oportunidad de presentar ante el gobierno los problemas, las necesidades, pero
también las cosas que estamos dispuestos a hacer en
Rocha.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Yo creo que tenemos que
poner primero de nosotros mismos para luego reclamar apoyos del resto de la
sociedad y eso estamos tratando de hacer.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Cuando venía para acá,
cuando venia hoy de mañana, veía un cartel que decía "¿El gobierno habla o
escucha?", hacía la pregunta, y la pregunta esta contestada. El gobierno habló.
Cristalinamente mostró cómo trabaja el gabinete, en una actitud, me parece,
excelente, absolutamente libre de demagogia, porque se vino a hablar de lo que
cada ministro tenía, así fueran asuntos de mero tramite. Quizá, en otras
circunstancias, si no fuese éste el espíritu el de mostrar cómo funciona el
gobierno, cada ministro habría traído algún tema vinculado a los que aquí están.
Sin embargo, nos hicieron saber cómo trabajan y lo
mostraron.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>El gobierno habló, y el
gobierno escucha. Ahora va a escuchar a los vecinos en una forma, me parece,
altamente respetuosa de trabajar, recibiendo los ministros personalmente, en
cada área sobre los temas específicos, personalmente, una atención
personalizada, a los vecinos de manera que los planteos no caigan en una
exposición de la cual después podremos olvidarnos, si no que puedan interactuar
directamente el ministro, al tener que considerar directamente los asuntos de su
incumbencia pueda analizarlos, registrarlos y resolverlos, y el gobierno
escuchar porque también hemos tenido el aporte que me parece valiosísimo del
Diputado Cardozo.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>En cuanto a los vecinos
seguramente, van a plantear, seguramente van a plantear, temas que desde hace
muchísimos años se sienten como necesidades en el departamento. Nosotros,
podemos comprender y tenemos que tener en cuenta, la restricciones, inclusive,
los compromisos, que la situación en que se recibió el país imponen al gobierno,
pero los gobernantes locales, tenemos que preocuparnos por los problemas de
nuestra gente y dentro de restricciones, dentro de las dificultades, tenemos la
obligación de pelear por las soluciones de nuestra
gente.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>De esa, que como usted
decía, golpea a las puertas de <st1:PersonName w:st="on"
ProductID="la Intendencia">la Intendencia</st1:PersonName> y felizmente golpea
también a las fuerzas gobernantes, a las puertas del Intendente, las puertas de
Diputados, a las puertas de cualquier integrante del equipo de Gobierno, a las
puertas de los ediles, porque somos vecinos. En estas comunidades chicas, somos
vecinos, más allá de las posiciones políticas de cada uno, trabajamos e
interactuamos como vecinos realmente.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y estoy seguro que, en una
enumeración muy rápida, y sin entrar a profundizar de las cosas que van a
recibir los señores Ministros, y si hubieran aquí, no se si hay, si vinieron
vecinos de Cebollatí, seguramente plantearían una vez más la necesidad que
tienen de que el acceso a aquella localidad del norte del departamento, esa que
yo calificó como verdaderamente del Uruguay profundo, porque está en una punta
de Rocha, aislada, que el acceso se mejore por la vía de las obras de drenaje, y
el mejoramiento de la ruta, que cada dos años, tres o cuatro, está cortada,
hasta tres veces.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Seguramente, plantearían eso
si estuvieran presentes, no sé si están presentes.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Seguramente, plantearían a
<st1:PersonName w:st="on" ProductID="la Ministra">la Ministra</st1:PersonName>
de Salud, que necesitan tener ya no un médico, si no tener dos para atender
siempre, porque los médicos no pueden vivir los 365 días del año en una
población rural aislada porque también tienen que prepararse y todo
eso.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Le vamos a proponer, a
<st1:PersonName w:st="on" ProductID="la Ministra">la Ministra</st1:PersonName>
le entramos a decir de las cosas que queremos hacer juntos, le vamos a informar
a <st1:PersonName w:st="on" ProductID="la Ministra">la
Ministra</st1:PersonName>, de que en el Proyecto de Presupuesto que hemos
elevado a <st1:PersonName w:st="on" ProductID="la Junta Departamental">la Junta
Departamental</st1:PersonName> prevemos recursos para que <st1:PersonName
w:st="on" ProductID="la Intendencia">la Intendencia</st1:PersonName>, en acuerdo
con el Ministerio, pueda colaborar a que tenga Cebollatí y que tenga San Luis,
otra pequeña localidad del departamento, su segundo médico para que allí los
fines de semana los padres no tengan que temblar por si algún hijo se enferma, o
un trabajador cuando se accidenta en una máquina. Es una zona donde trabajan
máquinas pesadas, también no tenga su familia el temor de que si es el fin de
semana, y en agriculturas no hay sábados ni hay domingos, es trabajar cuando se
puede y cuando toca, tenga que temblar la familia porque no haya médico para
atenderlo si hay un accidente.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Y sin ninguna duda, y estoy
seguro que van a conversar de ello vecinos del Chuy y vecinos de <st1:PersonName
w:st="on" ProductID="la Coronilla">la Coronilla</st1:PersonName>, sin ninguna
duda van a plantear alguna cosa que recién planteaba el diputado Cardoso y con
la cual coincidimos, y hemos coincido desde hace tiempo, en que es imperioso
encontrar una solución para que de una vez por todas se instale el paso de
frontera, la llamada Área de Control Integrado, como medida de ordenamiento, y
medida inclusive de generación de trabajo. La situación es que hay un acuerdo
con Brasil por el cual los pasos de frontera se instalan a un solo lado de la
frontera. El que le toca a Uruguay es el del Chuy, si se instala del lado
brasileño, ese trabajo que podríamos hacer acá se va a hacer en Brasil, es una
cosa que hace mucho tiempo que se está reclamando. Y si vinieran los vecinos de
Barra del Chuy que seguramente están, le van a plantear al Ministro de
Educación, la terminación de la escuela, que desde hace tres años, o algo así,
esta detenida en mitad de la construcción, con dinero invertido, y que la crisis
del 2002, es una escuela de tiempo completo, la crisis del 2002, porque si hay
vecinos de Rocha seguramente van a reclamarle también al Ministro de Educación,
le van a pedir que se hagan los esfuerzos necesarios para completar otro
edificio inconcluso, que es el del Liceo</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> Nº 13.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Y los vecinos de Rocha
también seguramente le plantearán al Ministro de Vivienda, que se
habiliten</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 20 </SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt">viviendas para jubilados, que desde hace
siete años están prácticamente terminadas, y ahora están casi destruidas.
