trabajadores uruguayos PIT-CNT</A>. Partieron a las 9 de la mañana en tren desde

Estado</A>. Los esperaban el Directorio en pleno del BPS, más de 150 adultos
mayores, y 45 niños y niñas que participaban de actividades propias. Muchos
de los participantes viajaban por primera vez en

aquellos instrumentos y medios, a través de los cuales se otorgan facilidades
para que las personas de recursos limitados, adultos mayores, jóvenes, personas
con discapacidades viajen con fines recreativos, deportivos y/o culturales en
condiciones adecuadas de economía, accesibilidad, seguridad y comodidad. El
Sistema Nacional de Turismo Social surge como respuesta a la necesidad de un
importante número de ciudadanos de acceder al derecho a la recreación, el uso
del tiempo libre y la diversión. Se nutre de los antecedentes ya desarrollados
por una serie de organizaciones públicas y privadas que se han caracterizado por
organizar para sus miembros diferentes tipo de
actividades.<BR> </FONT></SPAN><B
style="mso-bidi-font-weight: normal"><SPAN
style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">¿A quiénes va
dirigido?</SPAN></B><SPAN style="FONT-SIZE: 10pt"><BR><FONT
face="Times New Roman"> La oportunidad de acceder al turismo
compete a todos. Por tanto, los programas que se implementen en Turismo Social,
van en beneficio de diversos sectores de población y su diseño debe responder al
propósito de favorecer a las uruguayas y uruguayos que tienen menos acceso al
turismo, sea esto por motivos económicos, de capacidades diferentes, sociales o
culturales:<BR>- Adultos mayores que no tienen acceso al beneficio del
turismo.<BR>- Familias cuyos ingresos no alcanzan para acceder al derecho a la
recreación.<BR>- Ciudadanos con capacidades diferentes.<BR>- Trabajadores que
tradicionalmente no acceden a estos derechos.<BR>- Jóvenes, estudiantes,
universitarios.<BR>- Ciudadanos que por diversos motivos han quedado por fuera
del sistema normal de la oferta de servicios turísticos.<BR>
Se trata de crear para el conjunto de ciudadanos mejores condiciones de
práctica, acceso efectivo y sin discriminación a la actividad turística
nacional, a través de:<BR>- Asegurar el reposo y la recreación de los segmentos
de población con menos posibilidades desde el punto de vista social, financiero,
cultural o de salud.<BR>- Promover la integración nacional, mediante el
intercambio de vivencias que entregan los viajes.<BR>- Desarrollar una oferta de
servicios turísticos razonables y a precios accesibles.<BR>- Propiciar la
integración e impulsar a los empresarios turísticos en una mejora global de su
gestión comercial, para capturar este mercado potencial.<BR>- Mejorar la
accesibilidad a los servicios turísticos buscando facilitar el libre acceso a
los destinos turísticos a personas con discapacidad.<BR>- Desarrollar acciones
tendientes a establecer redes de fomento y desarrollo del turismo a nivel local,
a través de las intendencias.<BR> </FONT></SPAN><B
style="mso-bidi-font-weight: normal"><SPAN
style="FONT-SIZE: 9pt; FONT-FAMILY: Arial">¿Qué otros beneficios representa para
la sociedad?</SPAN></B><SPAN style="FONT-SIZE: 10pt"><BR><FONT
face="Times New Roman"> El Turismo es un conglomerado muy
extenso que abarca una amplia variedad de servicios e industrias. En este
sentido, el Sistema Nacional de Turismo Social busca también una mejora en la
dinámica del sector, apoyándose en las diversas incidencias del nuevo movimiento
que plantea el Turismo Social:<BR>- Una mejora en la dinámica del sector,
consecuencia de la descentralización turística.<BR>- Una mejora en la oferta de
mercado, producida por una mejora en la competitividad, buscando un mayor
sostenimiento durante todo el año.<BR>- Una mayor oferta laboral, que permitirá
obtener más cantidad de puestos laborales y más estables.<BR>- Un mayor y mejor
aprovechamiento de la infraestructura ociosa y mantener la animación de los
lugares de destino.<BR> A su vez, los efectos que la actividad
turística puede tener sobre la salud psíquica de la población son
significativos. El tiempo destinado al esparcimiento permite atenuar los efectos
adversos del desarrollo urbano y económico. La salud física y psíquica, la
búsqueda del equilibrio social y cultural, lleva sin lugar a dudas a tener
personas con mejor estándares de bienestar individual y colectivo, por tanto
ayuda al mejoramiento de las relaciones humanas, familiares y de productividad
laboral. Por otra parte, el enorme potencial turístico que posee el país
representa una oportunidad para el reencuentro y para acercar a las uruguayas y
uruguayos a sus paisajes y costumbres.<BR> Por ende, es
responsabilidad del Estado facilitar el acceso al turismo, en tanto representa
un medio eficaz para alcanzar también una mayor identidad
nacional.<BR> Asimismo, la marcada estacionalidad que tiene
nuestro país permite potenciar el flujo de visitantes hacia sectores que hoy
tienen tasas de ocupación bajas en determinados períodos del año, incentivando
el uso de los servicios turísticos durante todo el año, lo que hace del turismo
no sólo un elemento de desarrollo personal sino también un instrumento
dinamizador de las economías locales y regionales.<BR> Si
estas situaciones se potencian y se generan los canales para crear posibilidades
donde los diferentes sectores se beneficien, se permitirá que los servicios
turísticos y complementarios potencien su flujo de usuarios en un período del
año en el que éste no se presenta regular.<BR> A través del
Sistema Nacional de Turismo Social se busca garantizar el respeto de
los derechos humanos y principios éticos que aseguren el derecho al
descanso y al esparcimiento y sobre todo a una limitación razonable de la
duración del trabajo, tal cual lo establece el Artículo 24 de <st1:PersonName
w:st="on" ProductID="la Declaración Universal">la Declaración
Universal</st1:PersonName> de los Derechos del Hombre. El respeto a la no
discriminación en el marco de los principios de universalidad, equidad en el
acceso y calidad de los servicios, etc.<BR> El Turismo Social
se sustenta en la cooperación entre el sector público y el sector privado para
mejorar un aspecto de la calidad de vida de los ciudadanos vinculado a un mejor
uso del tiempo libre, del ocio y de las riquezas turísticas que tiene nuestro
país. En el TS se plasma la cooperación del sector público con el
privado.<BR> El Turismo Social afecta tanto la
desestacionalización del sector turístico (lo que también incide en la creación
de empleo y en la competitividad de las empresas turísticas) como en la
descentralización.<BR> Los empleos generados y mantenidos
gracias al Turismo Social no sólo se encuentran en <st1:PersonName w:st="on"
ProductID="la Hotelería">la Hotelería</st1:PersonName> sino que se producen
efectos similares sobre otros sectores como el transporte, las agencias de
viaje, el comercio, las actividades de ocio, culturales,
etc.<BR> Así, el incremento de actividad que provoca el TS
constituye un valioso yacimiento de empleo con importantes efectos sociales y
