Estoy tranquila. No hice nada por lo que no pueda mirar de frente a quien sea,
incluido al ex senador, ministro, intendente y actual edil Mariano Arana al que
dijeron en el Diario El País que insulté. El episodio de manipulación de la
opinión pública sirvió para constatar realidades. Aleccionante y en ese sentido
lo agradezco. <BR> La tergiversación mediática
transformando una actitud de defensa en un ataque gratuito, catalizó indicadores
de que hay mucho trabajo por hacer para lograr equidad intercultural.
<BR> La palabra grosera estuvo demás en dos casos:
Mariano no debió decir “mamarracho” ni en condicional ni en ninguna conjugación
al referirse a algo sagrado para mucha gente, pues aunque se trate de un objeto
tiene carga emocional delicada y se percibe como condicionar subjetivamente el
ultraje a la bandera de un país o a un ser querido. <BR>
Tampoco debí contestarle “mamarracho serás vos” porque es un agravio y una falta
de respeto. Estuve mal y pido disculpas. <BR> Había
formas más elegantes y contundentes de expresar el malestar y lo hice, aunque no
lo quisieron ver. Redituaba más dibujar el “duro insulto” que era simplemente la
misma palabra que dolió, en formato “título
alarmante”.<BR> Esto no se trata de algo personal y se
hace sentir en esta oportunidad y en mil otras. <BR> Es
sobre aquello de lo que soy representativa y la cultura dominante aún
rechaza.<BR> En tal sentido era nuestra responsabilidad
contestar. <BR> La marginalización normalizada hacia
rituales afroindígenas cegó la vista al problema real de titulares estilo
molotov de cierta prensa, que “venden” por sí mismos, sin que importe mucho el
contenido o la circunstancia. <BR> ¿Acaso soy alguien de
insultar públicamente a mis compañeros?<BR> Intereses
propios en muchos casos avivaron el asunto lo cual sirve como test social,
porque desnuda conceptos subyacentes sobre la otredad.
<BR> A los enarbolados, a los sensibles, y también a los
que mostraron respetuoso silencio pudiendo decir algo; de mi parte la mejor
suerte, porque juntos nos precisa el FA con defectos y
bondades.<BR> Ahora estoy más segura de por qué debo
existir en la fuerza política.<BR> No me arrepiento de
defender mis convicciones, lo que para mí y todo un colectivo es muy importante:
nuestros valores, identidad y tradiciones, nuestra fe, aquello que brinda
esperanzas de vida, lo que nos hace mejores individualmente y para la sociedad.
No olvidar que los afroumbandistas somos ciudadanos y compartimos país en
diferentes ámbitos en armonía con todas las confesiones y con quienes no tienen
creencias religiosas.<BR> En medio de tanta violencia,
no deberíamos perder la oportunidad de dar la chance a expresarse a las
diferentes culturas y sus manifestaciones diversas porque es generar convivencia
para la paz y el desarrollo.<BR>Los modelos que tenemos hasta ahora dan muestras
de agotamiento, es hora de buscar otras fuentes de integración y crecimiento
humano sociocultural sustentable.<BR> Sin dudas esto
refuerza el compromiso y nos hace madurar en trabajo
reflexivo.<BR> Hay gran tarea por delante y será desde
el Frente Amplio donde seguramente -unidad en la diferencia mediante-
profundizaremos la inclusión y practicaremos que sin todas y todos no hay nadie,
porque de eso se trata la democracia. </SPAN><B><SPAN

<DIV><FONT size=2 face=Arial> Hace ya catorce años vivo
entre países de los llamados de alto riesgo, Honduras, El Salvador y Guatemala,
pueblos que quiero entrañablemente.<BR> En cualquiera de
estos países tanto gobiernos de izquierda como de derecha han optado por la
llamada “mano dura” contra la delincuencia. En ninguno de los casos ello ha dado
resultados, por el contrario la violencia ciudadana siempre y en cada uno de los
casos se multiplicó. Quiero aclarar además que no estoy en estos países como
turista, sino que trabajo directamente con los barrios
populares.<BR> Nuestro país vive en la actualidad el
mentado caso del barrio Marconi, a lo cual la gran prensa a diario exacerba el
tema y arrima aguas al molino del clamor de la
“seguridad”.<BR> No es cierto que el actual gobierno ni
el anterior han invertido poco en seguridad, por el contrario cada vez se
invierte más, podemos ver cámaras en las calles, presencia permanente policial y
se multiplican además las llamadas empresas de seguridad privada. Rejas,
alarmas, barrios cerrados etc etc.<BR> No lo vamos a
resolver de esta manera, de ninguna manera, mucho menos estigmatizando a los
barrios pobres y llamando a reprimir cada día con mayor virulencia. La pobreza
se reproduce, por ejemplo se dice que el Uruguay es un país de “viejos”, esto no
es lineal, si uno observa es en los barrios más castigados por la pobreza donde
las familias son más numerosas y por ende jóvenes.<BR> A
los que reclaman represión les pregunto, si los trabajadores ganaran sueldos
dignos, entiendo por salarios dignos, no menos de 40.000 pesos uruguayos, sí
40.000 pesos no se asombren, esto debería ser el salario mínimo en el Uruguay de
hoy. Si la educación elevara el presupuesto en el triple, si vivir en definitiva
no fuera un suplicio para los humildes, la realidad sería otra, no tengo dudas.
