trabajó sobre la propuesta del Consejo Permanente de Cultura, presentación del

Son jornadas que hacen crecer la esperanza y las ganas de seguir." Destacó que

ProductID="la Emergencia Social">la Emergencia Social</st1:PersonName>) leímos
las síntesis del trabajo que hicimos en las Regionales, en mi caso leí lo de mi
Comisión en Tomás Gomensoro, sumándose las de las cinco regiones con los mismos
temas. Luego el trabajo que teníamos en común, y el debate y la puesta en común
para la redacción de la síntesis final, enriquecida con los delegados de todas
las regiones. Fue muy fuerte, hubo discusión, votaciones para ponernos de
acuerdo. Lo que más se cuestionó fue el reclamo de dos tercios de los recursos
de cultura para el trabajo en <I style="mso-bidi-font-style: normal">Cultura en
la emergencia social</I>, y el otro punto también destacado: que el plan de
emergencia social ya instalado vaya al unísono con un plan de cultura", para <I
style="mso-bidi-font-style: normal">abatir la delincuencia a través de la
formación de valores que desarrollan el sentido ético y estético para la
formación de un Hombre Crítico, un Hombre Nuevo</I>. <I
style="mso-bidi-font-style: normal">Que si bien las necesidades fisiológicas son
tan emergentes porque suponen vida o muerte, <st1:PersonName w:st="on"
ProductID="la Cultura">la Cultura</st1:PersonName> es emergente porque hablamos
de seres humanos que deben desarrollar sus facultades como tales</I>. <I

oportunidad de participar en esta sesión inaugural de <st1:PersonName w:st="on"
ProductID="la Asamblea Permanente">la Asamblea Permanente</st1:PersonName> de
<st1:PersonName w:st="on" ProductID="la Cultura. Lo">la Cultura.
Lo</st1:PersonName> hago con satisfacción, por estar junto a todos ustedes y
cumpliendo un compromiso de gobierno que habíamos asumido durante la campaña
electoral. Seguramente muchos recuerdan que durante un encuentro realizado
el</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 4</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> de octubre de</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 2004 </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">anunciamos nuestra disposición a convocar a una Asamblea
Permanente de <st1:PersonName w:st="on" ProductID="la Cultura">la
Cultura</st1:PersonName> como ámbito consultivo, honorario y representativo de
todos los sectores involucrados en la materia, para diseñar juntos el mapa
cultural de la sociedad uruguaya, detectar las carencias y debilidades,
reconocer las oportunidades, potenciar las fortalezas y articular una misión
democrática, integral, dinámica, plural, totalizadora y a la vez atenta a las
especificidades.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN

auténticas políticas de Estado mediante las cuales la cultura llegue a ser,
verdaderamente, sinónimo de dignidad democrática, de convivencia; de crecimiento
colectivo; de aprendizaje, de pluralidad y de
intergeneracional.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Cómo no vamos a sentir
satisfacción si por la vía de los hechos -que es la vía mejor, aunque no la más
fácil- hemos ganado el derecho a ella. Mejor dicho, ustedes lo han ganado porque
han sido ustedes, el Ministerio de Educación y Cultura, <st1:PersonName
w:st="on" ProductID="la Dirección Nacional">la Dirección
Nacional</st1:PersonName> de Cultura, las direcciones de cultura de los
gobiernos departamentales, los artistas, creadores y agentes culturales quienes
durante meses y desde todos los rincones del país, han dado vida a esta asamblea
tan numerosa y tan fermental. Esta es una asamblea
importante.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>El gobierno le da una
tremenda importancia, como seguramente se la da la mayoría, la enorme mayoría de
los uruguayos; y esta importancia es la que genera la insatisfacción mencionada
anteriormente. Siento que si me conformara con lo que ya hemos logrado -que no
es poco, por cierto- esperaría menos de esta asamblea de la cual espero mucho
pues me consta que puede dar mucho. Quien se conforma se resigna y quien se
resigna renuncia, y yo no renuncio a la cultura, así como construcción colectiva
y permanente de la identidad de mi pueblo, ni como lugar de encuentro
democrático, ni como especio de disenso, ni como territorio de la libertad, ni
como campo de la utopía; porque la cultura es todo eso y mucho
más.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>En aquel encuentro de
octubre de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 2004 </SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt">dije, citando a un destacado ex ministro de
cultura francés, que tal como el lo había dicho, "la cultura es todo". La
cultura es todo: lo dije y lo reafirmo. La cultura es todo. Cultura, como dice
otro ministro, éste brasileño y en ejercicio del cargo, llamado Gilberto Gil,
que va mucho más allá del ámbito restrictivo y restringido de las concepciones
académicas o de los ritos y liturgias de una supuesta "frase artística
intelectual". Cultura, como sentido de nuestros actos y de nuestras habilidades,
como todo aquello que en cada objeto que usamos o producimos trasciende el mero
valor del uso y lo meramente técnico, cultura, como esencia de un proyecto
nacional.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>De ahí, entonces, que esta
Asamblea sea tan cercana al "Uruguay productivo" considerado ayer en la sesión
del Consejo de Ministros. Es cercana en el tiempo, cercana en el espacio,
cercana en la temática, porque en nuestra concepción del desarrollo no
solamente hay que distribuir socialmente la riqueza. También hay que distribuir
socialmente la belleza.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN

