energética que atraviesa el país a causa de la sequía por falta de lluvias, la
empresa estatal de electricidad</SPAN><SPAN style="FONT-SIZE: 8pt"> UTE

la necesidad de extremar el control en el gasto eléctrico, motivo por el cual se
dio a conocer un "Plan de ahorro energético" para ser aplicado en domicilios,
comercios y empresas.<BR><SPAN style="mso-spacerun: yes">
</SPAN>La sequía prolongada, la falta de respaldo térmico y el contexto de
dificultad energética regional, agravan cada semana la situación en materia
energética por lo que hacen necesario extremar las medidas de ahorro. Con este
objetivo, el Ente se vio en la necesidad de advertir que puede haber sanciones
para aquellos que incumplan las normas de restricción, entre las que no se
descarta el corte total del suministro eléctrico. Algunas de estas normas,
aplicadas a todos los usuarios de</SPAN><SPAN style="FONT-SIZE: 8pt">
UTE,</SPAN><SPAN style="FONT-SIZE: 9pt"> son: No podrán utilizarse la mitad de
las escaleras mecánicas de los edificios, así como la mitad de los ascensores;
No se puede iluminar fachadas, jardines, porches o halls, a no ser que existan
fuertes motivos de seguridad; Las empresas comerciales tienen que reducir a la
mitad su iluminación interior y la de los estacionamientos, mientras los locales
de artefactos electrónicos no podrán dejar encendidos los aparatos para su
exhibición; Los avisos luminosos de los comercios no podrán ser encendidos,
exceptuando las farmacias de turno y las comisarías; La iluminación de vidrieras
y comercios tendrá un tope de</SPAN><SPAN style="FONT-SIZE: 8pt"> 100

Profesional (escuelas técnicas y agrarias), así como todo lo concerniente al
sistema educativo en general, a sus estructuras y a su

personal, es decir, no se actúa en representación de organización, institución o

delimitación de las distintas Zonas del Departamento de Rivera, donde se
constituirán las Asambleas Zonales que, a su vez, deberán elegir Comisiones

ellas- es decir, convocar a los vecinos de para iniciar el debate sobre nuestras
instituciones educativas y el sistema educativo nacional en su conjunto, se

ciudad.<BR> Para ello se partió de material aportado por
Educación Primaria en el que se detalla las áreas de influencia de las escuelas
públicas, y el aporte de un trabajo realizado recientemente por el Centro
Regional de Apoyo del Desarrollo Social, en el que se divide el espacio ocupado
por la zona urbana y suburbana de Rivera teniendo en consideración las
características socio-culturales, topográficas e hidrográficas de los distintos
barrios de nuestro medio.<BR> En relación a la delimitación de
las Zonas en el medio rural y de los pueblos, villas y ciudades fuera de la

