acompañan y en el mío propio, que constituye para nosotros un altísimo honor
estar trabajando en la mañana de hoy en el departamento de Rocha, en este
querido departamento de Rocha, donde nace el sol de la
patria.<o:p></o:p></FONT></SPAN></P>

hoy, esta tarea que vamos a llevar adelante tiene una doble significación desde
nuestro punto de vista.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>En primer lugar, comenzar en
este año lo que ya hiciéramos el año anterior -el Presidente con los Ministros-
de recorrer el país; estar en contacto con su gente, con nuestra gente; conocer
íntimamente los problemas que aquejan a la población; escuchar propuestas,
también reclamos, soluciones a los problemas que la propia gente tiene; y como
decimos siempre aprender en cada una de las circunstancias con todos ustedes
cómo se puede aprender cuando se dialoga, se conversa, se habla, con respeto y
con tolerancia. <o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Este año, los acuerdos que
vamos a hacer en todo el país tendrán dos características: algunos como éste,
trabajaremos como normalmente lo hacemos en Montevideo todos los lunes, donde en
el acuerdo los señores Ministros presentan los temas a consideración y a la
firma del señor Presidente, que durante la semana se han ido generando en cada
uno de los Ministerios.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y al mismo tiempo, a efectos
de que la información esté absolutamente compartida por todo el equipo del
Ejecutivo, plantean las inquietudes, los problemas, las soluciones, proyectos,
preguntas, que debemos conocer todo el Ejecutivo, que debemos tener presente, a
efectos de que no esté compartimentada la información y que todo el Poder
Ejecutivo pueda conocer lo que está sucediendo en cada uno de los
Ministerios.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>La segunda característica
que tendrán los acuerdos que haremos en todo el país será la de mantener un
estrecho diálogo de la sociedad en su conjunto con cada uno de los Ministerios,
en los temas que se entiendan pertinente o importante
presentar.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>En la mañana de hoy haremos
entonces este acuerdo administrativo, en presencia del público y en presencia de
la prensa, para que sea trasmitido a todo el territorio nacional. Este acuerdo
normalmente, promedialmente, lleva unas dos horas de trabajo e inmediatamente
después los señores Ministros se reunirán con los vecinos o las organizaciones
sociales que quieran presentar su problemática, que quieran discutir algún tema
con cada uno de los Ministerios que el país tiene.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Al terminar este acuerdo
también el señor Intendente del departamento de Rocha hará una exposición sobre
la problemática más importante del departamento, algunas propuestas, y los
planteos que quiera hacer al Poder Ejecutivo.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN

motivación de estas reuniones sobre todo en los departamentos del Interior del
país, es porque este Poder Ejecutivo, el Gobierno Nacional, tiene un fuerte
compromiso para apoyar a los gobiernos departamentales y visitaremos así todos
los departamentos para apoyar a todas las intendencias
municipales.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>El vecino del Interior sobre
todo, más que el de Montevideo, el vecino del Interior cuando tiene un problema,
cuando tiene alguna situación que solucionar, a lo primero que concurre es a
<st1:PersonName w:st="on" ProductID="la Intendencia">la
Intendencia</st1:PersonName> del departamento, golpea las puertas de
<st1:PersonName w:st="on" ProductID="la Intendencia">la
Intendencia</st1:PersonName>, golpea la puerta de la casa del intendente porque
se conoce todo el mundo, porque sabe donde vive, para plantear los problemas. Y
son realmente los gobiernos locales los que contemplan la problemática diaria
que los vecinos tienen, y esto desde nuestro punto de vista es extremadamente
importante. Jerarquizamos enormemente el valor del trabajo de las intendencias,
de los gobiernos locales, por esto y porque además es una forma de profundizar
la democracia participativa.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN

Nacional recorrerá los departamentos, uno por uno, y estaremos junto a las
autoridades locales, civiles, militares, policiales; con el Intendente, con las
Juntas departamentales, a conversar con todos los actores y ver de qué manera
podemos interactuar Gobierno Nacional y gobierno departamental para obtener un
mejor resultado, un mejor producto para entregar a la
población.<o:p></o:p></FONT></SPAN></P>

está recibiendo un daño real al día de hoy por acciones de grupos ambientalistas
del otro lado del Río Uruguay, a cuenta de un eventual daño que quizás podría
recibir <st1:PersonName w:st="on" ProductID="la Argentina">la
Argentina</st1:PersonName> dentro de</SPAN><SPAN lang=ES-UY

efluentes químicos y gaseosos que salgan de estas plantas cuando estén
funcionando, para que los mismos estén comprendidos dentro de lo permitido por
la normativa regional nacional e internacional que es muy estricta al
respecto".<o:p></o:p></FONT></SPAN></P>

desarrollar en el Uruguay se llevarán adelante con la más moderna y alta
tecnología, no sólo en la producción de la pasta sino también con una altísima
tecnología moderna en el control de los efluentes".<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN

niveles de contaminación que puedan haber, que siempre con una actividad
industrial inevitablemente existen, van a estar comprendidos no sólo dentro de
la normativa que exige hoy <st1:PersonName w:st="on"
ProductID="la Uni?n Europea">la Unión Europea</st1:PersonName>, sino que están
comprendidos también dentro de la normativa que <st1:PersonName w:st="on"
ProductID="la Uni?n Europea">la Unión Europea</st1:PersonName> va a exigir a
partir del año</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 2007</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> que es mucho más estricta que la que tenemos

Néstor Kirchner, como forma de intentar encontrar un camino de acuerdo, en paz,
con calma, con tranquilidad, respetando los derechos que tenemos los dos países
de cuidar a nuestra gente".<o:p></o:p></FONT></SPAN></P>

seguro que lo vamos a lograr, porque es mucho lo que pesa en el relacionamiento

encontramos en el levantamiento de éstas industrias, en el control que estamos
dispuestos a llevar adelante para preservar el medioambiente.

país altamente catalogado a nivel internacional como que respeta el medio
ambiente, no hay otro país en América del Sur que sea considerado como Uruguay
en el respeto a los ecosistemas, en el respeto al medioambiente, y entonces
queremos hacer conocer a los países integrantes del</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> MERCOSUR </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">y a los socios</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> MERCOSUR,</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> con la seriedad, con la responsabilidad con que hemos
actuado y seguiremos actuando en este y en otros temas donde, sin duda, la
preservación del medioambiente juega un papel de primerísima

que el lunes pasado estuve en contacto con el Señor Presidente de
<st1:PersonName w:st="on" ProductID="la Naci?n">la Nación</st1:PersonName>
argentina, el doctor Néstor Kirchner, conversando sobre este tema, e intentando
encontrar un camino de acuerdo para que, en paz, con calma, con tranquilidad,
respetando los derechos que tenemos los dos países de cuidar a nuestra gente, de
respetar y hacer respetar nuestra soberanía, encontrar un camino, entonces, que
nos permita continuar, como vamos a continuar, porque la construcción de estas
plantas no se detiene, el gobierno no va a dar ninguna orden para detener la
construcción de estas plantas, hay que seguir con la construcción de las mismas,
vamos de todas a maneras a intentar encontrar ese camino y yo estoy seguro que
lo vamos a lograr, porque es mucho lo que pesa en el relacionamiento entre
nuestros pueblos hermanos.<o:p></o:p></FONT></SPAN></P>

viviendo en el Uruguay, y muchas inversiones importantes argentinas radicadas en
el Uruguay, y el comercio que tenemos con Argentina es un comercio
extremadamente importante, quizá el señor Ministro de Relaciones Exteriores
pueda dar las cifras de lo que fue el comercio con Argentina en cuanto a lo que
nos vendió Argentina y le vendimos a Argentina...<o:p></o:p></SPAN></FONT></P>

por el camino del diálogo, del razonamiento, de dar argumentos sólidos,
encontrar esa posibilidad de eliminar estos inconvenientes que estamos teniendo
y que desde nuestro punto de vista no se justifican, porque Uruguay está
recibiendo un daño real al día de hoy por acciones de grupos ambientalistas del
otro lado del Río Uruguay a cuenta de un eventual daño que quizás podría recibir