demasiado en esta pequeña charla, ni traje recetas. Pero antes de irme quisiera
compartir con ustedes alguna breve consideración al respecto de temas que
seguramente serán planteados en el seno de esta asamblea. Uno de ellos es la
accesibilidad a la cultura y sobre ese asunto nuestra opinión es bien sencilla.
La cultura es todo y ha de ser para todos, para todos los uruguayos y todas las
uruguayas.<o:p></o:p></FONT></SPAN></P>

alguien, ya dijo una especie de ignorancia que distingue a los estudiosos y
quien sostenga lo contrario tal vez sea estudioso pero sin duda es ignorante y
casi seguro poco inteligente. La cultura en el Uruguay tiene que ser para todos
los uruguayos.<o:p></o:p></FONT></SPAN></P>

referirme es la calidad de la cultura. También en este asunto nuestra postura
puede expresarse en muy pocas palabras: el acceso a la cultura no puede ir en
detrimento de la calidad de la misma y ustedes seguramente saben de lo que estoy
hablando. Basta de lo que nos hacen digerir en horas donde la
cultura.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Este pueblo uruguayo es
demasiado serio, responsable, culto, muy culto en todos sus niveles, como para
merecer algunas manifestaciones llamadas culturales que no son más que un manejo
triste, por no decir otro término, de espacios televisivos y radiales que
deberían ser destinados a la cultura, a la enseñanza
seria.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Estoy absolutamente seguro
de que la creatividad de los uruguayos, de todos ustedes permitiría elaborar
productos realmente formidables, importantes, interesante como para poder ser
expuestos y llevados adelante en este tiempo. Y tampoco se puede, en aras de la
accesibilidad, generar una cultura para ricos y otra cultura para pobres.
¿Quién, con un mínimo de inteligencia y ética, se anima sostener que los pobres
son insensibles, o no son cultos, o no tienen derecho a la
cultura?<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Por eso la cultura está tan
íntimamente ligada al Uruguay productivo. Como decíamos ayer sin educación no va
haber Uruguay productivo, y sin cultura tampoco.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Estrechamente vinculada a la
accesibilidad, y a la calidad de la cultura está la descentralización de la
misma. Soy montevideano, como ustedes saben, y fui Intendente Municipal de
Montevideo. Creo entonces tener cierta autoridad para decir que me resisto a que
la cultura sea un privilegio o una oportunidad acotada a quienes viven, a
quienes vivimos en ese departamento. Y como Presidente de <st1:PersonName
w:st="on" ProductID="la República">la República</st1:PersonName> comprometo el
esfuerzo del gobierno nacional para que, por los canales correspondientes y en
coordinación con los gobiernos departamentales, todos los habitantes del país
accedan a la cultura y sean sujetos de la misma.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Descentralizar la cultura
es, por supuesto, transferir recursos pero también es, además de descentralizar
recursos, estimular, permitir el desarrollo autónomo e influyente de todas las
comunidades culturales para que entre todas ellas se genere un diálogo genuino
en pie de igualdad porque -dicho sea de paso- los países democráticos serios,
los países responsables como el nuestro, no necesitan una cultura
oficial.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Otro aspecto que seguramente
considerará esta asamblea es el referido a los Fondos concursables para el
desarrollo de las artes y la cultura. Se trata precisamente del compromiso del
gobierno -que ya está plasmado en <st1:PersonName w:st="on"
ProductID="la Ley">la Ley</st1:PersonName> de Presupuesto Nacional- al igual que
otros recursos, para el fortalecimiento de la infraestructura cultural del
interior del país y para la formación, capacitación y animación en materia de
industrias culturales y creativas.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Sabemos, lo reconocemos, que
los recursos asignados son insuficientes, que la cultura necesita y merece mucho