Seguramente le van a plantear. El Ministro me está diciendo que esta a punto de
solucionarse el tema, pero yo no estoy haciendo un petitorio, sino recordando
las cosas que estoy seguro que la gente que más tarde va a hablar con ustedes
les va a decir. Estoy adelantando simplemente eso.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y sin ninguna duda que en
todo el norte del departamento, y la gente de <st1:PersonName w:st="on"
ProductID="la Coronilla">la Coronilla</st1:PersonName> van a pedirle al Ministro
de Transporte y Obras Públicas, y sabemos que eso esta dispuesto y esta
resuelto, pero se lo van a pedir una vez mas, que se concrete al fin la obra de
regulación hídrica, que ha tenido en este gobierno un avance muy importante, y
es simplemente de que no se contrató otra vez una consultora. Porque lo que
venia sucediendo era que cada gobierno que accedía, como no conocía el tema, y
como no estaba seguro que la solución anterior fuese la mejor, contrataba una
consultora. Ahora se ha creído en lo que la consultora contratada por el
gobierno anterior aconsejó y se ha resuelto iniciar las obras. Y en ese sentido
hemos acordado con el Ministro de Transporte y Obras Públicas una colaboración
entre <st1:PersonName w:st="on" ProductID="la Intendencia">la
Intendencia</st1:PersonName>, como gobernante local, como vecino, y que no va a
ser sólo de <st1:PersonName w:st="on" ProductID="la Intendencia">la
Intendencia</st1:PersonName>, vamos a utilizar nosotros la ayuda de los vecinos
mismos de la zona para poder facilitar todo ese trámite de acuerdo que hay que
hacer con los propietarios de la tierra.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Y si vienen los vecinos de
Lascano, que estoy seguro que están acá, van a plantear al Ministro de vivienda,
también que a través de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
OSE</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> se dé una solución al tema
del saneamiento, en muchos lugares del departamento es reclamado, pero ninguno
como en ese, por el hecho de que no hay allí ningún
servicio.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Pero en definitiva, estas
son las cosas que van a plantear los vecinos. Y nosotros tenemos que hablar de
las cosas que quizá no van a plantear los vecinos, porque no son puntuales,
porque no son las que afectan a un lugar concreto, sino que son las que afectan
a todo el departamento y en cierto modo son las que afectan a todo el
país.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>El gran problema, y en la
reunión que usted me permitió participar ayer, señalaba de ello y me da
muchísima tranquilidad y satisfacción el gran problema de la generación de
trabajo; la generación y el mantenimiento. Usted decía ayer Presidente que no
nos podemos dar el gusto de perder un solo puesto de trabajo. Y en lugares donde
la potencialidad productiva, quizás está más desarrollada y está mejor
aprovechada es en el norte del departamento en la zona agrícola arrocera. Se
siembra toda el área que es posible sembrar y se industrializa en el
departamento casi todo.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y, en ese sentido creo que
se está haciendo por parte del Gobierno algo absolutamente nuevo, que es el
camino por el cual que hay que ir y los productores así lo reconocen, y que es
una conducta que nunca antes se había manifestado, y es el de apoyar a los
productores en forma concreta y real en la búsqueda del mercado. Pero no en la
búsqueda de los mercados asesorando, jugando en lo que hay que jugar. Apoyar a
los productores para el planteo <st1:PersonName w:st="on"
ProductID="la Organizaci?n Mundial">la Organización Mundial</st1:PersonName> de
Comercio, reclamando la eliminación de los subsidios de los Estados Unidos y
reclamando el respeto.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y la actitud del Gobierno,
al apoyar los productores, ha tenido un resultado concreto. Y en pocos días, los
productores norteamericanos que quieren conversar del tema, porque se
preocuparon, se van a reunir con los productores arroceros uruguayos en Ginebra
para tratar ese tema.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Y esa es una manera de
pelear para que no perdamos ningún puesto de trabajo, de los pocos que tenemos
en Rocha. Pero tenemos que generar más, tenemos que generar más puestos de
trabajo, para ello lo decía el Ministro de Economía, necesitamos inversión, sin
ninguna duda tenemos claro que para lograr inversión tiene que haber
estabilidad, tiene que haber una política seria, tiene que haber responsabilidad
fiscal, lo decía ayer el Ministro de Economía y así es, pero, además, tiene que
haber medidas concretas en algunos casos, que orienten que ayuden a que los
inversores decidan. Más allá de los elementos y es una palabra que no recuerdo
cual, pero creo que era el Ministro Astori que no le gusta, los elementos
macroeconómicos, esa distinción entre macroeconómicos. Más allá de eso se
necesita; en Rocha hay marcado interés de inversores por instalar aquí, por lo
menos un parque de energía eólica. El interés concreto en un proyecto que usted
ha declarado de interés nacional. ¿Qué está faltando para que esto se concrete?.
