profundizó sobre diferentes situaciones de discriminación racial y la
importancia de este Foro, en sus 4 ediciones, para poner de relieve la
problemática de los afro descendientes en la historia de la región, así como su
presente y futuro, realizando propuestas de mayor equidad e igualdad,
manteniendo la diversidad, identidad y cultura, repudiando al racismo y la
discriminación en todas sus formas.<o:p></o:p></FONT></SPAN></P>

lang=ES-UY style="FONT-SIZE: 11pt"> afrodescendiente</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> Prof.</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
Edgardo Ortuño, "se deben superar todavía muchas desigualdades en nuestro país.
Heridas que vienen del pasado, principalmente la discriminación por color de
piel".<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Afirmó también el
representante nacional por Montevideo, que los estudios que se han realizado
"muestran una situación evidente", no sólo que "hay pocos uruguayos y uruguayas
afro descendientes en cargos de responsabilidad a nivel público y privado", sino
también que se hace evidente la discriminación en los "enormes signos de
pobreza, en la presencia mayoritaria de los negros en los trabajos manuales y de
servicios, muy por encima del resto de la población", así como "problemas de
acceso y permanencia en el sistema educativo". Más adelante agregó que "el nuevo
gobierno está comprometido en abrir las puertas a esta temática" y "al desafío
de trabajar en este plano en una agenda de
igualdad".<o:p></o:p></FONT></SPAN></P>

trabajando con una "agenda de propuestas concretas que van desde la valorización
del aporte de los afro descendientes en la construcción de la historia del
Uruguay y de su cultura, que, con el candombe y otras manifestaciones, es ya
parte de la cultura de todos". También incluye la "instrumentación de políticas
afirmativas concretas que permitan superar un rezago que viene desde la época de
la esclavitud, donde quedó en la cabeza de muchos, en el inconciente, que hay
uruguayos de primera y de segunda, que algunos debían cumplir algunas tareas y
otros otras". Enfatizó que "eso es algo que en el siglo</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> XXI</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> no
nos podemos permitir en un país que tiene bases solidarias fuertes, que tiene
que atender este problema junto con el de la

artístico, culinario, musical y lingüístico, afirmando las tradiciones
culturales regionales como formas originales de expresión; Reconocer y
visibilizar la vitalidad de los aportes culturales afro a la cultura general;
Generar un espacio de intercambio e integración cultural y académico entre los
participantes; Fortalecer este espacio como una herramienta valiosa para la
promoción de medidas, creación de proyectos, y<SPAN

riverense Colombina Ché, <st1:PersonName w:st="on" ProductID="la Escuela">la
Escuela</st1:PersonName> de Candombe de Mundo Afro Rivera, y los Grupos de
Danzas Afro Clara Nunes de Caçapava Do Sul y Companía Amaro Daniel de

lang=ES-UY style="FONT-SIZE: 11pt">Foro Kizomba, debemos destacar la importancia
de la realización de eventos de esta categoría fuera de Montevideo, demostrando
que la descentralización no sólo es necesaria sino que es realmente posible, y
que se produce en los hechos, como lo ha demostrado en varias oportunidades
Mundo Afro Rivera.<o:p></o:p></SPAN></FONT></P>

