Agrón. Alfredo Bruno. Los expositores destacaron que el Ministerio de Ganadería,
Agricultura y Pesca se propone con el Proyecto una producción sostenible y
responsable, enfrentar problemas que atentan contra el buen uso de los recursos
naturales y la biodiversidad, promover en todo el país el manejo integral de los
recursos naturales utilizados en la actividad agropecuaria, incluyendo la
diversidad biológica.<o:p></o:p></SPAN></FONT></P>

Responsable cuenta con el apoyo técnico y financiero del Banco Mundial y del
Fondo Mundial del Medioambiente. El objetivo general del Proyecto Producción
Responsable es p<SPAN style="COLOR: black; mso-bidi-font-style: italic">romover
la adopción de un sistema integrado y eficiente de los recursos naturales y
la biodiversidad, sostenible desde el punto de vista social, económico y
ambiental. </SPAN>Este objetivo se espera lograr a través de la adopción de
tecnologías, prácticas de manejo y sistemas de producción compatibles con el
desarrollo sostenible, especialmente de los pequeños y medianos agricultores
familiares. Dentro de un enfoque integrado, el proyecto promoverá un mejor
manejo de los recursos naturales, la conservación del suelo, los recursos
hídricos y las praderas naturales, logrando simultáneamente un aumento de la
productividad y la incorporación de la conservación de la diversidad biológica a
las variables de decisiones de inversión y de producción de los productores.

este sentido, el Gobierno de Uruguay ha estado orientando sus esfuerzos tanto
hacia el fortalecimiento del sistema de áreas protegidas, como hacia la
promoción de la conservación de los recursos naturales, fuera de las 31 áreas
protegidas del país.</FONT><I><BR><SPAN style="mso-spacerun: yes"><FONT
face="Times New Roman"> </FONT></SPAN></I><FONT
face="Times New Roman">En</FONT></SPAN><SPAN

face="Times New Roman">se firma el primer proyecto orientado a mejorar el manejo
de los recursos naturales en el sector agropecuario y a promover el desarrollo
del Riego: "Programa de Manejo de Recursos Naturales y Desarrollo del
Riego"</FONT><FONT face="Times New Roman"><I>.<BR><SPAN
style="mso-spacerun: yes"> </SPAN></I>Este proyecto, tuvo una
duración de más de ocho años y realizó una importante contribución a la difusión
de técnicas de manejo sostenible de los recursos naturales, particularmente a
través del programa piloto de manejo de recursos naturales desarrollado en la
cuenca del Río Santa Lucía y logró una sustancial expansión de las áreas bajo
riego.</FONT><I><BR><SPAN style="mso-spacerun: yes"><FONT
face="Times New Roman"> </FONT></SPAN></I><FONT
face="Times New Roman">Sin embargo, subsisten en el país una serie de problemas
vinculados al manejo y la conservación de los recursos naturales y la diversidad
biológica, que amenazan la sostenibilidad del desarrollo
agropecuario.</FONT></SPAN><I style="mso-bidi-font-style: normal"><SPAN
style="FONT-SIZE: 11pt; FONT-FAMILY: Arial; mso-ansi-language: ES; mso-bidi-font-family: 'Times New Roman'"><o:p></o:p></SPAN></I></P>

</SPAN>El Ministerio de Ganadería, Agricultura y Pesca estimó necesario no solo
enfrentar estos problemas, sino también extender a todo el país los sistemas de
producción que hicieran un uso sostenible de los recursos
naturales.</FONT><I><BR><SPAN style="mso-spacerun: yes"><FONT
face="Times New Roman"> </FONT></SPAN></I><FONT
face="Times New Roman">Estas circunstancias determinaron que

promover en todo el país el manejo integral de los recursos naturales utilizados
en la actividad agropecuaria, incluyendo la diversidad biológica.<BR><SPAN

