ha hecho reflexionar y elaborar a éste pleno una ley para, a futuro, evaluar
sobre el acceso formativo y laboral de los jóvenes afro.<o:p></o:p></SPAN></P>

Racismo que ha empujado a instalar mecanismos de equidad racial en los
diferentes ministerios e intendencias del país, que de 13 instalados hoy quedan

transversalizara ya que hay un índice de entre un 8 y un 10 % de habitantes

racismo abarca todas las dimensiones de la vida social. Su mutación y el pasaje
por diferentes estadios ha sido lo que ha posibilitado su sostenimiento hasta la
actualidad, más allá de los avances jurídicos y los compromisos nacionales e
internacionales.<o:p></o:p></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt" class=Standard><SPAN

racismo es violencia y, como diferencia Rita Segato, al referirse a las esferas
del acto racista: "Un primer deslinde se refiere a la diferencia entre racismo
como prejuicio o como discriminación. </SPAN><SPAN
style="FONT-FAMILY: 'Arial','sans-serif'; FONT-SIZE: 10pt; mso-bidi-font-family: Tahoma"
lang=DE>Prejuicio es una actitud racista de fuero íntimo, de la intimidad, de
las convicciones personales generalmente al respecto de personas no blancas, en
tanto que discriminación es el efecto de esa convicción personal en la esfera
pública, la exclusión que resulta como consecuencia, consciente y deliberada."
El prejuicio se transforma en costumbre y se reproduce hasta su
naturalización.<o:p></o:p></SPAN></P>

racismo de convicción, axiológico que “se expresa a través de un conjunto de
valores y creencias explícitas que atribuyen predicados negativos (o positivos)
en función del color, trazos físicos o grupo étnico al que la persona pertenece”

afro están mejor dotadas para los deportes, el sexo o la música popular, que
para otras actividades como el pensamiento abstracto es un ejemplo de

racismo político-partidario-programático, “que sirve de base para la formación
de agrupaciones políticas que votan mancomunadamente y abogan un antagonismo
abierto contra sectores de la población racialmente
marcados”.<o:p></o:p></SPAN></P>

racismo emotivo “se expresa manifestando miedo, rencor o resentimiento con
relación a personas de otra raza o grupo étnico. Es el caso de aquellos que se
asustan al tener que compartir un elevador a solas con una persona no-blanca, o
sentir su presencia próxima en la calle”.<o:p></o:p></SPAN></P>

cuarta categoría, un racismo de costumbre, automático o “acostumbrado”, es aquel
“irreflexivo, naturalizado, culturalmente establecido y que no llega a ser
reconocido o explicitado como atribución explícita de valor diferenciado a
personas de grupos raciales y étnicos. Se opone a los racismos fundamentados en
una conciencia discursiva. Este tipo de racismo hace parte del universo de
nuestras creencias más profundas y arraigadas”. Ejemplo de este tipo de racismo
es esperar que un alumno afro rinda menos en un salón de clases o pretender que
sea el mejor en determinado deporte.<o:p></o:p></SPAN></P>

lo conocemos, o no sabemos de la subrepresentación de los afrodescendientes en
espacios de decisión? ¿O en la<SPAN style="mso-spacerun: yes">
</SPAN>costumbre de ver a las mujeres afro en su rol de domésticas? ¿O los
hombres afro como choferes y porteros?<o:p></o:p></SPAN></P>

de desarrollo integrales que busquen abordar el racismo y la discriminación
racial a nivel institucional;<o:p></o:p></SPAN></P>

revisión de las políticas sociales con perspectiva
etnicorracial;<o:p></o:p></SPAN></P>

asignación de recursos técnicos y materiales a estas líneas de

ello se deberán establecer programas permanentes de monitoreo y evaluación del
progreso de la implementación de las políticas públicas y las acciones
afirmativas, incluyendo indicadores válidos y confiables que den cuenta de los
avances y retrocesos de las mismas.<o:p></o:p></SPAN></P>

de datos: la inclusión de la variable etnicorracial en diversos espacios de
recopilación de datos como el acta de nacido vivo del Ministerio de Salud
