Agenda Montevideo.</st1:PersonName> En 1992 se realizó el <B

descentralización gubernamental en el departamento. Esta instancia constituye
una oportunidad para que montevideanas y montevideanos proyecten, propongan y
hagan realidad sus ideas para mejorar la ciudad y la calidad de vida de sus
habitantes.<o:p></o:p></SPAN></FONT></P>

2005, el Intendente Ricardo Ehrlich señaló que "En esta nueva instancia de
consulta son nuestros objetivos: presentar una propuesta de ejecución
presupuestal con un componente participativo, que profundice las iniciativas
anteriores, donde los vecinos participan en la elaboración de planes de
desarrollo estratégico zonal". Añadió que "Estamos proponiendo una nueva forma
de trabajo que va a incluir la ejecución presupuestal a nivel descentralizado.
Esperamos que una parte de esta primera instancia de consulta permita definir
los criterios, la normativa que va a llevar a la implementación de esta forma de
Presupuesto Participativo, que va a ponerse en marcha en el correr del 2006. En
segundo lugar, con esta nueva propuesta de diálogo social, esperamos empezar a
trabajar en forma conjunta con vecinas, vecinos, actores sociales, gremiales,
con las fuerzas vivas del departamento, para ir construyendo los elementos que
permitan definir lo que llamamos Agenda Montevideo, el perfil de la ciudad, del
departamento, hacia el cual queremos proyectarnos. Definir los grandes
objetivos, de este propio quinquenio, pero también aquellos que van más allá de
un gobierno municipal y, que requieren programaciones a largo plazo, donde

las declaraciones así como<SPAN style="mso-spacerun: yes"> </SPAN>por
Resolución Ministerial.<o:p></o:p></SPAN></FONT></P>

Próximamente se inaugurará el Centro Diurno para pacientes psiquiátricos en
situación de calle y ello en convenio</SPAN><SPAN lang=ES-UY

salida", que consiste en actividades educativas y tareas comunitarias que

información sobre el Programa de Mejoramiento del Hábitat; e) información
preparada por el Instituto de las Mujeres sobre violencia doméstica, tema que
constituye un grave problema social. Con ello se quiere ofrecer una escucha y

diversas autoridades del nuevo gobierno, el Foro de Comunicación y Participación
Ciudadana expresó su opinión sobre diversos temas relacionados con el
acceso a las frecuencias radioeléctricas y las industrias creativas, el control
social sobre los medios y otros temas relacionados con la información,
comunicación y libertad de expresión.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>A su vez, por parte
del Foro, se propuso al Gobierno la creación de un Grupo de Trabajo al más alto
nivel con la participación de <st1:PersonName ProductID="la Sociedad Civil"
w:st="on">la Sociedad Civil</st1:PersonName> para comenzar a analizar y discutir
estos temas.<BR><SPAN style="mso-spacerun: yes">
</SPAN>En otros puntos de <st1:PersonName ProductID="la Carta" w:st="on">la
Carta</st1:PersonName> se afirma que "dado que el espectro radioeléctrico es un
patrimonio común de la humanidad sujeto a administración de los Estados, este
gobierno debe garantizar el derecho a la información y la comunicación de todos
los ciudadanos y ciudadanas a través de la radio</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> y <st1:PersonName ProductID="la TV" w:st="on">la
TV</st1:PersonName>, sin</SPAN></FONT><FONT face="Times New Roman"><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> censuras, limitaciones ni presiones de
ningún tipo", por lo que se solicita que las frecuencias de radio y televisión
sean "adjudicadas en forma transparente y justa, con criterios que garanticen
igualdad de oportunidades en el acceso de ciudadanos y ciudadanas" y se "evite
la concentración de medios en pocas manos".<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Se plantea también que
es necesario "reconocer y promover las radios y televisoras comunitarias" e
impulsar un debate en materia de contenidos de los medios, la cual tiene "una
dimensión que merece una mayor profundidad y apropiación democrática,
particularmente en lo que hace a los procesos educativos y también para el
desarrollo de la industrias creativas en el contexto de la diversidad
cultural".<BR><SPAN style="mso-spacerun: yes">
</SPAN>Finalmente, propone como "posible y necesario", tomar "medidas inmediatas
que avancen en todos estos aspectos, así como en otros asuntos relacionados con
la libertad de prensa, de expresión y de información". Al mismo tiempo se
afirma que "es necesario impulsar la revisión de la legislación de modo de
adecuarla a la realidad actual y tendiendo a una mayor Democratización de
<st1:PersonName ProductID="la Comunicaci?n" w:st="on">la
Comunicación</st1:PersonName> en el país" con la participación de
<st1:PersonName ProductID="la Sociedad Civil" w:st="on">la Sociedad
Civil</st1:PersonName> y los diversos actores involucrados.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Esta Carta
Abierta contó con el apoyo de decenas de organizaciones e instituciones
vinculadas a la información y comunicación, así como organizaciones defensoras
de los derechos humanos y más de 800 firmas de periodistas, trabajadores de la
cultura, docentes y estudiantes de comunicación, activistas por los derechos
ciudadanos y otras personas interesadas en estos temas.<BR><SPAN

