style="mso-bidi-font-weight: normal">Finalidad y objetivo</B>: El curso recorre
sintéticamente la evolución de las ciencias sociales aplicadas a lo territorial,
desde los años 30, para llegar a los más recientes planteos teóricos<SPAN
style="mso-spacerun: yes"> </SPAN>ligados a la gestión de políticas
públicas sobre desarrollo local, descentralización y políticas públicas
sociales, urbanas, rurales, medio ambientales, de cogestión de servicios o
políticas, etc. Los últimos planteos sobre estos temas incluyen la necesidad de
que los actores implicados en esos procesos participen en el diseño e
implementación de las políticas territoriales, tanto las que dividen el Estado
en distintos niveles, como las políticas sectoriales que se desconcentran en
este territorio.<SPAN style="mso-spacerun: yes"> </SPAN>Las visiones más
actualizadas perciben este fenómeno de forma integral y transdisciplinario, lo
que implica la articulación con las distintas temáticas del curso y aportar a
una reflexión sobre esta articulación por parte de graduados universitarios, así
como actores ligados a la gestión o a las políticas, con distintos perfiles
profesionales es el objetivo de esta propuesta.

ejes del curso son la descentralización y la participación ciudadana, pero no
podremos entender ambos temas sino hacemos referencia al contexto histórico, a
los modelos de desarrollo que buscaban (relación Estado/Mercado), a la
concepción de planificación así como a su visión de lo político institucional o
partidario (relación gobierno/ciudadanía y relación representes/representados).
Estas concepciones están incluidas o inspiradas en lo que llamamos paradigmas
(moderno con el Estado Keynesiano de Bienestar y cultura política específica;
neoconservador –neoliberal o neogerencialista-; o progresita y democratizante –
participacionista y en redes
fundamentalmente-).<o:p></o:p></FONT></FONT></SPAN></P>

relación Estado/sociedad aquí es fundamental por lo cual se tocarán temas como
gobernabilidad y gobernanza o conceptos como el de enraizamiento y capital
social de una manera sencilla y didáctica. En esa relación primero fue el
paternalismo y la modernización industrial y urbana en manos del Estado con su
visión centralista y sus sistemas de intermediación de intereses. El quiebre de
este paradigma, nace el paradigma neoconservador –en una primera generación con
el modelo económico neoliberal- que intenta reducir al Estado concibiendo la
sociedad como mercado. En una segunda generación, ante el fracaso de la etapa
anterior, los mismos neoconservadores admiten la necesidad del Estado como ente
regulador proponiendo terciarizaciones, asociaciones público-privadas y
flexibilización laboral orientadas a fortalecer al mercado. Es el <I>New Public
Managment</I> o “Nuevo gerenciamiento público”. Este último también coincide en
la necesidad de descentralizar el Estado y en dar participación a los usuarios o
clientes en la implementación de políticas públicas. El paradigma neoconservador
tiene su propia visión de gobernabilidad y de democracia y sigue vigente entre
nosotros.<o:p></o:p></FONT></FONT></SPAN></P>

el paradigma democratizante, la relación Estado/sociedad, no es de
enfrentamiento, sino que se pueden establecer círculos virtuosos basados en otra
concepción de gobernabilidad y, por tanto, de gobernanza.
<o:p></o:p></FONT></FONT></SPAN></P>

este último<SPAN style="mso-spacerun: yes"> </SPAN>paradigma se plantean
modelos de descentralización y participación ciudadana – que lleva a una
democracia deliberativa o una radical- muy diferentes. Éstas se plasman en
presupuestos participativos, mecanismos de consulta o de deliberación con la
sociedad,<SPAN style="mso-spacerun: yes"> </SPAN>en asambleas populares,
en políticas o servicios cogestionados, en planificaciones estratégicas
participativas, en descentralizaciones participativas, en redes más o menos
formales, en modelos o mecanismos de gestión social a través de redes
socio-gubernamentales o de enraizamiento del Estado en la sociedad y viceversa.
El ámbito local o subnacional se presenta como privilegiado para este tipo de
experiencias que se vienen dando en América Latina y Europa.

a partir de estas experiencias que surgen enfoques de la democracia diferentes a
la democracia representativa liberal, para complementarla o para combatirla. De
allí surgen dos enfoques, uno de democracia deliberativa que se apoya en las
instituciones; y otro de democracia radical que se apoya más en la sociedad y en
el nuevo tipo de movimientos sociales en red que reivindican nuevos valores
ligados a una sociedad postindustrial (feminismo, movimiento gay, de ocupantes
ilegales, de derechos humanos, ecologistas, etc.).

relación entre la democracia deliberativa con el concepto de gobernanza, a
través de la idea de redes socio-gubernamentales, se trabajará en clase como
alternativa para una sociedad más democrática. Esto se ve plasmado en la visión
de descentralización y participación ciudadana que nos planteemos desde la
gestión, la academia, las distintas técnicas referidas al territorio, y las
diferentes disciplinas de las ciencias sociales en un sentido amplio del
término.<o:p></o:p></FONT></FONT></SPAN></P>

está orientado a profesionales implicados en el diseño e implementación de
políticas públicas locales, municipales o departamentales; cientistas sociales y
urbanos así como técnicos, gestores o decisores políticos; así como estudiantes
avanzados de diferentes carreras que manifiesten interés en las temáticas
abordadas en el curso. El perfil de los participantes es fundamental para lograr
el enfoque integral y transdisciplinario no sólo en las ciencias vinculadas a lo
social (sociología, trabajo social, ciencia política, economía, urbanismo,
antropología<SPAN style="mso-spacerun: yes"> </SPAN>y sicología social,
geografía humana, etc) sino algunas que transcienden ese ámbito –por lo menos
para los enfoques más tradicionales- como arquitectura, derecho,
