directorio, vieron con buenos ojos la derrota de Artigas. Cada uno tenías sus
propios motivos para terminar con el prestigio político del Protector. De allí
que coincidieran poco después en signar un pacto que excluía ostensiblemente a
Artigas, y que hubiera sido impensable en otro momento. Los portugueses,
convocados por Buenos Aires, derrotan definitivamente a las tropas

reacción del Protector ante este tratado fue muy negativa. Implicaba una
traición de parte de las provincias que se suponían aliadas. Al respecto Artigas

totalidad de las razones que lo habían impulsado a la firma del pacto, era
evidente que a diferencia del Protector -empeñado en continuar la guerra contra
el gobierno porteño-, el gobernador santafesino ponía en la balanza el estado de
su provincia, desbastada económica y espiritualmente por las acciones bélicas de
los últimos años. López creía en la defensa de la autonomía provincial pero
procuraba recurrir a otros medios menos nefastos para la provincia. Fuera por
pragmatismo, patriotismo o afán de prestigio personal, lo cierto es que López
pretendía dirigir el curso de su propia provincia y no estaba dispuesto a
transferir parte de su autoridad a nadie. Y menos a Artigas, que debido a su
debilidad se encontraba incapacitado para negociar. De hecho, Artigas fue
derrotado definitivamente por el mismo Ramírez el</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 29 </SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">de
julio de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 1820, </SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt">concluyendo así su vida política y militar.
Según expresa Manuel Cervera, "con Artigas desapareció el lazo de unión que pudo
integrar con <st1:PersonName w:st="on" ProductID="la Banda Oriental">la Banda
Oriental</st1:PersonName> casi todo el antiguo Virreinato del Plata</SPAN><B
style="mso-bidi-font-weight: normal"><SPAN lang=ES-UY
style="FONT-SIZE: 8pt">(4)</SPAN></B></FONT><FONT face="Times New Roman"><SPAN
lang=ES-UY style="FONT-SIZE: 11pt">".<BR> La derrota de
Artigas y el ímpetu dominador de Ramírez obligaron a Santa Fe y a Buenos Aires a
suscribir un nuevo pacto, el de Benegas</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> (24 de noviembre de 1820)</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> para defensa mutua de ambas provincias. Aun cuando
éstas habían vuelto a romper relaciones poco después del tratado del Pilar,
debieron olvidar sus intrigas para contener al caudillo entrerriano, cuyos
afanes representaban un peligro para cualquiera de las partes. El tratado de
Benegas implicaba la obligación de defensa en caso de una invasión de Ramírez;
la entrega de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 25.000</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> cabezas de ganado como indemnización por los
daños ocasionados por Buenos Aires en sus invasiones a Santa Fe; y el acuerdo de
reunir el próximo congreso en la ciudad de Córdoba, cláusula que anulaba lo
estipulado por el tratado del Pilar. La muerte de Ramírez en julio
de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 1821</SPAN></FONT><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> no trajo, como
era de suponer, la paz definitiva entre las provincias. La guerra continuó hasta
que se concretó la disolución definitiva de la "República de Entre Ríos" a manos
del caudillo Estanislao López y por instigación del gobierno de Buenos
Aires.<BR> El</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
25 </SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">de enero de</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> 1822,</SPAN></FONT><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"> los representantes de
Buenos Aires, Santa Fe, Entre Ríos y Corrientes firmaban el tratado del
Cuadrilátero, por el cual se comprometían a mantener la paz y la unión; se
garantizaba la integridad del territorio ante cualquier pretensión extranjera;
se fijaban provisionalmente los límites de Entre Ríos y Corrientes, y se
desligaba a los signatarios de la obligación de concurrir al congreso a reunirse
en Córdoba.<BR> Puede decirse entonces que a partir de Cepeda,
la posición de Santa Fe viró claramente hacia el bloque de Buenos Aires. Un
factor determinante fue la penuria económica en que había caído la provincia
después de las invasiones y guerras civiles, situación que ya no admitía un
nuevo enfrentamiento con Buenos Aires. La cantidad de ganado que Rosas se
comprometió a entregar a Santa Fe para repoblar los campos de ésta en Benegas
fue además un incentivo muy importante. Al respecto Halperín Donghi

de vacunos a la provincia vencedora, muestran muy bien cuál ha llegado a ser

2.000</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> pesos recibida por dicha
provincia en concepto de indemnización por los daños sufridos a causa de las
tropas porteñas. Según Cervera, esta mensualidad se pagó "religiosamente hasta

pasado y conseguir en la libertad de esta Provincia a la de las demas
