<p>Cada mes de noviembre, la continua lucha de mujeres organizadas pone en la discusión pública la situación de la violencia contra las mujeres. Gracias a esa lucha, en Chile y en toda la región, existe una Convención Interamericana para Prevenir, Sancionar y Erradicar la Violencia contra la Mujer (Belém do Pará, 1994) que obliga a los Estados a su implementación. También tenemos hoy una Ley que penaliza la violencia intrafamiliar (Nº20.066), una ley de delitos sexuales (Nº19.617) que incluye la violación en el matrimonio, y finalmente, el Parlamento aprobó la ley que tipifica el “femicidio” (no publicada aún). </p>
<p>Por años, la Red Chilena contra la Violencia Doméstica y Sexual ha desarrollado campañas públicas para hacer visible esa violencia en todo el país. El SERNAM, a comienzos de los años 90, puso el tema en la agenda pública, y si bien la Ley de Violencia Intrafamiliar fue aprobada sin los recursos para su implementación y todavía no existe una red interinstitucional eficiente para su prevención y tratamiento, ha habido esfuerzos y avances importantes en diversos Ministerios y Servicios. </p>
<p>La prevalencia es muy alta (36% de las mujeres que han estado unidas ha sufrido violencia por parte de su pareja), de acuerdo con el Ministerio del Interior, que registra las denuncias y detenciones por este delito, también los casos de violencia sexual. Según sus registros, la violencia ejercida contra mujeres representa en torno a un 20% de las denuncias por delitos de mayor connotación pública, duplicando las denuncias por robo con violencia. </p>
<p>Como Observatorio de Género y Equidad entendemos que la violencia contra la mujer es una de las expresiones más graves de la subordinación de las mujeres, de la desigual distribución de poder y de las relaciones asimétricas entre hombres y mujeres existentes en nuestra sociedad. Situada en el cuerpo de las mujeres, lugar de sensaciones y emociones y donde se escribe la vida, afecta el ejercicio de la autonomía en el territorio del ser, de la subjetividad, la posibilidad de ser sujeto político. </p>
<span> Con este Boletín, en el que recogemos las voces de expertas, de mujeres y hombres que luchan contra la violencia, adherimos a los esfuerzos nacionales y mundiales para terminar con ese flagelo y asegurar el derecho a vivir una vida sin violencia.</span>
