comunal una partida fija, dando a la gestión vecinal participativa la

comunitario</SPAN></A>, que se suma a lo que se viene (y continúa) haciendo con

gobierno municipal ha designado para</SPAN><SPAN lang=ES-UY

Descentralización, Desconcentración de Servicios y Participación vecinal
(Presupuesto Participativo) en la gestión municipal, se viene desarrollando

`90,</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> al asumir la izquierda por
primera vez un gobierno comunal (Montevideo). En cada período se ha ido
profundizando ese proceso, llegando a la situación actual de incorporar un nuevo
elemento que son la elaboración de proyectos especiales, paralelamente a los más
tradicionales Compromisos de Gestión anuales. Al comienzo de cada período de
gobierno municipal, los vecinos también participan en la elaboración del Plan
Quinquenal Zonal, así como periódicamente en la elaboración del Plan Estratégico
de Desarrollo Zonal.<o:p></o:p></SPAN></FONT></P>

elaboración del Presupuesto Participativo realizado en la sede comunal, el
intendente Ehrlich señaló que esta nueva experiencia significa un avance en la
propuesta de descentralización y participación ciudadana que impulsa el gobierno
montevideano desde</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
1990.</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> Explicó que a través
del funcionamiento de los Gobiernos Zonales se ha promovido un significativo
cambio de gestión de la actividad municipal, que implica mayor eficiencia y un

los funcionarios municipales. También destacó el aporte de los órganos de
gobierno local, a través de las Juntas Locales y los Concejos Vecinales. "La
participación ciudadana debe explorarse y profundizarse para consolidar día a
día la democracia. Exige esfuerzo y compromiso de los vecinos y que las
autoridades municipales tengan oídos abiertos a las propuestas y las críticas,
pero también disposición a transferir poder a los ciudadanos", aseveró
Ehrlich.<o:p></o:p></FONT></SPAN></P>

modalidad -que se pone en práctica este año, implica una responsabilidad mayor
para los vecinos y nuevas posibilidades, que pueden profundizar la participación

el área rural, un crédito presupuestal a ser ejecutado en función de propuestas

Esas propuestas serán examinadas desde el punto de vista técnico y, una vez que
esté comprobada su viabilidad, serán los propios vecinos quienes decidan, a
través de una votación democrática, el orden de prioridad de los proyectos que,
luego, se llevarán a cabo en el</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt">
2007.<o:p></o:p></SPAN></FONT></P>

definidas con los Concejos Vecinales, lo que asegura la intervención local en

prioridades definidas directamente por los vecinos. El Intendente adelantó que

enseñanza secundaria de segundo ciclo ni enseñanza técnica, obligando a los

IMM</st1:PersonName> es la poca capacidad de comunicación con los
vecinos.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Hemos visto como se
invierten importantes sumas de dinero confeccionando afiches de muy buena
calidad, los cuales, lamentablemente muchas veces no alcanzan a cumplir con su
objetivo, puesto que; Llegan tarde a los</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt"> <st1:PersonName
w:st="on">CCZ</st1:PersonName>,</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">
o no se distribuyen, o bien se elige mal el lugar para su instalación (el
ejemplo mas claro es un afiche colocado dentro de la maraña de carteles a la
entrada de los supermercados. Salvo que alguien necesite algo específico, es un
porcentaje ínfimo la cantidad de gente que se detiene a mirarlos). Entre otras
cosas, esto incide directamente para que la mayoría de los vecinos no se enteren
de las actividades y desconozcan incluso las posibilidades que les ofrecen los
Centros Comunales.<o:p></o:p></SPAN></FONT></P>

condiciones de vida de la población han cambiado mucho y la gente ya no tiene

transporte colectivo, puesto que no sólo es de fácil identificación, sino que
prácticamente llega a toda la ciudad a través de sus

mayores -muy poco en broma- que había que casarse con blanco para “purificar la

disimilitudes que nos alejen. Lo que se torna a veces quimérico, es saltar las
fronteras invisibles que permanentemente creamos para separarnos de los demás:
color de piel, inmigración, género, clase social, aborto voluntario, política,
religión, opción sexual y así al infinito.<o:p></o:p></FONT></SPAN></P>

arma letal en la batalla contra la discriminación. Las mujeres de todos los