más pero es lo máximo dentro de lo posible. El país está saliendo de una
situación económica y financiera muy crítica, está saliendo felizmente bien, se
está afianzando, se han reconstruido los cimientos de esta casa que estaban
profundamente resquebrajados, lo que da la solidez como para ahora sí, desde el
presente, proyectarnos hacia el futuro y hacerlo con confianza, hacerlo con
esperanza, hacerlo con seguridad. Pero este inicio, esta proyección hacia el
futuro, tiene sus limitaciones porque todavía el Uruguay no está en una
situación floreciente ni mucho menos.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>En este tema de los recursos
-o este tema- nos conduce a otro también importante y que seguramente ustedes
van a considerar con mayor detenimiento y me refiero al rol del Estado en
materia cultural.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>En nuestra modesta opinión
no corresponde al Estado hacer cultura, pero sí le corresponde establecer un
contexto favorable para el acceso universal a bienes y servicios culturales de
calidad.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>El Estado no puede renunciar
a la responsabilidad de formular y ejecutar políticas publicas, culturales, para
generar precisamente ese ámbito favorable para el desarrollo de la cultura. Pero
no hay que esperarlo todo del Estado. No todo puede estar siempre subsidiado. Yo
sé que es duro lo que estoy diciendo; más aún en un país que, como el nuestro,
tiene una fuerte impronta estatista y en el caso de una cultura que, como la
uruguaya tanto, ha dado y tanto ha sufrido.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Pero como lo decíamos en la
campaña electoral: "si para llegar a <st1:PersonName w:st="on"
ProductID="la Presidencia">la Presidencia</st1:PersonName> de <st1:PersonName
w:st="on" ProductID="la República">la República</st1:PersonName> teníamos que
mentirle a la gente, preferíamos no llegar a <st1:PersonName w:st="on"
ProductID="la Presidencia">la Presidencia</st1:PersonName> de <st1:PersonName
w:st="on" ProductID="la República">la República</st1:PersonName>" y hoy desde
<st1:PersonName w:st="on" ProductID="la Presidencia">la
Presidencia</st1:PersonName> de <st1:PersonName w:st="on"
ProductID="la República">la República</st1:PersonName> decimos que siempre vamos
a hablar con la verdad porque no somos capaces de mentirles. Por tanto en esta
realidad, la de un país que está económicamente con problemas, no es todo lo que
la cultura se merece desde el punto de vista de los recursos económicos lo que
podemos atender. Pero mucho más duro sería no plantear las cosas dónde ni
ante quien hay que plantearlas.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Creo que esta es una buena
oportunidad para hacerlo -no para dramatizar los problemas que todos sabemos
existen- sino para comenzar a resolverlos juntos. Creo además que esta es una
buena oportunidad para dejar claro que una cosa es la diversidad cultural y otra
la disgregación que hay en ciertas propuestas supuestamente culturales pero que
en realidad atentan contra la libertad real de creación y de
difusión.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Y es también esta asamblea
una buena oportunidad para rebelarse, aún rebelarse contra lo que acaba de decir
el Presidente de <st1:PersonName w:st="on" ProductID="la República">la
República</st1:PersonName> y exigirle al Presidente de <st1:PersonName w:st="on"
ProductID="la República">la República</st1:PersonName> y al gobierno. Porque la
cultura también es rebeldía contra aquellas tendencias que intentan reducir la
cultura al ámbito del tiempo libre dirigido por el
marketing.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Los temas que acabo de
numerar tan sólo de enumerar, dan cuenta de los desafíos planteados en esta
Asamblea y de la tarea que ustedes tienen por delante. Sólo me resta expresarles
de corazón que les deseo buen trabajo y que confío en el aporte de ustedes para,
entre todos, darle un nuevo impulso a la cultura uruguaya, llenarla de
ciudadanía y hacer de ella un horizonte de progreso alcanzable para todos."