hemos recibido ya, ahora, un gran daño en nuestra economía, como ustedes saben.
La otra vez usábamos una imagen, un símil, para tratar de explicar con mayor
claridad cuál es la situación: Argentina y Uruguay son dos países tangueros, nos
gusta el tango, como nos gusta el fútbol, y el tango a veces hace mención, sobre
todo en los viejos tangos, en los tangos de la vieja guardia, de situaciones
tristes, no deseables, pero que grafican mucho la realidad, y yo diría que lo
que ha pasado entre Argentina y Uruguay en este relacionamiento por este tema es
casi como la letra de un tango que, el tipo, el hombre le pega hoy a la mujer,
la lastima, la golpea, le rompe algún hueso a cuenta de que quizá dentro de
cinco años la mujer lo va a engañar con otro, sin saber si realmente lo va a
engañar o no lo va a engañar y usando los procedimientos que no son los
adecuados.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN

dando garantías de un estricto control y si no se cumple por parte de las
empresas realmente lo que está pactado en cuanto a respetar el medio ambiente,
el gobierno actuará suspendiendo el funcionamiento de estas fábricas o si simple
y llanamente si no se cumple cerrándolas. Pero tenemos la garantías de que va a
haber un control muy estricto por parte del gobierno y hemos ofrecido además, y
lo seguimos ofreciendo al gobierno argentino, instalar un ámbito, una comisión,
un grupo de trabajo, como quiera llamársele, de técnicos uruguayos pero también
argentinos y si Argentina quiere, de tercer lugar, técnicos destacados a nivel
internacional, que en conjunto sean los que controlen si realmente los efluentes
cumplen con la normativa indicada. Más garantías no podemos dar, y yo
seguramente apelo a que finalmente prime un criterio sensato en la resolución de
un diferendo que es muy triste porque es mucho en la historia y en la actualidad
y seguramente en el futuro lo que nos une a nuestros hermanos argentinos, un
pueblo al que mucho queremos, al que mucho respetamos y seguramente por todas

nacionales, de manera que en las próximas semanas hay varios proyectos de

un área de laboratorios nacionales, un área de laboratorios que esencialmente
hacen importación y distribución; los laboratorios nacionales en volumen físico
suministran, producen en Uruguay el</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 90%</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> de
lo que se consume; no así en valor porque mucho de lo que se importa
porcentualmente son productos más caros, pero tal vez lo que más nos importe
señalar es que los laboratorios nacionales el año pasado llegaron a</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> 30 </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">millones de dólares de exportación de medicamentos desde
laboratorios nacionales, y con las inversiones que están haciendo tienen
expectativas de llegar a más en un sector que actualmente ocupa, Presidente, dos
mil puestos de empleo directo.<o:p></o:p></SPAN></FONT></P>

correspondiente, ha propuesto la realización a nivel nacional de un debate
educativo, cuyo propósito es sensibilizar y corresponsabilizar a todos los
ciudadanos y actores sociales acerca de las funciones de la educación en el
desarrollo de las personas y del país.<o:p></o:p></FONT></SPAN></P>

le permitan al Parlamento tomar decisiones sobre una eventual nueva Ley de

comandando este debate a nivel nacional; Comisión Coordinadora que quiero
recordar incluye no sólo a los sectores públicos de la educación primaria, tanto
pública como privada; secundaria, universitaria pública y privada, sino también
a los sectores de la educación física, la educación militar,
etcétera.<o:p></o:p></SPAN></FONT></P>

medianas, para mejorar su proceso de producción y, por tanto, su competitividad
fundamentalmente incorporando conocimientos, se encuentra en este momento en
nuestro Ministerio en evaluación al</SPAN><SPAN lang=ES-UY