Un Decreto del Gobierno, una decisión del Ministerio de Industria de Energía y
Minería habilitando la compra de energía por parte de</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> UTE,</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> o
por parte del Estado.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y no solo está interesado
una empresa, esta que tiene un proyecto concreto. Hay empresas de otros europeos
y de países, especialmente españoles que están interesadas también, y eso puede
ser una inversión que muy pronto esté dándose en el
departamento.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Se ha hablado bastante de la
energía y yo creo que por ahí va la cosa. Que sin duda -quizás- el petróleo del
futuro es la agricultura. Los petroleros del futuro pueden ser los agricultores
y nosotros tenemos tierra fértil y tenemos tierra que ya se explota con la
agricultura.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y uno de los desechos de
esta agricultura que es la paja de arroz, puede ser una fuente de producción de
alcohol. ¿Qué necesitamos? Ya hay empresarios, hay empresas del exterior
interesadas en este tema. ¿Qué necesitamos? Necesitaremos del Gobierno Nacional
un apoyo en investigación, necesitaremos de <st1:PersonName w:st="on"
ProductID="la Universidad">la Universidad</st1:PersonName> de <st1:PersonName
w:st="on" ProductID="la Repblica">la República</st1:PersonName>, del Ministerio
de Educación y Cultura un apoyo en investigación para tratar de generar una
tecnología propia en el país y sobre todo para estudiar si realmente esto es del
punto de vista económico factible, el que podamos convertirlo, lo que hoy es
deshecho en una fuente de riqueza y en una fuente de
energía.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y estamos a la espera,
también, de que se dicten las normas que vayan a regular la producción de los
combustibles de origen vegetal, del biodiesel especialmente para tratar de
promover en esas tierras fértiles -que tenemos- que vayan apareciendo esos
petroleros del futuro.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Hemos hablado, se ha hablado
y se habla y es importante para el país la integración, el</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 9pt"> MERCOSUR, </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">la integración con Brasil. Pero hay de pronto cosas que
son convenientes para toda la sociedad, generan dificultades para un sector de
la sociedad. Y nuestra frontera -todos sabemos- como nacieron las poblaciones de
frontera y cómo vivieron. Y nacieron por la diferencia de precios y una vez
comprado del lado uruguayo, otra vez comprado del lado brasilero y siempre
pasaba de un lado a otro u otro e iban viviendo. Y hasta hace
poco.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Y en cierto modo esas
poblaciones no molestaban. No generaban problemas al Gobierno porque no tenían
mucho que reclamar y porque sentían que estaban viviendo en el borde de
<st1:PersonName w:st="on" ProductID="la Ley">la Ley</st1:PersonName> o fuera de
<st1:PersonName w:st="on" ProductID="la Ley. Y">la Ley. Y</st1:PersonName> no
reclamaban y por lo tanto eran abandonadas y en sí, no hubo preocupación en
generar, fundamental los servicios educativos, en poblaciones en tremendo
crecimiento como la de nuestras fronteras. Y en el Chuy recién este año se va a
empezar, con el trabajo de los vecinos, fundamentalmente, se van a empezar a
dictar algunos cursos pertenecientes a una Escuela Técnica de</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> UTU. <o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman">Tal era el abandono que el
segundo liceo sólo se hizo, cuando las clases tenían 80 alumnos. Pero hoy,
cuando el país se integra, cuando los precios se empiezan a equilibrar, cuando
las economías se equilibran -también- esas poblaciones quedan casi sin motivo de
ser y sin saber hacer otra cosa, porque los muchachos allí se les condenaba a
aprender a pasar bolsos nada más.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Yo, siento que esas
poblaciones tienen derecho a ser resarcidas, de alguna manera, por el resto de
la sociedad que se beneficie, y tenemos que trabajar con el Gobierno Nacional,
para ver de que manera podemos crear condiciones especiales, que orienten
radicación de inversiones, productivas que sean para producir bienes o servicio,
pero productivas, que orienten hacia esas zonas de fronteras, la radicación de
inversiones.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Tenemos que ofrecer ventajas
porque si no -naturalmente- a cualquiera le conviene más estar cerca del puerto
de Montevideo y cerca del mercado de Montevideo, aunque aquí puede tener también
el mercado de Brasil. Y ese es uno de los temas pendientes y que por el cual
trabajaremos con el Poder Ejecutivo.<o:p></o:p></FONT></SPAN></P>

discutido mucho con respecto al puerto de <st1:PersonName w:st="on"
ProductID="La Paloma. Se">La Paloma. Se</st1:PersonName> ha discutido mucho con
