En horario comprendido entre las 9 de la mañana y las 18 de la tarde, 514 vecinos y vecinas mayores de 16 años de la zona, definieron mediante voto secreto qué destino darle a los dineros públicos del Presupuesto Participativo.<BR> Los impulsores de las 15 propuestas presentadas le dieron un fuerte color y calor a la jornada electoral, realizando "puerta a puerta" repartiendo volantes, contratando propagandas radiales, colocando pasacalles y pintando las calles de la localidad.<BR> Las escuelas 62 y 94, el merendero "Charaboncitos" y </SPAN><st1:PersonName ProductID="la Junta Local"><SPAN style="FONT-SIZE: 10pt">la Junta Local</SPAN></st1:PersonName></FONT><FONT face="Times New Roman"><SPAN style="FONT-SIZE: 10pt"> fueron los lugares donde las personas concurrieron a seleccionar hasta 3 de los proyectos presentados por las distintas organizaciones del medio.<BR> Decenas de delgados acompañaron el escrutinio hasta la noche para después reunirse en sus locales a celebrar lo sucedido. <P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN style="FONT-SIZE: 10pt"><FONT face="Times New Roman"> El intendente Julio Pintos se manifestó plenamente satisfecho por la receptividad de la población de Tambores a la instancia de votación del Presupuesto Participativo, al punto que prácticamente votó la mitad de la población en edad de sufragar en las elecciones nacionales.<BR> El jefe comunal indicó a El Telégrafo, sobre el cierre de la votación y en el inicio del escrutinio. Pintos evaluó que "hemos tenido una participación excelente, con 514 votos en el Presupuesto Participativo de Tambores, en una población en la que hay unas 1.200 personas habilitadas para votar en elecciones normales, y con un total de unos 1.500 habitantes".<BR> "Quiere decir que un porcentaje muy importante de la población votó en este presupuesto, apoyando 3 de 15 proyectos que refieren a varias áreas, entre ellas salud, educación, deporte, ampliación de policlínica, atención a los jóvenes, etc. Estamos muy conformes con la receptividad a esta propuesta, que es inédita en el Interior y en el medio rural", precisó Pintos. Consideró que "hemos tenido a una población muy motivada para participar", y que se ha iniciado el escrutinio, "que consiste en revisar la hoja de votación, que tiene quince proyectos, de los cuales los vecinos marcaron 3. Por lo tanto comienza la etapa en la que se verifica cuantos votos recibió cada uno de esos proyectos para poder ordenarlos".<BR> Recordó que el monto total previsto para esta iniciativa en Tambores llega a los 437.000 pesos, estableciéndose para los proyectos un máximo de 62.000, "por lo que pensamos que se podrá aprobar unos 6 o 7 proyectos de los 15".<o:p></o:p></FONT></SPAN></P>

<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><B style="mso-bidi-font-weight: normal"><SPAN style="FONT-SIZE: 9pt; FONT-FAMILY: Arial"> por Kintto Lucas, Koeyú Latinoamericano<BR></SPAN></B><SPAN style="FONT-SIZE: 10pt"><FONT face="Times New Roman"> Juan Carlos, el español al que algunos consideran rey (título que además de ser ridículo para el siglo XXI, no tiene ninguna representatividad popular y ha comenzado a ser cuestionado en la propia España -¿por qué no hacen un referéndum consultando al pueblo español si quiere tener un rey? o ¿si está de acuerdo en que éste sea el rey o cualquier otro?-, aunque sea defendido por ex soldados del franquismo), en la última Cumbre Iberoamericana se enojó con el presidente venezolano Hugo Chávez (éste sí, guste o no, elegido y reelegido por el pueblo de su país) por haber dicho cuatro verdades sobre José María Aznar (una especie de Carlos Menem español que se pasea libremente por América Latina intentando desestabilizarla), y puso de manifiesto que la figura del rey en España es un símbolo de la peor historia de ese país, aquella que produjo la muerte de tantos y tantas.<BR> El incidente me hizo recordar un texto que escribí en febrero de 1992 como introducción a mi libro Rebeliones indígenas y negras en América Latina, en el que mencionaba los intereses españoles en el festejo por los 500 años de la llegada de Cristóbal Colón a este continente, intereses que quedaron en evidencia tiempo después y que perjudicaron a muchos países de la región, privatizaciones mediante, intereses representados simbólicamente por ese señor que algunos consideran rey, intereses que comienzan a ser afectados por algunos gobiernos latinoamericanos soberanos, gobiernos que son parte de lo que por 1992 denominé </FONT></SPAN><FONT face="Times New Roman"><st1:PersonName ProductID="la Era Latinoamericana.?"