algunos lineamientos para pensar en las políticas inclusivas, buscando un nivel
más macro, que<SPAN style="mso-spacerun: yes"> </SPAN>después ustedes van
a ir aterrizando, viendo como cada un de estos fenómenos se dan en los lugares
en los que trabajan, o como lo viven generacionalmente, tomando en cuenta que el
tema de la exclusión y la participación de los jóvenes forma parte de los temas
que les interesa profundizar.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Para diseñar políticas
inclusivas no se puede considerar la economía por un lado, lo político por otro,
lo social por otro, sino que es necesario buscar una cierta integralidad, y acá
me parece importante pensar en algunas de las tensiones que se dan cuando se
quiere abordar globalmente y lograr políticas sociales inclusivas. Creo que esas
tensiones, que se están viviendo hoy en el Uruguay con el nuevo gobierno que
empezó en marzo, de algún modo se están dando también en otros
países.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Una de estas tensiones es
entre</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> <B>universalidad y
focalización</B>.</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> Por
definición, las políticas sociales tienen que ser universales. ¿Qué quiere decir
esto? Que cuando pensamos en políticas de educación, de vivienda, de
alimentación, de salud, el deber y el derecho es que éstas sean abarcativas de
toda la sociedad, es decir que todos los ciudadanos tengan acceso a
oportunidades que permitan satisfacer las distintas necesidades. Sin embargo, la
expansión de la pobreza ha llevado a políticas focalizadas. Es decir, a
concentrar en los sectores más pobres, en sectores de indigencia, un volumen
realmente importante de recursos a los efectos de hacer lo que se llama la <I
style="mso-bidi-font-style: normal">“discriminación positiva”</I>, sobre la base
de que no podemos tratar igual a los desiguales. Si tenemos situaciones más
duras, más difíciles de revertir, debemos entonces focalizar recursos, gente,
programas, para tratar de revertir esa situación que va a ser la más difícil de
modificar en relación a otras.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Esto produce algunos
problemas, ya que se debilita el concepto de universalidad y se empiezan a
deteriorar los servicios para el conjunto de la población, y se generan
divisiones internas entre los grupos sociales: "¿por qué si yo soy indigente
puedo recibir el "ingreso ciudadano" y si soy pobre no tengo ese apoyo?", "¿por
qué si soy laburante y trabajo</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
10hs.</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> por día y me rompo el lomo
no tengo ningún tipo de ayuda o de apoyo, y si otro no labura, se pasa tomando
vino en la esquina, todavía le dan plata?"<o:p></o:p></SPAN></FONT></P>

