desde los centros de trabajo y de estudio, desde los barrios y las familias,

este año ha comenzado a construir un tiempo nuevo, donde se pone en práctica la
consigna artiguista de "<I style="mso-bidi-font-style: normal"><A
href="http://www.chasque.net/vecinet/regl1815.htm">que los más infelices sean
los más privilegiados</A></I>". Esto viene acompañado también por una serie de
cambios progresistas en otros países hermanos.<o:p></o:p></FONT></SPAN></P>

lang=ES-UY style="FONT-SIZE: 8pt"><FONT face="Times New Roman"><SPAN

evaluar una gestión completamente nueva, luego de más de 170 años de gobiernos
de derecha, y con menos de un año de acción de este gobierno, concientes de que
este proceso comienza lentamente, más lento de lo que muchos quisiéramos, pero
así lo ha elegido la mayoría de nuestro pueblo, se puede confiar en que se están
sentando las bases donde apoyar con firmeza los cambios profundos que nuestro
Uruguay necesita.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="BACKGROUND: #ccffff; MARGIN: 0cm 0cm 0pt"><SPAN

que así lo indican, como ejemplo algunos: el </FONT><A

face="Times New Roman">Plan de Emergencia Social</FONT></A><FONT
face="Times New Roman">, y otros Programas Sociales, que ha sobrepaso la meta de
40.000 hogares (más de 50.000 al momento) y sigue trabajando "<I
style="mso-bidi-font-style: normal">con la aspiración de construir un
proceso donde podamos avanzar en un cambio de la gente en situación de
calle, un cambio socioeducatico y económico, con posibilidades de proyectarse en
su propia vida, donde la dignidad humana esté presente a través de las políticas
sociales articuladas por el programa de Gobierno</I>"… La política sobre
derechos humanos, con el avance en la investigación sobre los desaparecidos y el
hallazgo de restos humanos, que seguramente llevará a la identificación, al
menos, de algunos de los desaparecidos, favorece <?xml:namespace prefix = st1 ns
= "urn:schemas-microsoft-com:office:smarttags" /><st1:PersonName w:st="on"
ProductID="la Verdad">la Verdad</st1:PersonName> y <st1:PersonName w:st="on"
ProductID="la Justicia">la Justicia</st1:PersonName>… Uruguay depositó ante
<st1:PersonName w:st="on" ProductID="la ONU">la ONU</st1:PersonName>, el
instrumento de ratificación de un Nuevo tratado protector de los derechos
humanos: "<I style="mso-bidi-font-style: normal">Protocolo Facultativo a
<st1:PersonName w:st="on" ProductID="la Convenci?n">la
Convención</st1:PersonName> contra <st1:PersonName w:st="on"
ProductID="la Tortura">la Tortura</st1:PersonName> y otros tratos o penas
crueles, inhumanos o degradantes; texto internacional que fuera ratificado en
nuestro país el 21 de octubre de este año</I>"... Los Concejos de Salarios,
incluso para los peones rurales y las trabajadoras domésticas por primera vez en
la historia, y la ley de protección del fuero sindical... El Sistema Integrado
de Salud... La reforma impositiva y el impuesto a la renta... El Consejo
Nacional de Economía expresión de pluralismo y participación democrática para la
búsqueda de soluciones… La descentralización y la participación vecinal en los
municipios y la ofensiva en la creación de Juntas Locales para ampliar la
descentralización... El apoyo desde el gobierno nacional a los municipios,
incluyendo Montevideo… La austeridad y la reducción del gasto superfluo (no más
celulares, ni TV cable, ni autos innecesarios en el Estado, ni
pasajes de avión en primera, ni hoteles 5 estrellas, etc.)... La profundización
de las relaciones con Cuba y los acuerdos con Venezuela... El MERCOSUR con la
integración de Venezuela y encaminado a la sociedad sudamericana de naciones
(<st1:PersonName w:st="on" ProductID="la Patria Grande"><st1:PersonName
w:st="on" ProductID="la Patria">la Patria</st1:PersonName>
Grande</st1:PersonName>)... En este contexto, Uruguay cumplió un rol protagónico
en<SPAN style="mso-spacerun: yes"> </SPAN>la cumbre de Mar del Plata, como
Presidente (pro-témpore) del MERCOSUR, encabezando la resistencia al ALCA,
venciendo a la tendencia encabezada por los Estados Unidos, secundada por otros
países, que pretendían avanzar rápidamente en ese sentido… Derogación del
decreto sobre intervención del Ministerio del Interior en las ocupaciones de
lugares de trabajo… Derogación del acta 14 en secundaria… Inicio de reforma
educativa con participación de los interesados… Reforma de la defensa nacional…
Los Consejos Consultivos del Departamento 20 del Ministerio de Relaciones
Exteriores, primer escalón para devolverle los derechos de ciudadanía a los
compatriotas emigrados... (etc., etc.)<o:p></o:p></FONT></SPAN></P>