la propuesta del nuevo Proyecto de "Manejo Integrado de los Recursos Naturales y

Biológica</st1:PersonName>", programado para ser implementado entre</SPAN><SPAN

mayormente se utiliza para reforzar la imagen, amplificar su contenido o
contextualizarla culturalmente. Por esto, el semiólogo francés que mencionamos,
versa sobre la "contaminación" del texto como significado que se mixtura con el
de la propia imagen y la reformula.<o:p></o:p></FONT></SPAN></P>

español. Es la palabra "jungla" (aparece en una valla publicitaria) cuya

vocablo inglés en lugar de uno español tiene a nuestro entender dos posibles
significados: Suavizar el discurso violentista y resguardarlo de las
consecuencias que expresamos para la representación de la violación de leyes de
tránsito. Veamos esto más detenidamente. Se utilizó una palabra que remitiera
indirectamente a lo que se quería trasmitir en realidad (creemos que "selva" es
la palabra que se quiso obviar) por la misma razón que se usó una alegoría
pudiendo hacerse uso de lo real (autos disfrazados en lugar de tal cual son). Si
bien ya explicamos el porque de la alegoría en términos generales (incluido el
problema de representar violaciones a la leyes), con el uso de la palabra
“jungla” se logran dos cosas: suavizar la violencia del término o idea a la que
se quiere referir (selva es un término muy violento) y por otra parte se
resguarda al anuncio de críticas en el entendido que está legitimando la idea
indirecta que "el tránsito es una selva".<o:p></o:p></FONT></SPAN></P>

ProductID="la India">la India</st1:PersonName> y otros países de Asia y América,
terrenos de vegetación muy espesa. Nombre que recibe la selva lluviosa de esos
países</I>". Si nos ceñimos a la definición nos cuesta mucho ver la relación
entre "jungla" como el término más adecuado para describir lo que todos tenemos
más claro por el término "selva". Para esta última palabra el mismo diccionario
define como "<I style="mso-bidi-font-style: normal">terreno extenso, inculto y
muy poblado de árboles. Abundancia desordenada de algo. Confusión, cuestión
intrincada</I>". No quedan dudas que "este" es el verdadero término que se
debería haber usado y que es el significado que se quiere dar a
entender.<o:p></o:p></FONT></SPAN></P>

programa de exploración al que le solicitamos que busque un archivo de nombre
"cal" (por dar un ejemplo). El explorador comenzará mostrando todo lo que tiene
las letras "c-a-l": "calado", "caldo", "callo", etc., y en algún momento nos
daremos cuenta que ha encontrado nuestro archivo en todo este repertorio. En el
caso del cerebro humano, el asunto es muchísimo más complejo, porque no sólo
busca la imagen del significante en la mente, sino que además la búsqueda es en
forma semántica, es decir, el cerebro rastrea y "toca" las palabras con

buscar un significado asociado a una palabra, se topa en el camino con otras
cuyos significados quedan latentes a pesar de que no sean de la palabra

"jungla" nos remitimos velozmente a otros términos de nuestra lengua, la
traducción "jungla" es una de las primeras en esa operación, inmediatamente
buscamos los significados asociados al término y necesitamos el vínculo a un
término más cómodo de manejar. Aparece "selva", más común en nuestro uso<SPAN
style="mso-spacerun: yes"> </SPAN>y sucesivamente vamos incorporando
también los significados aproximados. Aparecen "salvaje, salvajismo, feroz,
ferocidad, lucha, competencia, violencia", etc., todo ello se va afianzando
paulatinamente con el transcurso del anuncio y las imágenes donde el repertorio
se va acotando a los términos más precisos que permitan decodificar lo que
visualmente vemos en la pantalla.<o:p></o:p></FONT></SPAN></P>

que lo que vimos es una jungla y quien tenga el mejor seguro "ganará" sobre las
vicisitudes de esa jungla (transgresión de normas, violencia extrema,
etc.).<o:p></o:p></FONT></SPAN></P>