size=3> El país posee una enorme riqueza natural, biológica y
cultural, a pesar del pequeño tamaño del territorio. En febrero de</FONT><SPAN
style="FONT-SIZE: 11pt"> 2005 </SPAN><FONT size=3>se reglamentó la
ley</FONT><SPAN style="FONT-SIZE: 11pt"> 17.234,</SPAN></FONT><FONT
face="Times New Roman" size=3> paso fundamental para la instrumentación del
sistema. <st1:PersonName w:st="on"
ProductID="La Direcci?n Nacional"><st1:PersonName w:st="on"
ProductID="La Direcci?n">La Dirección</st1:PersonName> Nacional</st1:PersonName>
de Medio Ambiente incrementó de manera significativa el presupuesto asignado a
<st1:PersonName w:st="on" ProductID="la Divisi?n">la División</st1:PersonName>
de Areas Protegidas. Es inminente la definición de la financiación
internacional, que representará un impulso decisivo para la gestión del
Sistema. La gestión de las Areas Protegidas se proyecta en forma compartida
y participativa, integrando a los actores públicos, privados y no
gubernamentales involucrados con ella. Las Areas Protegidas no son santuarios
sino que se integran a la vida social y económica de su zona. Agregan
valor, generan riqueza y trabajo, bajo estrictos criterios de desarrollo
sustentable. Porque son de todos, para el mayor disfrute de
todos. Porque vale la pena conocer nuestras riquezas naturales y
culturales, y reconocernos en ellas.<BR></FONT><B
style="mso-bidi-font-weight: normal"><SPAN
style="FONT-SIZE: 10pt; FONT-FAMILY: Arial"> Características
del</SPAN></B><B style="mso-bidi-font-weight: normal"><SPAN
style="FONT-SIZE: 9pt; FONT-FAMILY: Arial"> SNAP</SPAN></B><BR><FONT
face="Times New Roman"><FONT size=3> Para la conmemoración del
Día Mundial del Medio Ambiente, Uruguay definió al tema de las Areas Protegidas
como eje de la jornada.<BR> A pesar de estar creado por ley
desde el año</FONT><SPAN style="FONT-SIZE: 11pt"> 2000,</SPAN><FONT size=3> el
Sistema Nacional de Areas Protegidas recibió un impulso clave a comienzos
de</FONT><SPAN style="FONT-SIZE: 11pt"> 2005,</SPAN><FONT size=3> cuando se
reglamentó la norma. Este Sistema apunta a preservar un conjunto de lugares
que, globalmente, sean representativos de la riqueza biológica, natural y
cultural del país, áreas que poseen un valor tal que hace que su explotación y
cuidado deba ser tratado de manera especial.</FONT></FONT></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT
face="Times New Roman"><FONT size=3> En estos
momentos</FONT><SPAN style="FONT-SIZE: 11pt">, 4</SPAN><FONT size=3> áreas están
prácticamente incorporadas al sistema y al menos dos más lo harán seguramente en
el corto plazo. La intención de las autoridades de </FONT><st1:PersonName
w:st="on" ProductID="La DINAMA"><FONT size=3>la</FONT><SPAN
style="FONT-SIZE: 9pt"> DINAMA</SPAN></st1:PersonName><FONT size=3> es completar
esta Administración con al menos</FONT><SPAN style="FONT-SIZE: 11pt"> 10
</SPAN></FONT><FONT face="Times New Roman"><FONT size=3>áreas integradas al
Sistema Nacional.<BR> El Cerro Verde</FONT><SPAN
style="FONT-SIZE: 11pt"> (Rocha),</SPAN><FONT size=3> el Valle del
Lunarejo</FONT><SPAN style="FONT-SIZE: 11pt"> (Rivera),</SPAN><FONT size=3> los
esteros de Farrapos e islas del río Uruguay</FONT><SPAN style="FONT-SIZE: 11pt">
(Río Negro)</SPAN><FONT size=3> y <st1:PersonName w:st="on"
ProductID="la Quebrada">la Quebrada</st1:PersonName> de los Cuervos</FONT><SPAN
style="FONT-SIZE: 11pt"> (Treinta y Tres)</SPAN></FONT><FONT
face="Times New Roman"><FONT size=3> son los sitios que inaugurarán el nuevo
sistema. Seguramente a ellos se les sumará en el corto plazo <st1:PersonName
w:st="on" ProductID="la Laguna">la Laguna</st1:PersonName> de Rocha y el parque
de San Miguel.<BR> Se ha desarrollado un marco normativo que
posibilita manejar estas áreas según los criterios más modernos, apuntando a una
co-gestión con la sociedad local, aprovechando los recursos naturales de manera
sustentable, de manera abierta, posibilitando la visita del público en general
(según la capacidad de carga que permita cada área, de manera de evitar la
afectación del sitio que se pretende proteger). En este sentido, ya comenzó a
funcionar <st1:PersonName w:st="on" ProductID="la Comisi?n Nacional">la Comisión
Nacional</st1:PersonName> Asesora (ámbito participativo esencial para la
sostenibilidad social del sistema).<BR> La inclusión de cada
área propuesta al Sistema se realiza previa consulta a la población, en
particular la que convive con el área. En este sentido, el</FONT><SPAN
style="FONT-SIZE: 11pt"> 23 </SPAN><FONT size=3>de mayo pasado se efectuó la
audiencia pública correspondiente a los esteros de Farrapos y ya está definida
la agenda de audiencias de las siguientes áreas: el</FONT><SPAN
style="FONT-SIZE: 11pt"> 23 </SPAN><FONT size=3>de junio, para <st1:PersonName
w:st="on" ProductID="la Quebrada">la Quebrada</st1:PersonName> de los Cuervos,
el</FONT><SPAN style="FONT-SIZE: 11pt"> 30 </SPAN><FONT size=3>de junio para
Cerro Verde y el</FONT><SPAN style="FONT-SIZE: 11pt"> 7 </SPAN></FONT><FONT
face="Times New Roman"><FONT size=3>de julio para el Valle del
Lunarejo.<BR> Para una gestión racional y sostenida, se
precisa una financiación adecuada. </FONT><st1:PersonName w:st="on"
ProductID="La DINAMA"><FONT size=3>La</FONT><SPAN style="FONT-SIZE: 9pt">
DINAMA</SPAN></st1:PersonName></FONT><FONT face="Times New Roman"><FONT size=3>
aumentó la previsión presupuestal para la gestión del Sistema y, además, se
cuenta con apoyo financiero internacional que hará posible el mejor manejo del
Sistema. Ya se cuenta con el respaldo de <st1:PersonName w:st="on"
ProductID="la Cooperaci?n Francesa">la Cooperación Francesa</st1:PersonName>,
<st1:PersonName w:st="on" ProductID="la Agencia Espa?ola">la Agencia
Española</st1:PersonName> de Cooperación Internacional y es inminente la
aprobación de la financiación tramitada ante el Fondo para el Medio Ambiente
Mundial.<BR> Así, Uruguay está dando un paso fundamental en
materia de preservación de riquezas irremplazables, cuya conservación nos
compromete a todos y, al mismo tiempo, nos regala su disfrute y nos permite
generar nuevas riquezas.<BR> El calendario de actividades
