conferencias, etc, posibilitando la interacción entre los vecinos de la zona,

descritas. Otro de sus cometidos es lograr una mayor

sobre el modelo andaluz en esa temática.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Allí nos enteramos entonces
que Australia fue el primer país en el mundo que se preocupó por analizar su
presupuesto de forma tal que fuera resolviendo las inequidades entre hombres y
mujeres, experiencia que comenzó a desarrollar en el año</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 1984 </SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">y
que en la actualidad más de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 50
</SPAN></FONT><FONT face="Times New Roman"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">países han desarrollado iniciativas tendientes a
incorporar ese enfoque en los presupuestos públicos, como la manera fundamental
para alcanzar el verdadero desarrollo de las personas que a la vez incida en el
desarrollo de los municipios y/o países.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>También nos enteramos que
México hace</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 6 </SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt">años que trabaja sobre este tema y
<st1:PersonName w:st="on" ProductID="la Comunidad Aut?noma">la Comunidad
Autónoma</st1:PersonName> de Andalucía hace</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 2 </SPAN></FONT><FONT face="Times New Roman"><SPAN
lang=ES-UY style="FONT-SIZE: 11pt">años que se introdujo de lleno en este nuevo
análisis, porque como con mucha claridad dijo Lozano Peña "avanzar hacia la
igualdad requiere dinero" y "lo que no está en el presupuesto no
existe".<BR><SPAN style="mso-spacerun: yes"> </SPAN>Ahora
bien, de la experiencia mexicana destaco que han hecho un largo camino de
estudio de cómo impactan diferente las políticas sobre hombres y mujeres.
Eso se dice de forma sencilla pero es bien complicado desentrañar cómo afectan
de forma diferente a hombres y mujeres, las políticas públicas que el
estado define que instrumentará y sin embargo eso es clave para que se pueda
quebrar la inequidad y caminar hacia un auténtico desarrollo.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Al respecto un ejemplo que
relató Lucía Pérez Fragoso, me parece muy demostrativo de esas dificultades
y por eso lo rescato para ustedes: como las mujeres se interesan mucho por
el tema salud -sobre todo porque les preocupa de sobremanera la salud de sus
hijos y de otros familiares y están siempre muy vinculadas a todo el
tema de los cuidados- fue el área que estaba mejor estudiada y desde
ahí se comenzó a analizar el presupuesto con enfoque de género. No quiere decir
que sea el área de la salud la que más impacta en forma diferencial sobre
hombres y mujeres, pero sí es en la que las mujeres habían puesto más atención y
reflexión y por lo tanto fue por la que se pudo ingresar a trabajar el tema con
éxito, optando por trabajar haciendo énfasis en elegir la profundidad de
análisis y de acción, pero en un solo programa.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>En relación a la experiencia
del modelo andaluz en este breve espacio me parece interesante trasladar,
que han armado una Red que cuenta con</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 638 </SPAN></FONT><FONT face="Times New Roman"><SPAN
lang=ES-UY style="FONT-SIZE: 11pt">personas que son funcionarios del gobierno
andaluz -pero que tienen interés real sobre los temas de equidad y género- y por
lo tanto se involucran de manera real con el tema, rompiendo el desinterés
y la burocracia, poniendo creatividad, etc.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Ahora bien, a la luz
de las experiencias analizadas y de los materiales recibidos que
registran datos sobre múltiples presupuestos con enfoque de género, nos
damos cuenta qué lejos estamos en Uruguay de transitar por esos
caminos.<BR><SPAN style="mso-spacerun: yes"> </SPAN><SPAN
style="mso-spacerun: yes"> </SPAN>A nivel nacional quizás para el
año</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 2007</SPAN></FONT><FONT

comenzar a tener en cuenta estos desafíos que tenemos pendientes y a nivel
municipal no quiero arriesgar ninguna fecha para no desilusionarme de
antemano… aunque en realidad sería mucho más sencillo comenzar por las
Intendencias que por el gobierno nacional, de acuerdo a la bibliografía
consultada.<BR><SPAN style="mso-spacerun: yes"> </SPAN>Así
que teniendo presente lo internalizado en la charla mencionada, más
"viejo" y pasado de moda me resultó aún el Presupuesto Municipal de San José,