unen los códigos que hicieron posible la alegoría, es el momento donde el
espectador efectivamente sabe ahora que esos automóviles disfrazados no eran
animales y en su lugar representaban a cualquier usuario con vehículo<SPAN

tránsito.<o:p></o:p></FONT></SPAN></P>

"cultura" si seguimos el razonamiento de Umberto Eco, dado que existe "un
sistema semiótico" el cual está conformado por relaciones de significación y
procesos de comunicación que nos permiten asociar (significar) que acabamos de
ver lo que muchos conductores hacen en el tránsito diario con sus vehículos,
hechos emparentables a grupos salvajes o bárbaros, mediante una alegoría de la
selva y sus animales salvajes.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt; COLOR: black"><FONT face="Times New Roman"><SPAN

instante es el "reforzamiento de un código cultural" y al hacerse mediante una
proceso dirigido (anuncio publicitario, comunicación persuasiva) y legitimado
por el Estado (quien "crea y hace cumplir" las normas legales) tenemos que desde
el Estado mismo (Sistema Político) se ha enviado un mensaje a la ciudadanía
diezmada por las consecuencias de los siniestros de tránsito, utilizando la
ratificación del mismo código que posibilita su generación, es decir, la
violencia en el tránsito y la trasgresión de las normas que lo
regulan.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt; COLOR: black"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>No debería, una empresa que
pretende en su discurso superficial "evitar los siniestros de tránsito", apelar
a un código donde se apologiza la violencia, el desorden y el desacato a las
normas, máxime siendo una empresa del Estado, quien utiliza para generar tal
efecto el dinero de los ciudadanos. <o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt; COLOR: black"><FONT face="Times New Roman">Una vez más,
aparece sutilmente el fantasma del "doble discurso", se practican principios a
nivel de superficie acerca "querer hacer algo para evitar los siniestros de
tránsito", pero en su lugar se apela a estratagemas de difusión de mensajes
hacia la comunidad que pregonan lo opuesto, al menos en un nivel de análisis por
debajo de la superficie discursiva.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Cada vez que este anuncio
llega a la psique de un espectador se refuerza una vez más el código cultural de
generar "incultura vial", aunque esta no sea la idea que se busca, porque es a
través de la utilización de él como se pretende persuadir a los conductores de
que aseguren sus vehículos y por ende "asegurarse" ellos de las consecuencias de
los siniestros.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt; COLOR: black"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Esto es un problema bastante
grave porque se ha querido connotar con el anuncio que se puede hacer todo lo
que se representa en el video y que ganará, quien tenga un seguro del Banco de
Seguros del Estado. Si esto no constituye una apología de la violencia a las
normas de tránsito, trasmitida a través de los Medios de Comunicación, en forma
exhaustiva y reiterada y además legitimada por el Estado, seguramente esta muy
cerca de serlo. Creemos que debe reflexionarse más profundamente a este
respecto.<o:p></o:p></FONT></SPAN></P>

vuelcan y siguen de largo tan campantes como si nada. La alegoría nos presenta a
una manada de cebras que encuentran por el camino a la tortuga, la cual
obviamente tiene un ritmo lento y tranquilo en lugar del veloz y endemoniado de
las cebras. Por supuesto que en esta jungla no podía quedar como triunfante
quien apela a la tranquilidad sino que por el contrario "gana" el más veloz a
cualquier precio, el exterminio está permitido.<o:p></o:p></FONT></SPAN></P>

mano de la industria brasilera, el fusca se gano la fama de ser un vehículo
fuerte y representó por años al automóvil de la clase media uruguaya encarnando
el prototipo del "sueño del automóvil económico y práctico". Hoy en día, esa
simbolización en el imaginario cultural se ha desplazado. El "fusca" representa
el automóvil de la gente de menores ingresos en lo referente a poseer un
automóvil, pero sigue despertando pasiones en muchos uruguayos por "recrear el
espíritu del escarabajo" como algo especial de la mano de los transformistas de
estos vehículos (tuning).<o:p></o:p></FONT></SPAN></P>

