en el marco del ciclo Arbol, integrado por micros televisivos que realiza el
canal a los efectos de narrar el proceso a través del cual se produce cada
Video. Además, cada Grupo productor se organiza y proyecta los Videos en algún
espacio público de su barrio -contando con el apoyo del</SPAN><SPAN lang=ES-TRAD

productores, se organizan instancias para compartir las experiencias realizadas

los Videos, se brindan Talleres de Capacitación a los integrantes de los Grupos;
en ellos se experimenta sobre diversas materias que integra el video
comunitario, contando con la participación de profesionales. Además, se da apoyo
a los Grupos durante la producción de sus Videos a través de un mail de
consultas a diferentes profesionales.<o:p></o:p></FONT></SPAN></P>

como por el contenido: se trata de videos barriales, impulsados, pensados y
llevados a cabo íntegramente por cada grupo de barrio; todo dentro del marco del
proyecto Arbol. Resulta sumamente interesante la finalidad última de la
realización de estos videos, más allá de la enseñanza del lenguaje audiovisual.
Porque lo que buscan estas caserísimas producciones es el intercambio
comunitario: abrir, a través de las posteriores proyecciones en cada barrio, un
espacio de comunicación, de reflexión, de discusión de temas que importan a
todos. Las experiencias son variadas, pero todas muy ricas en su propia
modalidad. El agregado del equipo de Arbol es la recolección audiovisual de las
vivencias de los realizadores -casi siempre son jóvenes, pero los hay no tanto-
sobre la elección del tema a tratar y el enfrentamiento real. Y los resultados
son absolutamente deleitables, exponiendo una serie de productos que no podrían
encontrarse más alejados de los estereotipos publicitarios y que sin embargo son

períodos este proceso ha tenido marchas y contramarchas, pero es evidente un
importante avance en lo que se refiere a participación vecinal en la gestión de
gobierno local (control, propuestas y decisión sobre obras y servicios), hasta

interesan por los temas que lon involucran en lo cotidiano del barrio, se

de obras en cada Zona. La mayoría de los vecinos desconoce esto y se sorprende

plantea aprovechar el resto de las instalaciones existentes, realizando las
siguientes obras: construcción de gradas, acondicionamiento de la "herradura",
escenario, vestuarios y baños. Se trata de un viejo reclamo y necesidad
planteado por los vecinos de la zona, y se cuenta con el apoyo del Departamento
de Cultura y del Proyecto Esquinas para impulsar este proyecto y desarrollar la
actividad cultural en la zona y en este espacio en particular, lo que tendrá un
impacto para todo el departamento de Montevideo.<BR><SPAN

mayo, durante un acto en el cual las autoridades del Ministerio del Interior
dieron a conocer los detalles de la iniciativa. El programa cuenta con el apoyo
del</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> PNUD </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">de las Naciones Unidas, y se llevará a todo el país
luego de experiencias piloto que se llevarán a cabo en la capital del
país.<o:p></o:p></SPAN></FONT></P>

local que permitan mejorar la seguridad ciudadana, de acuerdo al carácter
multicausal del fenómeno delictivo.<o:p></o:p></FONT></SPAN></P>

la iniciativa, el Ministro del Interior</FONT></SPAN><SPAN lang=ES-UY

destacó el carácter interinstitucional de las Mesas Locales, y el rol de las
Intendencias municipales y del Ministerio de Desarrollo Social en relación a la
necesidad de combatir también las causas de la violencia y el delito.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>"Con el inicio del trabajo
de las Mesas Locales para <st1:PersonName w:st="on"
ProductID="la Convivencia">la Convivencia</st1:PersonName> y <st1:PersonName
w:st="on" ProductID="la Seguridad Ciudadana">la Seguridad
Ciudadana</st1:PersonName>, estamos dando cumplimiento a uno de los objetivos
más relevantes de nuestro programa de gobierno -señaló-, porque nos habíamos
comprometido a favorecer el control de la gestión policial mediante la
participación ciudadana canalizada exclusivamente a través de la forma que
natural y tradicionalmente se ha dado la sociedad uruguaya".<BR><SPAN
style="mso-spacerun: yes"> </SPAN>El Ministro del Interior
descartó la utilización de comisiones y otras organizaciones promovidas o
inducidas desde el aparato del Estado, y destacó el papel de las organizaciones
sociales, culturales, religiosas, sindicales, gremiales o deportivas en este
proceso. "Dentro de la misma sociedad, existe un valioso capital social
constituido por organizaciones, asociaciones de vecinos, redes, grupos de
interés, etc., basados en relaciones de confianza y reciprocidad, lo que permite
un mayor potencial para intervenir en los factores antes referidos, favoreciendo
procesos tendientes a la resolución pacífica de los conflictos interpersonales o
grupales".<BR><SPAN style="mso-spacerun: yes">
</SPAN>Asimismo, el Ministro Díaz sostuvo que "para un adecuado funcionamiento
de una sociedad democrática, deben habilitarse los mayores espacios de
participación popular en aquellos temas que se consideran prioritarios para el
interés común. Sin embargo, dicha participación en temas tan delicados como los
que pueden lesionar el monopolio del estado democrático en la utilización de la
fuerza legítima, debe tener límites precisos. Y las funciones clásicas de la
policía, solo pueden ser cumplidos por la misma policía, esto es, por el
Estado".<BR><SPAN style="mso-spacerun: yes"> </SPAN>En este
orden de ideas, el Ministro del Interior precisó que las "instancias
comunitarias que se organicen deben centrar su intervención en actividades
dirigidas a la prevención de conductas violentas o delictivas, favoreciendo un
ambiente de tolerancia y respeto, y contribuyendo a atacar algunos factores
criminógenos ligados a aspectos de tipo cultural, social o económico", y destacó
además el carácter democrático que debe acompañar las instancias de
participación planteadas: "la integración de las instancias de participación
comunitaria en cualquier tema, debe garantizar procedimientos democráticos que
respeten la conformación pluralista de tales estructuras. En el mismo sentido,
debe garantizarse el funcionamiento democrático interno a través de reglas
aceptadas por los participantes".<o:p></o:p></FONT></SPAN></P>