opiniones; generar y fomentar las condiciones para el acceso, distribución y
asimilación de los elementos significativos y necesarios para una participación
consciente de la ciudadanía en el Debate Educativo; convocar y organizar un
congreso nacional de educación como espacio de síntesis y definición del debate
ciudadano y como instancia de elaboración de bases para una ley de educación;
presentar un informe dando cuenta del proceso general del debate educativo y de
las propuestas y opiniones recogidas."<o:p></o:p></FONT></SPAN></P>

electrónico, correo nacional, centros educativos; coordinación con las
instituciones públicas (especialmente las educativas) para la utilización de la
infraestructura necesaria; divulgación de los eventos que se realicen;
elaboración de un documento con las bases de una futura Ley de Educación en que
se recojan las posiciones emergentes del Debate Educativo y las recomendaciones
del congreso; mantener a la opinión pública informada de los avances del Debate
Educativo."<o:p></o:p></FONT></SPAN></P>

por personas designadas por el Ministerio de Educación y Cultura luego de haber
consultado a las diversas instituciones y sectores vinculados a la educación. La
comisión tendrá un carácter honorario y sus miembros trabajarán a título
personal aunque puedan trasladar opiniones de las organizaciones a las que
pertenezcan, que incluye </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt; COLOR: black">sindicatos de la educación, partidos
políticos, docentes y estudiantes, etc.</SPAN><SPAN

Fernando Miranda, padre de familia, escribano y docente, militante

style="FONT-SIZE: 11pt"> (Frente Amplio). Por todos esos "delitos" fue detenido,
en su domicilio, el</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> <SPAN
style="mso-bidi-font-style: italic">30</SPAN> </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">de noviembre de</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 1975,</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
en presencia de su esposa y de sus hijos. "Fue trasladado a las dependencias del
Servicio de Material y Armamentos, ubicada en el predio del Batallón</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> N°13</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> de Infantería" (Informe de <st1:PersonName w:st="on"
ProductID="la COPAZ">la<SPAN style="FONT-SIZE: 9pt">
COPAZ</SPAN></st1:PersonName>). Ahí fue severamente interrogado y torturado y
con un golpe de karate de uno de sus captores militares fue muerto, en la noche
del</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 1 al 2</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> de diciembre de</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 1975.<o:p></o:p></SPAN></FONT></P>

ocultó por muchos años. Cuando algunos pocos militares dijeron algo de una
verdad a medias, volvieron a mentir. A <st1:PersonName w:st="on"
ProductID="la Comisi?n">la Comisión</st1:PersonName> para <st1:PersonName
w:st="on" ProductID="la Paz">la Paz</st1:PersonName> le informaron que "sus
restos habrían sido primero sepultados en el Batallón</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> Nº 14 </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">de Toledo y después exhumados a fines del

Vázquez, con alguna variante, le informan más o menos lo mismo. Hoy la verdad
sale a luz y sus restos aparecen, con claros signos de tortura, en el
Batallón</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> N° 13</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> de Infantería, donde siempre estuvieron
desde aquel trágico</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">

</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">años, dice en uno de sus
testimonios: "A eso de las</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 4
</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">de la mañana golpearon la puerta
de mi casa y dijeron: <I>Fuerzas Conjuntas</I>. Pasaron, hicieron un
allanamiento, hicieron firmar un papel como que se habían comportado
correctamente. Nos comunicaron que venían a detener a Fernando Miranda. Les
dijimos que no se encontraba, que estaba en Punta del Este... Los individuos
estos accedieron a esperar hasta la mañana... Los militares tenían un trasmisor
con el que se comunicaban, e identificaban a la operación, o a ellos mismos,
como <I>Charlie Rojo</I>."<o:p></o:p></SPAN></FONT></P>