estamos hablando de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 322.070
</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">compatriotas, más de la mitad de
ellos son niños, niñas y adolescentes.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Este es el año</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> 2006,</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> que es el año del Trabajo por Uruguay, el año de las
Rutas de Salida, el año de las pequeñas opciones productivas y de las
iniciativas locales. La diferencia entre los "pops" como decimos de las pequeñas
opciones productivas y de las iniciativas locales es mínimo; pero en las
iniciativas locales se incluyen, como está pasando ahora con gente que está
confeccionando túnicas para enseñanza primaria, que se incorporan trabajadores y
trabajadoras que no son del Plan de Emergencia.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Queremos destacar la cifra
porque estamos a esta altura del punto de vista numérico en dos Planes de
Emergencia: estamos en</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
74.900</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> hogares; nosotros estamos
trabajando en un doble sentido, en desalentar la inscripción de aquellos que no
están en estado de emergencia, que están en la pobreza y que no tienen trabajo,
pero que no están en la indigencia; pero que están todos anotados en el Banco de
Previsión Social aspirando al Plan de Emergencia. Esto quiero decir que, como
usted lo ha señalado claramente y se ha estado trabajando en el día de ayer,
este como va a ser el año del país productivo tiene que dar respuesta a aquellos
hogares que no están en la indigencia, porque la diferencia entre la indigencia
y la pobreza es tremenda; es decir, hay una diferencia muy clara, pero que están
en la pobreza y necesitan trabajo, que están todos
anotados.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>En este momento tenemos
anotados como aspirantes al Plan, al cual se les está comunicando que no les
corresponde, más del millón de pobres. Es decir, hay un ritmo permanente, mes a
mes, de inscripción en el Banco de Previsión.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Nosotros vamos a hacer un
cambio de modalidad ahora. A su vez, se están haciendo lo que llamamos
revisitas; controlando, viendo en cada uno los departamentos si realmente se
ajustan a la situación de emergencia; y, a su vez, para ver cómo han ido o qué
efecto han producido los planes en cada uno de los
lugares.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Tenemos en el Parlamento, en
<st1:PersonName w:st="on" ProductID="la C￡mara">la Cámara</st1:PersonName> de
Diputados -ingresó si no me equivoco, Rodolfo- el Proyecto de Ley sobre
Cooperativas Sociales que para nosotros es muy importantes, es precisamente la
herramienta legal para las opciones productivas, es la salida del Plan de
Emergencia; es decir, vía cooperativa social de trabajo, producción o
servicios.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Por otro lado, en el
desarrollo del marco de protección social nosotros estamos trabajando con el
Banco de Previsión Social en el sentido de que todos aquellos que tienen más
de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 70 </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">años y que están en la indigencia, que no han tenido
aportes, que han estado o han vivido en negro o han vivido en trabajos que no
computan tienen que tener una pensión; es decir, su salida no es trabajar, su
salida es una pensión a la vejez y facilitarle, estamos haciendo números,
estamos haciendo una proyección de cuánto significaría; Indudablemente es mucho
más barato que seguir con el Plan de Emergencia, pero además es mucho más
digno.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Y, por otro lado, queremos
decir que vinculado con lo que decía el señor Ministro de Interior, nosotros
instalamos ahora en este primer trimestre del año, las interinstitucionales, o
sea, el Gabinete Social en cada departamento con los representantes de las
distintas instituciones que tienen que ver con la protección social, con lo que
ya estamos trabajando en conjunto, y los Consejos Sociales; esto es, el espacio
de diálogo social que está a nivel nacional, con las organizaciones sociales,
sindicales, no sindicales</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt">,
ONGs,</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> iglesias de todas las
concepciones, en todo el territorio y en cada uno de los lugares; esto está ya
en este trimestre.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y lo último que queremos
decir, son dos cosas: el trabajo se puede hacer, lo que nos propusimos como
Ministerio, y usted fue cuando definió que existiera el Ministerio porque se
puede hacer, que es el entrelazamiento y la potenciación y optimización de
recursos materiales, humanos, capacidades con las distintas instituciones
públicas y privadas.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Sería muy largo de enumerar,
pero en los temas de mejoramiento de hábitat estamos trabajando ya, ya
construyendo con el Ministerio de Vivienda, con el</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> PIAI,</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
con las Intendencias; en</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 5
</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">departamentos ya estamos en
construcción.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Con el Ministerio de Salud
Pública, sin duda de manera permanente; con la educación. Y queremos destacar
una cosa, porque además está el Directorio presente, me gustaría destacarlo,
estamos haciendo un muy buen trabajo conjunto con el Correo
Nacional.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>El Correo Nacional ha
distribuido con enorme éxito los Carné de Asistencia a los hogares; hogares que
a veces nunca han recibido una carta en su vida parte de la
ciudadanía.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>El Correo Nacional está
repartiendo ahora <st1:PersonName w:st="on" ProductID="la Canasta">la
Canasta</st1:PersonName> de Fin de Semana, que es la que niños y niñas
de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> INAU </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">y de Primaria que comen en las escuelas o en
los</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> CAIF e</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">l fin de semana no tienen; por lo tanto, se está
repartiendo a domicilio una comunicación para que se retire, eso es una forma
también de volver a chequear a la familia y el Correo Nacional va a distribuir
la tarjeta, Presidente, que al fin tenemos, de alimentación; con franjas de
acuerdo a la cantidad de niños, niñas y adolescentes que existan en el hogar,
para poder tener autonomía en el gasto y darle vida a los comercios de cercanía
como era el objetivo que teníamos planteado.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN

Convenio está demostrado adónde va el agua producida, porque tenemos más

style="FONT-SIZE: 11pt"> reconexiones en</SPAN><SPAN lang=ES-UY

pago; esto muestra que son dineros que hemos invertido en el Plan de Emergencia
y que vuelven en este caso por vía pago del agua regularmente, ahora nos

sobre dos otras cosas que no son de trámite y uno de ellos tiene que ver con la
reglamentación de <st1:PersonName w:st="on" ProductID="la Ley">la
Ley</st1:PersonName> de Fueros Sindicales que se aprobó el año pasado que tuvo
un debate previo, fuerte, esa reglamentación no tiene demasiada dificultad
porque lo más delicado de la reglamentación la propia Ley lo deriva a los
Consejos de Salarios, entonces tendrán que ser los Consejos de
Salarios.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Pero hay algunas otras cosas
y tenemos</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 60 </SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt">días a partir de los primeros días de enero,
cuando se promulgó <st1:PersonName w:st="on" ProductID="la Ley">la
Ley</st1:PersonName>, estamos trabajando en eso y junto con ello, estamos
trabajando con algo que nos comprometimos cuando pedimos que el Senado,
suspendiera el tratamiento del proyecto de Ley por</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 60 </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">días, y planteamos cuatro puntos: un acuerdo de no
despidos sindicales; un decreto de protección de los trabajadores
sindicalizados; crear <st1:PersonName w:st="on" ProductID="la Comisi?n">la
Comisión</st1:PersonName> y bueno, los</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 60 </SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">días
de plazo.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Cuando estábamos consultando
sobre esos puntos, el sector empresarial nos pidió que incluyéramos en el
decreto un punto sobre las ocupaciones, y los trabajadores nos dijeron que
fuéramos más lejos y que en lugar de hablar de las ocupaciones, solo habláramos
de un tribunal de Prevención de Conflictos y eso motivo un segundo decreto;
nosotros quedamos comprometidos con derogar los dos decretos, pero cuando
terminó el funcionamiento de <st1:PersonName w:st="on"
ProductID="la Comisi?n">la Comisión</st1:PersonName> que se nombró, el sector
empresarial y los trabajadores, ambos nos pidieron que mantuviéramos el decreto
de Prevención de Conflictos, porque era un buen
decreto.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Entonces estamos junto con
la reglamentación de <st1:PersonName w:st="on" ProductID="la Ley">la
Ley</st1:PersonName> de Fueros, previendo la derogación del decreto de
Protección de Trabajadores Sindicalizados, puesto que eso lo asume
<st1:PersonName w:st="on" ProductID="la Ley">la Ley</st1:PersonName>, y mantener
en lo que queda vigente el Decreto de Prevención de
Conflictos.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Al mismo tiempo el otro tema
que es delicado, que estamos trabajando -según indicación suya, señor
Presidente- es el tema de las ocupaciones, y la posibilidad de estudiar una
solución por Ley, en esa solución también estamos viendo la posibilidad de
incluir los conceptos que surgen de este Decreto que queremos mantener. Lo
estamos estudiando, no tenemos una resolución, pero pensamos que para fin de mes
eso está terminado, y lo vamos a tener que traer al intercambio, como también lo
vamos a llevar al intercambio con el sector empresarial y el sector de
trabajadores.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Otro tema que hemos
trabajado en la semana, y hemos firmado una resolución ministerial, respecto a
los servicios públicos de empleo en el sector pesquero. Nos pidió el Prefecto
Nacional Naval saliente, que asumió <st1:PersonName w:st="on"
ProductID="la Comandancia">la Comandancia</st1:PersonName> de <st1:PersonName
w:st="on" ProductID="la Armada">la Armada</st1:PersonName>, nos pidió que
radicáramos en alguna de las direcciones del Ministerio de Trabajo como
corresponde los servicios públicos de la pesca, y lo radicamos en
<st1:PersonName w:st="on" ProductID="la Direcci?n Nacional">la Dirección
Nacional</st1:PersonName> de Empleo.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>También, nos pidió el
Prefecto saliente, que creáramos la tripartita del sector, para estudiar la
bolsa de trabajo de los trabajadores pesqueros y una bipartita para su
asesoramiento, lo que firmamos en esta semana pasada, pero como es una
resolución ministerial no está en lo que usted tiene que
firmar.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Y el tercer o cuarto tema, y
último que hemos tratado con importancia, ha sido con respecto a las políticas
de empleo que tiene el Ministerio, y de acuerdo al compromiso que asumimos
el</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 8 </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">de marzo en el edificio Libertad, con respecto a darle
una perspectiva de género a las políticas de empleo, hemos resuelto apoyar
fuertemente <st1:PersonName w:st="on" ProductID="la Cooperativa">la
Cooperativa</st1:PersonName> del Trabajo, de las trabajadoras de</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 9pt"> DIMAC,</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> con un proyecto para</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 210 </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">trabajadores, el</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 95%</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> son
mujeres, apoyar fuertemente ese proyecto, que en este momento lo tiene