tensión que es entre</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
<B>promoción y asistencia</B>.</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
Esta es una discusión eterna y lo seguirá siendo. Reconociendo las distintas
necesidades sociales y reconociendo que hay gente que precisa de programas de
apoyo para salud, alimentación, etc. y que hay niveles de sobrevivencia que
exigen muchas veces una respuesta inmediata, de asistencia, ¿esto se agota en sí
mismo, o forma parte de una estrategia educativa que tiende a recuperar y
fortalecer el carácter de sujeto activo de las personas, en tanto ciudadanos?
Ésta es una tensión que vivimos intensamente cuando trabajamos con los sectores
más pobres; muchas veces las necesidades y los problemas de la gente nos abruman
y nos superan, y sentimos que nos quedamos en una tarea más bien de tipo
asistencial, sin armar estrategias consistentes de proceso educativo, que vayan
transformando más profundamente a las personas.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Desde el punto de vista de
un país, también es fuerte la tensión entre</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> <B>crecimiento y distribución</B>.</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> Reconociendo que hay necesidades sociales y
que hay un montón de carencias, ¿cómo distribuimos la plata que tenemos, y que
no nos alcanza para resolver bien todas las necesidades? ¿Hay que esperar a
crecer, hay qué esperar que la economía crezca primero para después empezar a
distribuir? ¿Distribuir desde lo que se tiene no es una forma también de ayudar
al crecimiento? En la medida en que la gente reciba instrucción, esté
alimentada, viva en condiciones más o menos dignas, ¿no va a estar mejor
dispuesta a participar socialmente y tener un rol activo en ese crecimiento?
Pero en todo caso lo que es seguro, es que el crecimiento que Uruguay prevé en
los próximos años, y donde va a haber una cierta distribución, no va a<SPAN
style="mso-spacerun: yes"> </SPAN>ser suficiente para resolver todas las
situaciones de pobreza que hay en el país. Entonces éste es un tema también
importante.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><B><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN></SPAN></B><B><SPAN
lang=ES-UY style="FONT-SIZE: 10pt">Centralización-
descentralización.</SPAN></B><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> Tenemos
una estructura estatal fuertemente centralizada en todas las áreas, y en
realidad no cumple siquiera con lo que puede tener de más o menos positiva una
política centralizada, que es que en todos los lugares se cumpla y se haga lo
que hay que hacer, con criterios comunes. En realidad, tenemos estructuras muy
centralizadas y burocráticas, y una diversidad de situaciones donde se termina
haciendo lo que se quiere o lo que se puede. Es necesario pensar y elaborar
estrategias mucho más claras de implementación de los programas, donde la
descentralización cumple ese papel de que en el territorio, a nivel de las
intendencias, en los barrios, hay un conocimiento mucho más directo y cercano de
la gente. Y ésta puede participar e involucrarse mucho más claramente, tratando
de incidir en cambiar su barrio, su departamento; cambiar alguna situación que
se vive más de cerca a través del espacio local o del propio ámbito de
inserción.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Por lo tanto la
descentralización, bien articulada con las políticas centrales, pasa a ser<SPAN
style="mso-spacerun: yes"> </SPAN>un eje clave para un mejor desarrollo
de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> <B
style="mso-bidi-font-weight: normal">políticas de inclusión y de participación
ciudadana.</B> </SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">Ésta es la última
tensión que señalo: ¿el gobierno decide por sí solo lo que se hace (porque es el
gobierno que fue electo, es el responsable del desarrollo de las políticas)? Si
es así, ¿cuál es el lugar de la participación social? ¿Queremos que la gente
participe para que haga lo que el gobierno dice que tiene que hacer? ¿Queremos
que participe para discutir los programas y adecuarlos a las situaciones
locales, reformularlos y que se vaya construyendo una co-responsabilidad en
relación a los distintos programas? ¿Queremos que la gente intervenga no sólo
opinando, respondiendo consultas, sino también decidiendo que se hace o que no?
Si hay una determinada cantidad de recursos para mi departamento, ¿en qué lo
vamos a aplicar, qué cosas vamos a priorizar? ¿cuáles son las normas de control
ciudadano (partiendo de la base de que es un eje central de la vida
democrática), los medios por los que los ciudadanos podemos controlar y saber
qué es lo que hace el gobierno, por qué lo hace de esa manera, cómo utiliza
nuestros recursos? Y que esas formas de control permitan dar seguimiento a los
planes, evaluarlos.<o:p></o:p></SPAN></FONT></P>

construcción de ciudadanía es un eje orientador para pensar las políticas

lang=ES-UY style="FONT-SIZE: 11pt"> los caminos de inclusión. Tomemos en cuenta

identidad, a no tener nunca un rol activo en la sociedad. La<SPAN
style="mso-spacerun: yes"> </SPAN>democracia se va debilitando en esta
sociedad dual que estamos construyendo, en donde hay sectores que viven bien,
que acceden a los servicios básicos, que pueden formarse y acceder a trabajos
bien remunerados, y por otro lado hay sectores con distintos grados de
exclusión; y ambos tienden a relacionarse cada vez
menos.<o:p></o:p></SPAN></FONT></P>

Guichón, el intendente departamental Julio Pintos reafirmó que "el proceso nos
hace crecer a todos, porque priorizando y decidiendo todos nos sentimos parte
del gobierno". Admitió que algunas cosas se tendrán que dejar por el camino y
otras podrán ser impulsadas de inmediato, pero sobre todo destacó "la riqueza
que significa ver las distintas formas de encarar el proceso. Cada uno lo
realizó de una forma diferente de acuerdo a los medios con los que pudo contar y
en todos los casos se las ingenió de alguna manera para llegar a la

lugar. Pintos rescató que en general "los proyectos coinciden con los
lineamientos que nos habíamos trazado en el programa de gobierno departamental.
Son proyectos con mucha inversión social, en los jóvenes, en la salud, en lo
