</SPAN>Pero sí llama la atención la falta de una política de comunicación
municipal, que no es de ahora, que incluya la promoción de la participación
popular en la gestión local y, fundamentalmente, difunda lo mucho que se hace en
los barrios por parte de los vecinos y los respectivos gobiernos locales, los
grandes protagonistas. Muestra de lo que decimos es lo referente a la <A
href="http://www.montevideo.gub.uy/descentra/index.html">Descentralización</A>
que figura en el <A href="http://www.montevideo.gub.uy/">sitio de Internet de
la<FONT size=1><SPAN style="FONT-SIZE: 9pt"> IMM</SPAN></FONT></A>, muy completo
en otros temas, pero poco, no destacado y <SPAN
class=SpellE>desactualizado</SPAN> en lo que es el "buque insignia" de la
izquierda en lo municipal.<STRONG><B style="mso-ansi-font-weight: normal"><FONT

avanza. Los vecinos, en la medida que les llega la información y que se

con amplia participación vecinal, se han llevado adelante infinidad de obras en
cada Zona. La mayoría de los vecinos desconoce esto y se sorprende si llega a

principalmente en lo que tiene que ver con la desconcentración de trámites y
gestiones. Pero lo que "esconde el bloqueo informativo" es el verdadero "centro"

asignarán recursos a la segunda y así sucesivamente a tantas como alcance el
fondo para financiar propuestas enteras. Si se da el caso de que los recursos de
la partida zonal, no alcanzan para financiar totalmente la propuesta que sigue
en el orden preestablecido, se podrá apelar a un financiamiento extra de un

de las naciones más justas de la tierra. Sólo para recordarlo, baste decir que

1974-1975</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> la
clase trabajadora recibía el</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 48%</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> del Ingreso Nacional y constituía uno de los más altos
-sino el más alto- porcentaje de participación de los asalariados en la economía
del mundo capitalista. También hay que recordar que apenas uno o dos años antes,
es decir en</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
1972 </SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">o en

dictador Lanusse entregó el poder, los asalariados, es decir los trabajadores

nivel de vida de los trabajadores de un saque. En menos de un año. Mérito de
Cámpora, de Perón y de Gelbard que fue el artífice de dicho plan económico. Sin
embargo gran parte de los sectores de <st1:PersonName w:st="on"
ProductID="la Nueva Izquierda">la Nueva Izquierda</st1:PersonName>, o del
Movimiento Nacional de Resistencia que se había formado en el país a partir
de</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
1955.</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> Sin
embargo sus dos expresiones máximas: el Peronismo Revolucionario -finalmente
hegemonizado por Montoneros, aunque su expresión abarcaba a muchos sectores no
montoneros- y <st1:PersonName w:st="on"
ProductID="la Izquierda Revolucionaria">la Izquierda
Revolucionaria</st1:PersonName>, finalmente hegemonizada alrededor
del</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
PRT-ERP,</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
terminaron coincidiendo en que dicho gobierno tenía un carácter
contrarrevolucionario o 'que era lo mismo que la dictadura anterior'. Cabe
destacar que dichas organizaciones -junto a muchas otras que se fusionaron en
ellas y al vasto movimiento sindical y popular de bases- habían sido decisivas
para derrotar a la dictadura, permitir el retorno de Perón y forzar la salida
electoral de</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
1973.</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> Sin
embargo en un trágico error, ambos grupos en distintos momentos, decidieron
seguir con la lucha armada pese a que el gobierno peronista había sido electo
libremente por el pueblo en las elecciones más limpias existentes
desde</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
1955.</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> Si
bien se puede cargar a Perón los hechos brutales de Ezeiza para intentar meter
en caja a los Montoneros. Y luego del asesinato de Rucci, el inicio de puntuales
operaciones punitivas ilegales por parte de fuerzas del gobierno y la entrega de
la jefatura policial a ViIlar, Margaride y Cáceres Moníe, hechos que favorecían
a la derecha, de ninguna manera dichos actos justificaban el retorno a la
lucha armada.<BR><SPAN style="mso-spacerun: yes">
</SPAN>Lucha que de manera casi inmediata retomó el</SPAN></FONT><FONT
size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> PRT-ERP</SPAN></FONT><FONT

