una ley necesaria, con énfasis en la regulación. Seguramente, un voluntariado
sin límites puede terminar en un atajo para prácticas informales que destruyan
empleo genuino e impacten en el sistema de protección social. Pero la ley no
deja de ser parcial y, hasta injusta, en algún caso. Uruguay tiene una rica
historia en el trabajo vocacional, solidario, desde el corazón, por los demás.
Las prácticas voluntarias están sumamente extendidas y han crecido notoriamente
en una década. En rigor, más del 43% de la población lo hace o lo ha hecho en
algún momento de su vida.<BR> Las personas que hacen
voluntariado realizan sus actividades en diferentes instituciones. Las
organizaciones culturales y recreativas, las iglesias, las parroquias y otras
organizaciones religiosas, las organizaciones barriales y de vecinos, las
instituciones deportivas y de recreación y las organizaciones de carácter
humanitario son algunos de los ejemplos en los cuales las personas vuelcan
tiempo y esfuerzo. También ceden su tiempo grupos juveniles, asociaciones
profesionales, cooperativas, sindicatos, organizaciones ambientalistas,
organizaciones de defensa de derechos humanos, de defensa de los consumidores,
entre otras.<BR> Un factor de influencia decisiva en el
éxito de las iniciativas nacionales impulsadas por los voluntarios es la
receptividad del gobierno. A veces, los movimientos ejercen suficiente presión
política para obligar al gobierno a mostrarse más receptivo. En otras ocasiones,
son gobiernos receptivos los que amparan y facilitan las iniciativas del
voluntariado. Así pues, las iniciativas más eficaces de voluntariado surgidas
desde la base han tratado de colaborar con los gobiernos en ciertas esferas,
inclusive cuando se han opuesto a ellos y los han cuestionado desde otros
ámbitos. Es importante que el Gobierno, el grupo dirigente, la élite, muestren
cierto grado de receptividad con el objetivo de crear un entorno que facilite
una participación generalizada.<BR> Siempre recordamos
‑porque define al ser uruguayo‑ las palabras de la ministra de Desarrollo
Social, maestra Marina Arismendi, manifestando que la inmediatez y la eficacia
de las políticas públicas impulsadas desde el Plan de Emergencia durante el
primer gobierno del Frente Amplio en gran parte se debieron a que los uruguayos
se juntan en una esquina, de a dos o tres, y resuelven armar algo que sirva para
ayudar al prójimo.<BR> Río Negro se inscribe en los
números de la estadística: comisiones de apoyo, organizaciones no
gubernamentales, comisiones de fomento, barriales, de escuelas, hospitales,
policlínicas, deportivas, culturales, ambientales, derechos humanos,
enfermedades, discapacidades, protectoras de mascotas, es decir, todo aquello
que vincula al hombre con lo social; la variedad más absoluta para darse una
organización de servicio. Muchos se repiten, pero son muchísimos los que
entregan parte de su tiempo al voluntariado.<BR> Hemos
visitado algunas de las obras de nuestro voluntariado: la Fundación Martín
Echegoyen, de Fray Bentos; el Centro Esperanza, de Young; el Centro de Ayuda al
Discapacitado de Young (CADY); la Fundación Vladimir Roslik, de San Javier.
También hemos participado de una reciente actividad de Asonc en Fray Bentos, que
brinda apoyo al enfermo oncológico. En otra oportunidad detallaremos lo que
vivimos en nuestras visitas. Lo resumimos en una frase: desde el amor a la
dignidad. Quedan muchas obras para seguir visitando. Debemos reconocer que, por
la extensión del fenómeno, muchas veces, en Río Negro, sin saberlo, estamos
involucrados en una tarea de voluntariado.<BR> María
Cristina Zavalkin de Roslik, nuestra compañera en esta diputación, presidenta de
la fundación que lleva el nombre de su esposo asesinado, siempre nos repite que
se pierde mucho tiempo por la burocracia del Estado. En este aspecto, la
regulación no es el remedio. La organización del Estado nacional debe
reflexionar sobre la fundamental importancia del voluntariado. No solo el que
corre detrás de todos los huecos que deja una protección social aún no
suficiente, sino aquel que sustenta un proceso de desarrollo equitativo. El
Gobierno debe orientar a toda la organización del Estado a buscar ámbitos y
procesos que faciliten, protejan y potencien el trabajo del voluntariado.
El país tiene allí una fortaleza del insumo básico para su desarrollo en
equidad: la participación ciudadana vocacional.<BR> El 5
de diciembre se festeja el "Día Nacional del Voluntariado" en Uruguay, que
coincide con el "Día Internacional de los Voluntarios por un Desarrollo
Económico y Social", objetivo establecido por la Asamblea General de las
Naciones Unidas.<BR> Esta es una época muy apropiada
para reflexionar desde nuestros organismos respecto a generar ámbitos para
potenciar todo el trabajo de estas personas que entregan su tiempo por los

sentido del mensaje. Ahora, en su primera gira latinoamericana, Francisco pidió

hermanitas llegar a la casa de los obreros, muchos de ellos inmigrantes y
anarquistas. Su constancia y creatividad para generar actividades que los
atrajeran fue abriéndoles el camino y poco a poco son llamadas a cuidar
enfermas/os y el dispensario que funcionaba en la comunidad se vio colmado de
pacientes. Junto a esto se fue desarrollando el trabajo social. La misión de las
hermanitas fue alcanzando así en el término de dos años su pleno desarrollo
