Presupuesto Participativo es un canal directo para que los vecinos definan las
prioridades presupuestarias y las obras de sus barrios que se realizarán el año
próximo. Antes de</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 1990,</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> el sistema tradicional por el cual los vecinos llegaban
a <st1:PersonName w:st="on" ProductID="la Intendencia">la
Intendencia</st1:PersonName> con sus demandas de obras y servicios, era la
integración de una comisión barrial, la que solicitaba una entrevista con el
intendente. A partir de</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 1990 </SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">se creó por un lado <st1:PersonName w:st="on"
ProductID="la Direcci?n">la Dirección</st1:PersonName> de Interior y por otro,
<st1:PersonName w:st="on" ProductID="la Secretar￭a">la
Secretaría</st1:PersonName> de Asuntos Barriales.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>La intención era atender las
necesidades de los vecinos de la ciudad y el interior, de manera más directa. Se
estableció un sistema de visitas periódicas al interior departamental, tanto a
las juntas locales como a las localidades. Esas fueron instancias que
profundizaron la participación de los ciudadanos en la administración municipal,
incidiendo en obras y servicios.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>No obstante, el sistema de
Presupuesto Participativo democratiza la opción de cada ciudadano mayor
de</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 16
</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">años a
incidir por sí mismo en el marco de un sistema reglamentado de participación. En
esta primera ocasión, de cara al</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> PP 2006,</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> Paysandú cumplió de manera parcial el ciclo del
sistema.<BR><SPAN style="mso-spacerun: yes"> </SPAN>El ciclo,
aunque varía ligeramente de ciudad en ciudad, se apoya en un encuentro entre el
Ejecutivo -a veces delega funciones en un Consejo del Presupuesto Participativo-
y los vecinos, donde se da el balance de gestión del ciclo anterior. Luego se
realizan las asambleas barriales, para las cuales se pide a los vecinos que se
inscriban. Se establece posteriormente una ronda de negociaciones, donde se
ajustan los proyectos a las posibilidades. Si se define un consejo, se eligen
consejeros vecinales, quienes controlarán la ejecución de las prioridades
seleccionadas en su área barrial. Finalmente, se votan las prioridades.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>En la elección de
prioridades del Presupuesto Participativo votaron</SPAN></FONT><FONT
size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 2.208 </SPAN></FONT><FONT
size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">sanduceros, en
los</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 6
</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">circuitos de
la ciudad. La participación fue voluntaria, lo que a primera vista explica la
magra votación si se tiene en cuenta que en las elecciones de mayo pasado, en el
departamento los habilitados fueron</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 86.048 </SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">personas.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Cierto es que la elección de
prioridades se hizo solo en la ciudad, pero hay dos aspectos a tener en cuenta.
De acuerdo al Instituto Nacional de Estadísticas, la población rural de nuestro
departamento no llega a</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 10.000</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> personas. Asimismo, estaban habilitados para votar
jóvenes de</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
16 y 17</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
años, población que en el área urbana suma casi</SPAN></FONT><FONT size=2><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> 4 </SPAN></FONT><FONT size=2><SPAN
lang=ES-UY style="FONT-SIZE: 11pt">mil personas. Por tanto, si bien las cifras
oficiales las tendrá <st1:PersonName w:st="on" ProductID="la Intendencia">la
Intendencia</st1:PersonName>, el número de habilitados ciertamente superaba
los</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
80.000.</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> De
ellos, solamente</SPAN></FONT><FONT size=2><SPAN lang=ES-UY

Julio Pintos aseguró que en primer lugar "los números en este caso son
relativos", porque "muchos de los vecinos que también participaron en las
reuniones y presentaron los proyectos que luego votaron los vecinos, tienen un
alto nivel de participación y son referentes sociales en sus lugares", lo que
explicaría un primer elemento multiplicador, de acuerdo a su óptica.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Y si bien dijo que
"aspiramos a que más sanduceros voten, a que el proceso vaya creciendo y la
participación sea cada vez mayor", al mismo tiempo subrayó que "si miramos los
números de las ciudades que iniciaron el proceso de Presupuesto Participativo
mucho antes que nosotros, tuvieron una respuesta similar. Por ejemplo, en Buenos
Aires votaron solo</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 9.000</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> personas y en San Pablo apenas 1.500". En el caso de
Paysandú, "en un mes logramos que votaran</SPAN></FONT><FONT size=2><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> 2.208</SPAN></FONT><FONT size=2><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> personas, sin contar toda la gente que en el
interior del departamento participó", indicó.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>"Para nosotros, comparando
la situación con otros lugares, para un comienzo, una primera vez y con solo un
mes de trabajo, estamos conformes", aunque concordó en que "faltó mucha
información y mayor difusión".<BR><SPAN

del número de votantes "la orientación de los proyectos aprobados tiene que ver
con las necesidades de los barrios. Esta es una ciudad que necesita mejoras en
los paseos públicos, en las calles, en infraestructura, en vivienda, en
saneamiento" aunque "algunos de esos temas no son competencia de <st1:PersonName
w:st="on" ProductID="la Intendencia">la Intendencia</st1:PersonName> o no solo

de la cantidad, y aunque aspiramos a que dentro de</SPAN></FONT><FONT

tengo dudas que en los años venideros, la votación será sustancialmente mayor".

esquema netamente colonialista: el uso de mano de obra barata, y de expoliación
del suelo (monocultivo, repetitivo sin rotación). Lo cual no era dable
practicarlo en el propio país. La remolacha, como factor formador de experiencia
del agricultor europeo y trasladable a otros cultivos, ha sido, y es,<SPAN
style="mso-spacerun: yes"> </SPAN>un agente <SPAN
class=SpellE>potenciador</SPAN> de la actividad agrícola y
económica.<o:p></o:p></SPAN></FONT></P>

</SPAN>En nuestro país coexistieron los dos cultivos. En cierta forma se
complementaban, no competían. Cada uno se cosecha en diferente estación del año,
lo cual amortigua el eventual déficit de producción <SPAN

de cultivos que den una rentabilidad complementaria por su posterior
industrialización y comercialización. Este sistema integrado de formas de
producción, transformación y comercialización competitivas, se menciona en otra

es excepcionalmente importante como pienso o ración para el ganado vacuno,
especialmente el lechero. Este producto es un componente significativo de la
complementación productiva agro-industria en un sistema integrado de producción.

animal; Ácido acético; Ácido cítrico; Ácido láctico; y una extensa