cayendo en la trampa de Ferns. El</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 1º </SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">de mayo de</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 1974,</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> los Montoneros concurrirían a Plaza de Mayo a
gritarle al General: 'Vea, vea, vea que manga de boludos, votamos a una puta,
una muerta y un cornudo.' Provocando la ira del anciano General -como la de
cualquier otro hombre en esa situación- quien los echó de <st1:PersonName
w:st="on" ProductID="la Plaza">la Plaza</st1:PersonName>, y proclamando que 'aun
no había tronado el escarmiento'. Se rompía en el peor escenario posible, el
Frente Nacional que implicaba al Peronismo y que lo había devuelto al poder
en</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
1973,</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
derrotando los planes del Partido de <st1:PersonName w:st="on"
ProductID="la Libertadora">la Libertadora</st1:PersonName> y retomando el
proyecto de Liberación Nacional interrumpido en</SPAN></FONT><FONT size=2><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> 1955.</SPAN></FONT><FONT size=2><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> Los planes de Ferns se cumplían
rigurosamente.<BR><SPAN style="mso-spacerun: yes"> </SPAN>El
escarmiento se iniciaría casi de inmediato: el Padre Mujica sería asesinado al
salir de dar misa. Al llegar a marzo de</SPAN></FONT><FONT size=2><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> 1976</SPAN></FONT><FONT size=2><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> la represión ilegal ya había asesinado y
desaparecido a 2500 militantes del campo popular. Más tarde en setiembre
de</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 1974
</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">ya muerto
Perón, Montoneros completaría la jugada decidiendo pasar a la clandestinidad
'porque este gobierno -el de Isabel- en nada se diferencia de la dictadura
anterior'</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 8pt">.<B
style="mso-bidi-font-weight: normal"><FONT color=blue><SPAN

seguían atacando cuarteles, matando militares y armando un destacamento
guerrillero -que nunca pasó de los 70 miembros- en Tucumán, que serviría en
bandeja los planes del las</SPAN></FONT><FONT size=1><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> FFAA,</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> de retornar al poder. Y los de Ferns-Kissinger, por
supuesto. El resto de la historia la conocemos. El Imperio consiguió que los
argentinos nos matáramos entre nosotros, logrando además que
las</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
FFAA,</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> se
transformaran verdaderamente en un ejército de ocupación y masacre contra
su pueblo, aplicando una política de terror y exterminio que las liquidó como
fuerzas armadas nacionales. Esa es la razón por la cual en <st1:PersonName
w:st="on" ProductID="la Argentina">la Argentina</st1:PersonName> que dio a
Perón, a Mosconi, a Savio, a Mercante, a Farell, a Carcagno y a otros
militares nacionalistas, produce que hoy en lugar de un Chávez o un Humala,
hayamos producido a un Rico o a un Seineldín. También destruyó al peronismo. No
fueron los Montoneros ni el ala revolucionaria los herederos de Perón sino la
derecha peronista reciclada en neoliberal luego de</SPAN></FONT><FONT
size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 1976,</SPAN></FONT><FONT
size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> dando origen el infame
peronismo de Carlitos incluida la confederación neomenemista -con inclusión de
los montoneros reciclados- que hoy gobierna la nación. Fue un colapso
masivo de la nación, las fuerzas revolucionarias y transformadoras surgidas en
el largo ciclo de resistencia</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 1955-1973</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> se autoinmolaron en la guerrilla autoproclamada. Perón
destruyó a su movimiento enfrentando sin cesar a los jóvenes equivocados, como
su principal enemigo. 'Después de mi el diluvio', pareció ser su slogan de
acción. De la misma manera las</SPAN></FONT><FONT size=1><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> FFAA,</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> se destruyeron a sí mismas masacrando a su pueblo y
haciendo suyo el plan del enemigo de la nación. Ferns-Kissinger habían
ganado en toda la línea.</SPAN></FONT><SPAN lang=ES-UY><BR></SPAN><B
style="mso-bidi-font-weight: normal"><FONT face=Arial size=1><SPAN lang=ES-UY