parecía que debíamos estar y vivir de adentro el Encuentro. Valió la pena el
esfuerzo, y poder convivir estos</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
3</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> días intensamente junto a
integrantes destacados de la comunidad uruguaya, a la que tanto se le debe y que
ha sido tan postergada y maltratada, víctima de discriminación racial por tantos
siglos de nuestra historia y la de la humanidad.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Con esta y otras actividades
que se realizan en todo el país, demuestran que tienen bien ganada la ciudadanía
y que, a pesar de todos los obstáculos, mantienen la cabeza en alto, haciendo
los mayores esfuerzos para demostrar que, en la diversidad, todos somos iguales.
Luchando por la equidad y contra la discriminación, por algo que debería ser tan
natural y que, además, está "garantizado" por <st1:PersonName w:st="on"
ProductID="la Constitución">la Constitución</st1:PersonName>, los Pactos
Internacionales y <st1:PersonName w:st="on" ProductID="la Declaración">la
Declaración</st1:PersonName> de Derechos Humanos, entre otros contratos sociales
tan olvidados por nuestra sociedad al momento de reconocer méritos y
aportes.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Una comunidad que mantiene
el interés de integración, a pesar de la discriminación y el racismo, realizando
aportes fundamentales para definir políticas de Estado y cambios en el sistema
educativo, que permitan la participación igualitaria de todos los sectores
sociales, superando las diferencias en base al color de la piel, a la situación
económica y a la educación, proponiendo acciones afirmativas para que todos
tengan el mismo acceso a los beneficios de ser ciudadanos de este
país.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Debemos desterrar
definitivamente la clasificación de ciudadanos de primera y de segunda. Sólo
debemos diferenciarnos por nuestros talentos y virtudes, pero sin que esto sea
motivo de discriminación. Como dice el lema de este IV Foro Internacional
Kizomba: "Equidad en <st1:PersonName w:st="on" ProductID="la Diversidad">la
Diversidad</st1:PersonName>". En este sentido, viene a la mente el principio
artiguista de "</FONT><A
href="http://www.chasque.net/vecinet/instru13.htm"><FONT
face="Times New Roman">libertad civil y religiosa en toda su extensión
imaginable</FONT></A><FONT face="Times New Roman">", que guiaba el sistema
multicultural y multiétnico de la revolución federal de los pueblos libres.

contribuyentes que no votaran, justificarán o pagarán las multas

Padecer enfermedad, invalidez o imposibilidad física que le impida el día de la
elección concurrir a la comisión Receptora de Votos; Hallarse fuera del país el
día de la elección; Encontrarse domiciliado fuera del departamento en que debe
sufragar; Estar imposibilitado de concurrir a <st1:PersonName w:st="on"
ProductID="la Comisión Receptora">la Comisión Receptora</st1:PersonName> de
Votos por razones de fuerza mayor.<o:p></o:p></SPAN></FONT></P>

enfermedad, invalidez o imposibilidad física se deberá aportar: Certificado
médico en el que se haga constar el carácter de la enfermedad, invalidez o
imposibilidad física que motivo la incomparecencia, la duración del impedimento,
la comprobación o conocimiento de tal circunstancia por parte del médico
certificante, firma del médico y fecha de expedición. Puede ser también por
certificado expedido por un establecimiento asistencial o de asilo para el caso
de que estuviera intervenida; Los que se hallaren fuera del país podrán
justificarse por cualquier medio documental (certificado de <st1:PersonName
w:st="on" ProductID="la Dirección">la Dirección</st1:PersonName> de Migración
donde conste salida y entrada al país, pasaporte o pasajes que acrediten dichos
extremos); Las personas que se domicilian fuera del departamento en que deben
sufragar, deberán probar documentalmente y en forma fehaciente su domicilio
real; Las personas que invoquen razones de fuerza mayor deberán establecer con
precisión en que consisten y acreditarlas mediante prueba

datos personales del compareciente, causa de justificación, pruebas de los
hechos invocados y las firmas de los intervinientes. El acta se extenderá por
triplicado: una vía para el interesado, otra copia en la oficina donde se
realizó la gestión y el original en <st1:PersonName w:st="on"
ProductID="la Junta Electoral">la Junta Electoral</st1:PersonName> que deberá
resolver en un plazo de 15 (quince) días. Las resoluciones adoptadas por

referida ley se establecen como objetivos específicos del Sistema Nacional de

serranas vecinas de Piedras Blancas, Las Espinas, Los

Vivienda, Ordenamiento Territorial y Medio Ambiente, de Turismo y de Ganadería,

sería de gran importancia contar con el asesoramiento e involucramiento de

valoración y análisis participativo de las posibilidades de generación de un

de compra de soja boliviana que, a partir del año próximo, deberá competir con
los granos estadounidenses que entrarán sin aranceles (y subsidiados) al país
sudamericano, como consecuencia del</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> TLC </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">acordado entre Colombia y Estados Unidos el
pasado</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 27 </SPAN><SPAN

Uribe dio cátedra de las ventajas del libre comercio en <st1:PersonName

conflicto de la soja a una negociación entre Bolivia y Estados Unidos, que aún
tiene pendiente la ratificación parlamentaria del acuerdo