</SPAN>Culminó un nuevo encuentro de los pueblos originarios y transplantados de

denominado <B style="mso-bidi-font-weight: normal">Kizomba</B>, ya en su cuarta
edición, tiene desde su inicio la virtud de convocar a aquellos y sus
descendientes para dialogar, proponer y hacernos conocer su realidad histórica.
Rivera ha sido palco desde entonces de un conjunto de relatos culturales
emocionantes, profundos, que se expresan a través de la palabra, los gestos, la
música.<o:p></o:p></FONT></SPAN></P>

querido compañero que no pudo estar pero que se hizo presente en espíritu y

que revela la ignorancia de un conjunto de problemas y situaciones que ameritan
este</SPAN><SPAN lang=ES-TRAD

seguramente muchos más. Pero la ignorancia no es pecado, cuando la misma es

construcción social de la ciudadanía<o:p></o:p></SPAN></B></P>

</SPAN>Entre los paneles estuvo naturalmente el tema de la discriminación,
referencia obligada en un mundo que, pretendidamente igualitario y democrático,
ha dejado más espacio para el discurso y la consigna que para las prácticas
concretas. El proceso de globalización, tan mentado como una conquista del mundo
moderno, se ha transformado en una búsqueda de la homogenización de las
culturas, disfrazando la diversidad cultural bajo la consigna de los derechos
humanos para todos. Es importante recordar que este proceso es ante todo una
construcción ideológica de los países y grupos dominantes, la mayoría del
planeta es apenas receptivo y no activo partícipe de la construcción de una
nueva realidad. La discriminación aparece así en forma evidente, directa o
subrepticiamente, a veces por omisión de las responsabilidades sociales. A veces
estas palabras son apenas discursos, pero para quienes estuvieron representando
a los Guaraníes, Mocobíes, Charrúas y afrodescendientes de esta sureña región.
La discriminación tiene muchas facetas, la miseria económica, la prostitución de
las adolescentes, la reivindicación por ser reconocidos como una etnia, el
derecho al acceso a la tierra, la negación de su propia cultura que es exhibida
como un fenómeno turístico, pero que luego en la escuela se educa para ser
diferente a lo que soy, si es para la foto está bien, pero para integrarme al
mundo social eurocéntrico está mal como hablo, como me visto, como
pienso.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-TRAD
style="FONT-SIZE: 11pt; mso-ansi-language: ES-TRAD"><FONT

</SPAN>Este Foro es importante para que entendamos con claridad que es necesario
respetar la diversidad para que exista convivencia digna, que es necesario
asumir que la globalización como macroconcepto no es lo que millones de
americanos necesitan, entre otras cosas por que para ellos eso no significa
nada. Alguien dijo que en los Foros hay pocos representantes de los sectores
excluídos y muchos de los otros, además de no ser así, es bueno tener presente
que para alcanzar la equidad en un marco de diversidad debemos superar los
paradigmas limitantes, la causa de los pueblos originarios y de los afro
descendientes no debe ser una exclusividad de los mismos, sino una causa social,
diría más, una necesidad de la vida democrática actual. Es por ello que Mundo
Afro convoca todos los años, desde hace muchas décadas, a una estrategia de
trabajo transversal, generadora de espacios y alianzas que no miran y no podrían
hacerlo, el fenotipo del convocado y si la motivación de los mismos. La realidad
social en que estamos inmersos es una construcción histórica, a no olvidarlo, es
el producto de las relaciones de poder en clave de apropiación y distribución
del mismo, la superación de esta implica una nueva relación de poder cuyos
caminos van más allá de los deseos individuales de los sectores dominantes. El
primer paso es defender el acceso al conocimiento y a la visibilización de las
culturas en su más amplia y enriquecedora multiplicidad, repensar la historia
desde una visión crítica de sus procesos y asumir que no todo es como parece ser
y que asegurar los derechos legítimos de los demás no es pérdida de poder, sino
utilización del mismo en una herramienta de
transformación.<o:p></o:p></FONT></SPAN></P>