respecto al proyecto de instalar allí un puerto maderero, granelero, maderero. Y
cuando se discutía eso, y considerábamos junto con los vecinos, que no era ese
el mejor lugar, que no es el mejor lugar desde el punto de vista de interés
general, porque es una inversión muy importante en turismo, y hay un valor
paisajístico, importantísimo y considerábamos, y seguimos considerando que no es
el único lugar pero reclamábamos la participación del Gobierno que no era
nuestro en ese momento, reclamábamos que el Gobierno no renunciara a la
posibilidad de orientar estas cosas.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Entonces, entendemos que es
necesario que el Ministerio de Transporte y Obras Públicas determine un lugar,
en el cual se considere adecuado, conveniente para la sociedad y para el país,
porque sabemos que para el país, sabemos que hay exportación realizada a Rocha,
que se sigue realizando, que esa madera hay que sacarla y para el país es mucho
más barato que salga por los puertos de Rocha, de este departamento que debe
estar al mar, pero no de espalda al país, sino que totalmente integrado al
país.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman">Es mucho más barato que
salga desde los puertos de Rocha, que más que por el de Montevideo, las rutas
todo; el reclamo o el planteo es que el Ministerio de Transporte y Obras
Públicas, el Poder Ejecutivo determine mediante los estudios correspondientes
cuál sería el lugar adecuado y se haga un llamado público y no esperando que
haya una iniciativa privada, sino tomando la iniciativa el Estado de decir: en
este lugar, señores, habilitaremos y daremos tales y cuales
ventajas.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Y estoy seguro que se va a
instalar el puerto granelero, fuera de <st1:PersonName w:st="on"
ProductID="La Paloma">La Paloma</st1:PersonName>, estoy seguro, porque después
de haber visto la inversión que ha hecho</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> ENCE,</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> en
las costas del Río Uruguay, para salir con los barcos cargados con quince mil
toneladas, es un altísimo negocio, instalarse en las cosas de Rocha para salir
cargados con sesenta mil toneladas y por el mismo
precio.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Yo pido disculpas que me
estoy extendiendo, más de lo que el Presidente me había dicho, aunque ayer me
dijo que tres o cuatro horas podrían ser, pero yo no lo tomé en
serio.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y el puerto de
<st1:PersonName w:st="on" ProductID="La Paloma">La Paloma</st1:PersonName>, hay
varios proyectos, si hay y siempre estamos pensando el en gran puerto. Y yo creo
que no debemos dejar de pensar en eso, pero mientras tanto hay que vivir.
Mientras tanto la gente no puede vivir de la esperanza, tiene que vivir de la
comida, tiene que vivir del trabajo, y hay soluciones, que no son caras, las
hemos visto con el Ministro, que solo necesitan, primero, que se dé un empujón
al análisis técnico. <o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman">Se está acordando, se está
negociando, se está acordando o hay un acuerdo entre el Ministerio y
<st1:PersonName w:st="on" ProductID="la Universidad">la
Universidad</st1:PersonName> para estudiar la posibilidad de una solución que
permitiría que el puerto deje de tener el problema de que hoy se conmata con la
arena y después pueda funcionar -por lo menos- como un buen puerto pesquero,
pueda quedar rehabilitado como un puerto pesquero y tenemos tiempo para seguir
trabajando y seguir buscando a quien este dispuesto a invertir lo que el país no
tiene el puerto de cargas generales, que nos traería el desarrollo definitivo al
departamento.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>No cuesta dinero, esto de
habilitar, rehabilitar el puerto como puerto pesquero, no son inversiones
gigantescas. Es simplemente determinación. Yo creo que en las circunstancias que
está el país -y en ese sentido nosotros nos ofrecemos para ayudar, con pocos
recursos hay que de pronto poner mucha imaginación y tratar de buscar soluciones
que no sean, quizás las soñadas, pero sí soluciones al
fin.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman">Y hablando de la costa, y
hablando de la costa es el lugar donde tenemos cifradas -no solo por el puerto-
las mayores esperanzas, sino fundamentalmente el desarrollo
turístico.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Y hoy necesitamos del
Gobierno Nacional un apoyo muy fuerte en materia legislativa; necesitaremos del
Poder Ejecutivo que nos ayude a elaborar y que presente algunos proyectos ante
el Parlamento y necesitaremos del Parlamento que los aprueben, para poder
revertir una situación que se da desde los años cincuenta, donde una excesiva
fragmentación de la propiedad y una muy difusa identificación de los
propietarios ha llevado a que haya gran parte de la costa de Rocha paralizada.
