desplazando en primer término a éste tipo de productores. Son éstos los que se
ven impulsados a vender y retirarse del trabajo rural, con el grave problema
social que ello origina, además de implicar un ataque a la libertad personal y
al derecho de cada uno de preservar sus bienes, su forma de vida y su entorno.
También cambia la índole del trabajo de nuestra gente; de trabajadores
independientes, pasarán a ser empleados, generando, además, con los desocupados
ya existentes, un bolsón de pobreza que deberá asumir el Estado en su conjunto.
En cambio, los ingresos monetarios de las empresas extranjeras irán al exterior
como amortización de inversiones y, si hubiere ganancias netas (muy difíciles de
controlar), tampoco quedarán en el país.<o:p></o:p></SPAN></FONT></P>

patrimonio, también denunciamos las graves consecuencias negativas de la

siguientes: degradación y/o eliminación de paisajes nacionales emblemáticos y
únicos como <st1:PersonName w:st="on" ProductID="la Bajada">la
Bajada</st1:PersonName> de Pena, los cerros chatos, los palmares de Yatay, dunas
interiores de Tacuarembó con yacimientos arqueológicos y sitios históricos como
los entornos de las batallas de India Muerta y del Palmar. Asimismo, la tala y
desmonte impune y a fuerza de topadoras, de rodales enteros de bosques
autóctonos -ya denunciada sin éxito-, atenta de forma salvaje contra el
patrimonio forestal natural del país.<o:p></o:p></SPAN></FONT></P>

base conceptual del desarrollo sostenible. Vemos entonces, que es necesario
generar un nuevo modelo de desarrollo sostenible, capaz de cumplir con su
finalidad productiva; acorde con los intereses nacionales, capaz de dar mano de
obra de calidad y aportar a la sociedad en su conjunto, protegiendo el
patrimonio cultural de <st1:PersonName w:st="on" ProductID="la Naci?n">la
Nación</st1:PersonName> en su concepto más amplio, utilizando racionalmente el

capitalista salvaje, y esas medidas no son capaces de frenar el proceso de
crecimiento del cultivo y sus consecuencias. </SPAN></FONT><FONT size=2><SPAN

política superan en muchos casos la imaginación y la capacidad de previsión. Sin
embargo, los pocos gestores criollos y extranjeros de este modelo sí conocían
cabalmente esas consecuencias y la presente evolución de la aplicación de la ley
forestal en este país. Entendemos que es responsabilidad primaria de los
políticos gobernantes el prever que sus acciones no generen problemas nacionales
de difícil o imposible resolución o marcha atrás. En casos como éste, en el que
son evidentes las consecuencias negativas de la aplicación de un modelo que no
genera el desarrollo previsto, sino que limita las posibilidades de desarrollo
del país, el gobernante tiene la ineludible responsabilidad ante la nación y la
historia, de detener la aplicación del mismo. En el mismo sentido, debe iniciar
inmediatamente las acciones necesarias, orientadas a anular y revertir lo más
posible, sus consecuencias negativas y las posibilidades de continuidad y de
expansión del modelo, evitando la generación de bocas de salida demandantes de
más monocultivo, como lo es, por ejemplo, Puerto Graneles</SPAN></FONT><FONT

departamento de Rocha y específicamente en su zona serrana, el monocultivo de
eucaliptos hace desaparecer un ecosistema muy antiguo y por ello estabilizado,
lo cual provoca una alteración permanente en términos humanos, un compromiso de
la provisión de agua y su progresiva contaminación con <SPAN
class=SpellE>biocidas</SPAN> (herbicidas, <SPAN
class=SpellE>hormiguicidas</SPAN>). Ello es más grave aún si consideramos que
allí es la naciente del arroyo Rocha, donde se sirve a la capital del
departamento y es fuente de los humedales y laguna, designados como área
protegida y parque nacional lacustre. También alertamos en cuanto a que ya se
han registrado cambios significativos en el caudal del arroyo Rocha, según
observaciones propias, y referencias de la preocupación existente en ese sentido
en las oficinas de</SPAN></FONT><FONT size=1><SPAN
style="FONT-SIZE: 9pt; mso-ansi-language: ES"> OSE </SPAN></FONT><FONT

