style="mso-spacerun: yes"> </SPAN>A continuación daremos
lectura a un resumen de algunas de las propuestas productivas que queremos
trasladar siendo -a nuestro entender- todas viables, y que causarían -en caso de
efectivizarse- un gran impacto en nuestro departamento, con la creación de un
importante número de nuevos puestos de trabajo.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Artesanos. Requerimos
condiciones para potenciar la actividad artesanal, en lo que se puede detallar
en los siguientes puntos: un local para poder desarrollar talleres de actividad
del sector; capacitación para mejorar la calidad de los productos y así lograr
mejor colocación en el mercado; apoyo económico en el traslado de los artesanos
a eventos a realizarse en el país y en el exterior; exoneración del monotributo
a aquellos artesanos que perciban menos de 30.000 pesos por mes; por concepto de
sus ventas; líneas de créditos blandos a través del Banco República y políticas
de fomento a la colocación de nueva producción en el mercado
nacional.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Comisión Departamental
y de Salud Animal (CODESA). La importancia de la salud animal ha quedado
plasmada en diferentes oportunidades de la historia de este país; en el que el
sector agropecuario es uno de los pilares fundamentales de la economía
nacional.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>El Uruguay es muy
dependiente de su mercado de exportación de productos pecuarios. Estos mercados
ponen condiciones sanitarias para sus importaciones. El status sanitario que hoy
ostenta nuestro país, es reconocido
internacionalmente.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN><SPAN
style="mso-spacerun: yes"> </SPAN>Por otro lado, el Uruguay
pierde millones de dólares por enfermedades, que por ahora no son tomadas en
cuenta como limitantes sanitarias en las
exportaciones.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Los Servicios
Ganaderos del Ministerio de Ganadería, exportación de productos y subproductos
de origen animal, han sido un permanente deterioro de su capacidad operativa,
para lograr un trabajo eficiente, eficaz y productivo como pretende el gobierno,
evidentemente se necesita corregir las carencias de recursos humanos, materiales
y económicos.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 10pt">Proponemos que
los recursos sean obtenidos con el incremente de la partida revista del artículo
209 de </SPAN><st1:PersonName ProductID="la Ley"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt">la Ley</SPAN></st1:PersonName><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 17.292 de febrero 2001.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 10pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Asociación
Agropecuaria de Artigas. Entendemos que las campañas sanitarias fracasarán si no
se logra el compromiso de los productores, considerando que
</SPAN><st1:PersonName ProductID="la Comisi?n Departamental"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt">la Comisión Departamental</SPAN></st1:PersonName><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> de Salud Animal (CODESA), tiene una
herramienta fundamental en el logro de meta en las campañas sanitarias,
presentamos proyectos con el objetivo de fortalecer y dotar de recursos
económicos a </SPAN><st1:PersonName ProductID="la CODESA"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt">la CODESA</SPAN></st1:PersonName><SPAN lang=ES-UY
style="FONT-SIZE: 10pt">, dirigido a la autogestión y así poder dinamizar y
avanzar en todo lo referente a la sanidad animal del
país.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 10pt"><SPAN
style="mso-spacerun: yes"> </SPAN>El Sector Minero. En
el departamento de Artigas tenemos una riqueza minera especialmente en piedras
ágatas, amatistas, cuarzos y coralinas, ubicadas principalmente en la cuenca del
Arroyo Catalán, entre 50 y </SPAN><st1:metricconverter
ProductID="75 kil?metros"><SPAN lang=ES-UY style="FONT-SIZE: 10pt">75
kilómetros</SPAN></st1:metricconverter><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
de la capital, pero también en otros puntos del departamento. Algunos estudios
realizados por técnicos de </SPAN><st1:PersonName
ProductID="la Comunidad Econ?mica"><SPAN lang=ES-UY style="FONT-SIZE: 10pt">la
Comunidad Económica</SPAN></st1:PersonName><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> Europea, indica que miles de hectáreas estarían en
condiciones de traer piedras entre 200 y 300 años en forma sostenida y
permanente.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Hay que destacar que
este enorme potencial hoy ocupa a mil trabajadores, fundamentalmente en el
trabajo de extracción de las mismas, a la que se deberían agregar talleristas y
artesanos.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Se debería crear las
condiciones imprescindibles para la industrialización de esta gran riqueza, que
tenemos los artiguenses, porque estimamos en miles los puestos de trabajo que
las distintas etapas pueden generar. Es fundamental que el gobierno nacional, a
través de varios Ministerios que tienen que ver con el tema, se involucren y
realicen las gestiones, modificaciones y adecuaciones de las Leyes, para que
esta actividad genere las condiciones, y ayuden a cambiar esta dura realidad que
tiene nuestro departamento.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>En la política final a
llevarse adelante debe irremediablemente surgir de la participación y discusión
de todos los sectores de esta producción, desde que los que las extraen, hasta
los artesanos, sin olvidarse del sistema educativo para la capacitación de los
mismos.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Sector Carpintero. El
ramo de la carpintería siempre abarcó buena parte de la economía artiguense,
generando mucha mano de obras.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Lamentablemente la
política anterior nos ha dejado con defasaje importante frente a la competencia,
lo que significa la pérdida de puestos de trabajos de personas muy
calificadas.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman">Importación de muebles y
aberturas principalmente de Brasil, también contribuyen al deterioro del sector,
así como también de los demás sectores que giran alrededor de la
carpintería.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>La falta de capital
para poder comprar mejor la materia prima, nos deja en desventaja con nuestros
clientes, que generalmente compran a plazos de 60, 90, 120 y a 180
días.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN><B
style="mso-bidi-font-weight: normal">Presidente Vázquez</B>: Un minutito,
realmente lamentablemente fue muy difícil poder captar porque hay mucho ruido y
la sonorización del salón no es buena. Así que yo te pediría si me puedes
entregar la carpeta que nosotros la vamos a estudiar. Y a Constitución le
pediríamos también si no podemos escuchar les avisamos y le pedimos la carpeta.