físicamente a las</SPAN></FONT><FONT size=1><SPAN lang=ES-UY

style="FONT-SIZE: 11pt"> y humillar a la nación, llevándola a una guerra
donde fueran noqueadas y la nación obligada a firmar una paz deshonrosa.
Así se llegó a Malvinas. De vuelta una reivindicación justa fue utilizada
de manera errada, por fuerzas que respondían al enemigo. El resultado resultó
exactamente al revés del que se creía buscar. Sí se produjo el resultado que el
enemigo buscaba. Así <st1:PersonName w:st="on" ProductID="la Argentina">la
Argentina</st1:PersonName> aguijoneada por <st1:PersonName w:st="on"
ProductID="la Marina">la Marina</st1:PersonName> de guerra -agente imperialista
por excelencia- se embarcó en una guerra absurda en el Atlántico Sur. Gran
Bretaña consiguió todo lo que se propuso. Liquidó la negociación internacional
por las Malvinas que por sí misma la hubieran obligado a devolverlas alrededor
del año</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
2000.</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> Se
apropió del petróleo y de la inmensa riqueza ictícola del Atlántico Sur,
depredándola sin necesidad de compartir nada con nosotros. Pero lo más
importante consistía en que a partir de allí podía exigir a
<st1:PersonName w:st="on" ProductID="la Argentina">la Argentina</st1:PersonName>
un Tratado de paz que liquidara <st1:PersonName w:st="on"
ProductID="la Naci?n Peronista.">la Nación Peronista.</st1:PersonName> Es decir
<st1:PersonName w:st="on" ProductID="la Argentina">la Argentina</st1:PersonName>
industrial, tecnológica y científica, y con soberanía militar incluida. Las
condiciones humillantes de esa paz, son la razón por la cual -en lo mejor de su
gobierno- Alfonsín se negó a firmar cualquier tratado con Gran Bretaña, ya que
la exigencia británica era la entrega del Estado nacional. Tal cual sí lo haría
el traidor de Anillaco, al firmar en</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 1989-1990</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> los tratados de Madrid y Londres, entregando un
patrimonio de</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 2</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> billones de dólares a cambio de
apenas</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
25.000</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
millones. Perdiendo además nuestra soberanía e independencia económicas,
construidas después de</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 1943.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal><FONT face="Times New Roman" size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><SPAN style="mso-spacerun: yes">
</SPAN>No casualmente Alfonsín propuso llevar la capital a Viedma y Carmen de
Patagones. Había que proteger <st1:PersonName w:st="on"
ProductID="la Patagonia">la Patagonia</st1:PersonName>, que quedaba expuesta a
ser lo que Gran Bretaña siempre quiso y alentó: una factoría inglesa.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Desgraciadamente eso es lo
que es hoy. La nación argentina ha perdido el control real sobre <st1:PersonName
w:st="on" ProductID="la Patagonia. Militar">la Patagonia.
Militar</st1:PersonName>, ferroviario, físico, minero, petrolero y
estratégico. Sólo el</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 20%</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> de su superficie pertenece a argentinos. Fue en esa
línea de reposicionamiento y defensa frente a Gran Bretaña y</SPAN></FONT><FONT
size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> EEUU, </SPAN></FONT><FONT
size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">que el gobierno alfonsinista
creó junto a Brasil el</SPAN></FONT><FONT size=1><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> MERCOSUR.</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> La mayor construcción estratégica de los
latinoamericanos de las últimas décadas. Por supuesto después Alfonsín declaró
la 'economía de guerra', legitimó la deuda externa, desarrolló el Plan Austral,
firmó el plan Brady, debilitó las empresas del Estado, nos regaló las 'felices
pascuas', la obediencia debida y el punto final capitulando en toda la línea.
Sin embargó no firmó el Tratado de Paz, que si firmó Carlitos, entregando la
nación y devolviéndonos al estado colonial. Así se cerró el ciclo
Ferns-Kissinger. Se había desatado una guerra civil dónde realizamos 'lo que
nosotros necesitamos que hagan para que se destruyan solos.' Hicimos entre
nosotros lo que ellos necesitaban que hiciéramos.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Luego el ejército inglés se
ocupó del 'majestuoso' general amigo de Moria Casán -llevado a la guerra por los
marinos que aun usaban luto por el Almirante Nelson-y se cerró el ciclo. Sólo
había que pasar la factura, algún cipayo la pagaría.<BR><SPAN