los Rocha cobra una importancia fundamental por sus condiciones paisajísticas
únicas, su patrimonio histórico, cultural y arqueológico, y su cercanía con
centros tradicionales de la costa atlántica con la cual puede y debe integrarse,
formando un conjunto variado y atractivo, generador de trabajo bien remunerado y
cuidadoso del ambiente.<o:p></o:p></SPAN></FONT></P>

mencionada es asiento tradicional de cientos de familias rurales, dedicadas a la
explotación ganadera de cría, tanto ovina como vacuna, de cabañas premiadas por
sus productos, y está soportando la creciente presencia de organismos
depredadores e invasores introducidos. El jabalí apareció en la zona con el
desarrollo de las primeras grandes masas forestales, y ha encontrado un ambiente
favorable en esos montes y en el tapiz bajo y denso que se forma por la invasión
de otras especies, también introducidas, como la zarzamora y el tojo. Estos
animales obtienen el alimento en los predios no forestados, a partir de ovinos,
e incluso de terneros recién nacidos; y de casi todo tipo de cultivo o chacra
que se intente desarrollar. Queremos dejar muy claro que esta zona, como casi
todo el territorio del país, es capaz de soportar explotaciones más rentables
para sus habitantes, que las plantaciones de
eucaliptos.<o:p></o:p></SPAN></FONT></P>

general, de pequeños productores, hay experiencias asociativas capaces de
mejorar la producción y rentabilidad. Ello, sin olvidar proyectos turísticos que
apuestan a un futuro donde el paisaje, el patrimonio cultural y el ambiente han
de mantenerse como valores concretos y protegidos muy especialmente. A pesar de
todos los valores, recursos reales y potenciales que poseen estas tierras,
algunos tecnócratas, en forma paradójica e irresponsable, las han rotulado y
condenado a la <SPAN class=SpellE>infra</SPAN>-categoría de "tierras
improductivas". Este es otro punto que reclamamos sea revisado en forma seria y
responsable, y bajo la conformación de un equipo interdisciplinario con visión

sumaron indecisos y acomodaticios, buscaron ahogar los pronunciamientos de
pueblos que querían construir su propio destino.<BR><SPAN

paisano don Mariano <SPAN class=SpellE>Chaves</SPAN>", cabildante de Soriano que
se carteaba con Cornelio Saavedra, o denunciando al Juez Comisionado de Mercedes
don Mariano Vega, o deteniendo, aun enfermo, al Comandante don Francisco Albín,
en Víboras, para trasladarlo a <st1:PersonName w:st="on"
ProductID="la Colonia">la Colonia</st1:PersonName> mientras las partidas
recorrían <st1:PersonName w:st="on" ProductID="la Campa?a">la
Campaña</st1:PersonName>, se acallarían las voces.<BR><SPAN

opresiones gestan paralelas rebeldías, y si en apariencia la persecución

en ese momento es la eclosión de un sentimiento generalizado, falta aún El
Caudillo, ya que nada prueba que ni Artigas esté en su directa gestación, y
porque falta el Guía, sobran en la primera hora los jefes, y se disputan la
primacía Justo Correa, Pedro Viera, Venancio <SPAN
class=SpellE>Benavídez</SPAN>, Ramón Fernández, hasta que llega Artigas, el del
entregamiento total y del inigualado desinterés, que tiene de providencial lo
del ser capaz de conjugar los anhelos de un pueblo, de asumir la tremenda
responsabilidad de ser su voz sin desvirtuar lo esencial de su pensar y
sentir.<BR><SPAN style="mso-spacerun: yes"> </SPAN>Pero
repitamos, la gesta se realiza al nivel del pueblo, y estamos en deuda con ese
pueblo que nunca reclamó nada que no fuera el estar en la primera línea en el
sacrificio y al que hoy queremos hacer justicia en los pocos nombres que

Flavio García. Es hora de que reverenciemos la memoria oscura del vecino don
Enrique Reyes, que no perdía tiempo en adquirir noticias de don Martín
Rodríguez, yendo a buscarlas a lomo de caballo criollo a Gualeguaychú, Gualeguay
y Arroyo de <st1:PersonName w:st="on" ProductID="la China. Hay">la China.
Hay</st1:PersonName> que salvar del olvido los nombres de <SPAN
