elige por octava vez sus Concejos Vecinales. Estos organismos de participación
ciudadana se inscriben en el proceso de descentralización que el Gobierno
Departamental impulsa desde hace dos décadas, y que, con
modificaciones, ha venido avanzando hasta su forma más desarrollada con la
creación de los 8 Municipios como tercer nivel de
gobierno. </FONT></SPAN><FONT size=2 face=Arial><SPAN
class=classNewsContent><FONT size=3 face="Times New Roman">Paralelamente se
eligen las propuestas y proyectos de desarrollo comunitario en el marco del
Presupuesto Participativo.</FONT></DIV>

Departamento de Montevideo se dividió desde 1990 en <B>18 Zonas </B>o Distritos,
como comienzo del proceso de Descentralización en la toma de decisiones,
Desconcentración de Servicios municipales y </FONT><FONT size=3
face="Times New Roman">Participación vecinal</FONT><FONT size=3
face="Times New Roman"> en la gestión y presupuesto
comunal.</FONT></SPAN></FONT></DIV>

</FONT><FONT size=3 face="Times New Roman">Esto fue impulsado desde la
Intendencia Municipal de Montevideo y los vecinos del Departamento, como parte
del Programa de Gobierno, al asumir el Frente Amplio el Gobierno Departamental
y el socialista Tabaré Vázquez como Intendente.</FONT></SPAN></FONT></DIV>

Juntas Locales y creados los Municipios con sus Consejos Municipales, cada
Zona de Montevideo cuenta con un Concejo Vecinal y un Centro Comunal</FONT><FONT
size=3 face="Times New Roman">.</FONT></FONT><FONT color=#0000a0 size=1
face=Arial><BR></FONT></SPAN> </FONT><FONT size=3
face="Times New Roman">El proceso, desde entonces se sigue profundizando y, poco
a poco, se a ido asumiendo la nueva forma de gobernar, ampliando los
poderes de decisión de los vecinos en los asuntos de su Zona, en la elaboración
del <B>Plan Quinquenal</B>, el <B>Plan Estratégico de Desarrollo Zonal</B> y el
<B>Presupuesto Participativo</B>, la fijación de prioridades en políticas
sociales y obras y servicios comunales en general (</FONT><FONT size=3><FONT
face="Times New Roman"><B>Compromisos de Gestión</B> anual</FONT></FONT><FONT
size=3 face="Times New Roman">), a través de los </FONT><FONT size=3
face="Times New Roman">órganos del Poder Local</FONT><FONT size=3
face="Times New Roman">, asambleas vecinales de consulta y elección directa de
los <B>proyectos comunitarios</B> presentados por los vecinos y sus
organizaciones.</FONT></SPAN></FONT></SPAN></SPAN></DIV>
<DIV class=divLeadNotaPncpal align=left><SPAN><SPAN style="FONT-SIZE: 14pt">
<P><FONT face="Times New Roman"><FONT size=3><FONT color=#0000a0>
</FONT>El <B>Concejo Vecinal,</B> es el órgano autónomo de participación social
en el gobierno local. Está inspirado en el respeto al principio de participación
de los vecinos y de autonomía de las organizaciones locales. Representa a los
vecinos y las organizaciones sociales, asesora al Concejo Municipal y al
Gobierno Departamental, tiene capacidad de propuesta e iniciativa, así como de
control y fiscalización. Canaliza las demandas de los vecinos en los diferentes
barrios y propone posibles soluciones, asesora en planes y proyectos para la
Zona, así como en trámites y denuncias; participa en forma decisiva en la
preparación del presupuesto quinquenal y el PLAEDEZ; informa la opinión de los
vecinos sobre emprendimientos solicitados para el barrio (quioscos, puestos, uso
de espacios públicos, obras y servicios, etc.); realiza evaluaciones de la
gestión zonal; organiza y promueve actividades culturales, sociales; establece
comunicación con organismos de carácter nacional (ej. ministerio del interior,
salud pública, medioambiente, etc.)</FONT></FONT><FONT size=3