situación de ofensa nacional, de imposición de nuestra política de gran
potencia, como si los hermanos orientales fueran una provincia argentina,
estaremos liquidando de hecho el</SPAN></FONT><FONT size=1><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> MERCOSUR. </SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">De hecho en la historia uruguaya por lo menos tres veces
los Orientales proclamaron su deseo estar junto a nosotros, de ser parte de

ya derrotado Artigas -por el Partido Porteño-Británico en acuerdo secreto con
los portugueses. Fueron los infames intereses coloniales de la burguesía porteña
quienes lo impidieron. ¿Han olvidado los compatriotas de Entre Ríos la infamia
cometida por Urquiza durante el genocidio de Paysandú?, cuando las tropas del
Imperio Brasileño masacraron a los federales Orientales para permitir el plan
Británico de aplastar al Paraguay independiente, soberano y autónomo de los
López? ¿Es posible que un problema ambiental de real existencia, nos lleve a
permitir que</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
EEUU,</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> pueda
reponerse de la derrota infligida en Mar del Plata, consiga romper
el</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> MERCOSUR,
</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">obligando
a Uruguay y a Paraguay a retirase del mismo, firmado
sendos</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> TLC
</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">con los
yanquis? Es evidente que una vez más el árbol -y valga la doble metáfora-
no nos permite ver el bosque.<BR><SPAN

un doble problema: ambiental y político a la vez. Pero es esencialmente un
problema geopolítico para todo el</SPAN></FONT><FONT size=1><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> MERCOSUR </SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">y Sudamérica. ¿Es tan difícil observar que apenas
derrotado Bush por knock-out en la cumbre de Mar del Plata, estalló de manera
incontrolable el conflicto con los hermanos uruguayos, acicateado por el
corrupto gobierno entrerriano? ¿O acaso ahora Busti es un patriota y un
ambientalista a rajatabla? ¿No fue Busto acaso quién señaló que si las papeleras
no se hacían en Entre Ríos no se harían en ninguna parte? No era por pasión
ambiental casualmente.<BR></SPAN></FONT><B