José Díaz apuntó además que "en localidades del Uruguay profundo, lanzaremos un
programa permanente de reuniones zonales de comisarios con sus respectivos
jefes, que haremos en todo el país para estimular, coordinar y mejorar los
servicios policiales a partir de sus unidades básicas, con las que enlazarán las
mesas locales para la construcción de una nueva y mejor seguridad ciudadana,
fijándonos compromisos de medidas a ajustar y las formas de controlar que dichas
medidas realmente se concreten, cada uno cumpliendo sus labores específicas: la
sociedad civil, aportando informaciones y sugerencias a nuestra Policía, lugar
por lugar, y <st1:PersonName w:st="on" ProductID="la Polic￭a">la
Policía</st1:PersonName> cumpliendo sus sacrificadas e intransferibles funciones
prevento represivas para mantener el orden público y mejorar los niveles de la
seguridad ciudadana en la plena vigencia de los derechos humanos de
todos".<o:p></o:p></SPAN></FONT></P>

anteriores en materia de criminalidad y violencia; ahora tenemos por delante la
magna tarea de hacer bajar los índices de criminalidad y violencia, mejorando
entre todos la seguridad ciudadana en materia de prevención y enfrentamiento del
delito".<o:p></o:p></SPAN></FONT></P>

"en materia de prevención social y de integración de una sociedad desintegrada y
con violencia el papel del nuevo Ministerio de Desarrollo Social es y seguirá
siendo fundamental como promotor y articulador de políticas sociales que apunten
a superar poco a poco las causas sociales de la violencia y la criminalidad",
agregando que "nuestra relación interinstitucional está presente y seguirá
estándolo en este trabajo junto al</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> MIDES,</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
sumando lo ya hecho, que no es poco, a lo que haremos a partir de ahora y a lo
que seguiremos haciendo hasta completar el primer quinquenio de gobierno

apelación a un mayor involucramiento de la comunidad en cuestiones vinculadas a
la seguridad ciudadana se origina en la necesidad de los cuerpos policiales por
mejorar su imagen, tradicionalmente asociada a acciones indiscriminadas, tanto
en relación a sus operaciones contra la delincuencia común u organizada, como en
su papel de control político, especialmente esto último en nuestro continente",
agregando que "en forma complementaria se verifica el convencimiento en amplios
sectores policiales respecto a la necesidad de abandonar la pesada carga que
representa el permanente señalamiento de ineficacia en el cumplimiento de sus
servicios, cuando no demostrar conductas reñidas con la ética profesional, lo
que se lograría con un mayor acercamiento o apertura hacia la
comunidad".<o:p></o:p></FONT></SPAN></P>

Mandeville: "La experiencia del trabajo de las Naciones Unidas en estos temas,
es una garantía de que las Mesas Locales para <st1:PersonName w:st="on"
ProductID="la Convivencia">la Convivencia</st1:PersonName> y <st1:PersonName
w:st="on" ProductID="la Seguridad Ciudadana">la Seguridad
Ciudadana</st1:PersonName>, será un instrumento para mejorar el desarrollo
humano sostenible de todos los uruguayos y uruguayas, en especial de aquellos
sectores de nuestra sociedad que han sido, históricamente, los más

Subsecretario del Interior</FONT></SPAN><SPAN lang=ES-UY

presentó los objetivos, fundamentos, integración y plan de trabajo de las Mesas
Locales. El Subsecretario Faroppa también se refirió a la forma en que
funcionarán las mismas. En su intervención, Faroppa destacó la elaboración de
compromisos con metas definidas y un cronograma de acción, y el monitoreo
permanente y la evaluación conjunta de las metas en acuerdo con la
comunidad.<BR><SPAN style="mso-spacerun: yes"> </SPAN>Las
Mesas Locales se integran con un representante del Ministerio del Interior, un
representante del Gobierno local y representantes de las organizaciones sociales
y vecinales de <st1:PersonName w:st="on" ProductID="la Zona. Se">la Zona.
Se</st1:PersonName> invitará a participar a responsables de otros Organismos
Públicos que se consideren relevantes para abordar los problemas de la zona.
Además de la mejora de los servicios policiales, se busca fortalecer la
prevención social a través de programas multisectoriales focalizados, que
atiendan situaciones de vulnerabilidad y aborden causalidades de la violencia.
También se trabajará en la prevención situacional para recuperar los espacios
públicos locales y su utilización en un clima de
convivencia.<o:p></o:p></FONT></SPAN></P>

que el plan de trabajo que tendrán las Mesas Locales consistirá, en primer
lugar, en realizar un relevamiento de las organizaciones sociales que ya están
funcionando en cada zona al nivel de focalización mayor que pueda lograrse",
precisando que "como sostenía el señor ministro, no se trata de crear espacios
de participación, sino de trabajar con los que ya existen, simplemente
facilitando y favoreciendo la coordinación entre las entidades sociales que ya
hay en cada zona. Se convocará también a representantes de vecinos y
organizaciones locales relevantes a los efectos de preparar en forma
participativa un diagnóstico breve, concreto, sobre los problemas de convivencia
y seguridad con base local. A partir de ese diagnóstico se establecerán
consensos y prioridades para una acción en conjunto entre las instituciones
públicas y las organizaciones sociales, y se elaborarán compromisos concretos de
seguridad. Breves. Específicos. Que tengan metas definidas y un cronograma de
