intensidad de la pobreza. En efecto, la brecha de pobreza en el período
analizado cayó a tasas anuales elevadas y por encima de la tasa de pobreza en
ocho países: el Uruguay (-15,9%), el Perú (-12,3%), Chile (-10,5%), el
Brasil, el Ecuador, el Paraguay, Colombia y el Estado Plurinacional de Bolivia
(entre un 8% y un 10% aproximadamente). En paralelo, la intensidad de la pobreza
se redujo en esos mismos países a una tasa equivalente anual de entre un 9% y un
14%. En todos estos casos, no solo descendió la pobreza, sino que además mejoró
la situación general de las personas de menores ingresos entre los pobres. Solo
en Panamá descendió la tasa de recuento, pero la brecha se redujo menos que la
tasa de pobreza y la intensidad se mantuvo, lo que permite suponer que quienes
salieron de la pobreza fueron los hogares que tenían los mayores ingresos entre

comisión de trabajo.<BR> Algunas delegaciones venían
concretamente a verlas a ellas. Atendían las entrevistas, aunque al principio no
todas participaban activamente.<BR> Algunas no se
acercaban, tal vez por timidez. Pero todas observaban a los que entraban y
salían. Luego preguntaban qué pasaba. Montevideo les impactaba, les asustaba,
intuían que algo malo podía pasar, miraban desde su carpa, llamaban a los
gurises, no querían que les hicieran fotos.<BR> -¡No!
¿Para qué? Para que se rían de nosotros. ¡No!<BR> Hacía
ocho semanas que habían llegado a la capital. Largas semanas sin
respuestas.<BR> La Comisión de Mujeres fue tomando
cuerpo. Se sentían más seguras, estaban más ocupadas. Se sumaban a las
entrevistas con los sindicatos o con los parlamentarios. Se permitían dudar y
hablar en la asamblea. Fueron ganando espacios.<BR> Las
cañeras convocan a su asamblea golpeando las manos. De a poco van llegando todas
a la rueda, en el centro del campamento. De pie, de piernas abiertas para tener
más equilibrio, con los hijos chicos atravesados en la cintura y los otros
colgados como racimos de uvas, se reúnen al pálido sol del mediodía. Son unas
quince. Están preocupadas. Todas quieren hablar a la vez. Montevideo las
decepcionó. Sólo las tranquilizan las manos tendidas de otros trabajadores que
se acercan a diario al campamento. Algunas dicen que, si no hay respuesta del
gobierno, preferirían volver su tierra, volver a como estaban antes, no perder
la próxima cosecha, no quieren quedarse aquí a
mendigar.<BR> La Eva de Bandera escucha pensativa. Está
doblando unas ropitas, sentada<BR>en su cajón.<BR> Los
niños se acercan al grupo para escuchar mejor.<BR> La
Eva de Almada también se acerca, despacio. Escucha con la mirada baja. Todas
hablan fuerte, se entrecruzan los diálogos.<BR> -Hay
mucho barullo. ¿Por qué no hablamos de a una?<BR> -Aquí
la cosa se está poniendo difícil. No podemos
esperar.<BR> -Ahora hablo yo! ¡Carajo! –fuerte, para
callar el griterío-. ¿Soy o no soy la presidenta?<BR> Se
ríen; es la China.<BR> La China, tenía treinta y seis
años. No fue a la escuela porque no tuvo tiempo, la vida se le vino arriba
rápido. Según me contó un día, la eligieron presidenta de la comisión de mujeres
del campamento, porque habla claro y no tiene pelos en la lengua. Sigue
diciendo:<BR> -No tenemos nada que perder. Bajamos a
Montevideo a luchar para conseguir la tierra, no nos vamos a ir sin conseguirla.
Hay que esperar un poco, tener paciencia.<BR> -Hicimos
ochocientos quilómetros a pie, familias enteras. Esta marcha la hicimos todos:
hombres, mujeres y niños. Esto no es pavada. Si hay que esperar, esperamos –dice
la Chela–. Tenemos que sacar la ley del
Parlamento<BR>ahora.<BR> La Chela Fontora tiene
veintiséis años. Es de la Comisión Directiva del sindicato de UTAA. Todas están
muy serias, pensativas, con un miedo que obedece más al presentimiento que a
otra cosa.<BR> -¿Hasta cuándo? -dice otra, con una voz
aflautada y fina.<BR> -Perderemos la
zafra.<BR> -¿Y los maridos en qué van a trabajar cuando
volvamos? ¿Eh?<BR> -¿De qué vamos a
vivir?<BR> -¿Y si no votan la
Ley?<BR> -Ellos están para ellos ¡y
ta!<BR> -No podemos esperar, yo estoy cansada. Allá
puedo vivir en el rancho de algún vecino, mientras
esperamos.<BR> Sus voces se oyen, perdiéndose entre los
sonidos de la gran ciudad.<BR> Como ecos, golpean en las
esquinas y se multiplican en las puertas y las ventanas de los barrios
montevideanos.<BR> Se agregó el invierno, se fueron
enfriando las visitas emotivas de los primeros días. Los montevideanos se
acostumbraron a verlos por las calles.<BR> La prensa
pasó la noticia a segundo plano. Ya no son novedad.<BR>
La prensa de derecha gasta muchos recursos para atacarlos, poniendo en duda la
autenticidad del movimiento:<BR> -¿Qué buscan los
cañeros?<BR> Cómo si no lo
supieran.<BR> Los sindicatos siguen discutiendo sobre
los métodos, la estrategia y los hechos consumados. Todas esas palabras que no
estaban en el vocabulario del grupo, en el diario vivir de las familias
cañeras.<BR> -Tan fácil que parecía
todo!<BR> -Trabajar para
vivir.<BR> -Solo pedíamos
eso.<BR> Niños y mujeres tienen gripe y bronquitis que
no se curan fácilmente.<BR> Alguno es hospitalizado. Les
hicieron radiografías, les reforzaron las vacunas.<BR>
-Otro clima -decían ellas.<BR> -Aquí hay mucha
humedad.<BR> La solidaridad de los gremios no cesó. Los
obreros de los frigoríficos organizaron la campaña del quilo: donación de
alimentos no perecederos y de un quilo de carne por donante, por día. Lo hacían
llegar diariamente al campamento. Pero todo se iba desgastando. Llegaba menos
cantidad de otras donaciones.<BR> Las pequeñas
manifestaciones diarias por distintos barrios, ya no se podían hacer sin
autorización y mucho menos vender bonos solidarios por la calle principal de la
ciudad o en la puerta de las fábricas. Les pedían la cedula, para
intimidarlos.<BR> -Solo queremos trabajar, allá, en
nuestra tierra en Bella Unión, cerca de nuestras
familias.<BR> -No vinimos a mendigar a
Montevideo.<BR> De eso, estaban
seguras.<BR> Una mañana, al volver del mercado vieron
que les habían puesto guardia policial en las esquinas del campamento, por la
calle Cuñapirú.<BR> Y empezó la provocación policial.
