Instituciones Financieras Internacionales se desvivían por detener la hemorragia
financiera que rompió el encanto del sistema del mercado global.<SPAN
style="mso-spacerun: yes"> </SPAN>Sin embargo, la crisis se extendió
rápidamente y contagió a todo el mundo, dejando a economías enteras<SPAN
style="mso-spacerun: yes"> </SPAN>en riesgo.</SPAN><SPAN

lang=ES>Creemos que las declaraciones de los dirigentes del G20 cometen tres
errores fundamentales:</SPAN><SPAN

lang=ES-TRAD>se debe considerar que el aporte integral del trabajo femenino a la
economía productiva se concentra de manera diferente que el trabajo

lang=ES>Ello implica que los efectos de la crisis sobre las mujeres variarán
según los sectores de la economía y las condiciones laborales.</SPAN><SPAN

lang=ES>En general, el trabajo femenino es más vulnerable que el masculino, con
mayor concentración en el sector informal.</SPAN><SPAN

mujeres quienes más sufran en la economía productiva.</SPAN><SPAN

lang=ES>Sin embargo, el G20 no se ha planteado ni ha intentado dar respuesta a
ninguno de estos elementos, ni realizar un análisis de los aspectos de género de
la crisis.</SPAN><SPAN style="FONT-FAMILY: 'Arial','sans-serif'"
lang=ES-TRAD><o:p></o:p></SPAN></P>

lang=ES>En segundo lugar, las declaraciones del G20 presentan como solución a la
crisis algunos de los mismos elementos que la ocasionaron.</SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'; COLOR: black; FONT-SIZE: 10pt"
lang=ES> </SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'; COLOR: black; FONT-SIZE: 10pt; mso-bidi-font-weight: bold; mso-ansi-language: ES"
lang=ES>El énfasis en la conclusión de la Ronda de Doha de la OMC es una falacia
que pasa por alto que precisamente la desregulación de los servicios financieros
del Acuerdo General sobre el Comercio de Servicios (AGCS) y la liberalización de
bienes, servicios e inversiones fueron factores que llevaron a la especulación
financiera e hicieron al Sur más susceptible a la competencia y a los desplomes
financieros del Norte.</SPAN><SPAN style="FONT-FAMILY: 'Arial','sans-serif'"
lang=ES-TRAD><o:p></o:p></SPAN></P>
<P style="TEXT-ALIGN: justify; MARGIN-BOTTOM: 0pt"><SPAN

lang=ES>En tercer término, las declaraciones del G20 y del Fondo Monetario
Internacional (FMI) provienen de un espacio ilegítimo e improcedente para un
conjunto de respuestas mundialmente coordinadas a la crisis.</SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'; COLOR: black; FONT-SIZE: 10pt"
lang=ES> </SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'; COLOR: black; FONT-SIZE: 10pt; mso-bidi-font-weight: bold; mso-ansi-language: ES"
lang=ES>Cuando estalló la crisis, la Organización de Naciones Unidas (ONU)
estaba en pleno preparativo de una Conferencia internacional de seguimiento
sobre la financiación para el desarrollo encargada de examinar la aplicación del
Consenso de Monterrey.</SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'; COLOR: black; FONT-SIZE: 10pt"
lang=ES> </SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'; COLOR: black; FONT-SIZE: 10pt; mso-bidi-font-weight: bold; mso-ansi-language: ES"
lang=ES>La mayoría de los estados miembros de la ONU la percibieron como una
adecuada plataforma global para tratar los problemas financieros, económicos,
monetarios y comerciales, junto con su estructura de gobernanza
global.</SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'; COLOR: black; FONT-SIZE: 10pt"
lang=ES> </SPAN><SPAN

lang=ES>Sin embargo, los poderosos gobiernos del G8, que no tenían la voluntad
de exponer sus graves errores, se movieron rápidamente para mantener el dominio
mediante una resurrección del FMI.</SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'; COLOR: black; FONT-SIZE: 10pt"

lang=ES>Su única concesión fue ampliar la representación a unos pocos países en
desarrollo emergentes en su institución de gobierno financiero global y
mecanismos reglamentarios, de ahí el G20.</SPAN><SPAN

lang=ES>A la fecha, la lucha por un sitio desde donde dar respuestas coordinadas
a la crisis, continúa.</SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'; COLOR: black; FONT-SIZE: 10pt"
lang=ES> </SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'; COLOR: black; FONT-SIZE: 10pt; mso-bidi-font-weight: bold; mso-ansi-language: ES"
lang=ES>La ONU, con su Grupo de 192 países (G192), convocó desde entonces a la
Conferencia de las Naciones Unidas sobre la crisis económica y financiera
mundial y sus efectos en el desarrollo, cuyo seguimiento es realizado por un
Grupo de trabajo ad hoc abierto y es respaldado por el trabajo de la Comisión de
expertos del Presidente de la Asamblea General sobre Reformas al sistema
monetario y financiero internacional (también conocida como Comisión
Stiglitz).</SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'; COLOR: black; FONT-SIZE: 10pt"
lang=ES> </SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'; COLOR: black; FONT-SIZE: 10pt; mso-bidi-font-weight: bold; mso-ansi-language: ES"
lang=ES>Todo ello ocurre mientras que el G8 se las ingenia para debilitar los
resultados de los procesos de la ONU, incluido un boicot a la Conferencia de
junio, acto que indica claramente falta de apertura al diálogo.</SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'" lang=ES-TRAD><o:p></o:p></SPAN></P>
<P style="TEXT-ALIGN: justify; MARGIN-BOTTOM: 0pt"><SPAN

lang=ES>Estamos profundamente preocupadas por la manera en que se están
desembolsando efectivamente fondos, lo cual está vinculado a temas de
transparencia y condicionalidades.</SPAN><SPAN

lang=ES>En abril, en la Cumbre de Londres, el G20 orientó sus compromisos
financieros a través del FMI.</SPAN><SPAN

lang=ES>Destinó 500.000 millones de dólares en recursos a los nuevos acuerdos
para la obtención de préstamos (NAP) abiertos a todos los países.</SPAN><SPAN

que ascendían a 250.000 millones de dólares y otra adjudicación de DEG de unos

lang=ES>Los DEG se asignan por su participación en el capital, lo que significa
que la mayoría de este dinero va a volver al G8.</SPAN><SPAN

protección social de 50.000 millones de dólares, pero poco se sabe sobre la
forma en que se está adjudicando este dinero y cómo se está gastando más allá

lang=ES>Existen serias dudas de que puedan alejarse de las antiguas recetas del
Consenso de Washington.</SPAN><SPAN

lang=ES>Mientras tanto, los países continúan enfrentando graves disparidades
financieras y tienen que hacer frente a los duros efectos de la crisis económica

lang=ES>El Grupo de Trabajo de Mujeres cree que la actual situación de grave
crisis económica que afecta el sustento de hombres y mujeres en todo el mundo no
se puede resolver con cambios cosméticos concebidos por un grupo informal de
países poderosos como el G20.<SPAN style="FONT-FAMILY: 'Arial','sans-serif'">
</SPAN>Por lo tanto, exhortamos a los dirigentes de Estados y gobiernos de todo
el mundo a realizar esfuerzos para:</SPAN><SPAN