</SPAN>El gran desafío de estos tiempos es la construcción de más y mejor
ciudadanía, pero es imprescindible que para ello se torne hegemónica la
aplicación de los Derechos Humanos en su más amplia concepción y esto no es
tarea de un gobierno o partido, mucho menos de líderes pretendidamente
iluminados, es una tarea social, diaria, cotidiana.<o:p></o:p></FONT></SPAN></P>

entendido por los gobernantes nacionales y locales, por las universidades de la
región, por los centros educativos, por los estudiantes y las organizaciones
sociales de base. Crecientemente todos nos vamos comprometiendo a emprender
acciones afirmativas que apuntan a la superación, a la reparación de injusticias
históricas, los logros son a veces poco visibles, lentos en algunos casos,
especialmente en lo que hace a las políticas públicas, en algunos lugares se ha
entendido que estos temas son más importantes que el caudal electoral que
proporcionan, en otros se lo entiende de otra forma y en algunos casos se hacen
solo discursos, pero en el conjunto es como dice el poeta: <I
style="mso-bidi-font-style: normal">caminante no hay caminos, se hace camino al
andar y cuando se mira atrás, vemos la estela que dejamos en la

se desarrollarán en dos grandes áreas, la primera denominada Historia y
Antropología versará sobre el proceso histórico de la esclavitud en la región,
buscando generar conocimiento sobre las similitudes y diversidades de los
procesos en cada país, se analizará la importancia del aporte económico, social,
cultural, político y militar de los esclavos, libertos y afro descendientes en
los respectivos países. Se estudiará el proceso de abolición de la esclavitud y
la problemática de la inserción social del ex esclavo como ciudadano. En cuanto
a <st1:PersonName w:st="on" ProductID="la Antropolog￭a">la
Antropología</st1:PersonName> se tratarán temas como: diferencia entre raza y
etnia, identidad racial / identidad étnica; etnocentrismo; hegemonía y
dominación cultural en los estados-nación, la educación y los medios masivos
como dispositivos de exclusión, la reproducción de las jerarquías coloniales,
políticas de "aculturación", "emblanquecimiento", "mestizaje" e
"invisibilización", las ideologías de asimilación cultural, eugenismo y
darwinismo social, formaciones culturales alternativas residuales/ocultas y
emergentes, cultura política, resistencia, acomodación, empoderamiento; el
Atlántico negro y el pan-africanismo, dimensiones filosóficas de las culturas de

nuestro país firmó el Protocolo de Cartagena sobre Bioseguridad, el que apunta a
"…contribuir a asegurar un nivel adecuado de protección en el campo de la
transferencia, manejo y utilización de Organismos Vivos Modificados por la
biotecnología moderna que puedan tener efectos adversos sobre la conservación y
el uso sostenible de la diversidad biológica, tomando también en cuenta los
riesgos sobre la salud humana, y específicamente en movimientos
transfronterizos". El Programa de Naciones Unidas para el Medio Ambiente y
el Global Environmental Facility financian no sólo el funcionamiento del
Proyecto Nacional en Uruguay, sino el de proyectos de iguales características en
más de 100 países adherentes al Protocolo de
Cartagena.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>El principal objetivo del
Proyecto Nacional es la preparación, evaluación y revisión de un Marco Nacional
de Bioseguridad. Los principales elementos de este Marco deberían atender los
siguientes aspectos</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">:
i)</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> la propuesta de un sistema
regulatorio</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">; ii)</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> un sistema administrativo que sustente el

lang=ES-UY style="FONT-SIZE: 11pt"> la propuesta de un sistema de toma de
decisiones que considere la evaluación y gestión de riesgos</SPAN><SPAN

style="FONT-SIZE: 11pt"> mecanismos que aseguren la participación e información

Ordenamiento Territorial y Medio Ambiente, a través de <st1:PersonName w:st="on"
ProductID="la Direcci?n Nacional">la Dirección Nacional</st1:PersonName> de
Medio Ambiente es la agencia ejecutora del proyecto. La ejecución del proyecto
contempla el establecimiento de un Comité Nacional de Coordinación. Participan
en éste, representantes de instituciones y organizaciones con competencias e
intereses específicos en aspectos relacionados con los desarrollos de la
biotecnología moderna (organismos genéticamente modificados). El</SPAN><SPAN