donde el monocultivo de soja transgénica forrajera ha hecho estragos en casi
toda su superficie, arrasando sus demás producciones obligando a su pueblo a
vivir en condiciones de pauperización, recurriendo al turismo por ejemplo. Los
problemas ambientales pueden ser resueltos en el marco del</SPAN></FONT><FONT
size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> MERCOSUR </SPAN></FONT><FONT
size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">y hasta con ventajas, ya que una
acción unida del bloque puede transformar el tema de las papeleras en una
cuestión regional y ayudar resolver sus cuestiones pendientes, de mejor manera.
Obligando a las empresas a discutir cuestiones que el Estado
uruguayo por sí sólo no puede hacer. No puede olvidarse que fue el ex presidente
Duhalde, como mandatario argentino y luego como Presidente
del</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> MERCOSUR
</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">quien aprobó
la instalación de las papeleras.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>También es cierto -como
sostienen algunos ambientalistas- que el hecho que <st1:PersonName w:st="on"
ProductID="la Argentina">la Argentina</st1:PersonName> sea el país más
contaminado de <st1:PersonName w:st="on" ProductID="la Cuenca">la
Cuenca</st1:PersonName> no sirve como argumento para reclamar contra la
contaminación de otro. Pero el dato no puede dejar de tenerse en cuenta.
Argentina tiene diez papeleras que contaminan mucho más que las proyectadas.
Pero, y aquí está uno de los problemas, producen la mitad de lo que producirán
la orientales. Que una de dichas papeleras pertenezca al grupo Clarín no puede
dejar de por lo menos, de llamarnos la atención respecto de la trascendencia
pública del conflicto. Tampoco puede ignorarse el justo reclamo de los hermanos
entrerrianos y su movilización que se enmarca en el camino abierto por
el</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 19
</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">de
diciembre. Pero hay que mirar el bosque y aprender de los errores del
pasado.<BR><SPAN style="mso-spacerun: yes"> </SPAN>No nos
puede volver a pasar lo del</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> '73.</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> Nuestro país no tiene argumentos reales para
enfrentar el planteo de la construcción de las papeleras, mientras Tartagal está
siendo devastado por las inundaciones producidas por el desmonte y la siembra
directa de la sojización.<o:p></o:p></SPAN></FONT></P>

</SPAN>Lo mismo ocurrió de manera más trágica hace tres años en Santa Fe,
matando a</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
150 </SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">personas. No es posible, no suena cuerdo. Nuestra costa
del Río de <st1:PersonName w:st="on" ProductID="la Plata">la
Plata</st1:PersonName> está contaminada hasta el hartazgo desde hace décadas, la
uruguaya no. <st1:PersonName w:st="on" ProductID="la Argentina">La
Argentina</st1:PersonName> posee el curso de agua más contaminado del mundo -el
Riachuelo- y nadie hace nada para remediarlo pese a que a su alrededor viven
varios millones de personas. Frente a la ciudad de Buenos Aires existe el polo
petroquímico de Dock Sud. Si llegara a explotar la onda expansiva arrasaría una
superficie que llegaría hasta el obelisco y la nube tóxica alcanzaría toda