Paralizada en el sentido que, por ejemplo, tiene entre el</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 100 y el 98%</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> de morosidad. No aporta absolutamente nada. Pero además
si uno va allí, esta alambrado, cerrado, y sin embargo figura como un
balneario.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Necesitamos la vía judicial
normal para lograr incorporar esas tierras no al patrimonio de <st1:PersonName
w:st="on" ProductID="la Intendencia">la Intendencia</st1:PersonName>, primero al
patrimonio de <st1:PersonName w:st="on" ProductID="la Intendencia">la
Intendencia</st1:PersonName> para luego volverlas al mercado refraccionadas de
acuerdo lo que es la demanda actual, de acuerdo a lo que el mercado demanda hoy;
por la vía normal es absolutamente imposible.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Necesitamos aquí imaginación
y conocimiento jurídico, que es lo que estamos pidiendo, para poder encontrar
una solución a ese problema y dar un empujón al desarrollo del
departamento.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y en ese sentido, también
tenemos -en el sentido del desarrollo del turismo- tenemos dos planteos: hay dos
elementos que son el valor agregado que en Rocha tenemos. Uno, que deviene de
esta situación negativa de falta de uso del suelo por esa inadecuada
fragmentación de los años cincuenta y eso hoy se convierte en una ventaja: es la
alta naturalidad de nuestras costas por la falta de uso. Hoy es un valor que
tenemos y que tenemos que cuidar fuertemente.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>El otro valor que tiene todo
el Uruguay, y pretendemos tener nosotros, es la seguridad que ofrecemos al
turista y, en ese sentido, tenemos que trabajar
juntos.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Queremos que todos los
desarrollos que se hagan en el departamento, como los que se hagan en el país y
eso sucede en todo el país, tengan la mejor calidad
ambiental.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Queremos seguir cuidando ese
lugar de privilegio que el Uruguay tiene en la calificación del cuidado del
medio ambiente. Y queremos que Rocha aporte a eso.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman">Queremos que Rocha pueda
tener playas certificadas de calidad.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt">Todos los
proyectos tienen que pasar por</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
DINAMA.</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> Y eso que son muchos los
uruguayos que hoy pretenden que las cosas se hagan así ha generado una demanda
sobre</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> DINAMA,</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> que hace que en determinado momentos se
convierta en un cuello de botella y es imprescindible -no para Rocha,
únicamente- fortalecer <st1:PersonName w:st="on" ProductID="la Direcci?n">la
Dirección</st1:PersonName> de Medio Ambiente para que pueda efectuar el trabajo
imprescindible que tiene que hacer y pueda hacerlo en los tiempos adecuados,
para que no termine convirtiéndose esta preocupación en un obstáculo para las
inversiones.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y puedo decirles que tengo
casos concretos, que en estos días se están procesando, de emprendimientos aquí
en el departamento que están a punto, a punto, a punto -pero lo conversaré con
el Ministro- a punto de fracasar porque hace un año o más que están esperando un
informe. Que no se debe a mala voluntad, se debe a que hay exceso de
trabajo.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Es una de las cosas que ha
detenido el proceso de las obras de regulación
edilicias.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Y en cuanto a la seguridad
pretendemos, junto con el Ministerio del Interior, tenemos la zona turística de
sol y playa; la actividad turística de sol y playa tiene una característica:
multiplica por</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 10,</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> o por</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 20,</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> o
por</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 30 </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">la población en pocos días y entonces en la costa de
Rocha tenemos treinta mil personas hasta el</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 25 </SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">de
diciembre y pasamos a tener</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 120
</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">mil el</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 10 </SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">de
diciembre. No se puede atender con personal permanente ni con estructuras
permanentes.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Tendremos que ir a las
soluciones de pronto de recursos humanos eventuales, zafrales. Y en ese sentido,
vamos a proponer al Ministerio del Interior un convenio para que el Ministerio
del Interior aporte la capacitación y la dirección, porque no pretendemos
nosotros asumir las funciones especializadas que el Ministerio del Interior y
<st1:PersonName w:st="on" ProductID="la Polic￭a">la Policía</st1:PersonName>
deben hacer.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Pero poder nosotros aportar
los recursos humanos y el Ministerio del Interior aportar la capacitación y la
dirección. Y con eso estaríamos quizá consolidando esa imagen de
seguridad,<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman">Y también quedan muchísimas
cosas por hablar; las hablamos en el contacto diario con los
ministros.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN

apoyo que hemos recibido y por agradecer el apoyo que hemos recibido del
Gobierno Nacional, y vamos a seguir necesitando mucho