recién empieza… No hay milagros, los cambios son fruto de procesos con el pueblo
como protagonista. Es el pueblo mismo que le pone el tiempo a sus propios

estar atentos, participando y controlando la gestión, aportando a la
profundización de estos y otros cambios, para que realmente el paisito transite
en forma segura la huella que nos dejó </FONT><A

América unida en un sistema federal, descentralizado y participativo,
multicultural y multiétnico, austero, privilegiando a los más

tanto la cantidad de dinero como la fecha coinciden con la de un documento de
traspaso de fondos, (forma habitualmente utilizada en la operativa para el
ingreso de los préstamos), lo cual agregado a otros elementos que
desarrollaremos posteriormente permite concluir que para la confección de la
planilla antes mencionada se utilizó información de la comuna erróneamente

realización de la contabilización de las partidas:<BR><SPAN

Contador de Bella Unión los primeros días del mes de mayo de</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 9pt"> 2004 </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt">se envía el parte de ingresos de la segunda quincena de
abril de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> 2004 </SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt">de Bella Unión, donde por desconocer la
remesa recibida por Artigas el día</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> 30.4.2004 por $ 3.765.000 </SPAN></FONT><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 10pt">lógicamente no
figuraba dicha suma.<BR><SPAN style="mso-spacerun: yes">
</SPAN>El mismo es devuelto por el Departamento de Hacienda indicando que se
debía realizar el ingreso correspondiente, lo que dio lugar a la confección de
un segundo parte.<BR><SPAN style="mso-spacerun: yes"> </SPAN>A
tales efectos se acompañan ambos partes con nota del</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> Cr.</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">

partida no aparecía en abril en Bella Unión quedaba en falso la contabilidad de
Artigas, por lo que esa fue la razón de la exigencia planteada a Bella Unión. El
Departamento de Hacienda niega esta versión.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Relacionado con este tema y
como se explicitó anteriormente se registraron en Bella Unión ingresos
el</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> 04/5/04</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 8pt"> IMA </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt">Ingresos Extraordinarios</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> por $ 1.385.000 y el 10/5/04</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 8pt"> IMA </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt">Ingr. Extra</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt">. por $ 1.834.000,</SPAN><SPAN lang=ES-UY

face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 10pt">el cual los
ingresos mencionados se traspasan al rubro "entrega a cuenta tasa
bromatológica".<BR><SPAN style="mso-spacerun: yes">
</SPAN>Agrava la situación que en la rendición de cuentas año</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 9pt"> 2004 </SPAN></FONT><FONT

por concepto de tasa bromatológica es inferior a ambas sumas.<BR><SPAN

los prestamistas y el ajuste fue irreal y falso, o</SPAN><SPAN lang=ES-UY

por concepto de intereses no fueron restadas de la cuenta final ellos son:

lang=ES-UY style="FONT-SIZE: 9pt"> el 17/01 y el 24/01 los </SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt">prestamistas le cargan a <st1:PersonName
w:st="on" ProductID="la Intendencia">la Intendencia</st1:PersonName> por
concepto de intereses la suma</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> de
$ 1.599.996.</SPAN></FONT><SPAN lang=ES-UY style="FONT-SIZE: 10pt"><BR><FONT
face="Times New Roman"><SPAN style="mso-spacerun: yes">
</SPAN>Si bien no es posible determinar fehacientemente la tasa de interés
aplicada en esta operativa, por las liquidaciones anteriores</FONT></SPAN><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> del 17/01y del
24/01 </SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">resulta exorbitante la