Buenos Aires. Es decir arrasaría la vida de varios millones de personas. Peor
aún, hoy en <st1:PersonName w:st="on" ProductID="la Boca">la
Boca</st1:PersonName>, Barracas y Dock Sud dicho Polo Petroquímico produce hoy
por emanaciones tóxicas, graves enfermedades entre sus habitantes, que afectan
en círculos concéntricos a varios millones de personas. Hablamos de cáncer,
leucemias, lupus, púrpura, alergias y enfermedades autoinmunes, comprobadas por
los estudios toxicológicos de entidades ambientales y de la salud.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Sin embargo ni el gobierno
de <st1:PersonName w:st="on" ProductID="la Ciudad">la Ciudad</st1:PersonName> de
Buenos Aires ni el nacional hacen nada por erradicar el polo de Dock Sud.
Poseemos en Córdoba el barrio de Ituzaingó Anexo con casi</SPAN></FONT><FONT
size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 200</SPAN></FONT><FONT
size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> casos de cáncer, lupus, púrpura
y otras graves enfermedades producidas por los agrotóxicos aplicados sobre la
soja transgénica. Hemos contaminado con transgenes una superficie
de</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 15
</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">millones de
hectáreas, produciendo efectos tal vez irreversibles sobre el ecosistema y
la salud de la población. Hemos servido de cabeza de puente para que Monsanto
introdujera la soja</SPAN></FONT><FONT size=1><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> RR </SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">y el uso masivo del glifosato por todo
el</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
MERCOSUR.</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
Somos unas de las pocas megaurbes del mundo que no sólo no recicla la basura,
sino que la entierra, contaminando todo el ecosistema donde
viven</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 18
</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">millones de
habitantes.<BR><SPAN style="mso-spacerun: yes"> </SPAN>Además
pagamos del erario público cifras millonarias a un grupo de empresas parásitas,
para semejante despropósito ambiental. Podríamos ahorrar una fortuna y producir
otra reciclando, generando al mismo tiempo una enorme masa de empleo genuino.
Estamos contaminando la otrora fértil pradera pampeana con una cifra superior a
los</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 250
</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">millones de
litros de herbicidas por año. Las empresas pesqueras españolas están depredando
nuestro litoral atlántico destruyendo especies enteras de peces y mariscos con
técnicas de captura propias de un basurero. Estamos entregando todos nuestros
recursos mineros sin recibir un solo dólar a cambio, contaminado enormes
extensiones y cursos de agua con cianuro, y mercurio. Por el contrario pagamos
por ello con el</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 2%</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> de la producción minera. Estamos demoliendo cerros sin
que nadie lo controle. Repsol ha exportado nuestro petróleo y nuestro gas sin
rendir cuentas y sin respetar nuestras reservas. Somos el único país del mundo
en haber entregado su empresa nacional de petróleo sin haber sido invadido
militarmente. Somos el único país del mundo que ha destruido su sistema
ferroviario el más importante de América Latina cumpliendo una exigencia
inglesa, y de la burguesía colonial argentina -esa que la senadora Cristina
Fernández llama nacional- para lograr la desarticulación de la población y la
producción nacional, permitiendo al complejo parasitario y gansgsteril de peajes
y empresas de transportes saquear a la población. Nuestra nación fue la único en
el mundo que ha entregado en peaje rutas construidas por la nación y las
provincias, afectando de manera concreta la igualdad de los ciudadanos ante la
ley, afectando el libre tránsito de sus habitantes, desarticulando a la
población. En fin, es imposible que nosotros nos pongamos a la cabeza de una
reivindicación que si puede ser justa en una mirada exclusivamente ambiental,
nos lleva a destruir el</SPAN></FONT><FONT size=1><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> MERCOSUR </SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">y a favorecer abiertamente los planes del imperialismo
norteamericano. Así planteadas las cosas Uruguay y Paraguay abandonarán
el</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
MERCOSUR,</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
firmarán los</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
TLC y EEUU,</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
habrá logrado destruir su enemigo más importante en el hemisferio:
el</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
MERCOSUR</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> y

Sudamericana</st1:PersonName> de Naciones. Logrará además debilitar el proyecto

</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">y a
<st1:PersonName w:st="on" ProductID="la Revoluci?n Bolivariana">la Revolución
Bolivariana</st1:PersonName>, pudiendo así avanzar en sus planes de