apoyo.<o:p></o:p></FONT></SPAN></P>

mucho apoyo porque recién empezamos en el ordenamiento de la casa, esa es la
primera etapa. Y en un aspecto de los más duros del ordenamiento de la casa que
fue la reducción del número de funcionarios, recibimos un apoyo del Gobierno
Nacional invalorable; no tanto por el monto como por las
circunstancias.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Nos permitió cumplir con la
obligación ética de que aquellos que había que cesar, por lo menos cobrasen lo
que se les estaba debiendo. Dejar a un trabajador fuera de su puesto de trabajo
y no pagarle lo que se le debe, sinceramente, hubiese sido demasiado para
poderlo llevar adelante.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman">Por último, el
agradecimiento; no mío, no del gobierno departamental, sino del departamento de
Rocha, al Gobierno Nacional por esta presencia. Esto siempre sirve de
catalizador, la presencia para muchas cosas y sirve para darnos

también. <o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 11pt"><FONT face="Times New Roman">Pero eso lo hicimos, el ir
a <st1:PersonName w:st="on" ProductID="la Copa Libertadores">la Copa
Libertadores</st1:PersonName>, en un modo de colaborar en la integración
departamental, así la gente de Maldonado puede ver los partidos de Copa
Libertadores de allí ya que con los cuadros de ellos no
pueden.<o:p></o:p></FONT></SPAN></P>

lo que finalmente queremos los uruguayos; poder trabajar, tener un salario
digno, educar a nuestros hijos, vivir decentemente y esa es la característica
del pueblo uruguayo, que es además muy solidario.<o:p></o:p></FONT></SPAN></P>

abrió una polémica sobre el carácter de los actuales gobiernos progresistas o de
izquierda de América del Sur.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Sin embargo, la falta de
información y el desconocimiento de los procesos que están detrás de cada
gobierno, la personalidad e historia de cada presidente, la correlación de
fuerzas internas en cada país, la realidad social, política y económica, la
potencialidad de los sectores que sustentan cada gobierno, las particularidades
propias de cada geografía, las vicisitudes geopolíticas y los intereses de la
derecha para crear divisiones, ha llevado a una clasificación simplista entre
buenos y malos o entre serios y populistas.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>¿Pero qué mismo son los
gobiernos progresista o de izquierda que han triunfado y siguen triunfando en
las elecciones sudamericanas en los últimos años? Es necesario establecer
diferencias que tienen mucho que ver con el entorno, la historia, el proceso que
los llevó al gobierno, el discurso, las formas y el avance en la implementación
de sus propuestas, pero no tanto en la concepción estratégica.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>El gobierno de Hugo Chávez
en Venezuela, del que gran parte de la izquierda y los movimientos sociales de
América Latina rehuían durante los primeros años por falta de información e
incapacidad de analizar el proceso, ha pasado de un primer momento en que se
dedicó a consolidar la correlación de fuerzas a su favor y por lo tanto mostraba
ambigüedad en sus posiciones, a otro en el que las fuerzas ya están claramente
definidas.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Entonces ahora sí va hacia
la construcción de un nuevo modelo social, aunque sabe que no se puede descuidar
y no debe dejar de seguir construyendo el poder con todo lo que eso representa
en lo social, económico y militar. Pero además, el presidente venezolano parece
conciente que hoy en día la transformación social pasa también por consolidar
bloques integrados como <st1:PersonName w:st="on"
ProductID="la Comunidad Suramericana">la Comunidad Suramericana</st1:PersonName>
de Naciones a la que, entre otros, viene apostando. Y en esa construcción el
petróleo es una gran ayuda.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Sin embargo, en el comienzo
de su gobierno Chávez quería dar "buenas señales" y una imagen de persona
"ponderada", y nombraba como Ministra de Hacienda a Maritza Izaguirre, la misma
del presidente anterior Rafael Caldera, y defensora de un
pensamiento<BR>neoliberal.<BR><SPAN style="mso-spacerun: yes">
</SPAN>En su discurso de posesión del</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 2 </SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">de
febrero de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
1999,</SPAN></FONT><FONT face="Times New Roman"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> Chávez decía que en lo económico era urgente solucionar
el déficit fiscal por lo que "<st1:PersonName w:st="on"
ProductID="la Ministra">la Ministra</st1:PersonName> de Hacienda Maritza
Izaguirre ha estado explicando a los venezolanos las medidas que en ese orden
fiscal estamos preparando, la reducción del impuesto al consumo suntuario y
ventas al mayor, por ejemplo, que es de los más altos en el continente, pero su
transformación en un Impuesto al Valor Agregado y la ampliación de la base de
recaudación es algo urgente; según nuestros cálculos, ahí pudiéramos recabar o
incrementar la recaudación casi en un punto del Producto Interno Bruto, para ir
haciendo manejable ese inmenso hueco fiscal que estamos heredando".<BR><SPAN
style="mso-spacerun: yes"> </SPAN>El presidente de Venezuela
también trataba de despejar dudas a nivel internacional. "Desde su Majestad el
Rey Juan Carlos de Borbón hasta el Primer Ministro Canadiense, desde el
Presidente del Gobierno Español Don José María Aznar hasta el Presidente de los
Estados Unidos Bill Clinton, el Presidente o Director Ejecutivo del Fondo
Monetario Internacional, el señor Camdessus, pasando por el Director del Banco
Mundial y del Banco Interamericano de Desarrollo, del Club de París, con todos
ellos hemos estado hablando en estos últimos cuarenta días; nosotros no hemos
descansado y ustedes lo saben, buscando, viajando, hablando, tratando de
