El miércoles 4 de mayo se realizan las elecciones universitarias en todo el país
con carácter obligatorio. Hay 240.880 habilitados para votar entre estudiantes,
docentes y egresados, los que podrán hacerlo en 600 circuitos de Montevideo y
casi 150 del interior del país. <BR> Estas elecciones
renuevan los órganos del cogobierno en la Universidad de la República. Se eligen
los miembros de la Asamblea General del Claustro (AGC), de los claustros de
facultades e institutos asimilados, los delegados estudiantiles a los consejos
de facultades y, por primera vez, de los órganos de cogobierno de la Facultad de
Información y Comunicación (FIC). <BR> La AGC es un
órgano deliberativo a nivel central donde los estudiantes, docentes y egresados
allí representados analizan y emiten opinión sobre las grandes políticas
universitarias y educativas, entre otros asuntos de interés general. También
está encargado de designar a los delegados de los órdenes al Consejo Directivo
Central y, cuando corresponde, al rector. <BR> Las
elecciones universitarias son obligatorias y reguladas por la Corte
Electoral.<BR> El sufragio es secreto y personal para
los electores que se encuentren cerca de los circuitos de votación y por
correspondencia para quienes se encuentren lejos de ellos pero dentro del país.
<BR> El reglamento sobre aplicación de sanciones a los
no votantes establece para los estudiantes la imposibilidad de rendir exámenes
durante dos periodos consecutivos, y multas de cinco unidades reajustables para
docentes y egresados. <BR>¿Dónde se vota? <BR> Los
planes circuitales se publicarán en los servicios universitarios y en los sitios
web de la Corte Electoral y de la Universidad unos días antes de la elección.
<BR> En el interior se vota en las ciudades donde hay
locales universitarios y en algunas otras que la Corte Electoral decide. En las
localidades donde no hay mesas receptoras, se vota por correspondencia en los
locales de la Administración Nacional de Correos (los electores deben llevar las
listas).<BR> En la sede Salto (Regional Norte) las mesas
receptoras de votos estarán ubicadas en el edificio central (Rivera y Misiones

Simultáneamente a las elecciones generales, cerca de 20.000 universitarios de
los Centros Universitarios Regionales (Cenur) del Litoral Norte y de la Región
Este (CURE) elegirán a los delegados de sus respectivos órdenes a la Asamblea
del Claustro.<BR> A diferencia de las elecciones
generales, las de los Cenur no son organizadas y fiscalizadas por la Corte
Electoral sino por la propia Universidad, de modo que cada elección tiene su
propio plan circuital. <BR> Con estas elecciones
simultáneas en todo el país, se consolida la autonomía universitaria así como el
proceso de descentralización que la Universidad ha comenzado a cristalizar en
los últimos años. «Esa autonomía política se complementa, en el caso de la
Universidad de la República, por la llamada autonomía de gobierno, eso es, por
la regla constitucional de que las autoridades universitarias son designadas o
electas por los órganos de la propia Universidad y en último término por sus

en su domicilio. Este martes se reúne el Congreso de Intendentes.

“los arquitectos están haciendo un relevamiento de los daños, pero más de una
tercera parte de las construcciones ha sufrido algún tipo de
perjuicio”.<BR> “Tuvimos reunión con el intendente
[Agustín Bascou] que está en contacto con Lucía Echeverry, la directora nacional
de Vivienda, para poder empezar a entregar materiales de las donaciones a las
familias”.<BR> Utermark explicó que los damnificados se
dividen en tres categorías: verde, amarilla y roja.<BR>
“Se comenzará con las que tiene problemas menores, enmarcadas como verde. Son
unas 600 familias con daños menores en sus casas, voladuras de algunas chapas y
no mucho más. Las amarillas, en cambio, es porque se les cayó algún techo o
alguna pared; obviamente, la categoría roja es para aquellas casas totalmente
destruidas”.<BR> Utermark fue claro: “La solución no
vendrá de un día para el otro. En estos momentos hay un trabajo conjunto entre
el Mvotma, la OPP, Presidencia, la Intendencia. Entendemos la desesperación de
algunos, pero hay que tener paciencia. Ver a esas familias que con tanto
esfuerzo hicieron lo que tienen y que lo pierdan todo así… Da impotencia”.