><SPAN style="FONT-SIZE: 10pt">la Era Latinoamericana.<BR></SPAN></st1:PersonName><B style="mso-bidi-font-weight: normal"><SPAN style="FONT-SIZE: 10pt"> Aquel texto se titulaba El año Uno de </SPAN></B><st1:PersonName ProductID="la Era Latinoamericana"><B style="mso-bidi-font-weight: normal"><SPAN style="FONT-SIZE: 10pt">la Era Latinoamericana</SPAN></B></st1:PersonName><B style="mso-bidi-font-weight: normal"><SPAN style="FONT-SIZE: 10pt">, decía y dice así:</SPAN></B></FONT><B style="mso-bidi-font-weight: normal"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial"><BR> Uno<BR></SPAN></B><FONT face="Times New Roman"><SPAN style="FONT-SIZE: 10pt"> A 500 años del llamado "descubrimiento de América", el gobierno español y sus pares latinoamericanos, apoyados por Estados Unidos y los países de </SPAN><st1:PersonName ProductID="la Comunidad Econ?mica"><SPAN style="FONT-SIZE: 10pt">la Comunidad Económica</SPAN></st1:PersonName><SPAN style="FONT-SIZE: 10pt"> Europea, festejan el gran aniversario. Sin embargo, no voy a hablar de ese proceso que, iniciado con la llegada de Cristóbal Colón, llevó a la destrucción de culturas, a la usurpación de tierras y riquezas, a la explotación y casi exterminio de los indígenas. Tampoco recordaré que la conquista se sigue procesando, y que los pueblos latinoamericanos siguen sufriendo la maldición de las riquezas que aún quedan en estas tierras como diría Eduardo Galeano. Que tras el oro, el petróleo, el uranio, se lanzan hambrientas las transnacionales, conquistadoras modernas, descendientes de aquellos que invadieron estos pagos. No quiero recordar eso, ni hablar de los intereses del gobierno español y sus aliados de </SPAN><st1:PersonName ProductID="la OTAN"><SPAN style="FONT-SIZE: 10pt">la OTAN</SPAN></st1:PersonName><SPAN style="FONT-SIZE: 10pt"> en perpetuar la humillación de nuestro continente utilizando el aniversario como fachada para transformar a España en puerta de entrada de los "inversores" de </SPAN><st1:PersonName ProductID="la CEE"><SPAN style="FONT-SIZE: 10pt">la CEE</SPAN></st1:PersonName></FONT><SPAN style="FONT-SIZE: 10pt"><FONT face="Times New Roman"> hacia América Latina, para lucrar con las privatizaciones. Ni siquiera intentaré rebatir el significado histórico que dan los historiadores colonizados del continente al hecho que denominan "encuentro de dos mundos".<BR> Prefiero pensar en el Año Uno. El Año Uno es, nada más ni nada menos, el año posterior al del V Centenario. Tal vez el año que comencemos a reconstruir nuestro destino de América Latina, esa gran Patria Grande pluricultural y multiétnica. Avida de soluciones a sus problemas sociales y económicos. Ansiosa de libertades y participación. Con la necesidad imperiosa de transformase en un verdadero nuevo mundo, en el que la solidaridad, la soberanía, y la participación de los pueblos sean reales.<BR> Para que el año uno sea el comienzo transformador, debemos comenzar por rescatar el pasado dormido en las bibliotecas, y contrarrestar una historia resignada de antemano en las escuelas y liceos. Hay que desenterrar la verdadera historia, liberándola de estatuas, museos y libros empolvados.<BR></FONT></SPAN><B style="mso-bidi-font-weight: normal"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial"> Dos<BR></SPAN></B><SPAN style="FONT-SIZE: 10pt"><FONT face="Times New Roman"> Hay que reconstruir la creatividad de América Latina, comenzando ser América Latina, estructurando un nuevo tipo de sociedad, opuesta a la sociedad capitalista que nos agobia y a la sociedad estalinista que agobió el Este europeo. La nueva sociedad latinoamericana debe tener capacidad de hacerse cargo, con sus propias fuerzas y sus propios medios, de una realidad que no es europea ni norteamericana. Una sociedad capaz de saber con qué elementos está hecho este gran país que denominamos nuestro continente, y como podrá ir caminando por ideas, métodos y formas organizativas nacidas de su propia geografía, sin inventarse fantasías. Para eso habrá que pelear mucho y será necesario tener una cabeza abierta, capaz de contrarrestar el proyecto de las clases dominantes que siguen limitando las posibilidades a una solución