Bolívar para llevar adelante esta acción? David Herrera señaló que justamente,
el desarrollo comienza desde lo pequeño; de esta manera se rompe con la perversa
lógica electoral instaurada, que establece que lo pequeño no da votos y por lo
tanto, no es importante. En pueblo Bolívar la gente ha reaccionado
favorablemente a este proceso que pretende instaurar un modelo de desarrollo
local distinto; la apatía y el escepticismo de la gente dio paso a un entusiasmo
valioso -señaló Herrera-; las mujeres se han integrado a la participación en
comisiones, y los niños también han tenido su espacio educativo. Como parte de
todo este proceso de integración se conformó una comisión mixta, binacional, que

Venezuela intenta generar un modelo alternativo, con una perspectiva
integracionista. <st1:PersonName w:st="on" ProductID="La Constitución">La
Constitución</st1:PersonName> expresa una visión distinta de <st1:PersonName
w:st="on" ProductID="la Economía">la Economía</st1:PersonName>, una visión "más
social": participa el Estado, el sector privado, pero también el pueblo, "que ha
estado excluido de los procesos de desarrollo". Mientras que el modelo imperante
fue confundir desarrollo con riqueza, con tener mucho, acumular, producir mucho,
un modelo que generaba el individualismo y la desigualdad (y esto tuvo su efecto
en América Latina, hoy, con países con el</SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 10pt"> 80%</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt"> de
su población en situación de pobreza), el plan de Venezuela es cambiarlo, desde
lo político, lo territorial, lo económico, lo social y lo
internacional.<o:p></o:p></SPAN></FONT></P>

es posible una alternativa, que rescate la propia identidad, la memoria, la
historia y las raíces. Sugieren que los poderes de cambio y los poderes
creadores están en la propia gente, y que los medios para lograrlo son la

en la constitución de núcleos de desarrollo endógeno, que se basan en la
construcción de redes sociales y productivas, en la cooperación, en la
horizontalidad. Para ello se crearon varias "Misiones", como sistemas de

Misión</st1:PersonName> "Vuelvan Caras" es una de ellas; se basa en la
sustentabilidad de proyectos de economía asociativa, popular; se centra en el
ejercicio de la ciudadanía, considera que el empoderamiento del individuo debe
darse a través de la formación y la capacitación para la organización y el
trabajo.<o:p></o:p></FONT></SPAN></P>

"Barrio Adentro" se propuso desarrollar procesos de desarrollo integral. En
Venezuela hay 20 mil médicos cubanos que cooperan en el primer nivel de

Fase</st1:PersonName></SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> 3

la construcción de redes de atención en salud; así comienzan a consolidarse las

formación superior distinta; la formación de médicos integrales

DIA DE ACCION MUNDIAL.<o:p></o:p></SPAN></FONT></P>

style="mso-spacerun: yes"> </SPAN>El pasado 8 de mayo, tuvimos
en <st1:PersonName w:st="on" ProductID="la Sala">la Sala</st1:PersonName> de
Sesiones del Ministerio de Salud<SPAN style="mso-spacerun: yes">
</SPAN>Pública una reunión para compartir ideas, acciones y propuestas desde
espacios desde el estado, grupos de mujeres y <st1:PersonName w:st="on"
ProductID="la Sociedad Civil">la Sociedad Civil</st1:PersonName>
organizada.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Entendimos que es
imprescindible conocer el origen de actividades para esa fecha. Corresponde al
mismo día en que <st1:PersonName w:st="on" ProductID="la RED MUNDIAL">la<SPAN
style="FONT-SIZE: 9pt"> RED MUNDIAL</SPAN></st1:PersonName><SPAN
style="FONT-SIZE: 9pt"> DE DERECHOS REPRODUCTIVOS,</SPAN> en la reunión Mundial
de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> MUJER Y SALUD</SPAN><SPAN
lang=ES-UY style="FONT-SIZE: 11pt"> en Costa Rica en 1987 y con los datos
obtenidos acuerda en que <st1:PersonName w:st="on"
ProductID="la MORTALIDAD MATERNA">la <SPAN style="FONT-SIZE: 9pt">MORTALIDAD
MATERNA</SPAN></st1:PersonName><SPAN style="mso-spacerun: yes">
</SPAN>nivel mundial corresponde al aborto en malas
condiciones.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>La mayoría de esas muertes
se producen en países pobres y dónde la prevención del embarazo no deseado es
casi nula<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Estos datos están impactando
la morbimortalidad de las mujeres, también reconocidos por las agencias
de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt"> NNUU </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">y</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 10pt"> OPS
</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 11pt">en
particular.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>A partir de ese tiempo, año
tras año se desarrollaron campañas referentes a este problema e incluyendo
también otros aspectos relacionados </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 9pt">como CALIDAD DE ATENCIÓN, PARTO HUMANIZADO, MORBILIDAD
MATERNA, </SPAN><SPAN lang=ES-UY
style="FONT-SIZE: 11pt">etc.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Estas campañas fueron
aumentando la visibilidad de las causas particulares de enfermedad y muerte de
las mujeres dentro de los grupos comprometidos con la salud así como a
instancias gubernamentales que, tímidamente fueron revisando y actuando según
las realidades nacionales.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><SPAN lang=ES-UY style="FONT-SIZE: 11pt"><SPAN
style="mso-spacerun: yes"> </SPAN>Nos encontramos hoy con que
la consigna mundial es: Mortalidad materna por aborto y <st1:PersonName
w:st="on" ProductID="la Feminizaci?n">la Feminización</st1:PersonName> de
<st1:PersonName w:st="on" ProductID="la Pandemia">la Pandemia</st1:PersonName>
de</SPAN><SPAN lang=ES-UY style="FONT-SIZE: 9pt">
SIDA.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Mucho desde varios lugares
de inserción<SPAN style="mso-spacerun: yes"> </SPAN>y trabajo tenemos para
hacer.<o:p></o:p></FONT></SPAN></P>