como el nuestro debemos ser cuidadosos con el planteo ecológico, en cuánto a lo
que este tiene de anti-industrial. Una cosa es la discusión en Europa del
control o reorientación de la actividad industrial, energética y de recuperación
o protección de su actividad agropecuaria masivamente granjera y no
latifundista, por otra parte. Y otra muy distinta es trasladar mecánicamente
dicha mirada a América latina. Una cosa es la protección de los recursos
naturales, el cuidado del ambiente y la protección de los recursos no
renovables -el suelo es uno de ellos- y otra muy diferente es propiciar
políticas que son esencialmente anti-industriales y favorecen a los planes
conjuntos del imperialismo y la burguesía colonial argentina -Macri, Roggio,
Fortabat, Techint, etc. Esa mirada ha llevado por ejemplo a justificar y
promover la desindustrialización de <st1:PersonName w:st="on"
ProductID="la Ciudad">la Ciudad</st1:PersonName> de Buenos Aires, para 'tener
una ciudad limpia'. Sin entender o desconociendo, que ese era uno de los planes
de la oligarquía ya en 1955 y de las exigencias británicas del 'tratado de paz'.
'Para que desaparezca el peronismo deberán desaparecer las chimeneas', señaló
claramente el Almirante Rojas en</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 1955.</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> Desindustrializar Buenos Aires, es decir sacar a la
clase obrera de Buenos Aires, fue un objetivo llevado adelante a rajatabla por
la dictadura genocida. Esa era la idea del intendente Brigadier Cacciatore, que
llevó adelante sin hesitar en un doble sentido: cerrando fábricas gracias
<st1:PersonName w:st="on" ProductID="la Plan">la Plan</st1:PersonName> de
Martínez de Hoz y erradicando Villas de Emergencia 'porque para vivir en Buenos
Aires hay que tener un determinado poder adquisitivo' según señaló el
'democrático' Brigadier bombardero de Plaza de Mayo en junio
de</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
1955.</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> Dicha
política fue luego aplicada a rajatabla por el menemismo y continuada por De
<st1:PersonName w:st="on" ProductID="la Ra">la Rúa</st1:PersonName> e Ibarra,
quien llegó al extremo de enrejar las plazas y parques para que los pobres no
pernocten en <st1:PersonName w:st="on" ProductID="la Ciudad">la
Ciudad</st1:PersonName>, se 'cansen y se vayan a otra parte'. Ibarra fue más
lejos: proponía la retirada de los</SPAN></FONT><FONT size=1><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> FFCC,</SPAN></FONT><FONT size=2><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"> de <st1:PersonName w:st="on" ProductID="la Ciudad">la
Ciudad</st1:PersonName> -'actividad sucia y paisajísticamente desagradable'- y
en un momento hasta el Aeroparque iba a salir de Buenos Aires. Con argumentos
ambientalistas y de seguridad que ¡oh sorpresa¡ coincidían con los inmensos
intereses inmobiliarios de <st1:PersonName w:st="on" ProductID="la Ciudad">la
Ciudad</st1:PersonName> -imaginen nomás, el costo por m</SPAN></FONT><FONT
size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">2 </SPAN></FONT><FONT
size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">de los terrenos del Aeroparque-
y con los del grupo Eunekián que quería concentrar el negocio en 'su' aeropuerto
de Ezeiza. En todo caso las reivindicaciones parciales -y las ecológicas pese a
su mirada holística lo son- deben siempre estar supeditadas a la perspectiva
general y estructural de los intereses generales de la nación. Sino se
corre el riesgo de favorecer los intereses exactamente contrarios a los que se
desea. Por ejemplo, la prohibición impuesta en <st1:PersonName w:st="on"
ProductID="la Ciudad">la Ciudad</st1:PersonName> de Buenos Aires a la tenencia
de aves de corral y animales de granja, es parte de la política de expulsar a
los pobres del ejido urbano y de romper la soberanía alimentaria de la población
en general, para que sean rehenes de las grandes cadenas de hipermercados y
minimercados. Realmente la mejora ambiental y sanitaria que puede producir dicha
medida es mucho peor que el hambre y la mala alimentación que la misma promueve.
Y así de seguido. Los mayores productores de residuos y generadores de nuevos
residuos en forma permanente en <st1:PersonName w:st="on"
ProductID="la Ciudad">la Ciudad</st1:PersonName> son las grandes cadenas de
hipermercados que cargan al costo a toda la sociedad. Sin embargo no son
atacados por los movimientos ambientalistas, -ni afectados por ninguna medida
gubernamental- cuando son responsables ellos solo de la pérdida de mas de 4
millones de puestos de trabajo -en todo el conurbano-, de una gigantesca
contaminación por plástico y otros materiales de difícil reciclado, mientras
súperexplotan a sus empleados en jornadas de trabajo violatorias de la ley de
ocho horas.</SPAN></FONT><SPAN lang=ES-UY><BR><SPAN
style="mso-spacerun: yes"> </SPAN></SPAN><B
style="mso-bidi-font-weight: normal"><FONT face=Arial size=1><SPAN lang=ES-UY