de la problemática económica, en la medida que llevan al continente a ser objeto de políticas ajenas a nuestro ser, como la privatización, bloqueando así la potencialidad de las mayorías de constituirse en sujeto político de sus propios intereses. Para comenzar a construir esa nueva sociedad es necesario que los sectores revolucionarios, junto a la gente, tropiecen con la historia real, comprobando que donde se creían predominantes las ideologías globalizantes o totalizadoras presenciamos la transición hacia el dominio de otras formas comunicativas, como la cultura en general, el arte, las religiones, las costumbres, las diversidades, los submundos y la subjetividad del pensamiento. <BR> ¡Cuidado! Esto no significa el fin de las ideologías, sino un estudio más abierto, menos cuadrado de sus influencias en la actualidad. La llave del círculo opresor de América Latina no está solo en la política y la economía, sino también a nivel subjetivo de la sociedad. Esto obliga a estudiar, resignificar y aprehender todo lo que represente la cultura latinoamericana -mitos, creencias, leyendas, la verdadera historia- para que, vinculándola a un quehacer liberador, se puedan extraer alternativas propias de un camino en el que -rescatando la vigencia del socialismo- se tenga en cuenta al ser humano con todas sus potencialidades y debilidades. Con todos sus mundos, vivencias y creencias. Y así partir hacia a la construcción de un nuevo ser humano más solidario, más colectivo, más unido y más respetuoso de las individualidades y las diversidades. Un ser con una verdadera identidad. Debemos reconfirmar el espíritu que nos haga saltar de la fatalidad impuesta a la esperanza cierta, en palabras de Galeano.<BR></FONT></SPAN><B style="mso-bidi-font-weight: normal"><SPAN style="FONT-SIZE: 10pt; FONT-FAMILY: Arial"> Tres<BR></SPAN></B><FONT face="Times New Roman"><SPAN style="FONT-SIZE: 10pt"> Es necesario realizar una contra-conquista y conquistar con el pueblo, el lugar y el poder donde reside el dominio de la subjetividad, que señalando como debe ser el nuevo mundo, sabrá decir como debe ser el nuevo pueblo y cuál es su misión en la dirección de una nueva sociedad.<BR> Hoy más que nunca las fuerzas populares del continente deben partir de América Latina para llegar a América Latina. Conocer América Latina y tornarla nuestra, como dice José Martí, es el desafío y el camino de su liberación. Ese camino, esa salida, requiere de una amplia participación de todos los oprimidos de esta sociedad. Será plurinacional (latinoamericana) por popular y diversa, popular y diversa por democrática, y democrática por su capacidad de participación desde la base, desde la raíz; en la consolidación de una sociedad revolucionaria por socialista, socialista por comunitaria, y comunitaria por el rescate del ser humano en la construcción colectiva de un poder popular. El destino de cada uno de nuestros países se juega como nunca antes en el de toda América Latina. El camino a Nuestra América no es fácil, exige un esfuerzo de imaginación que sobrepase la sustitución de economicismo estalinista por el economicismo neoliberal o la adaptación al capitalismo, pintándose la cara de otro color. Una imaginación necesaria para contrarrestar el robo de la palabra integración por parte de las clases dominantes, e impuesto desde los centros de poder del norte. La integración no es de forma sino de espíritu y propósitos, como decía Bolívar, y está íntimamente ligada a la construcción de un Nuevo Ser latinoamericano. Un ser dueño de si mismo, capaz de conducir su propio destino como señalara Artigas. <BR> En el año del V centenario de la conquista, resulta imprescindible que los pueblos latinoamericanos nos acerquemos más a nuestra realidad pluricultural, multiétnica y plurinacional, proyectando el hecho puntual de 1992 hacia una lucha común por la libertad del continente. Que en el Año Uno de </SPAN><st1:PersonName ProductID="la Era Latinoamericana"><SPAN style="FONT-SIZE: 10pt">la Era Latinoamericana</SPAN></st1:PersonName><SPAN style="FONT-SIZE: 10pt">, Abya Yala, la tierra en plena madurez, nuestro continente, sea transformada por la sabiduría; Amaru, la serpiente sagrada, la resguarde y el Cóndor proteja a sus pueblos. Que en el Año Uno comience la consolidación de una nueva historia, para que en los próximos 500 años el festejo pertenezca a los pueblos...