style="mso-spacerun: yes"> </SPAN>Se plantearon las diversas
urgencias desde las mujeres con mayor aislamiento y exclusión, los objetivos
desde los ministerios y sus compromisos cotidianos como también las acciones
ciudadanas para el logro de<SPAN style="mso-spacerun: yes">
</SPAN>leyes<SPAN style="mso-spacerun: yes"> </SPAN>y reglamentaciones
equitativas.<o:p></o:p></FONT></SPAN></P>

Mundo Afro, Red de Humanización del Parto y del Nacimiento, Mujer y Salud en

style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Las compañeras compartieron
sus múltiples y concretas prioridades, y gama de acciones de salud que iría a
desarrollar durante todo este mes de mayo y hacia
delante.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>Las mismas se realizarán a
nivel local o grupal así como actos públicos multisectoriales en reclamo de
derechos sexuales y reproductivos plenos.<o:p></o:p></FONT></SPAN></P>

style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>En el transcurso de la
reunión fuimos acordando que realizaríamos agendas propias y según nuestros
lugares de pertenencia, militancia, compromisos y servicios dando por un lado la
lucha en el marco de derechos y leyes necesarias así como en espacios de
expresión de las expectativas de las mujeres de atención en el primer nivel de
atención en el marco de <st1:PersonName w:st="on" ProductID="la Reforma">la
Reforma</st1:PersonName> hacia el Sistema Integrado de
Salud.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN
style="mso-spacerun: yes"> </SPAN>En este sentido, este
Programa está elaborando un cuestionario disparador de preguntas para quienes
entiendan que es un instrumento para fortalecer a las usuarias<SPAN
style="mso-spacerun: yes"> </SPAN>de los servicios de salud públicos o
privados.<o:p></o:p></FONT></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES-UY
style="FONT-SIZE: 11pt"><FONT face="Times New Roman"><SPAN

difusión de normas y podremos multiplicar o difundir lo que los diferentes

Programa de Salud de <st1:PersonName w:st="on" ProductID="la Mujer">la
Mujer</st1:PersonName> y Género haga su evaluación , rendición de cuentas y
líneas a futuro en la ciudad de Canelones<SPAN style="mso-spacerun: yes">
</SPAN>el 31 de mayo. Mantendremos la información.<o:p></o:p></FONT></SPAN></P>

departamentales de salud tanto públicos como privados que, coordinen con los

Sociedad Civil</st1:PersonName> acciones diversas.<o:p></o:p></FONT></SPAN></P>

cierta periodicidad de reuniones para compartir experiencias y, para ver su
propia vigencia y discutir sobre la inclusión de género en <st1:PersonName
w:st="on" ProductID="la Reforma">la Reforma</st1:PersonName> de Salud Nacional.
Dicha reunión será el segundo lunes del mes de junio y estamos todas
invitadas.<o:p></o:p></FONT></SPAN></P>