</SPAN>Salvo que no fuera intereses y sí un préstamo no declarado, siendo
así, no se detectó el ingreso a las arcas de <st1:PersonName w:st="on"
ProductID="la Intendencia. La">la Intendencia. La</st1:PersonName> otra
hipótesis es que con ese monto se trató de arreglar una situación anterior a la
reconocida por Soria y los prestamistas, que hubiera quedado
colgada.<BR></SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"><SPAN
style="mso-spacerun: yes"> </SPAN><B
style="mso-bidi-font-weight: normal">2.3</B> <B
style="mso-bidi-font-weight: normal">Irregularidades en pagos no realizados en
forma directa a los prestamistas y si mediante la utilizacion de boletas de
proveedores</B>.</SPAN></FONT><SPAN lang=ES-UY style="FONT-SIZE: 10pt"><BR><FONT
face="Times New Roman"><SPAN style="mso-spacerun: yes">
</SPAN>Con fecha 09/02/05 existe un registro en la planilla de partidas
obtenidas de particulares de un pago de</FONT></SPAN><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> $
14.398</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> de capital</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 9pt"> y $ 112.602</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> de intereses que suma</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> $ 127.000.</SPAN></FONT><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><BR><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>En la misma fecha por

<st1:PersonName w:st="on" ProductID="LA JUNTA LOCAL">la Junta
Local</st1:PersonName> de Bella Unión, por lo cual se debió encontrar un
mecanismo distinto a los anteriores para dar salida al dinero con destino a
los prestamistas.<BR><SPAN style="mso-spacerun: yes">
</SPAN>Es así que <st1:PersonName w:st="on" ProductID="la Comisi?n">la
Comisión</st1:PersonName> constató que el</SPAN> 10.2.2005 </FONT></SPAN><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 10pt">ingresó a la
cuenta bancaria de <st1:PersonName w:st="on" ProductID="LA JUNTA LOCAL">la Junta
Local</st1:PersonName> de Bella Unión la suma de</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> $ 127.000</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> por concepto de remesa de fondos de Artigas y en la
misma fecha se formula la cuenta</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
No. 72850</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> al
proveedor</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 8pt"> GRUPO
PICHON</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> entrega a cuenta
de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> $ 127.000</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> por material de cantera justificándose
con la boleta de dicho proveedor</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
No. 303 por $ 214.000</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 8pt">. (CARPETA
6)</SPAN></FONT><SPAN lang=ES-UY style="FONT-SIZE: 10pt"><BR><FONT
face="Times New Roman"><SPAN style="mso-spacerun: yes">
</SPAN>Además esta factura de crédito No. 303 no tiene fecha de emisión, está en
blanco el cuadro para la fecha y en <st1:PersonName w:st="on"
ProductID="LA JUNTA LOCAL">la Junta Local</st1:PersonName> no están los recibos
por las sucesivas entregas a cuenta que figuran al dorso de la factura. De forma
tal que no se comprobó otra salida de dinero a no ser ésta.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Esta situación es
excepcional por cuanto no se verifica lo que ocurría con las restantes
operativas de pago por capital y/o intereses, ya que el dinero en este
caso salió de Artigas e ingresó a Bella Unión, lo que no ocurría en las otras
situaciones donde el dinero salía de Artigas pero no registraba ingreso contable
en Bella Unión, lo que justificaba el pago realizado al
prestamista.<BR></FONT></SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"><FONT
face="Times New Roman"><SPAN style="mso-spacerun: yes">
</SPAN><B style="mso-bidi-font-weight: normal">En
definitiva</B>:</FONT></SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"><FONT
face="Times New Roman"> El dinero ingresó a la cuenta de <st1:PersonName
w:st="on" ProductID="LA JUNTA LOCAL">la Junta Local</st1:PersonName> de Bella
Unión y no se encontraron pruebas de que con dicho dinero se haya pagado a los
particulares, por lo que resulta que el particular que admite haber recibido
dicha suma de dinero en forma directa no lo recibió, pudiendo haber sido a
través del procedimiento de presentar una cuenta de proveedor.<BR><SPAN
style="mso-spacerun: yes"> </SPAN></FONT></SPAN><B
style="mso-bidi-font-weight: normal"><SPAN lang=ES-UY
style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">Conclusiones</SPAN></B><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"><BR><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Del documento rotulado como
Cesión de Crédito adjunto a <st1:PersonName w:st="on"
ProductID="LA RESOLUCIￓN">la Resolución</st1:PersonName></FONT></SPAN><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> 4333,
</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">en la cláusula</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 9pt"> 8ª</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> la cesionaria conviene que en caso de emitirse los
cheques y o vales lo serán a la orden de José Ramón Almeida por el monto
de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> $ 1.370.000;</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> a la orden de Guillermo Capurro el monto
de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> $ 1.970.000</SPAN></FONT><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> y los restantes
a la orden de Sergio Irigaray, donde surge que éste último se arroga la
representación de los dos anteriores.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Con toda la información
recabada, <st1:PersonName w:st="on" ProductID="la Comisi?n">la
Comisión</st1:PersonName> concluye que la planilla presentada por Soria y los
prestamistas contiene: partidas de préstamos que no son tales por</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 9pt"> $ 1.525.542</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> (no ingresaron al tesoro); pagos a los prestamistas no
contabilizados por</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> $
1.850.000;</SPAN></FONT><FONT face="Times New Roman"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> pagos realizados por <st1:PersonName w:st="on"
ProductID="la Intendencia">la Intendencia</st1:PersonName> a los
prestamistas y que <BR>figuran en la planilla como tales, que no fueron
deducidos del saldo por</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> $
396.521;</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> otras situaciones que
pueden ser pagos realizados, por</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> $ 574.354.</SPAN></FONT><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><BR></SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"><FONT

