size=3> Todo el pueblo uruguayo se encuentra en el proceso de
debatir que educación queremos, esta iniciativa que parte del Ministerio de
Educación y Cultura, en noviembre con la formación de <st1:PersonName w:st="on"
ProductID="la Comisi?n Organizadora">la Comisión Organizadora</st1:PersonName>
del Debate Educativo, es una herramienta para lograr que la opinión popular
alcance los niveles legislativos y de gobierno.<BR> Todos
debemos ser escuchados y decidir que ser humano queremos para nuestro país,
alcanza a todos los niveles de educación y todo el territorio nacional.
Apunta hacia un Congreso de <st1:PersonName w:st="on"
ProductID="la Educaci?n">la Educación</st1:PersonName>, y a una nueva Ley. Desde
el punto de vista territorial la organización del debate pasa por Comisiones
departamentales y en el caso de Montevideo se utiliza la descentralización como
elemento catalizador de la participación usando las estructuras existentes. Es
nuestro deber llegar a cada vecino con los materiales y la información necesaria
para realizar todas las asambleas barriales que debatan sobre el tema. Para esto
se instaló una Comisión convocante del Debate en <st1:PersonName w:st="on"
ProductID="La Zona">la Zona</st1:PersonName></FONT><SPAN
style="FONT-SIZE: 11pt"> 13 </SPAN><FONT size=3>que realizó, hasta el momento,
dos reuniones una de carácter informativo con una participación de</FONT><SPAN
style="FONT-SIZE: 11pt"> 42 </SPAN><FONT size=3>personas, y otra de
trabajo</FONT><SPAN style="FONT-SIZE: 11pt"> (23
participantes).</SPAN></FONT><FONT face="Times New Roman"><FONT size=3> Es
abierta pero pretende mantener un grupo estable cuyos cometidos son: impulsar el
desarrollo de las asambleas locales, brindarle a las mismas la infraestructura
necesaria, disponer de los materiales para que los vecinos participen con el
mayor conocimiento del tema, difundir y hacer las convocatorias lo más amplias
para lograr una participación masiva del pueblo todo, mantener un estricto orden
en el manejo documental (actas) para lograr una síntesis en la que no se pierda
el contenido de cada asamblea.<BR> Es un gran tema y existen
pautas para el trabajo sobre líneas generales, no obstante cada asamblea
determinará su temática debiendo concentrarse en un orden simple que permita el
"rescate" en la síntesis de cada posición planteada.<BR> Se
determinó una metodología por la cual <st1:PersonName w:st="on"
ProductID="la Comisi?n">la Comisión</st1:PersonName> convocante local se divide
en grupos de trabajo con responsabilidades específicas y se reúne todos los
lunes a las</FONT><SPAN style="FONT-SIZE: 11pt"> 19hs.</SPAN></FONT><FONT
face="Times New Roman" size=3> en el Centro Juvenil
Salesiano.<BR> Se realizará una primer asamblea que será
tomada como muestra donde aprenderemos junto con nuestros vecinos, nos permitirá
corregir detalles (si fuera necesario) y luego continuaremos con cada rincón de
<st1:PersonName w:st="on" ProductID="La Zona">la Zona</st1:PersonName>, los
plazos siempre nos apremian, la tarea es dura pero no podemos dejar pasar este
tema que definirá, a nuestro criterio, el perfil del uruguayo del mañana, y por