Nada más conocerse la magnitud del desastre en Dolores decenas de voluntarios de
diversos ámbitos comenzaron a marchar hacia esa ciudad para colaborar con sus
habitantes. De esa manera, los trabajadores y los sindicatos iniciaron una
campaña de solidaridad que se expresó en el arribo a la ciudad de decenas de
enfermeros, soldados, psicólogos, obreros, estudiantes, jubilados. Además se
inició la recolección de todo aquello necesario para los miles de damnificados
en esa ciudad del departamento de Colonia, como ser ropa, pañales, alimentos no
perecederos, remedios, juguetes, pero también chapas, arena, portland,
colchones.<BR> Inmediatamente de conocida la magnitud de
lo sucedido en Dolores, medio millar de trabajadores, estudiantes y jubilados,
integrantes de las brigadas solidarias Agustín Pedroza del Sunca, actuaron en
respuesta para comenzar a mitigar y contrarrestar la devastación que afectó a
miles de compatriotas.<BR> El secretario general del
Sunca, Daniel Diverio, explicó al Portal que la respuesta organizada de las
brigadas Agustín Pedroza trascienden al sindicato. “Acá se nuclean obreros y
estudiantes, jubilados, mucha gente que quiere ayudar a los compatriotas cuando
nos necesitan”.<BR> Diverio aseguró que la respuesta de
la gente a través de la Brigada Agustín Pedroza “surge de manera natural”. En
este caso de la tragedia acontecida en Dolores, “nuestros compañeros de Mercedes
llegaron al pueblo inmediatamente y comenzaron a organizar la respuesta. A
partir de su conocimiento de la zona y de los barrios más complicados se
estableció una forma de ir trabajando”.<BR> Por su
parte, la Federación de Funcionarios de la Salud Pública (FFSP) activó los
mecanismos previstos para emergencias sanitarias y la noche del viernes ya se
comenzaron a organizar los equipos de respuesta para trasladarse hasta las zonas
afectadas.<BR> Un primer equipo integrado por unas
quince personas, especialmente algunos licenciados en enfermería, coordinaron
con los trabajadores que se encontraban en distintos centros de
ASSE.<BR> El presidente del Pit-Cnt, Fernando Pereira,
destacó el trabajo del conjunto de los trabajadores y recordó que el impacto de
lo sucedido en Dolores así como en otros departamentos , probablemente con el
paso del tiempo y cuando deje de ser la noticia más importante vendrán “meses de
trabajo en el anonimato, ahí es donde estamos seguros que vamos a estar con toda

familias de los obreros cañeros; regresaban a Bella
Unión.<BR> La Estación Central de ferrocarril de
Montevideo se llenó de abrazos, besos y adioses.<BR> El
tren, cuando se puso en marcha, se llenó de voces:<BR>
-¡Por la Tierra y con Sendic!<BR> -¡No podemos
esperar!<BR> -¡Tierra para
trabajar!<BR> Esos gritos de hombres, mujeres y niños
que se alejaban con los puños en alto, asomados a las ventanillas nos
estremecen, nos convocan a no dejarlos solos. Levantamos los puños nosotros
también, repitiendo las consignas como nuestras.<BR> Las
palabras del compañero Camargo resonaban todavía:<BR>
-Empezamos una nueva etapa de nuestra lucha.<BR> Aquí
quedó una delegación representativa de UTAA para seguir las gestiones frente a
la Comisión parlamentaria y los sindicatos
montevideanos.<BR> La gente volvió como pudo. Los
dirigentes quedaron unos presos y otros en la clandestinidad, acusados de lo que
no eran: “sediciosos”.<BR> Regresaron con las manos
vacías a Bella Unión y la experiencia del intento por vivir
mejor.<BR> Los que habían hecho la Marcha quedaron en
las listas negras y no consiguieron trabajo al
llegar.<BR> En un terreno se hizo la olla sindical para
que comieran los desocupados y sus familias.<BR> Con el
apoyo del sindicato bancario, fabricaron un horno de ladrillos con que levantar
la futura Policlínica Sindical en Bella Unión, que aún hoy
existe.<BR> Algunos no regresaron. Se perdieron en la
ciudad, buscando trabajo. Sabían que allá lo tendrían muy mal; los esperaba la
“lista negra”. Eran todos sospechosos, peligrosos, subversivos. Se llevaron el
cartel colgado al cuello.<BR> -¡El tal desparramo de los
peludos! -me contaba la Eva de Almada, cuando la encontré años más tarde–. Unos
pa’ Artigas, otros pa’ Treinta y Tres, a los arrozales, porque decían que había
trabajo, otros pa’ Rocha, a probar suerte... a la pesca... ¡El tal
