- 29 de enero de 1951. Uruguayo. Edad al momento de la desaparición: 25

Primarios: Hermanos Maristas (Colegio de Punta Carretas). Secundarios: el mismo
Colegio y Preparatorios en el IAVA. Universitarios: 1º de Facultad de
Arquitectura.<BR><SPAN style="mso-spacerun: yes"> </SPAN>Fecha
de la desaparición: 2 de octubre de 1976. Lugar de desaparición (localidad,
ciudad, país): de un bar a una cuadra de la calle Cabildo, Ciudad de Buenos
Aires, entre 20:30 y 21hs. "Mientras otro de los secuestradores tomaban
posiciones alrededor de los individuos que nos encañonaban a Recagno y a mí, uno
de los secuestradores extrajo una placa de identificación de <st1:PersonName
w:st="on" ProductID="la Policía Federal">la Policía Federal</st1:PersonName>
Argentina" Testimonio.<BR><SPAN style="mso-spacerun: yes">
</SPAN>Fuerzas que intervinieron en la detención: Se identificaron como Policía
Federal Argentina en el momento de la detención. Operativo conjunto: Policía
Federal Argentina con miembros del SID uruguayo (Servicio de Investigaciónes de
Defensa).<BR><SPAN style="mso-spacerun: yes">
</SPAN>Descripción del operativo (con referencia de circunstancias, utilización
de vehículos y armas, apremios): Unos 10 ó 12 hombres vestidos de particular y
armados. dos de ellos estaban en el bar en una mesa al lado de la que
ocupaban Recagno y Nores Montedónico. En el momento en que los militares se
avalanzaban sobre ellos, entran en el bar el resto, cierran la puerta del bar,
se identifican frente al resto de los parroquianos y hablan por teléfono. Los
detenidos fueron esposados y sacados del bar y los llevaron en un automóvil Ford
Falcon. Previamente los despojaron de billeteras, documentos, relojes, anillos,
todo. en una ambulancia que acompañaba al Ford Falcon subieron los
secuestradores.<BR><SPAN style="mso-spacerun: yes">
</SPAN>Individualización de otras víctimas involucradas en el operativo de
detención (nombre completo, documento de identidad, edad, estado civil,
domicilio, grupo de referencia): En el momento de la detención llevaron a Juan
Pablo Recagno y a Alvaro Nores Montedónico quien al cabo de unos días fue
trasladado al Uruguay y mantenido como prisionero en <st1:PersonName w:st="on"
ProductID="la Base">la Base</st1:PersonName> del SID en Br. Artigas y Palmar.
Posteriormente fue liberado.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Testigos de los hechos
(circunstancias del testimonio, datos identificatorios completos del testigo,
vinculación con el desaparecido, existencia de declaraciones del mismo con
indicación de la sede en la que se prestara): Alvaro Nores Montedonico fue
testigo de los hechos y liberado posteriormente. desde Ontario-Canadá donde fue
reconocido como refugiado político desde el 14 de junio de 1978 presentó
testimonio público el cual fue anexado a la comisión de representantes. su
vinculación con recagno era la de compañero de militancia en el mismo
PVP.<BR>Requerimientos del desaparecido con anterioridad a la detención (medio,
fecha, autoridad, etc.): Juan Pablo había estado preso en Uruguay desde el 11 de
junio de 1972 hasta el 7 de diciembre de 1973. no existió requisitoria
pública.<BR><SPAN style="mso-spacerun: yes"> </SPAN>Existencia
de interrogatorios a otros individuos respecto de la persona del desaparecido,
con anterioridad o posterioridad a la detención (circunstancias, fecha,
identificación completa del sujeto, vinculación con el desaparecido, autoridad
que lo realizara): En Uruguay a Enrique Rodriguez Larreta Martinez secuestrado
en Buenos Aires el 30 de junio de 1976 y trasladado al Uruguay el 24 de julio de
1976, estando prisionero en el Servicio de Informaciones del Ejército "El Mayor
Cordero le dice que estaban considerando trasladar o no a Recagno al Uruguay"
Testimonio presentado en <st1:PersonName w:st="on" ProductID="la Comisión">la
Comisión</st1:PersonName> de Representantes.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>A Ricardo Jose Iribarren
quien estando preso en el Regimiento Nº 1 de Artillería <st1:PersonName
w:st="on" ProductID="La Paloma">La Paloma</st1:PersonName> desde el 28 de mayo
de 1976, el Capitán Cordero le dijo "Agarraron en Buenos Aires a tu amigo el
Colorado Recagno" Haciendo referencia a su color de cabello.<BR><SPAN

los medios de información de la época (fecha, relato, medios, etc.): Los días
28, 29 y 30 de octubre de 1976 las Fuerzas Armadas difundieron un comunicado
dando cuenta de la detención de 62 personas, solo se supo oficialmente el nombre
de 29 personas, siendo procesados 22 de ellos.<BR><SPAN

Ginebra el 29 de junio, procedió por aclamación a adoptar <st1:PersonName
w:st="on" ProductID="la Convención Internacional">la Convención
Internacional</st1:PersonName> contra las Desapariciones Forzosas.<BR><SPAN
style="mso-spacerun: yes"> </SPAN>Este instrumento
internacional, que fuera negociado durante los últimos 3 años en el seno de un
Grupo de Trabajo en el cual Uruguay participó activamente, constituye un paso
muy significativo en la lucha contra esta abominable práctica, que representa
una de las violaciones más graves de los derechos y de la dignidad
humana.<BR><SPAN style="mso-spacerun: yes"> </SPAN>Esta
sesión del Consejo concitó una gran expectativa de parte de la comunidad y la
opinión pública internacionales. Participaron los representantes de los países
miembros del Consejo, de las Naciones Unidas y numerosas organizaciones no
gubernamentales dedicadas a la protección de los derechos humanos y de
familiares de las víctimas del crimen de desaparición forzada. <BR>En la
declaración realizada por Uruguay, se saludó este esfuerzo realizado a nivel
internacional y se invitó a la aprobación de <st1:PersonName w:st="on"
ProductID="la Convención Internacional">la Convención
Internacional</st1:PersonName> por consenso de los miembros del Consejo, lo que
