58ª Comisión de las Naciones Unidas sobre el Estatus Jurídico y Social de la Mujer
ONG DEL MUNDO ALERTAN SOBRE RIESGO DE RETROCESO EN LOS DERECHOS DE LAS MUJERES EN NACIONES UNIDAS

Organizaciones feministas y de mujeres alertan sobre el peligro de retroceso en los derechos de las mujeres y la violación de acuerdos y compromisos internacionales en la redacción del documento final de la 58ª sesión de la Comisión de las Naciones Unidas sobre el Estatus Jurídico y Social de la Mujer (CSW, por su sigla en inglés) en Naciones Unidas.

La CSW se desarrolla del 10 al 21 de marzo en la sede de la ONU de Nueva York para evaluar desafíos y logros en la aplicación de los Objetivos de Desarrollo del Milenio para las mujeres y las niñas. La reunión culminará con un documento que se está debatiendo entre las delegaciones de los países, entre los que las organizaciones de mujeres cuestionan posturas conservadoras y contrarias a sus derechos.

Un comunicado firmado por la Fundación para Estudio e Investigación de la Mujer - FEIM y otras 52 entidades de la sociedad civil y redes de organizaciones todo el mundo señala que "los Estados miembros están perdiendo la oportunidad de transformar las condiciones que generan la desigualdad, discriminación y marginalización de billones de mujeres en el mundo". Las ONG denuncian que "los derechos humanos de las mujeres están siendo cuestionados en la Comisión por algunos gobiernos con posturas conservadoras que impiden la negociación del documento y pretenden retroceder respecto a los derechos sexuales y los derechos reproductivos, el reconocimiento de diversas formas de violencia contra las mujeres, entre otros temas". Además, califican como "vergonzosas" las posturas de delegados que llegaron a proponer sustituir la referencia a "mujeres" por la de "esposas"; la resistencia a la inclusión de diversas formas de familia y el rechazo a la visibilización de poblaciones específicas, que han dejado de lado los desafíos y temas pendientes de la agenda con un verdadero enfoque transformador.

"En Naciones Unidas se han aprobado documentos consensuados por todos los países que ahora se están ignorando. Incluso se propuso eliminar la reafirmación de la Convención sobre los Derechos de Niñas, Niños y Adolescentes, ratificada por la gran mayoría de los países del mundo, excepto tres o cuatro", dijo Mabel Bianco, presidenta de FEIM y co presidenta del Comité de Organizaciones de la Sociedad Civil de América Latina y el Caribe ante la CSW.

A su vez, organizaciones integrantes de ese Comité enviaron, el pasado 15 de marzo, una carta a Ministras y Ministras de los Estados que participan en la sesión, en la que expresaron su preocupación por que en las "Conclusiones Acordadas" algunos países se oponen a incorporar los derechos humanos de las mujeres y proponen eliminar la mención de los derechos sexuales y reproductivos.

Las organizaciones de América Latina y el Caribe enfatizaron "el vínculo inseparable que existe entre la garantía de los derechos humanos y el desarrollo" y señalaron que la postura de esos países "socava los consensos regionales".

58th United Nations Commission on the Status of Women

INTERNATIONAL NGOs WARN OF THE RISK OF SETBACKS IN WOMEN’S RIGHTS AT THE UNITED NATIONS

 

Feminist and women’s organizations warn of the risk of setbacks in women’s rights and the violation of international agreements and commitments in the drafting of the 58th United Nations Commission on the Status of Women –CSW- final document.

 

The CSW is taking place from March 10th to 21st at the United Nations Headquarters to evaluate the challenges and achievements in the application of the Millennium Development Goals for women and girls. The meeting will conclude with the issuing of a document, currently being discussed by country delegations. The conservative positions espoused by some of the delegations are being questioned by women’s organizations for being in opposition to women’s rights.

 

A statement signed by FEIM and 52 other civil society organizations and networks from all over the world points out that “Member States are losing the opportunity to change the conditions that generate inequality, discrimination and the marginalization of billions of the world’s women.”

 

The NGOs claimed that “women’s human rights are being questioned in the Commission by governments that uphold conservative positions, impeding the negotiation of the document, and which would represent a setback for reproductive and sexual rights, the acknowledgment of different forms of violence against women, and other issues.” Moreover, they considered the position of some delegates “shameful” for proposing to change the reference of “women” to “wives,” for their reluctance to include diverse familial arrangements, and for refusing to render visible certain populations, leaving aside the pending challenges and issues in the agenda which were truly transformative.

 

“Documents that had once been agreed upon in the UN by all countries are now being ignored. Eliminating the reaffirmation of the Convention on the Rights of the Child, ratified by all countries except three or four, was even suggested,” said Mabel Bianco, President of FEIM and Co-Chair of the NGO Committee on CSW for LAC.

 

Meanwhile, on March 15th, member organizations of this Committee sent a letter to Ministers participating in the session, in which they expressed their concern as some countries opposed the incorporation of women’s human rights in the agreed conclusions and suggested eliminating the inclusion of sexual and reproductive rights.

 

The Latin American and Caribbean organizations emphasized “the inextricable link between guaranteeing human rights and development” and asserted that the position of these countries “undermines the regional consensus.”