o "fusca" (esto connota a la distinción de clases sociales), siendo estos
quienes "gobiernan" la jungla (las cebras van a en manada y llevan todo por
delante). Se quiere sugerir que existen determinados códigos de superioridad o
inferioridad según el vehículo que se posea, he aquí el reforzamiento de otro
código cultural erróneo que se potencia inconscientemente con el anuncio. Luego,
ese auto "inferior" supuestamente (el "fusca") al ser arrollado y dejado en la
calle como si nada, representa que tiene desventaja en relación a sus
victimarios las cebras. Lo que se sugiere de esta forma, es que quien tiene un
automóvil viejo, esta más proclive a sufrir las vicisitudes de la jungla urbana,
porque está en inferioridad de condiciones. Otro código cultural erróneo que
debería combatirse en lugar de utilizarse para elaborar un mensaje publicitario.
La inseguridad en el tránsito no es este un tema de "objetos inanimados"

lo tenemos por una profesional (abogada) en forma<SPAN

para conseguir rubros necesarios para un mínimo de funcionamiento, como ser:

oficina donde podamos atender a las victimas, contar con <SPAN

llamadas o atienda a la víctima e informe los trámites a seguir, y <SPAN

Discriminación Racial. Luego de gestiones realizadas ante el Ministerio de
Educación y Cultura, estuvo presente en nuestra ciudad el Lic. Juan Pedro
Machado, responsable de la sesión encargada de coordinar y promover las
políticas públicas de acciones afirmativas para afrodescendietes en el Area de
Derechos Humanos del Ministerio de Educación y
Cultura.<o:p></o:p></FONT></SPAN></P>

DDHH </SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">y especialmente la

nací y donde pasé mis primeros años, Mercedes, el río Negro y Villa Soriano,
entre los gratos recuerdos, un achaque: problemas en la vista. Esto se fue
agravando año a año, hasta que en el mes de febrero del año</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> 2003,</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> una oftalmóloga, es decir hace ya casi</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> 3</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> años, me aconsejaba operarme pues tenía un problema de
"cataratas" en mi ojo derecho.<o:p></o:p></SPAN></FONT></P>

face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Traté de encontrar la
solución que tropezaba con el problema de todo jubilado, no tenía dinero. Las
mutualistas alegan que esa cirugía no la tienen que realizar, y los oftalmólogos
no tendrían la obligación, en cuanto a <st1:PersonName w:st="on"
ProductID="la Salud Pblica">la Salud Pública</st1:PersonName>, las listas de
espera duran años. El problema radica en el propio envejecimiento del ojo y es
necesario colocarle una llamada "lentilla". Al parecer la cirugía es sencilla,
según parece en unos</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 20
</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">minutos eso estaría solucionado.
Pero la realidad no es tan así, pues para llevar a cabo esa, digamos
"operación", es necesario disponer de por lo menos</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 1.500 </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">dólares por cada ojo. Entonces el afectado, lenta y
progresivamente comienza a no ver, eso comienza a ser una tragedia griega, como
siempre me gustó escribir y para eso tengo una vieja computadora, eso resulta
otro drama, pues en la realidad solo puedo contar (a medias), con el ojo
izquierdo.<o:p></o:p></SPAN></FONT></P>

inconvenientes tenemos que tratar de marchar por la vida, pues hasta que no
suceda un milagro, los "3 mil dólares no aparecen", y uno camina ya convencido
de que irremediablemente terminará ciego.<o:p></o:p></FONT></SPAN></P>

subsecretaria Ana Olivera y a todo un equipo entre ellos al director del
Programa de Emergencia Sanitaria, el</SPAN><SPAN lang=ES-UY

amigo, pero no encontraba a nadie, seguramente todos estaban trabajando en un

donde despachan los Certificados de Antecedentes. Realizado ese trámite, nos