convencer, primero: que yo no soy el diablo".<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Reiteraba además su
confianza en la libre empresa y las fuerzas del mercado, llamando reiteradamente
a la inversión extranjera, y declarándose a favor de la total apertura petrolera
venezolana al capital externo. Explicaba que su proyecto no era estatista ni "al
extremo neoliberal". "Estamos buscando un punto intermedio, tanto Estado como
sea necesario y tanto mercado como sea posible. La mano invisible del mercado y
la mano visible del Estado, eso lo leí de usted, Presidente (Jamil) Mahuad
cuando asumió su digno cargo allá en la hermana República del Ecuador",
comentaba el presidente venezolano en su discurso al asumir.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>El presidente de
<st1:PersonName w:st="on" ProductID="la General Motors">la General
Motors</st1:PersonName> de Venezuela, el estadounidense Michael Nylin, lanzaba
elogios a Chávez, y decía: "seríamos más ricos como americanos y como seres
humanos si adoptáramos una actitud de ayuda, soporte y asistencia" a
Chávez.<BR><SPAN style="mso-spacerun: yes"> </SPAN>Desde aquel
comienzo con una ministra de economía neoliberal hasta el presente donde se
trata de consolidar un modelo económico más equitativo y se empieza a
profundizar en el cambio social intentando acelerar el paso, transcurrieron
siete años. Y aunque paga puntualmente como ninguno la deuda externa hoy es
considerado el gobierno más a la izquierda, y lo es más por su antiimperialismo
que por las transformaciones sociales que sin duda están en curso pero todavía
falta para que se consoliden. En el año</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 2000,</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
cuando gran parte de los que hoy se dicen "bolivarianos" criticaban al gobierno
Chavista escribí un artículo rescatando su proceso desde la rebelión
de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 1992 </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">hasta <st1:PersonName w:st="on"
ProductID="la Constituci?n">la Constitución</st1:PersonName> y las leyes Agraria
y de Pesca, y poniendo énfasis en el valor de ciertas figuras históricas que
daban sustento al proceso como José Vicente Rangel o Alí Rodríguez, a la postre
los dos hombres que junto a Chávez vienen marcando el
rumbo.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>El proceso del Frente Amplio
en Uruguay es distinto. Desde</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
1971 </SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">cuando se creó sufrió
cárcel, muertes, exilios hasta asumir el gobierno en marzo de</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> 2005.</SPAN></FONT><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"> Y a pesar de que sufrió
todos los avatares, pudo mantener la unidad de la izquierda. Pero ser gobierno
no es lo mismo que ser oposición y el proceso que se lleva adelante no excluye
las contradicciones propias de un momento de ardua disputa en la correlación de
fuerzas.<BR><SPAN style="mso-spacerun: yes"> </SPAN>Si en
Venezuela es muy importante el liderazgo de Chávez, en Uruguay es más importante
el liderazgo compartido de diferentes sectores. Si bien Vásquez está solo diez
meses en el gobierno los logros son importantes.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>La decisión de solucionar el
tema de las violaciones a los derechos humanos durante la dictadura, aunque
todavía falte mucho, es fundamental porque está llevando a la instrumentación de
un relevo en las fuerzas armadas pensando en su reestructuración futura, en un
país donde la mayoría de sus integrantes tiene una formación casi
fascista.<BR><SPAN style="mso-spacerun: yes"> </SPAN>Pero eso
no se hace de un día para otro. Ni en Venezuela donde existían sectores
nacionalistas y Chávez conocía por dentro las fuerzas armadas se pudo cambiar
enseguida.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>En Uruguay, un país muy
marcado por la institucionalidad, los legisladores del Frente Amplio tuvieron
que ejercer la mayoría para aprobar una ley según la cual todos los coroneles
pueden ascender a general sin tener en cuenta la antigüedad.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Eso permite que de a poco se
vaya dando el ascenso de coroneles más democráticos y el pase a retiro de los
más fascistas, y en el futuro se podrán tener mandos distintos. Esa sola ley es
un paso muy importante. Y por primera vez en la historia del país, el nuevo
comandante en jefe suscribió acuerdos para proyectos sociales y obras con
alcaldías. Otra ley fundamental es la ley de fuero sindical que prohíbe despedir
a los trabajadores sindicalizados y que despertó la oposición de las
patronales.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>A eso hay que sumar como
positivo el plan de emergencia que, con dificultades por el manejo un tanto
burocrático, instrumenta salidas urgentes a la crisis que padecen importantes
sectores de la sociedad, y que se complementa con la puesta en marcha de un
proyecto de apoyo a la producción nacional, el fomento de la microempresa y el
microcrédito, y la instrumentación de proyectos productivos entre el Estado y
los trabajadores, como el de plantación de caña de azúcar par alcohol
combustible. En la política internacional ha priorizado el fortalecimiento
del</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> MERCOSUR</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> y de <st1:PersonName w:st="on"
ProductID="la Comunidad Suramericana">la Comunidad Suramericana</st1:PersonName>
de Naciones.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Los acuerdos energéticos y
petroleros, así como los proyectos económicos y sociales con el gobierno de
Venezuela son otra muestra de esos avances en el camino de un cambio.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>El camino de Evo Morales,