Tabaré Vázquez, y excelentísimo Consejo de Ministros presentes. Es para mi un
alto honor y responsabilidad de género, representar a los artiguenses desde el
área social, en este evento peculiar, histórico, en el cual por pocas horas se
cambia la historia, al sesionar el gobierno en el interior del
país.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Reconocemos el gesto,
valoramos y agradecemos esta instancia cívico-democrática de gobernabilidad
ciudadana donde gobernados y gobernantes se aproximan en un diálogo horizontal
para comenzar a construir una República de compromiso, de producción, de
solidaridad, en la triangulación de procesos políticos de la vida de uruguayas y
uruguayos que habitamos en este querido y sentido
país.<o:p></o:p></FONT></SPAN></P>

que tiempos de incertidumbre han pasado y que se aproximan los de esperanza en
un mundo mejor, más equitativo y por sobre todo, participativo, donde canales de
comunicación deberían estar abiertos a todos los que hacen posible los cambios
que anhelamos, para alcanzar una vida digna, respetando los derechos humanos, no
sólo de derecho sino en la práctica de la cotidianidad, del día a día de todos
nosotros.<o:p></o:p></FONT></SPAN></P>

exponemos: primero, la imperiosa necesidad del nombramiento del referente en la
ciudad de Artigas para el Plan de Emergencia Social, recalcando que hay en la
ciudad organizaciones que han trabajado siempre en forma honoraria, en
diferentes desastres ocurridos: inundaciones, tornados, fiebre aftosa, etcétera;
y están dispuestos a hacerlo en forma honoraria para el bien de la
comunidad.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Parafraseando a
nuestro prócer: "Nada debemos esperar sino de nosotros
mismos".<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Segundo, nos preocupa
que no se explicite un programa social para la tercera edad específico, siendo
un sector afectado por la limitación económica y sus reivindicaciones se han
visto menguadas debido a la prioridad que el Plan de Emergencia ha tenido. El
mal desarrollo de éste traería un sentimiento de frustración generalizado a toda
la población.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Tercero, en el área de
educación, apostamos al seguimiento de la propuesta de los Centros Educativos
Integrados, para mantenerla como respaldo al no-vaciamiento de los campos y como
única alternativa real, acceder a una educación de
calidad.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>La intersectorial de
Juntos por Artigas, presenta proyectos con alternativas a soluciones de
problemas de capacitación y desarrollo social, lo que hacemos entrega a quien o
a quienes el honorable Consejo de Ministros entienda que
corresponda.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Solicitamos en
carácter de urgente la creación de un liceo en el centro poblado Pintadito, lo
que también se fundamenta por escrito.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Aspiramos mantener y
mejorar, con el apoyo nacional, el Centro de Estudiantes de Artigas en
Montevideo (CEDA).<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Se solicita el apoyo
para el Centro Educativo de Estimulación Temprana de Artigas
(CETA).<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Bregamos por el
descongestionamiento del Liceo departamental Nro.1, con sus bachilleratos en
hacinamiento dado el incremento avasallador de las matrículas, siendo el único
centro que recibe de todos los otros liceos, que solo funcionan con el Ciclo
Básico.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y dentro de esta línea
urgentísima: reconsideración de los planes de estudio, pero conceptualizados a
la uruguaya y no importando paquetes de otros paradigmas que ya fracasaron en
sus países de orígen.<o:p></o:p></FONT></SPAN></P>

que fue fundada en el año 1852, como localidad Puerto al norte de Salto, hoy
Villa Constitución, y su zona de influencia inmediata, Chacras de Constitución y
Zanja Honda. La misma cuenta con una población de unos 3.500 habitantes y esta
amplia región del departamento de Salto que también incluye las localidades de
Palomas y Saucedo, tiene -al igual que la gran mayoría del país- carencias,
expectativas e ilusiones.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>En esta breve reseña
que leeremos a continuación, intentaremos ilustrar la problemática y las
variadas carencias de la región.<o:p></o:p></FONT></SPAN></P>

Ministra señora María Julia Muñoz. Problemas de </SPAN><st1:PersonName
ProductID="la Policl￭nica"><SPAN lang=ES-UY style="FONT-SIZE: 10pt">la
Policlínica</SPAN></st1:PersonName><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> de
Constitución. Ambulancias: renovación de la flota, ya que tenemos dos
ambulancias, una de las cuales está seriamente inutilizada por roturas y la que
está en servicio cubre un amplio radio de trabajo.<o:p></o:p></SPAN></FONT></P>

de los pedidos de servicio de ambulancias, cubren </SPAN><st1:PersonName

de la zona rural del departamento; la misma posee por límite al oeste el Río
Uruguay, al norte el Río Arapey, al sur el Arroyo Itapebí Grande y al este

style="FONT-SIZE: 10pt">la Cerrillada</SPAN></st1:PersonName><SPAN lang=ES-UY

mayoría del personal recibe una mínima retribución por parte de