Botnia analizó los impactos acumulativos en su evaluación de impacto ambiental.
Sin embargo, el Grupo del Banco Mundial exigió un estudio adicional sobre el
impacto acumulativo de las dos plantas.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT

sociales y económicos, como los efectos sobre el tráfico, la provisión de
trabajo y el turismo en la región, a temas como la calidad del aire, la calidad
del agua y la biodiversidad. Entre los temas destacados por el estudio

raras ocasiones, durante la preparación inicial de las plantas, que dura entre
tres y cuatro meses, podrían detectarse gases olorosos hasta una distancia de

<st1:metricconverter w:st="on" ProductID="10 kil?metros">10
kilómetros</st1:metricconverter> de las plantas, dependiendo de las condiciones
del viento. Los vientos que predominan en la región son del norte al noreste.
Durante la operación rutinaria de los molinos, las emisiones olorosas podrían
detectarse ocasionalmente a una distancia de entre</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 1 y 2 kms</SPAN></FONT><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> de los molinos
durante períodos de menos de 1 hora. Las emisiones de aire de las plantas, sea
para materia particulada, óxidos de nitrógeno o dióxido de azufre, cumplirán con
las normas del Grupo del Banco Mundial.<BR></SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><SPAN style="mso-spacerun: yes">
</SPAN><B style="mso-bidi-font-weight: normal">Calidad del
agua</B></SPAN></FONT><FONT face="Times New Roman"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> Un modelado detallado por computadora de descargas de
agua de desecho tratada de las plantas demuestra que las descargas al río
Uruguay no serán detectables a una corta distancia de las plantas y no afectarán
la vida acuática o el uso recreativo del río.<BR></SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"><SPAN style="mso-spacerun: yes">
</SPAN><B style="mso-bidi-font-weight: normal">Turismo</B></SPAN></FONT><FONT

serán construidos usando la mejor tecnología de control de contaminación
disponible, y las plantas cumplirán con las normas del Grupo del Banco Mundial y