primer encuentro, los representantes del Gobierno coincidieron en la necesidad

realizadas. El eje estará en el fortalecimiento y desarrollo del sector
público-estatal y del sector social-comunitario. Y, simultáneamente, se
corregirán las irregularidades existentes mediante un efectivo control del <SPAN
style="mso-bidi-font-weight: bold">cumplimiento de la normativa vigente
</SPAN>(requisitos técnicos autorizados, concentración de medios, porcentajes de
publicidad y otros), profundizando la política <SPAN
style="mso-bidi-font-weight: bold">de transparencia y ordenamiento </SPAN>de la
gestión del espectro radioeléctrico iniciado</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> por <st1:PersonName ProductID="la URSEC" w:st="on">la

equilibrio entre tres sectores de medios de comunicación, la idea de<SPAN

Temática</st1:PersonName> de Medios de Comunicación y en los documentos de
respaldo del último Congreso del Frente Amplio. Fue planteado también en su
discurso inaugural por <st1:PersonName ProductID="la Presidenta" w:st="on">la
Presidenta</st1:PersonName> de <st1:PersonName ProductID="la C￡mara"
w:st="on">la Cámara</st1:PersonName> de Representantes y reiterado en un
seminario en el Palacio Legislativo a fines de mayo</SPAN><B
style="mso-bidi-font-weight: normal"><SPAN lang=ES-UY
style="FONT-SIZE: 8pt">(2).</SPAN></B><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
En ese mismo seminario estaba presente el Vicepresidente de <st1:PersonName
ProductID="la Repblica" w:st="on">la República</st1:PersonName>, quien fue
terminante en que este gobierno no iba a repetir las prácticas discrecionales y
amiguistas de los anteriores para la adjudicación de
frecuencias.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"> <SPAN
style="mso-spacerun: yes"> </SPAN>Ahora aparece el tema
del Canal 8 y sus posibles interesados. El viernes pasado el gobierno aclaró, a
través del Secretario de <st1:PersonName ProductID="la Presidencia" w:st="on">la
Presidencia</st1:PersonName> de <st1:PersonName ProductID="la Repblica"
w:st="on">la República</st1:PersonName>, que "en esta materia actuará de acuerdo
a las normas jurídicas que correspondan y en coherencia con lo comprometido en
el Programa de Gobierno, con procedimientos de máxima transparencia, que brinden
todas las garantías a quienes se presenten". También se aclara que el tema no
está en la "agenda inmediata" del gobierno. Lo cual parece lógico, porque para
realizar un llamado de esa naturaleza hay primero que establecer esas reglas
claras, que hasta ahora no han existido. Aunque hay, sin duda, muchos elementos
programáticos y legales en que basarse, tanto a nivel nacional como en la
comparación internacional.<o:p></o:p></FONT></SPAN></P>

Canal 8. Y que, por primera vez, habrá un llamado público y abierto. No será
mañana, pero sí pasado mañana.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 10pt"><FONT face="Times New Roman"> <SPAN
style="mso-spacerun: yes"> </SPAN>¿A quiénes se abrirá este
llamado? A mi juicio, siguiendo los lineamentos programáticos mencionados esta
es una excelente oportunidad para abrir la cancha al sector social comunitario:
a las organizaciones sociales y barriales, sindicales y cooperativas, etc. Es
decir para hacer un llamado exclusivamente para estos sectores. Con todas las
garantías. Para que se presenten proyectos que nos aseguren todos que se hará
buen uso de una onda que es de todos y que, como es sabido, el Estado administra
en nombre de todos.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"> <SPAN
style="mso-spacerun: yes"> </SPAN>Así lo hacen muchos países
del mundo: reservan parte de las frecuencias de radio y televisión para emisoras
de carácter comunitario. Y por esas frecuencias compiten sólo organizaciones
sociales y comunitarias, con proyectos que deben ser rigurosamente evaluados,
con controles permanentes, plazos en los que deben ser re-evaluados y tras los
cuales pueden ser o no renovados.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN

procedimiento debería aplicarse para el sector privado-comercial. Esperemos que
así sea en poco tiempo más. Forma parte también de los lineamientos
programáticos de la fuerza política que hoy gobierna. Y forma parte de la buena
administración de las ondas públicas en todo el
mundo.<o:p></o:p></FONT></SPAN></P>

