instituciones, de carácter informal e incluso ilegal (prestar atención los modos
de los grupos para volverse visibles, sobrevivir y convivir). Ante el hecho de
que el tema cultural no ha sido considerado prioritario en las estrategias de
desarrollo, la cultura es percibida más como gasto que como
inversión.<o:p></o:p></FONT></SPAN></P>

recursos no sólo económicos sino de elaboración simbólica de cambios colectivos.
Considerar, en contraparte, a la cultura como desecho, a través de productos
culturales de alta caducidad, que ingresan o salen del mercado por criterios
únicamente monetarios. Y, por último, considerar, también, a la cultura como
desarrollo y convivencia social.<o:p></o:p></FONT></SPAN></P>

mundo, que pueden verse en línea y adquirirse poniéndose en contacto con el
propietario de los derechos de autor. <o:p></o:p></SPAN></FONT></P>

cuando, en vez de ser retratados por la mirada occidental, se retratan a sí
mismos. Concluyó que los medios deben estar construidos donde las diferencias
encuentren un lugar de expresión, reconocimiento y nuevas formas de hacer
política.<o:p></o:p></FONT></SPAN></P>

Afirmó que los periodistas deben plantearse renovar sus lenguajes e inaugurar
nuevas narrativas ciudadanas con un enfoque más antropológico. Por último,
Alberto García Ferrer propuso crear un canal cultural
iberoamericano.<o:p></o:p></FONT></SPAN></P>

obligación de renovar contenidos, abrir posibilidades a jóvenes realizadores y
exploración de nuevos temas debe estar acompañada de la renovación de recursos
tecnológicos, especialmente los que ofrecen las nuevas tecnologías, tales como
las plataformas conocidas como ‘video bajo demanda’, que permiten a las
televisoras públicas, educativas y culturales ofrecer videotecas accesibles
desde el hogar de manera gratuita. Puso como ejemplo el sistema Isis, que usa
estándares industriales para usar video con calidad DVD, con redes IP que
permiten ser escaladas por miles de usuarios.<o:p></o:p></FONT></SPAN></P>

para producción y difusión de contenidos locales; y fomentar el intercambio

entre diversos sectores de la población. Durante las charlas, se vertieron las
ideas de que la modalidad concurso produce documentales de calidad en mercados
más desarrollados; que los videos funcionan como excelentes disparadores de la
reflexión; y por último, que las redes de personas e instituciones han ofrecido
mejores oportunidades de difusión, la posibilidad de reflexión más vital se
produce en el contacto callejero y el que se produce gracias a las nuevas
tecnologías.<o:p></o:p></FONT></SPAN></P>

apoyarse en la presión ciudadana para obligar a las dependencias gubernamentales
locales, por autoritarias que sean en un principio, a transparentar su gestión y
a colaborar con el medio en la articulación entre sociedad civil, gobierno y
medios de comunicación.<o:p></o:p></SPAN></FONT></P>

libremente y enriquecer el trabajo de los profesionales de América

su parte, señaló como aprendizajes a compartir algunas afirmaciones: la radio
comunitaria es -una escuela de comunicación a largo plazo; -espacio de propiedad
colectiva para construcción de convivencia; -se debe complementar con otros
medios y herramientas (Internet, tv, biblioteca, cine, periódico y otros
reconocidos en la comunidad); -mediador de su entorno y cultura donde se
desarrolla, es complemento de la comunidad; -debe trabajar en redes, con otras
emisoras y proyectos de vida. <o:p></o:p></FONT></SPAN></P>

experiencias en red a través de nodos y receptores satelitales reseñados por
René Zeballos y Liliana Berta Herrera, quien habló en la sesión siguiente, así
como desde la experiencia de Ana Veloso, se pudo afirmar que las redes de
personas e instituciones ofrecen mejores oportunidades de difusión y de que,
para que un proyecto funcione debe tener muchas alianzas (con organismos
estatales, civiles, educativos y otros medios). Por tanto, aparece la
posibilidad de la creación de redes de estructura de funcionamiento
descentralizada y rotativa en todas las áreas de creación audiovisual: desde la
producción, la capacitación, los accesos a las nuevas tecnologías y la
investigación, hasta el diálogo entre medios de toda América Latina y otras
regiones a donde emigran los latinoamericanos (principalmente Europa y Estados
Unidos).<o:p></o:p></FONT></SPAN></P>

unión y trabajo en redes podría ser un problema común a toda la región: la falta
de políticas públicas y la falta de accesos legales a frecuencias. Existirá un
mercado regional que permita el desarrollo de proyectos si hay un crecimiento
del diálogo y del trabajo que trascienda las fronteras de nuestros países.

solventar las contradicciones estéticas ocasionadas por la confrontación entre
el necesario protagonismo y voz de los miembros de los grupos sociales y los
formatos radiales acostumbrados.<o:p></o:p></FONT></SPAN></P>

integración, la solidaridad y la democratización de la información en nuestro

democratizar la información significa multiplicar los propietarios de los medios
de comunicación, acabar con los monopolios existentes, hacer llegar información
de calidad a manos de todos los ciudadanos, abrir espacio para escuchar todas
las fuentes de información: personas, grupos, ONGs, organizaciones populares,
universidades y las actividades de responsabilidad social de muchas empresas.
Para este objetivo, las fuentes privilegiadas deberán ser, particularmente, las
de aquellos que trabajan en la construcción de ciudadanía, porque ofrecen
salidas a la esperanza en el futuro y permiten medios para que los países de
América Latina establezcan nuevas relaciones.<o:p></o:p></FONT></SPAN></P>

comunidad desinformada no puede ejercer adecuadamente su soberanía. La
transformación requiere de la información y la

espectadores para difundir obras que amplíen el horizonte de alternativas de
recepción, b- Revertir cierta resistencia que existe en el público a presenciar
producciones independientes. Existe el prejuicio –fundado muchas veces- de que
lo “independiente” es poco profesional y asociado a mala calidad técnica, a que
lo no comercial es mediocre o incomprensible.<o:p></o:p></FONT></SPAN></P>