Europea.</st1:PersonName> Por lo tanto, los impactos del aire y del agua sobre
el turismo serán limitados. El impacto visual de los molinos en áreas turísticas

style="mso-bidi-font-weight: normal">Trabajo</B></SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> Los requisitos de trabajo combinado de las dos plantas
durante la construcción podrían alcanzar un pico de más de</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> 7.000</SPAN></FONT><FONT

produciendo un influjo de trabajadores, la mayoría de los cuales serán más
jóvenes y varones, a la región de Fray Bentos. Esta demanda de trabajo aumentará
el empleo, principalmente en Uruguay, pero también incrementará la demanda de
viviendas y servicios públicos, como salud, seguridad pública, educación y
transporte.<BR></SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"><SPAN

style="mso-bidi-font-weight: normal">Tráfico</B></SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> Los dos caminos que conducen a las plantas tendrán un
aumento marcado de los niveles de tráfico, que podría alcanzar los</SPAN><SPAN

similares a los de los mejores productores de remolacha del

cultivo eje de los sistemas productivos agropecuarios intensivos, y por lo tanto
genera diversificación, trabajo y riqueza.<o:p></o:p></FONT></SPAN></P>

</SPAN>es la mejor palanca de desarrollo, en sectores de producción agropecuaria

aplicación de tecnologías conservacionistas de punta, como ya fue demostrado en
Paysandú, y se adapta a las mejores prácticas de rotación de cultivos e
integración de rubros.<o:p></o:p></FONT></SPAN></P>

ejemplo en el país.<o:p></o:p></FONT></SPAN></P>

cierra el último ingenio productor de azúcar de

style="mso-spacerun: yes"> </SPAN>Haciendo abstracción del mal uso
que se dio al Fondo de Reconversión del Sector Azucarero, todos los intentos por
sustituir el cultivo de la remolacha, han
fracasado.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Hoy el empobrecimiento y el vaciamiento
de las zonas antes más productivas de la campaña, presentan una realidad que es
ejemplo vivo del fracaso de las políticas de apertura incondicional y sin
restricciones<SPAN style="mso-spacerun: yes"> </SPAN>de los
mercados.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>El cultivo<SPAN
style="mso-spacerun: yes"> </SPAN>de remolacha azucarera, se integraba con
ventajas a los sistemas de rotación de cultivos en el litoral oeste Uruguayo.
Esta característica quedó claramente demostrada por la
realidad.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Es un cultivo que genera una gran
cantidad de actividad y posibilita el desarrollo agropecuario, constituyéndose
en una palanca para el desarrollo de otras actividades agrícolas y
ganaderas.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>El principal argumento
utilizado para impulsar el cierre de los ingenios, fue el alto costo de la
producción de azúcar, que era transferido al consumidor. Generado por las
ineficiencias económicas y biológicas del sistema.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN><SPAN
style="mso-spacerun: yes"> </SPAN>Este argumento ha quedado sin sustento
desde el momento que el azúcar al consumidor ha bajado muy poco en términos
reales, por otra parte su importación y "refinación" se constituyó en un
excelente negocio.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN

ineficiencias</SPAN></B><SPAN lang=ES-UY

buen punto de partida para desarrollar sistemas alternativos de
manejo.<o:p></o:p></FONT></SPAN></P>

style="mso-spacerun: yes"> </SPAN>Las ineficiencias biológicas a nivel de
los cultivos, estaban generadas por un manejo inadecuado del área determinante
de una excesiva longitud del período de cosecha determinada a su vez por la
capacidad de molienda de los ingenios.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN><SPAN
style="mso-spacerun: yes"> </SPAN><SPAN
style="mso-spacerun: yes"> </SPAN>Por otra parte hay que reconocer<SPAN
style="mso-spacerun: yes"> </SPAN>ineficiencias cometidas en el manejo en
sí de muchas chacras, como control de malezas y plagas, utilización a destiempo
de algunas técnicas etc.<o:p></o:p></FONT></SPAN></P>

estuvieron fomentadas por un sistema de administración y gestión inadecuado y
anacrónico de las áreas de siembra.<o:p></o:p></FONT></SPAN></P>