style="mso-spacerun: yes"> </SPAN>Pero lo que no tendría sentido es
que en el llamado por Canal 8 compitan las organizaciones sociales y
comunitarias y las empresas privadas. Porque se estaría comparando dos tipos de
proyectos no comparables. Y se estaría perdiendo una excelente oportunidad de
avanzar hacia un nuevo equilibrio en materia de medios de
comunicación.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Puede objetarse que
habría otros posibles interesados en Canal 8, que provendrían del sector
público-estatal, como las Intendencias de Montevideo y Canelones. Y que
fortalecer el sector público-estatal forma parte también de los lineamientos
programáticos progresistas. De acuerdo. Pero ya hay un canal público "de aire" y
un canal público "de cable". No hay en cambio ninguno
comunitario.<o:p></o:p></FONT></SPAN></P>

discusión está basada en un supuesto: las ondas de radio y televisión son
escasas y el espectro en el área metropolitana esta saturado o casi. Eso es
cierto hoy. Pero eso cambiará radicalmente con la llegada de la radio y
televisión digital. Algo para lo que falta mucho menos de lo que algunos
piensan. Y para lo que hay que establecer una política clara, que también
permita avanzar hacia la democratización de la comunicación en Uruguay. A ello

recomendaciones para los que conducen bicicletas son las siguientes: Se debe
circular junto al borde derecho de la calzada. Cuando cambie de dirección
realice con tiempo las señales correspondientes. En horario nocturno debe
circular con señales luminosas adelante y atrás. Circule siempre en "fila
india". Verifique que esté en perfectas condiciones el freno de su bicicleta.
Respete las señales (cebras, semáforos, carteles de pare). Está prohibida la
circulación por la calle para menores de 14 años.<BR><SPAN

charlas en escuelas y liceos de la ciudad. Esta actividad se complementa con
clases prácticas para los escolares en <st1:PersonName ProductID="la Escuela"
w:st="on">la Escuela</st1:PersonName> de Tránsito ubicada en Villa Dolores.
Desde 1992 han participado de estas actividades 1.041.003 alumnos.<BR><SPAN

promedio superior a 400 fallecimientos anuales por accidentes de tránsito. En
2004 fueron registrados en Montevideo 6765 accidentes con lesionados, de los
cuales 123 fueron fatales, 819 con lesionados graves y 5823 con l.esionados

de las acciones preventivas y educativas, <st1:PersonName

obras de mejoramiento vial y de señalización lumínica para mejorar el tránsito
en la ciudad. En lo que va de 2005 se ha realizado la reparación de

</SPAN>El plazo de esa disposición venció el 23 de setiembre, pero no se sabe
por qué razón no se concretan dichas medidas. Los vecinos -naturalmente
preocupados ante la posibilidad de que se prolongue la situación de riesgo-
continúan movilizados y en estado de alerta.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Noelia Torres tiene 23
años, es estudiante de Relaciones Internacionales, y vive con su familia en la
casa lindera al predio de la antena derrumbada. Junto con otros vecinos, Noelia
ha sido una de las protagonistas principales de varias gestiones ante las
autoridades. "Los vecinos planteamos tres problemas concretos: el
desmantelamiento del resto de la estructura que queda, la no instalación de
antenas en el Cerrito, una solución para la ex fábrica Torino",
sostiene.<BR><SPAN style="mso-spacerun: yes"> </SPAN>Los
vecinos presentaron más de mil trescientas firmas reclamando soluciones, pero
fueron necesarias varias idas a <st1:PersonName ProductID="la Intendencia"
w:st="on">la Intendencia</st1:PersonName> -donde transitaron por largos pasillos
y soportaron varias esperas- para lograr que se inspeccionara la estructura. "De
acuerdo con la inspección técnica se determinó que se desmantelara, pero el 23
venció el plazo y no se ha hecho nada" lamenta Noelia.</FONT></SPAN><SPAN

</SPAN>Esta afirmación de Noelia se puede comprobar a simple vista. Una de las
patas de la torre está floja, torcida y varios hierros se mueven al ritmo del
viento. Es obvio que al caer, creando semejante tensión en todos sus extremos,
la resistencia de los metales ya no es la misma que antes.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>El sábado 17 de
setiembre hubo una reunión de los vecinos en la sede del Club Cerrito. Allí se
presentaron, por <st1:PersonName ProductID="la IMM" w:st="on">la
IMM</st1:PersonName>, <st1:PersonName ProductID="la Directora" w:st="on">la
Directora</st1:PersonName> de Acondicionamiento Urbano, Hyara Rodríguez, y el
pro secretario Jorge Rodríguez, quienes dijeron a los vecinos que habían
recibido una propuesta de los empresarios de FM del Sol, para levantar una
antena de <st1:metricconverter ProductID="80 metros" w:st="on">80
metros</st1:metricconverter>, y realizar un conjunto de obras en el predio de la
antigua fábrica de jabón. Esa propuesta fue rechazada por la comuna, ya que
existe un decreto que declara al Cerrito de <st1:PersonName
ProductID="la Victoria" w:st="on">la Victoria</st1:PersonName> como "zona de
exclusión" para estructuras de ese tipo, por el cual no se pueden ubicar allí