Podrán seguir invirtiendo en represión todo el dinero que quieran y el problema
no se va a resolver ya vi el fin de esta película, insisto, Uruguay no va a ser
la excepción, ni lo sueñen.<BR> No estoy diciendo que no
haya que reprimir, el robo o la rapiña, digo que hay que elevar la mirada,
invertir desde ahora en lo que hay que invertir. No es precisamente en más
represión, por el contrario, es más educación, más salud, más vivienda en
definitiva que cumplamos efectivamente con que todo uruguayo y uruguaya tenga
satisfecho los derechos humanos fundamentales.<BR> Y
para invertir hay que castigar con impuestos no precisamente a los trabajadores,
hay que hacer pagar al capital, por los resultados de su política a lo largo de
todos los años que impera la ley del que más tiene. (<STRONG>La

piratas, ilegales, ciudadanas, urbanas y comunitarias son algunos de los modos
de nombrarlas y dan cuenta de algunos procesos del movimiento de radios desde el
que se ha venido luchando por el reconocimiento del sector, así como ha dado
cuenta en la práctica de la legitimidad de estos medios. En este sentido es que
se han aprobado normas como la Ley de Radiodifusión Comunitaria (RC) en 2008 y
la Ley de Servicios de Comunicación Audiovisual (SCA) en 2014. Su aplicación ha
sido defectuosa, o directamente no se han cumplido.<BR>
Los medios de comunicación comunitarios toman la voz, hablan sobre temas
medioambientales, sobre la participación de las mujeres, sobre la salud mental,
también informan de diversas actividades del movimiento social, reciben y
promueven a diversos artistas locales. Todo esto lo hacen desde la perspectiva
de lo comunitario, promoviendo la participación de la ciudadanía, aportando a la
construcción de una sociedad en la que quepan todas las
voces.<BR>
<STRONG>Perjudicado<BR></STRONG> Recientemente la
Asociación Mundial de Radios Comunitarias (AMARC) difundió un comunicado en el
que se denuncia el estado de discriminación en el que se encuentra el sector
comunitario de la comunicación en Uruguay. El Consejo Honorario y Asesor de
Radiodifusión Comunitaria (CHARC) fue disuelto por el Poder Ejecutivo a partir
de la aprobación de la Ley de SCA. Esta supone la instalación de una nueva
comisión que integra a todos los actores de la comunicación, además de los
específicamente comunitarios, denominada Comisión Honoraria Asesora de
Comunicación Audiovisual (Chasca).<BR> Esta comisión no
se ha instalado, por lo que el sector de la comunicación comunitaria del país se
encuentra paralizado en la adjudicación de nuevas frecuencias, lo que significa
un incumplimiento de la Ley de RC por parte del gobierno. Esto implica que no se
abren llamados para nuevas frecuencias de radios comunitarias, circunstancia que
desmotiva a diferentes colectivos que se asocian con esa
función.<BR> El funcionamiento de la Chasca es de suma
importancia para la construcción de una democracia plural que asegure la
libertad de expresión, ya que se trata de un espacio de participación directa de
todos los actores involucrados en la comunicación, entre ellos las
universidades, la sociedad civil organizada, etcétera, promoviendo la mayor
transparencia en los procesos de asignación de frecuencias, así como en el
desarrollo de políticas activas de comunicación.<BR> Si
bien el gobierno ha manifestado que la Ley de SCA no se reglamentará hasta que
la Suprema Corte de Justicia emita sus fallos respecto de la norma, la Chasca
tiene por cometido participar en la reglamentación de esa ley, por lo que se
debería conformar previo a ese hecho.<BR> Los medios
comunitarios se han visto claramente perjudicados por estas omisiones, que dan
cuenta de la ausencia de una política sistematizada de desarrollo del sector,
que necesita medidas específicas de promoción, y sólo se han realizado acciones
puntuales. Es necesario destacar la importancia que tiene la comunicación
comunitaria para el fortalecimiento de la democracia en Uruguay, ya que es un
sector que responde a las comunidades, y no a intereses partidarios,
empresariales o religiosos.<BR> <STRONG>Cero por ciento
a las comunidades<BR></STRONG> Los medios comunitarios,
en tanto espacios de integración, participación y construcción ciudadana,
