rutina, simplemente destaco una modificación para ocupar vacantes en el
sub-escalafón administrativo del Ministerio del Interior y la prórroga de la
presencia de señores oficiales de <st1:PersonName w:st="on"
ProductID="la Polic￭a Nacional">la Policía Nacional</st1:PersonName> en Misiones
de Paz de Naciones Unidas en Liberia y en Costa de Marfil. También quisiera
hacer entrega al señor Presidente de un borrador, de una propuesta de trabajo
que vamos a repartir a todos los integrantes del Consejo de Ministros y que
tiene que ver con la línea de acción en materia de prevención de violencia y
delito a nivel nacional.<BR><SPAN style="mso-spacerun: yes">
</SPAN>De acuerdo a lo establecido en el programa de gobierno hemos sostenido y
seguimos sosteniendo que los problemas de seguridad ciudadana, de convivencia
entre todos los integrantes de nuestro país no se resuelven exclusivamente con
medidas de tipo operativo, de tipo represivo, sino que también se requiere el
desarrollo de distintas medidas en materia de prevención situacional y de
prevención social. Esta es una propuesta que ponemos a estudio del Consejo de
Ministros a los efectos de poder desarrollar un mapa que nos permita tener
adecuadamente definidas cuales son las múltiples actividades que diferentes
secretarías de Estado y diferentes organismos pueden estar desarrollando en la
actualidad y que tienen que ver con factores de riesgo o factores criminógenos
como el tema de la desintegración de la familia tradicional y sus roles, el
abandono infantil, la producción y la reproducción de la violencia en el ámbito
familiar, la discriminación individual y la estigmatización por razones
residenciales, el desempleo, la inestabilidad laboral y la precariedad laboral,
las expectativas frustradas de movilidad social, la cultura de la impunidad, las
dificultades para el acceso a la administración de Justicia, problemas en el
sistema educativo con corolario de fracaso y abandono escolar, deterioro de
valores y reglas de convivencia, facilidad al acceso de armas de fuego, consumo
de drogas y deterioro de los espacios públicos.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>A partir, entonces, de esta
sistematización de la información de lo que hace ya muchos meses se viene
desarrollando en diferentes ámbitos del gobierno, pensamos establecer las
grandes líneas de acción que puedan impactar directamente en una mejora
sustantiva de la situación de la seguridad ciudadana en nuestro
país.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y también en ese marco,
entonces, vamos implementar a partir de esta información, los foros locales
sobre seguridad y convivencia ciudadana, que va a ser el resultado de una serie
de reuniones que hemos ya manteniendo con vecinos y con autoridades locales en
todo el país. El día jueves tuvimos una reunión con el Congreso Nacional de
Intendentes, a los efectos de hacer este planteo a los señores Intendentes
municipales, la idea es que también, fundamentalmente medidas de prevención
situacional, las diferentes municipalidades puedan también intervenir en este
tema y especialmente fomentando la participación local, estos temas se resuelven
a nivel local.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Como primera actividad, como
proyecto piloto para este tipo de acciones, pensamos comenzar a trabajar en la
zona oeste de Montevideo, en el barrio del Cerro y en el barrio Casabó, donde
hemos estado reunidos con vecinos, con organizaciones sociales de la zona,
fundamentalmente partiendo también de la inmensa experiencia del
Programa</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
APPEL,</SPAN></FONT><FONT face="Times New Roman"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> de <st1:PersonName w:st="on"
ProductID="la Universidad">la Universidad</st1:PersonName> de <st1:PersonName
w:st="on" ProductID="la Repblica">la República</st1:PersonName>, a los efectos
de integrar los distintos sectores que puedan implementar una estrategia
integral de control de los factores que pueden generar violencia y
delito.<BR><SPAN style="mso-spacerun: yes"> </SPAN>De la misma
manera estuvimos reunidos con el señor Intendente y con el señor Jefe de Policía
de Río Negro, el día viernes, donde también aprovechamos para reunirnos con