problemas de violencia que genera el sistema actual con mas represión sin atacar
a las causas de los problemas sociales y hacer participar a los directamente
involucrados. No es lo mismo hablar de pobreza en abstracto que ver a nuestro
vecino que hace días que solo toma mate; no es lo mismo hablar de desocupación
que ver a un amigo que se suicida por no tener trabajo; no es lo mismo hablar
del plan de invierno desde una oficina con alfombra y calefacción, que vivir en
un rancho de lata con piso de barro, colchones en el piso; en todo esto hay otra
sensibilidad del significado de las palabras.<BR> El Cerro era
el barrio de los obreros frigoríficos. Cinco frigoríficos llegaron a emplear
12.000 personas, solo de beneficios social recibían</FONT><SPAN
style="FONT-SIZE: 11pt"> 2k</SPAN><FONT size=3> de carne por persona, para
repartir entre</FONT><SPAN style="FONT-SIZE: 11pt"> 50.000</SPAN><FONT size=3>
habitantes, lo que daba un promedio de ½</FONT><SPAN
style="FONT-SIZE: 11pt">k</SPAN></FONT><FONT face="Times New Roman"><FONT
size=3> de carne diaria por persona. Los proyectos políticos quebraron la
identidad del barrio y nos dejaron sin fuentes de trabajo. Estos mismos
proyectos políticos produjeron grandes cantegriles que trasladaron enteros al
Cerro, con la intención política de romper la identidad del
Cerro.<BR> Los trabajadores de la carne aportaron mucho al
Tesoro Nacional y poco recibieron de contrapartida, es así que tuvieron que
comprar su propio liceo (de donde egresó el actual Presidente de <st1:PersonName
w:st="on" ProductID="la República">la República</st1:PersonName>) para que sus
hijos tuvieran educación y estar capacitados para alcanzar una igualdad de
condiciones. Recordamos que las autoridades de aquel entonces afirmaban para qué
querían estudiar los hijos de los obreros si no lo
precisan.<BR> <st1:PersonName w:st="on"
ProductID="La Comisión">La Comisión</st1:PersonName> de Salud del Concejo
Vecinal</FONT><SPAN style="FONT-SIZE: 11pt"> 17,</SPAN></FONT><FONT
face="Times New Roman"><FONT size=3> al igual que el resto de las comisiones, ha
recorrido todos los barrios durante todo una año sin apoyos, intentando
fortalecer la organización de un espacio horizontal, apuntando a fomentar
valores y cambios de hábitos y a interactuar con todos los actores para resolver
los problemas que son de todos. En estas recorridas se han detectado problemas
de desnutrición infantil, déficit de salud bucal, alto índice de adolescentes
embarazadas sin control ginecológico, muchos problemas de visión sin posibilidad
de resolución, parasitosis, pediculosis y sarna, vecinos sin acceso aún a la
salud pública.<BR> Además hemos recibido información acerca de
que el</FONT><SPAN style="FONT-SIZE: 11pt"> 20%</SPAN></FONT><FONT
face="Times New Roman"><FONT size=3> de las embarazadas son las que llegan sin
control al parto, y que se comienzan a detectar casos de sífilis en recién
nacidos.<BR> También hemos colaborado con la iniciativa de
organizar el Movimiento de Usuarios de Salud a nivel departamental y nacional.
Hoy necesitamos apoyo para seguir avanzando. Creemos que <st1:PersonName
w:st="on" ProductID="la Sociedad Civil">la Sociedad Civil</st1:PersonName>
organizada puede aportar mucho a los cambios.<BR> </FONT><B

del policlínico móvil lo evaluará la red de salud en conjunto con los otros
actores involucrados, midiendo la cantidad y la calidad del servicio prestado.
El plan de prevención de catástrofe se intentará articular a los diferentes
actores involucrados, a la brevedad, haciendo algún simulacro. Se evaluarán los
resultados cada vez que se ponga en acción tratando de corregir errores para
mejorar el resultado, en este sentido el concejo vecinal ya ha realizado muchas
sugerencias que no han sido tenidas en cuenta. La gestión del proyecto estará a
cargo de una comisión integrada por el Concejo Vecinal, el Servicio</FONT><SPAN
style="FONT-SIZE: 9pt"> CCZ</SPAN></FONT><FONT face="Times New Roman"><FONT

otros insumos necesarios, destinados a la realización de actividades sociales y
culturales barriales, así como internas del Concejo
Vecinal.<BR> La finalidad del Proyecto es apoyar acciones que
apunten a la prevención en los niños y jóvenes de la zona de problemáticas
sociales tales como la drogadicción, la soledad y la desintegración
social. Esto mismo, a través de la organización y la participación de
las organizaciones sociales y Centros Educativos formales e informales en esta
tarea comunitaria.<BR> La gestión del proyecto estará a cargo
de una comisión integrada por el Concejo Vecinal, profesionales del

size=3> Por otra parte el Concejo Vecinal carece del manejo de
herramientas básicas de trabajo como una computadora, lo cuál enlentece sus