generan múltiples procesos de incidencia y llegan a determinadas comunidades a
las que no acceden los medios masivos de comunicación. La comunicación
comunitaria es diferente: genera una agenda propia basada en los derechos
humanos; comunica con formatos propios; genera debates; les habla a los iguales;
construye lo común desde lo diverso. La asignación de la publicidad oficial en
Uruguay no ha tenido en cuenta estos aportes específicos y se ha basado
exclusivamente en criterios de audiencia; el sector comunitario es el único que
no recibe prácticamente ningún porcentaje de esa
distribución.<BR> En este contexto queda planteada la
pregunta sobre lo legal y lo legítimo. Sobre los derechos que se encuentran
reconocidos jurídicamente y los que efectivamente se ejercen. En este tiempo se

(...)La apertura de la conferencia de prensa estuvo a cargo del Director General
de Gestión Ambiental quien comenzó señalando que el tema de la limpieza y la
gestión de los residuos es el más importante, pero una vez que abordamos y
avanzamos en este aspecto, surge la necesidad de avanzar en otros aspectos. Lo
que estamos presentando recoge los primeros diez años de gobierno, en la que
fuimos aprendiendo e incorporando una visión distinta que siempre trata de
superar la tarea básica de solo limpiar basurales, sino que se busca lograr
niveles de eficiencia y eficacia en la limpieza, pero también ir recuperando
políticas de recuperación y reciclaje con inclusión social de los
clasificadores, incorporando equipamiento para que estos objetivos se logren.
Uno de los desafíos es trabajar sobre el concepto de desarrollo sustentable,
pensando en cuáles son las condiciones ambientales que le estamos dejando a las
futuras generaciones, lo que implica la búsqueda de compromiso por parte de

Siempre lo vi desde el otro lado de la bahía, desde el Cerro donde vivía. Lo
sentía tan lejano… y aquí estoy hoy, en el centro de esta espiral que me trae,
me envuelve, me aleja y me acerca. Aquí, entre un montón de gente, maletas y
niños saltando y riendo.<BR> Unos se van, otros se
quedan, se abrazan, se tironean de la ropa,
reteniéndose.<BR> Vigilo las maletas donde van los
recuerdos, las fotos, algunos libros que eligieron los niños y algún juguete del
que no pudieron despedirse. No permito que mis hijos se alejen de mí, tengo
miedo de que se pierdan entre la gente o caigan al agua Me doy cuenta que
transpiro y estoy temblando. La gente se saluda, otros lloran. Se abrazan con
fuerza.<BR> Miro alrededor. De un lado paredes grises
galpones y guinches, a mi espalda una pared se alza ancha y gris con pequeñas
ventanas donde no se asoma nadie. Esta pared se mueve, se balancea, cruje. El
vaporcito que arrastró y trajo hasta aquí esta pared nos saluda dando pitos y
bocanadas de humo. La deja frente al muelle, lo más cerca posible de la orilla y
se aleja lentamente. Como un gran dragón que dormitando nos espera y sabe que no
nos resistimos, estamos entregados mansamente a este viaje no
esperado.<BR> Me muevo en silencio, me trago las
palabras, veo la gente que también se mueve en silencio, veo las abuelas que
miran sin palabras. Los nietos son de todas. Las mujeres mayores se multiplican,
los niños también, los que se quedan y los que se van son de todas. Todos somos
de todos y de todas.<BR> Somos una masa que late y
respira al unísono, todos juntos allí, hacia distintos
destinos.<BR> Un estridente pitar nos sobresalta. Se
mueven las formas, los grupos se acercan y se alejan. Es como si mirara por un
gigantesco caleidoscopio.<BR> Se
despiden.<BR> El segundo pitar anuncia que el gigantesco
dragón poco a poco se despierta y nos tragará uno a uno para dejarnos, dentro de
muchos días, lejos, muy lejos. Esa gran pared abrirá su
boca.<BR> Los besos, las caricias, el latido agitado de
mi corazón. Hay que irse: para rescatar las palabras, el color, el oído la
vista.<BR> Subo la escalerilla. Se mueve y yo tiemblo,
custodiada por seis manitos que me guían y aseguran. Ellos no tienen miedo de
ser tragados. Miro hacia atrás y la vista se me nubla. De pronto todo toma
color, la masa late y respira con nosotros, nuevamente, las miradas los adioses
se hacen cercanos, no es despedida, los gritos traen un hasta luego