diferentes rganizaciones sociales, aprovecho para informarle señor Presidente,
que están tomadas todas las medidas del punto de vista policial para prevenir un
incremento de la población en la zona a los efectos que los servicios policiales
se puedan desarrollar normalmente, y al mismo tiempo hemos trasmitido a
diferentes organizaciones de la zona, y también a la policía por supuesto, la
órdenes del gobierno en cuanto a los caminos a seguir para en el clima de
respeto a <st1:PersonName w:st="on" ProductID="la Constituci?n">la
Constitución</st1:PersonName> y a la normativa vigente, poder canalizar
cualquier tipo de protesta o de reclamo que se dé en el territorio nacional,
pero también aclarando que en el caso de nuestro país se va actuar dentro el
marco de <st1:PersonName w:st="on" ProductID="la Constituci?n">la
Constitución</st1:PersonName> y <st1:PersonName w:st="on" ProductID="LA LEY">la
Ley</st1:PersonName>, a los efectos de impedir acciones, como corte de ruta o
cualquier otro tipo de acción que afecte el derecho al libre tránsito.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Finalmente también, dentro
de este enfoque integral de medidas que estamos manejando en el Ministerio,
estamos ajustando tanto aspectos operativos como ajustes al marco jurídico que
impacta directamente sobre la seguridad ciudadana; en cuanto al marco jurídico
hemos iniciado ya los contactos a nivel de la bancada y también con otros
organismos del Poder Ejecutivo, para analizar la mejora de algunos aspectos del
Código de <st1:PersonName w:st="on" ProductID="la Ni?ez">la
Niñez</st1:PersonName> y de <st1:PersonName w:st="on"
ProductID="la Adolescencia">la Adolescencia</st1:PersonName>, que están dando
algunos problemas en su aplicación, también estamos listos para aprobar el
Código de actuación policial, que le va a dar a <st1:PersonName w:st="on"
ProductID="la Polic￭a Nacional">la Policía Nacional</st1:PersonName>,
herramientas adecuadas para el cumplimiento de sus funciones, y también por
supuesto este año, pensamos culminar y poner a consideración del Parlamento, el
proyecto de Ley Orgánica Policial, a los efectos de modernizar la estructura de
nuestra Policía Nacional para que sea una institución más eficiente aún todavía
en la gestión de los temas de seguridad y convivencia en nuestro país.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Y también finalmente, dentro
de los aspectos operativos, estamos analizando en el Ministerio del Interior a
partir de una propuesta del Estado Mayor Policial, una línea de redistribución
de vacantes a nivel nacional, a los efectos de equilibrar mejor la presencia
policial en aquellos lugares del país donde más se necesite; el despliegue
policial responde a otras épocas del país donde la población se concentraba en
diferentes lugares y donde los problemas que debe afrontar la policía también
eran diferentes, así que en ese sentido estamos tratando de aprovechar mejor los
recursos con los que se cuenta para brindar un mejor servicio a la

en general son de trámite para la continuación de los servicios, no merecen
mayores comentarios. Sí lo que tiene que ver con el estudio de tarifas y
servicios para OSE, estudio que hizo <st1:PersonName w:st="on"
ProductID="la Comisi?n">la Comisión</st1:PersonName> de Tarifas de dicho Ente,
que fue analizado por nuestro gabinete y aprobado para traerlo a consideración
del señor Presidente.<o:p></o:p></FONT></SPAN></P>

face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN

mantener los servicios que el Ente presta a toda la

ronda de comunicación con otros Ministerios, teniendo una entrevista con el

Brasil en ver si podemos tener una infraestructura que permita resolver el tema
de saneamiento en el Chuy.<o:p></o:p></FONT></SPAN></P>

tenemos la necesidad no solamente de su dragado, sino de la reasignación de
permisos de pesca que permitan que Rocha participe un poco más fuerte en el
producto pesquero nacional, porque nuestra participación no llega al</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> 10%</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> lo que produce Rocha en la pesca

nuestras costas no tenemos saneamiento, y el saneamiento se va a transformar en
el perfil turístico en una cosa muy importante y de mucha

sectores turísticos, de los sectores de infraestructura y
