR>> Había que proponer sobre la
base de las que estaban aprobadas. <BR>> Discusiones regionales: se estarán
motivando se hagan consultas regionales <BR>> haciendo uso de las preguntas
que colocaron en la página web del Foro (ver <BR>> debajo). Se espera se
envíen las respuestas esta semana, pero en el caso de <BR>> LAC, como se
informó que tendremos nuestra reunión reginal en agosto, se <BR>> esperará a
que les hagamos llegar nuestros aportes después y luego en las <BR>>
reuniones regionales que habrán en el foro de Berlín propiamente. De todos

Discussions <BR>> CONTRIBUYA A DEFINIR LA AGENDA PARA LA ACCIÓN <BR>> PARA
ASÍ PODER IMPLEMENTAR EN SU TOTALIDAD EL PROGRAMA DE ACCIÓN DE LA <BR>>
CONFERENCIA INTERNACIONAL SOBRE POBLACIÓN Y DESARROLLO (CIPD) <BR>> Sólo
quedan cinco años para terminar de implementar el Programa de Acción <BR>>
(PdA) de la Conferencia Internacional sobre Población y Desarrollo (CIPD) de
<BR>> 1994. En vista de ello, y tomando en cuenta el rol crucial de las ONG
de <BR>> todo el mundo, el Fondo de Población de las Naciones Unidas (UNFPA)
y el <BR>> Gobierno Federal alemán vienen apoyando una serie de actividades
para <BR>> fortalecer a las ONG comprometidas en un esfuerzo común por
asegurar la <BR>> inversión política y financiera en la salud y los derechos
sexuales y <BR>> reproductivos. El fin último de este esfuerzo es lograr el
desarrollo <BR>> sostenible en un mundo incierto e interdependiente. <BR>>
En septiembre de 2009, 400 representantes de ONG – provenientes en su <BR>>
mayoría del hemisferio sur y en un 25% de los casos gente joven – se <BR>>
reunirán en Berlín para el Foro de ONG sobre la Salud Sexual y Reproductiva
<BR>> y el Desarrollo, organizado por Global Partners in Action. El objetivo
del <BR>> Foro es formular un llamado a la acción y un documento de opciones
<BR>> estratégicas para que juntos podamos lograr lo que la CIPD puso en
marcha <BR>> hace 15 años. El Grupo de Conducción de Global Partners in
Action reconoce <BR>> que las ONG y los individuos comprometidos con la
agenda de la CIPD superan <BR>> con mucho el número de 400. En este sentido,
apela a su ayuda para asegurar <BR>> que el Foro refleje cabalmente la
diversidad, profundidad y amplitud de <BR>> nuestro movimiento, nuestros
éxitos en la implementació<WBR>n del PdA de la CIPD <BR>> durante los últimos
15 años y los temas clave que afrontamos actualmente <BR>> (para mayor

DE LA <BR>> CONFERENCIA INTERNACIONAL SOBRE POBLACIÓN Y DESARROLLO (CIPD)
<BR>> Sólo quedan cinco años para terminar de implementar el Programa de
Acción <BR>> (PdA) de la Conferencia Internacional sobre Población y
Desarrollo (CIPD) de <BR>> 1994. En vista de ello, y tomando en cuenta el rol
crucial de las ONG de <BR>> todo el mundo, el Fondo de Población de las
Naciones Unidas (UNFPA) y el <BR>> Gobierno Federal alemán vienen apoyando
una serie de actividades para <BR>> fortalecer a las ONG comprometidas en un
esfuerzo común por asegurar la <BR>> inversión política y financiera en la
salud y los derechos sexuales y <BR>> reproductivos. El fin último de este
esfuerzo es lograr el desarrollo <BR>> sostenible en un mundo incierto e
interdependiente. <BR>> En septiembre de 2009, 400 representantes de ONG –
provenientes en su <BR>> mayoría del hemisferio sur y en un 25% de los casos
gente joven – se <BR>> reunirán en Berlín para el Foro de ONG sobre la Salud
Sexual y Reproductiva <BR>> y el Desarrollo, organizado por Global Partners
in Action. El objetivo del <BR>> Foro es formular un llamado a la acción y un
documento de opciones <BR>> estratégicas para que juntos podamos lograr lo
que la CIPD puso en marcha <BR>> hace 15 años. El Grupo de Conducción de
Global Partners in Action reconoce <BR>> que las ONG y los individuos
comprometidos con la agenda de la CIPD superan <BR>> con mucho el número de
400. En este sentido, apela a su ayuda para asegurar <BR>> que el Foro
refleje cabalmente la diversidad, profundidad y amplitud de <BR>> nuestro
movimiento, nuestros éxitos en la implementació<WBR>n del PdA de la CIPD
<BR>> durante los últimos 15 años y los temas clave que afrontamos