lang=ES-UY style="FONT-SIZE: 11pt">y el gobierno no puede dejar de aceptarlo. Es
absurdo que no discutamos semejante conflicto entre los países hermanos y
recurramos a organismos del Imperio para hacerlo. Decir que se está contra
el</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> ALCA
</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">pero hacerle
el juego, es sin dudas un doble discurso, al cual el gobierno apela en forma
permanente. En segundo lugar se hace imprescindible redefinir
el</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> MERCOSUR
</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">como una
verdadera comunidad de naciones donde las más ricas auxilien y ayuden a las más
pobres y donde el mismo deje de ser un mercado para la burguesía paulista y se
transforme en una palanca para el desarrollo y la unión de todo
Sudamérica. Incluyendo claro está la reindustrialización de <st1:PersonName
w:st="on" ProductID="la Argentina">la Argentina</st1:PersonName>, que como muy
bien señaló un experto de Itamaratí 'no fue una decisión brasileña que
<st1:PersonName w:st="on" ProductID="la Argentina">la Argentina</st1:PersonName>
dejara de ser industrial' sino de la burguesía colonial argentina, que no
soportaba una clase obrera semejante a la de</SPAN></FONT><FONT size=2><SPAN
lang=ES-UY style="FONT-SIZE: 10pt"> 1945-1976.</SPAN></FONT><FONT size=2><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> También fue una decisión de
los</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
EEUU,</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> y Gran
Bretaña que la burguesía colonial argentina -¿dónde estará la nacional?- aceptó
a cambio de la plata dulce, la convertibilidad, de poder guardar sus fortunas
fuera del país y de participar como socio menos de las empresas multinacionales
de al expoliación de América Latina. Con los más de</SPAN></FONT><FONT
size=2><SPAN lang=ES-UY style="FONT-SIZE: 10pt">150 </SPAN></FONT><FONT
size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">mil millones de dólares que los
Macri, los Roggio, los Pérez Companc, los Techint, los Fortabat y compañía
tienen fuera del país: ¿cuánto tardaríamos en volver a ser industriales?
Kirchner con la manipulación neomenemista que le es habitual se pondrá a la
cabeza de la cuestión ambiental como lo ha hecho con la cuestión de los derechos
humanos. Con su astucia mediática -matizada con un brutal hegemonismo: 'sino
estás conmigo estás contra mi. Si no te puedo cooptar o comprar, te destruyo'-
expresada por ejemplo en la lucha contra los ganaderos sin hablar una palabra de
la sojización monsantiana responsable de la falta de carnes. O peor aún, con
dicha pelea tapar el escándalo de Repsol que ha robado la mitad de nuestras
reservas petrolíferas y gasíferas sin que 'nuestro Presidente' se diera por
enterado. De la misma manera hará con el tema ambiental: ahora el kirchnerismo y
los menemistas que lo acompañan serán los campeones del medio ambiente. ¿Quién
será <st1:PersonName w:st="on" ProductID="la Hebe">la Hebe</st1:PersonName> de
Bonafini que se suba al carro triunfal ambiental de</SPAN></FONT><FONT
size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> KK?</SPAN></FONT><FONT

renacionalizar su petróleo y su gas- son esclavizados en Buenos Aires por
miembros de la burguesía colonial argentina. Mientras tanto Doña Rosa mira para
otro lado o va a Gualeguaychú a protestar contra las papeleras. Si el gobierno
tuviera la decisión política de reconstruir en forma inmediata el mercado
interno, el Estado nacional soberano y la industria nacional, ¿cuánto
tardaríamos en recuperar nuestra capacidad industrial? Sino salvamos
el</SPAN></FONT><FONT size=1><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> MERCOSUR
</SPAN></FONT><FONT size=2><SPAN lang=ES-UY style="FONT-SIZE: 11pt">volveremos a
ser esclavos. Pese a todas las sandeces en juego, el dilema para nuestros
pueblos sigue siendo el mismo: Liberación o Dependencia. El</SPAN></FONT><FONT