campo, en la séptima sección judicial del departamento de Durazno, que va a ser
entregado al Ministerio de Vivienda con el cual venimos trabajando conjuntamente
a los efectos de que los terrenos que tiene, las tierras que tiene el Ministerio
de Salud Pública pasen, ya sea a</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
MEVIR</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> o a ingresar a la cartera
de las tierras del Ministerio de Vivienda.<o:p></o:p></SPAN></FONT></P>

Hospital de Castillos, mediante la cual se pudieron hacer obras de remodelación
que hemos venido a visitar durante este año en el
hospital.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y también queremos destacar
que, por atribuciones delegadas, vamos a firmar hoy con el Señor Intendente de
Rocha dos convenios.<o:p></o:p></FONT></SPAN></P>

face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Uno por el cual pasa a
coordinar la red de policlínicas de <st1:PersonName w:st="on"
ProductID="la Intendencia Municipal">la Intendencia Municipal</st1:PersonName>
de Rocha nuestro coordinador de la red de</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> ASSE,</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> el
doctor Gustavo Amorín, a los efectos de que esas policlínicas tengan el mismo
sistema de funcionamiento a lo largo y a lo ancho del
departamento.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman">Queremos declarar nuestra
satisfacción por el apoyo de <st1:PersonName w:st="on"
ProductID="la Intendencia Municipal">la Intendencia Municipal</st1:PersonName>
de Rocha, para tratar de que todos los lugares turísticos en esta temporada,
tuvieran una muy buena cobertura en salud, por parte de médicos y personal de
enfermería.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>El Ministerio de Salud
Pública, procesó durante el año</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
2005,</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> por concurso a
aspirantes</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 252 </SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt">cargos, de médicos, auxiliares de enfermería,
licenciados de enfermería, de los cuales algunos ocuparon cargos necesarios para
dotar al primer nivel de atención del departamento de Rocha, de mayor
efectividad.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>También vamos a firmar con
el Intendente Municipal de Rocha un acuerdo para la utilización del complejo
deportivo, multideportivo, que existe en la ciudad de Rocha, para que los niños
del departamento puedan aprender natación entre los</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 10 y los 11 </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">años, dando a ese complejo, por parte del Ministerio de
Salud Pública una caldera para que pueda ser utilizada la piscina en los meses
de invierno.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Esto creo que -también- va a
ser que el deporte en Rocha, en el área de la natación, vaya seguramente a
lograr logros destacados como lo sucedido con el fútbol. Pero también vamos a
tratar de que otros grupos de personas de tercera edad, con afecciones
cardiovasculares, con dificultades en la marcha, puedan hacer con apoyo de
educación física, gimnasia acuática, en esa piscina y desarrollo de actividades
físicas que tanto hacen a la salud de los habitantes del
departamento.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Queremos destacar -también-
el trabajo en coordinación con el Ministerio de Desarrollo Social, que nos ha
permitido reformar, rehabilitar, apoyar la red de primer nivel con el arreglo de
muchas policlínicas y con Trabajo Por Uruguay, destacar una huerta muy
importante, muy significativa, en aquello que llamamos comunidades productivas y
saludables que existen en el hospital de Castillo que está llevada adelante por
una persona que es beneficiaria del Plan Trabajo Por Uruguay, que realmente ha
sido un ejemplo para la localidad.<o:p></o:p></FONT></SPAN></P>