se han venido procesando cambios tecnológicos importantes en el manejo de los
cultivos en general y de la remolacha azucarera en particular, estos cambios han
determinado un incremento en la producción promedio de azúcar por
hectárea.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN><SPAN
style="mso-spacerun: yes"> </SPAN>Además de la aplicación de nuevas
técnicas en el desarrollo de nuevas variedades con mayor producción de azúcar y
adaptación diferentes áreas climáticas, etc. ha mejorado la relación insumo
producto por la vía de la disminución de cotos y aumento de
rendimiento.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN><SPAN style="mso-spacerun: yes">
</SPAN><SPAN style="mso-spacerun: yes"> </SPAN>En todos los países
desarrollados el cultivo de la remolacha azucarera sigue siendo considerado
estratégico, y como tal es tratado por parte de quienes deciden las políticas de
estado relacionadas con el sector agropecuario.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN><SPAN
style="mso-spacerun: yes"> </SPAN>Se introducen entonces nuevos
conceptos a nivel de campo y nivel de la industria que cambian el cuadro de
resultados.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN

style="mso-spacerun: yes"> </SPAN>Por otra parte los hechos acaecidos
recientemente en el Uruguay en relación al sistema financiero y en es especial a
la revaloración del Sector Agropecuario como una buena opción, posibilita
plantear proyectos de inversión en el sector agro-industrial, para captación de
capitales privados.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN><SPAN
style="mso-spacerun: yes"> </SPAN>Algunos conceptos a ser tenidos en
consideración en relación al planteo productivo a nivel de
campo:<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Lo básico es no cometer los
errores que se cometieron en el pasado en relación al planteo de la relación
campo-industria.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>La zafra no deberá
sobrepasar los</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 70</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> días en cualquier ingenio que se establezca
en el País. Con esta longitud de zafra (cosecha) se evitan grandes pérdidas<SPAN
style="mso-spacerun: yes"> </SPAN>por pudrición de la raíz debido al
ataque de hongos.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN><SPAN
style="mso-spacerun: yes"> </SPAN>Los Ingenios azucareros deberán
complementar su actividad industrial, con la refinación de azúcar crudo
producción de bio-combustibles, procesamiento de sub-productos industriales,
etc.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN><SPAN
style="mso-spacerun: yes"> </SPAN>Hay que bajar costos de estructura del
Sector industrial y del Sector agrícola, simplificando la administración y el
control en ambas actividades.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN><SPAN
style="mso-spacerun: yes"> </SPAN>Se deberá mejorar<SPAN
style="mso-spacerun: yes"> </SPAN>la tecnología en ambas actividades, en
especial en el Sector Agrícola, donde la utilización de nuevas técnicas de
manejo para preparación del suelo , nuevos tipos de siembra,<SPAN
style="mso-spacerun: yes"> </SPAN>nuevos herbicidas y nuevas variedades,
son elementos claves.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN><SPAN
style="mso-spacerun: yes"> </SPAN>Pero en especial</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> es</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
básico</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> la </SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt">mejor y más completa integración del
</SPAN><B style="mso-bidi-font-weight: normal"><SPAN lang=ES-UY
style="FONT-SIZE: 10pt">Cultivo a sistemas de producción definidos y
concretos</SPAN></B><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">.<o:p></o:p></SPAN></FONT></P>

Producción Asociativa donde todos los participantes en la organización y el
trabajo directo vayan a riesgo compartido.<o:p></o:p></FONT></SPAN></P>

face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN

Empresas de servicio, especializadas en las diferentes actividades que el
cultivo de remolacha requiere (fumigación, siembra cosecha, flete, carpida,
raleo, etc.). Estas</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 8pt">
ME</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> Se asocian al<SPAN
style="mso-spacerun: yes"> </SPAN>sistema de producción de remolacha e
integran una buena parte de la actividad.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN><SPAN
style="mso-spacerun: yes"> </SPAN>3- Se integrará el cultivo en régimen de
participación con los propietarios de los campos.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN

campos podrán participar o no del trabajo directo en los cultivos. De esta forma
se puede integrar el trabajo familiar en el sistema de manejo del
cultivo.<o:p></o:p></FONT></SPAN></P>