que recién comienza, parece similar al de Chávez pero a pesar del discurso
ha decidido a manejarse con prudencia por eso su gabinete también está integrado
por empresarios, ya envió un mensaje de respeto a las inversiones extranjeras,
intenta una convivencia con las fuerzas armadas que en Bolivia son un poder
fundamental y tienen una formación similar a las del Cono Sur y propone buenas
relaciones con Estados Unidos.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>El gabinete ministerial está
integrado por gente de la izquierda tradicional, de los nuevos movimientos
sociales, técnicos un tanto "pragmáticos" y un importante empresario de Santa
Cruz. "Se trata de un gabinete 'sui generis', muy al estilo del presidente
Morales, y bueno comenzaremos a trabajar con ellos", comentó Bernard Abendroth,
presidente de <st1:PersonName w:st="on" ProductID="la Federaci?n">la
Federación</st1:PersonName> de Empresarios de <st1:PersonName w:st="on"
ProductID="La Paz. En">La Paz. En</st1:PersonName> todo caso tiene a su favor el
apoyo mayoritario de<BR>la población lo que le da cierto respiro para iniciar
los cambios.<BR><SPAN style="mso-spacerun: yes"> </SPAN>En
Brasil Lula, que ganó las elecciones de</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 2002 </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">con el apoyo de sectores industriales, en lo interno no
pudo torcer la correlación de fuerzas a favor de los sectores populares, y las
transformaciones sociales aspiradas no llegaron aunque el Plan Hambre Cero
funcionara a medias, la entrega de tierras a los campesinos sin tierra haya sido
mayor que durante otros gobiernos y los créditos a los sin tierra asentados
hayan aumentado considerablemente.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>En lo internacional en
cambio, ha consolidado una posición que se enfrenta a Estados Unidos
fortaleciendo el camino de unidad Sudamericana. En eso ayuda la posición
nacional de la burguesía y las fuerzas armadas brasileñas, que siempre han
trabajado por consolidar el poder político y económico de su país en América del
Sur. La asunción de Evo tal vez pueda consolidar una alianza con Bolivia en la
que Petrobrás se fortalezca.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Néstor Kirchner que ha
iniciado un trabajo externo volcado hacia América del Sur, al igual que Brasil
renegoció la deuda externa de su país con éxito, ha logrado sacarlo de la
crisis, profundizo en el juzgamiento a los violadores de los derechos humanos y
ensaya cambios a nivel militar y judicial. Pero todavía no se han producido
transformaciones sociales.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>En tanto que la elección de
Michele Bachelet en Chile aporta con una mirada más volcada a lo social que sus
antecesores.<BR><SPAN style="mso-spacerun: yes"> </SPAN>Pero
un signo del cambio que puede consolidarse en América del sur con los gobiernos
actuales es el proyecto del gasoducto que saldrá de Venezuela y atravesará
Brasil y Uruguay hasta llegar a Argentina y las posibles alianza de defensa.
Pero también existen intereses y asimetrías que se deben resolver. Las
diferencias de hace algunos meses atrás entre Brasil y Argentina llevó a un
congelamiento en las relaciones hasta que Lula bajó su protagonismo y le
permitió a Kirchner ser figura durante la última Cumbre de las Américas en la
que el</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> MERCOSUR</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> dijo no al</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> ALCA.</SPAN></FONT><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"> Con la mediación
venezolana ahora son nuevamente buenos<BR>amigos.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Las diferencias actuales
entre Uruguay y Argentina por la instalación en el primero de dos plantas de
celulosa crean un nuevo problema. La argumentación desde Argentina de oposición
a la construcción de las plantas por razones ecológicas no es muy veraz ya que
no se ha hecho nada por eliminar las que tienen dentro de su territorio si no
más bien devela el interés de que se construyan en Argentina. Ante la inercia
del</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> MERCOSUR</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> el Ministro de Encomia uruguayo, Danilo
Astori, quien tiene un perfil neoliberal, lanzó la posibilidad de firmar
un</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> TLC </SPAN></FONT><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt">con Estados
Unidos, lo que obviamente fue descartado por el canciller y otros ministros de
peso, dirigentes del Frente amplio y por el propio presidente Tabaré Vásquez.
Sin embargo, fue una muestra de que el olvido de las asimetrías puede fomentar
posiciones que van contra la unidad de proyectos supuestamente afines.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>El pago coordinado de la
deuda externa de Brasil y Argentina con el</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> FMI </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">dejando de lado al</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> MERCOSUR </SPAN></FONT><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman">y particularmente a
Uruguay, que se supone socio "afín políticamente" también mostró las debilidades
del bloque.<BR><SPAN style="mso-spacerun: yes"> </SPAN>El
proceso de consolidación de los gobiernos de izquierda en América del Sur
todavía está en camino. No es una cuestión de buenos y malos o de que unos
defrauden y otros no. La consistencia de los mismos dependerá de la correlación
de fuerzas internas (donde muchas veces se encuentran enfrentados a la derecha y
a sectores que quieren los cambios en forma más urgente como si se tratará de
revoluciones), del apoyo que se puedan brindar entre sí, la movilización social
y la profundización de una verdadera integración. </FONT></SPAN><B
